How’s Life? 2013 Measuring Well-Being October 2013, 200 pages ISBN 978-92-64-20074-6 http://dx.doi.org/10.1787/9789264201392-en Themes: Economics, Social Issues/Migration/Health Rights available in all languages except Korean The second edition of How’s Life? provides an update on the most important aspects that shape people’s lives and well-being: income, jobs, housing, health, work-life balance, education, social connections, civic engagement and governance, environment, personal security and subjective well-being. It paints a comprehensive picture of well-being in OECD countries and other major economies, by looking at people’s material living conditions and quality of life across the population.

In addition, the report contains in-depth studies of four key cross-cutting issues in well-being that are particularly relevant. First, how well-being has changed during the global economic and financial crisis. Second, gender differences, showing that the traditional gender gap in favour of men has reduced but has not disappeared. It also finds that women and men do well in different areas of well-being and that they are increasingly sharing tasks and roles. Third, it looks at the quality of employment and well-being the workplace. The report presents evidence on the main factors that drive people’s commitment at work and are key to strengthening their capacity to cope with demanding jobs. Finally, the last chapter of the report studies the links between current and future well-being. It looks at ways to define and measure sustainability of well-being over time.

How’s Life in Your Region?

Since factors that determine well-being can vary dramatically across the same country, national averages may not provide the full picture of how life is being lived in all regions. As a result, policies based only on national indicators may not be as effective as originally intended. Evidence shows that some of the factors that most influence peoples' well-being are local issues, such as employment, access to health services, pollution and security. Thus, policies taking regional differences into account may have a greater impact on improving well-being for the country as a whole. This publication presents the OECD’s work in measuring well-being at the regional level and is complemented by the OECD “How’s Life in Your Region?” data visualisation tool, launched in May 2013.

To a certain extent, it relies on historical economic data developed by Angus Maddison in his books on the world economy. This book provides interesting international comparisons of well-being historically, along with a methodological framework used to carry the work forward.

While deceleration of the catching up is normal as incomes rise, in many cases convergence stalls and the country is thought to be in a middleincome trap. For those countries, boosting competitiveness is the major way to keep converging to more advanced economies. Previous drivers of growth such as the shifting wealth process, factor accumulation and rural-urban transition tend to fade once the country advances towards highincome status.

Past ways of thinking about competitiveness need to be changed; services can increasingly be a powerful engine of convergence and regional policies need to complement national efforts to reignite growth. This book views competitiveness as a multifaceted concept comprising aspects of the economy and society needed to implement change and move toward sustainable convergence.

Key measures of competitiveness that are compared across countries in this report are productivity as well as competitive pressures in markets. To enhance competitiveness once convergence stalls, a powerful institutional framework is needed to create a supportive environment as well as policies to accelerate the process of upgrading and boosting competitiveness in manufacturing and service industries.

Every year, huge sums of money are transferred out of developing countries illegally. The numbers are disputed, but illicit financial flows are often cited as outstripping official development aid and inward investment. These flows strip resources from developing countries that could be used to finance much-needed public services, such as health care and education.

This report defines policy coherence for development as a global tool for creating enabling environments in a post-2015 context. It shows that coherent policies in OECD countries in areas such as tax evasion, anti-bribery and money laundering can contribute to reducing illicit financial flows from developing countries. It also provides an update on OECD efforts to develop a monitoring matrix for policy coherence for development, based upon existing OECD indicators of “policy effort�.

The report also includes contributions from member states. Most illustrate national processes to deal with policy coherence for development beyond 2015.

Critical Maths for Innovative Societies The Role of Metacognitive Pedagogies November 2014, 250 pages ISBN 978-92-64-211384 Themes: Education Rights available in all languages Dramatic changes in our understanding of the nature of learning over the past century have resulted in a shift in focus from “what” to “how”. In particular, how to enhance students’ abilities to solve complex, unfamiliar and non-routine tasks (CUN). Teaching basic skills in innovative societies is necessary but not sufficient. This report looks at a number of published studies that try to understand which education and skills are appropriate for innovative societies. It focuses on mathematics education, a subject that is highly emphasized worldwide, but nevertheless still considered to be a stumbling block for many students. While there is almost a consensus that the mathematics tasks appropriate for the 21st century have to be complex, unfamiliar, and nonroutine, most textbooks still include only routine problems based on the application of ready-made algorithms. We need to introduce innovative instructional methods to enhance mathematics education and in particular students' ability to solve CUN tasks. These methods will require the application of metacognitive processes such as planning, monitoring, control and reflection. Training students to “think about their thinking” during learning will be critical.

It zooms in on how the crisis has affected earnings, showing that the low paid have not been spared from a substantial slowdown in real wage growth. While more subdued earnings growth can help to restore competitiveness and employment growth, which is essential to drive down unemployment, the quality of the jobs being created also matters. It also finds that reform to employment protection legislation is necessary in some countries to reduce high levels of non-regular jobs. Skills are a key determinant of a person’s chances of working in a high-quality job, as new results from the OECD’s international Survey of Adult Skills show. This depends not just on the skills workers already have, but also on how these skills are used in the workplace, which in turn reflects countries’ labour market institutions and policies.

Outdoor air pollution kills more than 3 million people across the world every year, and causes health problems from asthma to heart disease for many more. This is costing OECD societies plus China and India an estimated USD 3.5 trillion dollars a year in terms of the value of lives lost and ill health, and the trend is rising. But how much of the cost of those deaths and health problems is due to pollution from cars, trucks and motorcycles on our roads? Initial evidence suggests that in OECD countries, road transport is likely responsible for about half the USD 1.7 trillion total.

Based on extensive new epidemiological evidence since the 2010 Global Burden of Disease study, and OECD estimates of the Value of Statistical Life, this report provides evidence that the health impacts from air pollution are about four times greater than previously estimated and the economic costs significantly higher than previously thought.

Mental disorders represent a considerable disease burden, and have a significant impact on the lives of the OECD population, and account for considerable direct and indirect costs. This report argues that even in those OECD countries with a long history of de-institutionalisation, there is still a long way to go to make community-based mental health care that achieves good outcomes for people with severe mental illness a reality. The disproportionate focus on severe mental illness has meant that mild-tomoderate mental illnesses, which make up the largest burden of disease, have remained overwhelmingly neglected.

This book addresses the high cost of mental illness, weaknesses and innovative developments in the organisation of care, changes and future directions for the mental health workforce, the need to develop better indicators for mental health care and quality, and tools for better governance of the mental health system. The high burden of mental ill health and the accompanying costs in terms of reduced quality of life, loss of productivity, and premature mortality, mean that making mental health count for all OECD countries is a priority.

This shorter version contains the full text of the Model Tax Convention on Income and on Capital as accepted on 15 July 2014, but without the historical notes, the detailed list of conventions between OECD member countries and the background reports that are included in the full-length version, which is expected end-2014/beginning 2015.

The Model Tax Convention and the worldwide network of bilateral tax treaties based on it provide clear, consensual rules for taxing income and capital while avoiding having income or capital taxed twice by two different countries. Because the economic and tax environment is constantly changing, article and commentaries are constantly under review and are periodically updated. The changes appearing in this 2014 edition address such issues as exchange of information, (Article 26), the meaning of beneficial owner (Articles 10, 11 and 12), the treatment of sportsmen and entertainers (Article 17) , treatment of termination payments, treatment of income related to emissions permits and credits and other technical issues.

In a global economy where multinational enterprises (MNEs) play a prominent role, transfer pricing is high on the agenda of tax administrators and taxpayers alike.

Governments need to ensure that the taxable profits of MNEs are not artificially shifted out of their jurisdictions and that the tax base reported by MNEs in their respective countries reflects the economic activity undertaken therein. For taxpayers, it is essential to limit the risks of economic double taxation that may result from a dispute between two countries on the determination of an arm’s length remuneration for their cross-border transactions with associated enterprises.

In the 2010 edition, Chapters I-III were substantially revised, with new guidance on: the selection of the most appropriate transfer pricing method to the circumstances of the case; the practical application of transactional profit methods (transactional net margin method and profit split method); and on the performance of comparability analyses. Furthermore, a new Chapter IX, on the transfer pricing aspects of business restructurings, was added. Consistency changes were made to the rest of the Guidelines.
