Report of the Fire Chief May 1, 2008 President Maher and Board of Trustees Orland Fire Protection District Orland Park, IL. 60462 Dear President Maher and Board of Trustees: The annual report of Orland Fire Protection District for the year 2007 is attached for your review. This report summarizes the activities and milestones throughout our organization for the past year. I hope you find that we have made the report more applicable to our residents and the stakeholders of our Fire District.

The activity level of the Fire District is often measured in the number of emergency calls. In 2007, we responded to 77 more calls than the previous year. While we did not experience a significant increase in call volume, the activity level of our personnel did noticeably increase. This was the first full year of operation with dedicated response plans. This method of deployment improved our overall response times and increased the initial number of on-scene personnel.

As we look forward to 2008, we have many plans in store to improve the operation and efficiency of the District.

Increased public relations through a number of projects like the citizen fire academy and cadet program will allow for more interaction with our residents. Additions to staff such as creating a Human Resources Director position, and adding full-time Administrative Assistant positions will help the overall efficiency of the District. We also look forward to the new apparatus we have planned to purchase along with additions to the administrative building and our training/maintenance facility.

The accomplishments of the District are only possible through the hard work and dedication of our people.

We have the good fortune of many talented and devoted employees who daily carry out the mission of our Fire District. Equally as important is the support of you, as the Board of Trustees. The harmonious relationship of elected officials and devoted employees is what make the Orland Fire District a premier public service agency. Thank you for your continued support and dedication.

During 2007, the Orland Fire District experienced the movement of many management positions. Trustee McGill and Trustee Michalek were elected to four-year terms. The Board of Fire Commissioners transitioned and Commissioners O’Grady, Casper, and Lia were appointed by the Board. Chief Bettenhausen completed his contract Sincerely yours, term, Director of Communications Mark Sikorski left for further employment, and there were promotions of one Deputy Chief, one Battalion Chief, three Lieutenants and three Engineers. We also accepted ten new Firefighters into the District. The transfer of funds into a post retirement health insurance account demonstrates the financial stability Bryant Krizik, Fire Chief of the District along with the proactive mindset of our Orland Fire Protection District Board.

The Orland Fire Protection District (OFPD) is located in southwest Cook County, approximately 22 miles from the city of Chicago. OFPD serves the villages of Orland Park and Orland Hills, and unincorporated areas of Orland Township.

The Fire District has six fire stations that cover approximately 33 square miles and upwards of 99,000 population. Daytime population is higher due to the heavy retail concentration in Orland Park and Orland Hills.

Statistics are broken down by each fire station’s primary response area shown in the map above. However, the District uses a dispatch system that sends the closest available unit to a call.

OFPD staffs a minimum of four engine companies, two truck companies and four ambulance crews daily.

Semper Paratus Servio The primary goal of the Orland Fire Protection District (OFPD) is to protect life and property within our service area. We strive to accomplish this by enhancing our manpower, equipment, training programs, public education and improving computer aided dispatch.

The National Fire Protection Association (NFPA) has adopted standards defining manpower, performance and equipment. We continue to strive for full compliance with these standards.

The graphs on this and the following pages depict responses and response times of the OFPD. We compare our statistics to the national numbers reported to the Federal Emergency Management Agency (fema) and find we are within the norm.

842 The ten-year call history shows a steadily increasing number of calls. The population continues to increase despite a landlocked service area. There is vacant land in the western part of the District for additional residential construction. As the population continues to age, there will be greater demands for service, especially in station 3 and station 6 still districts.

On this and following pages, OFPD 2007 calls are compared to national run numbers from the National Fire Incident Reporting System (NFIRS). The 2004 statistics are the latest available from fema.

Nationally, over 21,000 fire departments report in the NFIRS each year. Participating departments report an average of 14,000,000 incidents and 1,000,000 fires each year. The NFIRS database comprises more than one half of all reported fires that occur annually.

The National Fire Protection Agency (nfpa) adopts voluntary consensus standards for the fire service. nfpa 1710, Standard for the Organization and Deployment of Fire Suppression Operations, Emergency Medical Operations, and Special Operations to the Public by Career Fire Departments, sets criteria for a fire department organization. OFPD has not adopted this standard but has studied response times to see how we compare to those response objectives.

nfpa 1710 allows 60 seconds for turnout and calls for the first engine company to arrive at a fire-suppression incident in four minutes (240 seconds) and/or eight minutes (480 seconds) for the first full-alarm assignment, 90% of the time. In other words, a department can miss the four-minute mark on occasion, but it must make the eight-minute mark to comply. With turnout time included, fire departments effectively have five-minute and nineminute response requirements. There is no such “and/or” nfpa 1710 requires four-person companies on fire apparatus construction for EMS calls, however. responding in a timely manner to both fire and EMS calls.

The response guidelines follow: The Orland Fire Protection District arrives on the scene of all calls on average under 6 minutes, 80% of the time. It is NFPA 1710 Response Guidelines • One minute (60 seconds) for dispatch • One minute (60 seconds) for turnout time • Four minutes (240 seconds) or less for the arrival of the first-arriving engine company at a fire suppression incident and/or 8 minutes (480 seconds) or less for the deployment of a full first alarm assignment at a fire suppression incident (15–17 firefighters) • Four minutes (240 seconds) or less for the arrival of a unit with first responder or higher level capability at an emergency medical incident • Eight minutes (480 seconds) or less for the arrival of an advanced life support unit at an emergency medical incident, where this service is provided by the fire department • The fire department shall establish a performance objective of not less than 90 percent for the achievement of each response time objective.

There are unique challenges with distances in the western half of the District that create longer response times. The addition of new dispatch CAD software, GPS-enabled apparatus, and additional manned apparatus will help to cut our time to reach the goal of nfpa 1710.

Fire Investigations The Orland Fire Investigation Team investigates fires for cause and origin that are originally undetermined and those of a suspicious nature. The following statistics reflect their findings for 2007. Incendiary fires are suspicious in nature,

intentional, and may involve the crime of arson. Accidental fires are not intentional and caused by human or mechanical error or failure.

Significant Orland Fires Gold Shift On April 5, 2007 Box Alarm 6019 was transmitted for a fire at 15150 El Camino Real. The fast work of initial companies brought the fire under control. The cause of the fire was careless smoking.

Red Shift On March 29, 2007 Box Alarm 6029 was transmitted for a house fire at 7943 Sycamore. The fast moving fire completely gutted the interior of the home. The cause of this fire was related to candles too close to combustibles. No injuries were reported.

Black Shift The Black Shift responded to a full involved house fire at 11440 139th Street on September 21. Battalion 1 transmitted Box Alarm 6019 to bring additional companies to the scene. The cause of this fire is suspicious.

Red Shift A full-still alarm was called for a house fire at 17607 Westbrook on September 11. The fire was quickly extinguished and the house suffered moderate smoke damage. The cause of the fire is undetermined at the time of publication.

Mutual Aid

Mutual Aid Calls

The Orland Fire District participates in a statewide assistance plan, called the Mutual Aid Box Alarm System or MABAS, that provides aid to communities with major incidents.

What is mutual aid? It’s an agreement with fire departments and protection districts of a larger geographical area to respond to each other’s alarms with aid or assistance upon request.

We also participate with surrounding communities with auto-aid. Auto-aid is an agreement with contiguous communities or protection districts to respond to each other’s alarms within certain response areas automatically.

In 2007, OFPD responded to major incidents in the area. We provided an ambulance to Chicago Fire Department during the Chicago Marathon heat emergency. We responded to the conflagration in the city of Harvey, the Fox Lumber fire in Alsip and a fatal apartment fire in Oak Forest.

OFPD sent a truck to the Fox Lumber fire in Alsip. It checked rooftops of buildings up to a mile away for spot fires started by flying embers. An engine stood by at their station to provide protection for the town.

Major Incidents May 24 - Harvey Conflagration 15100–15600 South Halsted - Harvey Fire Department 5-11 Alarm Fire with 3 Specials Alarms, a 2nd Alarm Tanker Box and a 3rd Alarm Interdivisional Box Firefighters from Harvey and surrounding communities battled a fire that began in an abandoned warehouse. High winds caused the fire to jump from the warehouse to several other nearby structures in an industrial park.

The fire enveloped nearly a full square mile before being contained. Orland supplied a truck and two chiefs to combat fires.

May 14 - Fox Lumber Fire 11150 S. Cicero Ave. Alsip Fire Department 5-11 Alarm Fire plus a Special Call for a Task Force from Chicago Fire Department A fire erupted in the back of a building in the Fox Lumber complex and spread to totally engulf the contents before the fire was extinguished. Embers landed on rooftops far from the initial fire and buildings were checked for potential fires.

October 7 - Chicago Marathon - Chicago Fire Department Third Alarm EMS Box After high temperatures and humidity began taking a toll on runners at the Chicago marathon, officials called the race around 12:30 p.m. At least 49 people were taken to hospitals, while another 250 were treated onsite, many for heat-related ailments. Chicago Fire Department officials said they used 30 ambulances from area suburbs, including the Orland Fire Protection District.

The Orland Fire Protection District celebrated 30 years of Advanced Life Support service to residents in 2007.

In the summer of 2006, the Fire District purchased ECG monitors capable of evaluating the heart in a 12-lead perspective. The 12-lead view offers doctors at the hospital the best information to determine definitive care for a cardiac patient. Early use of the 12-lead technology makes detection of a heart attack easier so the patient gets to the hospital more quickly for possible cardiac catherization.

In 2007, more intensive training was conducted on 12-lead rhythm interpretation for all our paramedics. The Orland Fire Protection District was recognized by Palos Hospital for delivering the first patient directly from the field to their catheterization laboratory. The District

was recognized several more times for delivering cardiac patients to the laboratory well under the national target of 90 minutes.

Two calls received special recognition from South Cook County EMS System with Outstanding Call (Gold Seal) Awards. • On November 13, crews responded to a drug overdose that resulted in saving the life of the patient and allowing a full recovery. • On September 12, crews responded to an incident where a patient received severe burn injuries. The patient was transported to the closest Trauma Center, Christ Hospital. These crews worked under difficult conditions to stabilize this patient. Unfortunately, the patient succumbed to complications of the burn injuries several days later in the hospital.

Training OFPD firefighters had opportunities to conduct live fire training in two acquired structures, as well as, train at the Andrew Corporation property and the Beatty Lumber building.

In the fall, the training division conducted an eight week Recruit Academy for a class of 10 new hires. This academy prepared the new recruits to take their place among the in service fire companies and ambulances.

The Firefighter II Academy consisted of 280 hours of class room and practical training. In addition to basic firefighter training, the recruits received specialty training in Hazardous Materials Operations and Technical Rescue Awareness. Members of the recruit class will receive certification from the Office of the State Fire Marshal in Firefighter II, Hazardous Materials Operations, and Technical Rescue Awareness as a result of the training received during the academy.

Fire Prevention Bureau • In January of 2007, the Fire Prevention Bureau began to implement and enforce the 2006 International Fire Code, with amendments. This is the first comprehensive Fire Code change that the Fire District has made in seven years.

• In February, we implemented the Truss Roof Marking System to warn firefighters of buildings with the potentially dangerous situation posed by truss roof construction under fire conditions.

• A new FPB vehicle was purchased in July — 2007 Chevrolet Malibu.

• The Business/Address Verification Project was completed in July to identify the current number and addresses of properties requiring inspections.

• The Multi-Family Building inspection program was initiated in August.

• Implementation of the FDM software system began in September and is on-going. This software will enable fire inspections to be completed electronically. It will also assist in scheduling of inspections and record storage.

• Fire Prevention Bureau personnel assisted in planning and conducting Fire Prevention Week events, including the Annual Open House in October.

• Fire Prevention Bureau personnel made 3,861 field contacts.

Whistlestop Tour

Orland Park, April 14 — On a cold and dreary day, the National Fallen Firefighter Whistlestop Tour rolled into Orland Park to promote firefighter safety and the message “Everyone Goes Home.” This seventh stop of a 22-stop, six-week, cross-country rolling event brought attention to the risks of firefighting and what we can do to make it safer.

There was a full afternoon of speakers, including many local dignitaries. Among them was Allyson Coglianese Murphy, daughter of Lieutenant Edmond P. Coglianese of the Chicago Fire Department, who shared her experience.

Lieutenant Coglianese responded to an arson fire on January 26, 1986 in a transient hotel. He helped several residents escape before returning to search for more victims and succumbing to smoke inhalation and burns. His death was overshadowed that day by another event that took the nation’s attention, the Chicago Bears’ Super Bowl win. In remembering that day, Allyson related that many people recall the win but few think about the sacrifice of a hero, her dad.

She asked an audience made up of a majority of fire service personnel to take the 16 Life Safety Initiatives and make them a part of their daily life. The goal of the tour is reducing the number of firefighter line-of-duty deaths by 25% within 5 years.

OFPD Battalion Chief William Bonnar Sr’s name appeared on the side of the bus along with the names of all the firefighters who have died in the line of duty since the National Fallen Firefighter Foundation was begun in 1992.

Charleston, SC

Members of the Orland Fire District joined thousands of firefighters from across the country to honor nine Charleston (SC) Fire Department firefighters who died in the line of duty on June 18, 2007. It was the worst death toll for firefighters since the September 11, 2001 terror attacks. The nine died when the roof collapsed during a fire at a furniture warehouse.

The firefighters who died had worked for the department anywhere from 18 months to 30 years. Those killed were: Capt. William “Billy” Hutchinson, 48; Capt. Mike Benke, 49; Capt. Louis Mulkey, 34; Engineer Mark Kelsey, 40; Engineer Bradford “Brad” Baity, 37; Assistant Engineer Michael French, 27; James “Earl” Drayton, 56; Brandon Thompson, 27; and Melven Champaign, 46.

On the return trip, OFPD firefighters were first on the scene at a vehicle accident and provided first aid until emergency workers from the area responded.

Employees of Year

Chief Bryant Krizik named William Neumann, Communications Director, Employee of the Year while Pam Exline received Firefighter-Paramedic of the Year recognition.

Pam coordinated several programs beyond her job description. She served as a mentor / advocate for new firefighters as well as working on Local 2754’s overtime committee.

Awarded an Illinois Fire Chief grant to continue her education, she is pursuing an associates degree at Moraine Valley Community College. She was recognized as someone who is always willing to improve the process in a positive manner. Pam participated at many of the District’s public events.

Bill spent much of the year working to implement the new dispatch system. He worked many additional hours during system failures and staffing shortages. He is very professional in stressful situations and has taken the initiative to pursue funding sources and to develop procedures that improve the District.

Promotions Opposite: On April 25, the Board of Commissioners promoted Battalion Chief Bryant Krizik to Deputy Chief. DC Bryant Krizik then was made Acting Fire Chief in June by the Board of Trustees.

Farewells

Firefighter/EMT Mike Baruch says good-bye to coworkers on his last day of service. Mike worked full-time for the Fire District for 26 years. Before being hired full-time, he was a cadet and paid-on-call firefighter.

Members of the dispatch team say goodbye to Mary Ann Camodeca (in center with headpiece), one of the original dispatchers, at her retirement party. She was hired May 4, 1992.

Firefighter/Paramedic Michael Gaffney was granted a duty disability in March. He joined the department May 18, 1994.

Lieutenant John Vogel was a 21 year member who was granted a duty disability in March. He joined the department in May 1986.

New Equipment

The Fire District added several new pieces of equipment in 2007. Above and right, two new crew-cab pickups were purchased for training/safety, plowing, pulling our trailers and other needs. Below left, a â&#x20AC;&#x153;gatorâ&#x20AC;? is set up for EMS needs at large public events and responding to off-road incidents.

Below that is a forklift for use in the maintenance shop. Below right is a skid steer loader which will be used with our specialty rescue team and at the training facility. Below that is a new trailer to move the equipment to different sites.
