OECD Better Life Index For more than fifty years, the OECD has been driving better policies for better lives. On its 50th Anniversary in 2011, OECD launched the Better Life Initiative, a web portal enabling users to visualise progress graphically. By asking the question, “How’s life?” across 11 fundamental determinants of well- being, the OECD incorporates the quality of citizens’ lives into a common understanding of progress. Each user can create their own Better Life Index, comparing well-being in their country to that of others, and their own country’s overall performance with their personal priorities. By using this instrument, they also discover how each of the 11 factors affects quality of life overall, and learn about the best policy practices in these areas. In 2015, the portal was enhanced with updated data and the addition of an Italian interface. Visit the portal at www.betterlifeindex.org

How’s Life? describes the essential ingredients that shape people’s well-being in OECD and partner countries. It includes a wide variety of statistics, capturing both material well-being (such as income, jobs and housing) and the broader quality of people’s lives (such as their health, education, work-life balance, environment, social connections, civic engagement, subjective well-being and safety). The report documents the latest evidence on well-being, as well as changes over time, and the distribution of well-being outcomes among different groups of the population. This third edition of How’s Life? develops our understanding of well-being in new ways. A special focus on child well-being finds that children from poorer families often lag behind in life. The report introduces new measures to capture some of the natural, human, social and economic resources that support well-being over time. A chapter on volunteering suggests that volunteer work can create a virtuous circle: doing good makes people feel good, and brings a variety of other well-being benefits to both volunteers and to society at large. Finally, the report looks at inequalities in well-being across different regions within countries, demonstrating that where people live shapes their opportunities for living well. How’s Life? is part of the OECD Better Life Initiative, which features a series of publications on measuring well-being, as well as the Better Life Index (www.oecdbetterlifeindex.org), an interactive website that aims to involve citizens in the debate about what a better life means to them.

How’s life? The answer can depend on the region in which you live. Many factors that influence people’s well-being are local issues, such as employment, access to health services, pollution and security. Policies that take into account regional differences beyond national averages can therefore have a greater impact on improving well-being for the country as a whole. This report presents the OECD analytical framework for measuring well-being at the regional level, as well as internationally comparable indicators on 9 well-being dimensions for 362 regions across 34 OECD countries. It also sets out guidance for all levels of government in using well-being measures to better target policies at the specific needs of different communities. West Africa is impacted by the growth of illicit trade and the resultant financial flows. This report explores the enabling factors, networks and political economies both within and outside of the region that have perpetuated the growth of significant criminal economies. In 2015, as the Millennium Development Goals (MDG) come to an end, the international community is embarking on a new global framework for sustainable development. This 2015 OECD report on fragility contributes to the broader debate on defining and implementing post-2015 Sustainable Development Goals (SDGs). It points out that addressing fragility in the new framework will be crucial to reducing poverty. It argues in favour of proposed SDG 16 – promoting peaceful and inclusive societies – which aims to reduce violence of all forms. The 2015 report differs markedly from previous editions as it seeks to present a new understanding of fragility beyond fragile states. It assesses fragility as an issue of universal character that can affect all countries, not only those traditionally considered “fragile” or conflict-affected. To do so, it takes three indicators related to targets of SDG 16 and two from the wider SDG framework: violence, access to justice, accountable and inclusive institutions, economic inclusion and stability, and capacities to prevent and adapt to social, economic and environmental shocks and disasters. It applies them to all countries worldwide, and identifies the 50 most vulnerable ones in all five dimensions. The group of countries most challenged on all five fronts differs little from the traditional list of fragile states and economies. Still, several middle-income countries with disproportionately high levels of crime-related violence, sub-national conflict or poor access to justice move into the spotlight. The report concludes that making headway on the targets will require building a new portfolio of tools and interventions, and an understanding of the role the international community should and can play in assisting this process.

Alcoholic beverages, and their harmful use, have been familiar fixtures in human societies since the beginning of recorded history. Worldwide, alcohol is a leading cause of ill health and premature mortality. It accounts for 1 in 17 deaths, and for a significant proportion of disabilities, especially in men. In OECD countries, alcohol consumption is about twice the world average. Its social costs are estimated in excess of 1% of GDP in high- and middle-income countries. When it is not the result of addiction, alcohol use is an individual choice, driven by social norms, with strong cultural connotations. This is reflected in unique patterns of social disparity in drinking, showing the well-to-do in some cases more prone to hazardous use of alcohol, and a polarisation of problemdrinking at the two ends of the social spectrum. Certain patterns of drinking have social impacts, which provide a strong economic rationale for governments to influence the use of alcohol through policies aimed at curbing harms, including those occurring to people other than drinkers. Some policy approaches are more effective and efficient than others, depending on their ability to trigger changes in social norms, and on how well they can target the groups that are most at risk. This book provides a detailed examination of trends and social disparities in alcohol consumption. It offers a wide-ranging assessment of the health, social and economic impacts of key policy options for tackling alcohol-related harms in three OECD countries (Canada, the Czech Republic and Germany), extracting relevant policy messages for a broader set of countries.

The 2011 edition of the OECD Guidelines for Multinational Enterprises commits 42 countries to new, tougher standards of corporate behaviour. The updated Guidelines include new recommendations on human rights abuse and company responsibility for their supply chains, making the document the first inter-governmental agreement in this area. The Guidelines establish that firms should respect human rights in every country in which they operate. Companies should also respect environmental and labour standards, which they should hold themselves accountable for through appropriate due diligence processes. Firms should focus on issues such as paying decent wages, combating bribe solicitation and extortion, and the promotion of sustainable consumption. The Guidelines are a comprehensive, non-binding code of conduct that OECD member countries and others have agreed to promote among the business sector. A more stringent process for complaints and mediation has also been introduced.

Taxation

Addressing base erosion and profit shifting (BEPS) is a key priority of governments around the globe. In 2013, OECD and G20 countries, working together on an equal footing, adopted a 15-point Action Plan to address BEPS. Beyond securing revenues by realigning taxation with economic activities and value creation, the OECD/G20 BEPS Project aims to create a single set of consensus-based international tax rules to address BEPS, and hence to protect tax bases while offering increased certainty and predictability to taxpayers. A major goal of this work is to eliminate double non-taxation. However in doing so, new rules should not result in double taxation, unwarranted compliance burdens or restrictions to legitimate cross-border activity. The spread of the digital economy poses challenges for international taxation. This report sets out an analysis of these tax challenges. It notes that because the digital economy is increasingly becoming the economy itself, it would not be feasible to ring-fence the digital economy from the rest of the economy for tax purposes. The report notes, however, that certain business models and key features of the digital economy may exacerbate BEPS risks, and shows the expected impact of measures developed across the BEPS Project on these risks. The report also describes rules and implementation mechanisms to enable efficient collection of value-added tax (VAT) in the country of the consumer in cross-border business-to-consumer transactions, which will help level the playing field between foreign and domestic suppliers. Since 1998, the OECD Online Bookshop has been the place to go to purchase individual books and subscriptions to periodicals and online databases. OECD Statistical Annuals and Periodicals With the introduction of ready-made tables in multiple formats (XML, PDF, READ, and HTML) OECD is making its statistical annuals and periodicals available online on an annual subscription basis. This offer brings the user the following benefits:

• All tables are available in three formats, four of which are downloadable (XML, PDF, and HTML) and one of which is mobile-friendly (READ).

• Users can subscribe to OECD annual publications at the same price as for the printed book alone.

• Full online access is provided to the extended table of contents with all the chapters and tables listed individually.

• Free access is provided to all the back issues from 1998 onwards.

• Perpetual access to subscribed and back issue is provided even after expiry of the current subscription.

• Ability to set up network access via IP or by username/password is available.

• Automatic notification of renewal is provided, without the customer having to remember to buy.

• Automatic reception of the print/archive copy can be included in the subscription.

• The possibility to subscribe online only is also available.
