Overall STRI performance in 2022
The top ten economies with the best regulatory performance on average in the 2022 STRI were Japan, the United Kingdom, the Netherlands, the Czech Republic, Chile, Latvia, Spain, Germany, Ireland, and Denmark (Figure 3). Twenty-nine countries out of the 50 have a higher average STRI than the OECD average.
Figure 3 shows the differences in services market openness as measured by the STRI between OECD and non-OECD members. The average level of restriction in non-OECD countries across 22 sectors is 1.5 times higher than in OECD countries in 2022, indicating continued regulatory fragmentation and uneven market access challenges. However, several non-OECD economies have been progressively converging towards more liberal market structures in recent years.
