Diversifying Into Government Contracting

When COVID-19 disrupted the operations of countless businesses, government contractors and subcontractors were deemed essential critical infrastructure and were not required to suspend operations. For that and other reasons, automotive suppliers should consider diversifying into government contracting. The federal government contracts with an incredible number of diverse businesses every year to secure goods and services necessary to carry out its various functions at home and abroad. In addition to direct contract opportunities, there are also countless chances for subcontractors to sell to the government supply chain. The first steps for companies that want access to the federal government market are the same, whether you are selling brake pads or aircraft carriers: Identify Opportunities: One of the advantages of doing business with the government is that they tell you exactly what they want to buy. Because it involves spending tax dollars, nearly every purchase the government makes is available for public review and current opportunities are listed on the System for Award Management (SAM) at sam.gov. You can search for current opportunities and set up search agent alerts when new opportunities are posted. Special Status Designations: The federal government has various programs that seek to award contracts to small, disadvantaged, women-owned, veteran-owned businesses and others – referred to as set-asides. Information on how to qualify for these programs is available from various sources, including the Small Business Administration. Partnering: The government allows and encourages companies that are new to government contracting to partner with more experienced ones. Many government contractors first entered the marketplace as subcontractors to other companies holding existing awards from the government. Consider searching SAM for recently awarded contracts where your company could provide goods or services to the awardee and contact them. ATTORNEY SPOTLIGHT Adam Bruski Adam Bruski is a Warner Norcross + Judd LLP attorney who assists companies with the full range of government contracting and export control issues. His experience extends to compliance with federal procurement and export control regulations (FAR, DFARS, ITAR and EAR); teaming and joint venture relationships; small and disadvantaged business qualifications; export registration, commodity jurisdiction and licensing requests; and sanction and embargo matters. He also works with automotive suppliers on diversifying into government contracting – whether selling directly to the government or as a subcontractor. “There are significant opportunities for traditional auto suppliers to diversify the markets they serve. Although there can be some regulatory challenges associated with working with the government, I’m here to help guide suppliers through the process,” shares Adam. He also assists automotive suppliers with import/export matters and navigating U.S. sanctions against foreign countries or individuals. He helps suppliers comply with the Foreign Corrupt Practices Act and aids in preventing U.S. companies from influencing foreign officials into obtaining or retaining business. Prior to joining Warner, Adam worked for the Department of Defense at the Pentagon in Washington, D.C., and for the U.S. State Department at the Moscow Embassy and other locations around the world. A board advisor for the National Defense Industrial Association, a member of the business council for the Midland County Inclusion Alliance and a member of the National Contract Management Association – Adam contributes his time and talents to a number of professional organizations. He is also a board member of the Chippewa Nature Center and the Arnold Center and Senior Services of Midland County. Adam has been recognized as a Michigan Super Lawyer Rising Star. Nov. 29 | Ford Purchasing and Engineering Town Hall Hear the latest on Ford’s supply chain transformation, participate in a Q&A session with Ford executives and hold one-on-one networking meeting with commodity group leaders.

Dec. 2 | Japanese Automotive Supplier Briefing Japanese speaking participants will get an update on automotive supply chain and labor legal issues, as well as a powertrain and production forecast. All presentations will be in Japanese.

Dec. 6 | MEMA DEI Event: Barometer Results and Operationalizing DEI Held in cooperation with CADIA, this event highlights the results of the annual DEI Baromter. It captures industry sentiments on diversity, equity and inclusion. The event also features a presentation on operationalizing DEI.

Peer Group Councils with OESA Advanced Technology Council (ATC) The Advanced Technology Council (ATC) focuses on the wide range of vehicle technologies and the government actions that impact them. Recent topics include automated vehicles, ADAS technology, cyber security, CAFE (regulations, materials & light weighting, and powertrains), electrification, and vehicle connectivity (e.g. V2X, telematics, OTA, infotainment).

Automotive Public Relations Council (APRC) The Automotive Public Relations Council (APRC) is a network of public relations and communications professionals in the automotive industry. The APRC is designed to provide professional development discussions and best practices on automotive public relations. Featured presentation topics include industry updates, media panel discussions and working with OEM customers.

Chief Executive Officer (CEO) Council

Diversity, Equity & Inclusion Council (a MEMA-wide council) The Diversity, Equity, & Inclusion (DEI) Council is committed to leading efforts to promote and enhance diversity and inclusion in the automotive supplier community. Members develop DEI strategies and learn best practices for improving inclusion at their organizations.

Emerging Leadership Council (formally YLC) This hybrid and interactive leadership development program helps future leaders develop their unique leadership style and make an impact on their team’s performance and within their organizations.

Environment, Health, Safety & Sustainability (EHS&S) Council

The CEO Council provides supplier leaders the opportunity to hear from leading industry executives on a wide variety of relevant topics. Recent discussion topics include activity in Washington, D.C., the industry’s response to the material and labor shortages, inflation, and the impact of global political events. This Council also regularly discusses the impact on suppliers due to the growth of EV and AV technologies.

Designed specifically for the automotive supplier industry, members of the Environment, Health, Safety & Sustainability (EHS&S) Council meet quarterly to discuss relevant topics, such as health and safety standards implementation and audits, workplace performance improvement, and sustainability initiatives. Meeting agendas revolve around peer sharing and subject matter expert presentations from industry, government officials and MEMA’s legislative affairs group.

Chief Financial Officer (CFO) Council

Human Resources Council (HRC)

The CFO Council works to address common financial management issues within the supplier industry. Members explore a wide range of strategic risk and compliance issues. Recent dialogue focused on vehicle production, supplier capacity, benefits strategies, tooling audits and material markets.

Chief Purchasing Officer (CPO) Council Make/buy decisions, material market forecasts and inventory hedging strategies are just a few examples of the broad range of topics discussed at OESA’s CPO Council meetings. Members share supplier purchasing sentiments on topics such as conflict minerals and customer purchasing practices.

Known for lively roundtable discussions, the HRC draws on the specialized expertise of human resources executives. Subject matter experts discuss and share best practices on various topics, such as employee engagement, talent management and total compensation.

Legal Issues Council (LIC) In-house counsel from supplier member companies discuss business-critical legal issues, such as product liability, industry terms and conditions, directed buys and intellectual property protection. Members of the council weigh in on the ongoing analysis of OEM terms and conditions and discuss topics from other councils from a legal perspective.


MarComm Executives Council (MEC) The most senior communications and marketing executives in supplier organizations meet to address common marcomm issues, such as improving global communications, brand building, and improving media relations. MEC members receive press passes to the annual NAIAS and are regularly invited to comment on industry topics in the media.

Operations & Plant Manager Council

The Operations and Plant Manager Council focuses on common issues and concerns affecting the manufacturing environment. Each supplier manufacturing location is able to have their senior operation manager join the council and the 90-minute meetings are 100% virtual.

Sales Executive Council (SEC) Discussions at SEC meetings cover a broad range of business development and sales topics. Sales leaders from OE suppliers have the opportunity to query OEM representatives, receive sales training and tips, network with industry peers and discuss the latest sales strategies. This council is one of the largest OESA councils and is known for its candid roundtable discussions.

Tooling Council (TC) The Tooling Council provides tool maker CEOs the opportunity to discuss best practices and address issues that affect the value chain. Members work together to address many industry issues and use the OESA/ HRI Tooling Barometer to better understand the unique operational issues of the tooling community. This council meets three times a year including one meeting in conjunction with our annual HRI Automotive Tooling Update. All members of the council attend the HRI Automotive Tooling Update complimentary.

Warranty Management Council (WMC) The Warranty Management Council (WMC) is an automotivecentric forum for warranty professionals to discuss the unique topics in their field, such as warranty management data systems and cost recovery processes. OEM representatives are invited to address the group on a regular basis. The WMC champions the comparative analysis of OEM warranty programs and supports the warranty audit process certification with AIAG.
