How Does the Rule Propose to Strengthen Direct Care Workers? Current Reality •

Direct care workers typically earn low wages and receive limited benefits contributing to a shortage of direct care workers and high rates of turnover in this workforce which can limit access to impact the quality of Home Community-Based Services (HCBS). Workforce shortages can also reduce the cost effectiveness of services for State Medicaid agencies that take into account the actual cost of delivering services when determining Medicaid payment rates, such as relying on overtime and temporary staff, which have higher hourly costs than non-overtime wages paid permanent staff.
