OECD Better Life Index For more than fifty years, the OECD has been driving better policies for better lives. On its 50th Anniversary in 2011, OECD launched the Better Life Initiative, a web portal enabling users to visualise progress graphically. By asking the question, “How’s life?” across 11 fundamental determinants of well- being, the OECD incorporates the quality of citizens’ lives into a common understanding of progress. Each user can create their own Better Life Index, comparing well-being in their country to that of others, and their own country’s overall performance with their personal priorities. By using this instrument, they also discover how each of the 11 factors affects quality of life overall, and learn about the best policy practices in these areas. How’s Life? describes the essential ingredients that shape people’s well-being in OECD and partner countries. It includes a wide variety of statistics, capturing both material well-being (such as income, jobs and housing) and the broader quality of people’s lives (such as their health, education, work-life balance, environment, social connections, civic engagement, subjective well-being and safety). The report documents the latest evidence on well-being, as well as changes over time, and the distribution of well-being outcomes among different groups of the population. This third edition of How’s Life? develops our understanding of well-being in new ways. A special focus on child well-being finds that children from poorer families often lag behind in life. The report introduces new measures to capture some of the natural, human, social and economic resources that support well-being over time. A chapter on volunteering suggests that volunteer work can create a virtuous circle: doing good makes people feel good, and brings a variety of other well-being benefits to both volunteers and to society at large. Finally, the report looks at inequalities in well-being across different regions within countries, demonstrating that where people live shapes their opportunities for living well. How’s life? The answer can depend on the region in which you live. Many factors that influence people’s well-being are local issues, such as employment, access to health services, pollution and security. Policies that take into account regional differences beyond national averages can therefore have a greater impact on improving well-being for the country as a whole. This 2015 OECD report on fragility contributes to the broader debate on defining and implementing post-2015 Sustainable Development Goals (SDGs). It points out that addressing fragility in the new framework will be crucial to reducing poverty. It argues in favour of proposed SDG 16 – promoting peaceful and inclusive societies – which aims to reduce violence of all forms. The 2015 report differs markedly from previous editions as it seeks to present a new understanding of fragility beyond fragile states. It assesses fragility as an issue of universal character that can affect all countries, not only those traditionally considered “fragile” or conflict-affected. To do so, it takes three indicators related to targets of SDG 16 and two from the wider SDG framework: violence, access to justice, accountable and inclusive institutions, economic inclusion and stability, and capacities to prevent and adapt to social, economic and environmental shocks and disasters. It applies them to all countries worldwide, and identifies the 50 most vulnerable ones in all five dimensions. The group of countries most challenged on all five fronts differs little from the traditional list of fragile states and economies. Still, several middle-income countries with disproportionately high levels of crime-related violence, sub-national conflict or poor access to justice move into the spotlight. The report concludes that making headway on the targets will require building a new portfolio of tools and interventions, and an understanding of the role the international community should and can play in assisting this process.

Information provided by member country governments includes statistics on installed generating capacity, total electricity produced by all sources and by nuclear power, nuclear energy policies and fuel cycle developments, as well as projected generating capacity and electricity production to 2035, where available. Total electricity generation at nuclear power plants and the share of electricity production from nuclear power plants remained steady in 2013 despite the progressive shutdown of all reactors in Japan leading up to September and the permanent closure of six reactors in the OECD area. Governments committed to maintaining nuclear power in the energy mix advanced plans for increasing nuclear generating capacity, and progress was made in the development of deep geological repositories for spent nuclear fuel, with Finland expected to have the first such facility in operation in the early 2020s. Alcoholic beverages, and their harmful use, have been familiar fixtures in human societies since the beginning of recorded history. Worldwide, alcohol is a leading cause of ill health and premature mortality. It accounts for 1 in 17 deaths, and for a significant proportion of disabilities, especially in men. In OECD countries, alcohol consumption is about twice the world average. Its social costs are estimated in excess of 1% of GDP in high- and middle-income countries. When it is not the result of addiction, alcohol use is an individual choice, driven by social norms, with strong cultural connotations. This is reflected in unique patterns of social disparity in drinking, showing the well-to-do in some cases more prone to hazardous use of alcohol, and a polarisation of problemdrinking at the two ends of the social spectrum. Certain patterns of drinking have social impacts, which provide a strong economic rationale for governments to influence the use of alcohol through policies aimed at curbing harms, including those occurring to people other than drinkers. Some policy approaches are more effective and efficient than others, depending on their ability to trigger changes in social norms, and on how well they can target the groups that are most at risk. The 2011 edition of the OECD Guidelines for Multinational Enterprises commits 42 countries to new, tougher standards of corporate behaviour. The updated Guidelines include new recommendations on human rights abuse and company responsibility for their supply chains, making the document the first inter-governmental agreement in this area. The Guidelines establish that firms should respect human rights in every country in which they operate. Companies should also respect environmental and labour standards, which they should hold themselves accountable for through appropriate due diligence processes. The Guidelines are a comprehensive, non-binding code of conduct that OECD member countries and others have agreed to promote among the business sector. Addressing base erosion and profit shifting (BEPS) is a key priority of governments around the globe. In 2013, OECD and G20 countries, working together on an equal footing, adopted a 15-point Action Plan to address BEPS. Beyond securing revenues by realigning taxation with economic activities and value creation, the OECD/G20 BEPS Project aims to create a single set of consensus-based international tax rules to address BEPS, and hence to protect tax bases while offering increased certainty and predictability to taxpayers. A major goal of this work is to eliminate double non-taxation. However in doing so, new rules should not result in double taxation, unwarranted compliance burdens or restrictions to legitimate cross-border activity. Since 1998, the OECD Online Bookshop has been the place to go to purchase individual books and subscriptions to periodicals and online databases. OECD Statistical Annuals and Periodicals With the introduction of ready-made tables in multiple formats (XML, PDF, READ, and HTML) OECD is making its statistical annuals and periodicals available online on an annual subscription basis. This offer brings the user the following benefits:

• All tables are available in three formats, four of which are downloadable (XML, PDF, and HTML) and one of which is mobile-friendly (READ).

• Users can subscribe to OECD annual publications at the same price as for the printed book alone.

• Full online access is provided to the extended table of contents with all the chapters and tables listed individually.

• Free access is provided to all the back issues from 1998 onwards.

• Perpetual access to subscribed and back issue is provided even after expiry of the current subscription.

• Ability to set up network access via IP or by username/password is available.

• Automatic notification of renewal is provided, without the customer having to remember to buy.

• Automatic reception of the print/archive copy can be included in the subscription.

• The possibility to subscribe online only is also available.
