Andalucia to subsidise home buyers to the tune of one billion Euros Like the ‘cash-for-clunkers’ programme used to subsidise car sales, public money will now be showered on house-hunters in Andalusia. But second home buyers can stay in their seats as the scheme only applies to local residents buying main homes. Even so, it could benefit foreigners living in Andalusia, and help lift the market out of its slump, which might lift prices for all types of property.

How it works?

The way it works is developers participating in the scheme have to offer their property for sale at mortgage cost, wiping out their margins and giving a discount of 20%.

Participating banks, for their part, will loan 100% interest only for the first 3 years.

Starting in the fourth year the Junta will offer loans to subsidise mortgage payments for up to 5 years and a maximum of 15,000 Euros. As a result, buyers will save as much as 40% over 8 years, according to calculations by the Junta.

Buy like the Germans The Germans always used to be big buyers in Spain, but from around 2003 onwards they retreated as the British advanced, with many selling out to British buyers after several years of surging property prices. Now it looks like they are back, at least in traditional German strongholds like Mallorca and Gran Canaria. “ja, more Germans come back now,” confirms Margret Düllman, head of Düllman & Hundertmark, an estate agency catering to German buyers in Gran Canaria. It’s a similar story in Mallorca. “They bought low and sold high, and now they are back to buy low again,” explains Martie Quick, a director of estate agents Engel & Völkers in Mallorca To a certain extent the Germans have just been lucky with their timing. One reason they left Spain after 2003 was an economic recession at home that dented their confidence, and made surging Spanish property prices look crazy in comparison to their own declining house prices. But they also deserve some of the credit for their cautious attitude to buying property abroad.

Aunque los compradores que estén buscando una segunda vivienda, se pueden quedar sentados, porque esta trama solo se va a aplicar a los residentes locales, en busca de comprar su vivienda principal. Aún así, podría también beneficiar a los extranjeros que viven en Andalucía y de este modo ayudar a que el mercado se levante de su caída, lo cuál podría hacer que los precios aumenten para todo tipo de propiedades. ¿Como funciona?

La forma en la que funciona, es que los promotores que participen en esta trama, tendrían que ofrecer las propiedades que tengan a la venta al coste de una hipoteca, eliminando así sus márgenes y dar un descuento de un 20%. Los bancos participantes, por su parte, darían préstamos con un interés del 100% solamente durante los 3 primeros años. A partir del cuarto año la Junta ofrecería préstamos para subvencionar los pagos de las hipotecas hasta 5 años y por un máximo de 15,000 Euros. Como resultado los compradores se ahorrarían hasta un 40% en un plazo de 8 años, según los cálculos de la Junta.

Los alemanes siempre solían ser los grandes compradores en España, pero más o menos desde el 2003 en adelante, se fueron retirando a medida que los británicos avanzaban, muchos de ellos vendieron a los compradores británicos, después de muchos años de haber aumentado los precios de las propiedades. Ahora parece que han vuelto, al menos en los tradicionales bastiones alemanes como Mallorca y Gran Canaria “ja, ahora vuelven más alemanes” lo confirma Margret Düllman, Jefa de Düllman & Hundertmark, una agencia inmobiliaria que atiende a los compradores alemanes en Gran Canaria. Es un caso parecido en Mallorca. “Compraron barato y vendieron caro y ahora están de vuelta para volver a comprar barato de nuevo” así lo explica Martie Quick, un director de los agentes inmobiliarios de Engel & Völkers en Mallorca.

Hasta cierto punto, los alemanes han tenido suerte y han calculado bien el tiempo. Una de las razones por las que se fueron de España después del 2003, fue por una recesión económica en su país que hizo mella en su confianza e hizo que los precios de las propiedades españolas parecieran de locura en comparación con los precios de sus casas que iban en declive. La verdad es que no estoy segura que la crisis enseñará lo que se debe aprender, eso solo se va a ver con tiempo, pero pasa lo que pasa en el mercado masivo, el sector de calidad continuará a subir, crecer y mover independientemente, como siempre ha hecho. Lo que pasará a muchos bloques de apartamentos que han quedado sin vender en grandes urbanizaciones en varias zonas de España me parece que nadie lo sabe todavía pero eso no te impide de invertir en tu casa de sueño en España, como sabemos todos que los éxitos de mañana empiezan hoy. n

To be honest (and not a little bit cynical) I am not convinced that the recent financial crisis will teach the lessons that need to be learnt, only time will tell, but whatever happens in the mass market the quality sector will continue to recover, grow and move on independently, just as it always has done. Quite what will happen to the many unsold apartment blocks on mass market developements in various areas of Spain I don’t think the powers that be have worked that out but that really doesn’t stop you from investing in your dream home in Spain because as we all know, tomorrows success stories start today. n

Mitsubishi Outlander GT Michael Hartford se lleva al totalmente nuevo Mitsubishi Outlander GT de paseo por Palm Springs...es un trabajo pesado, pero ¡alguien tiene que hacerlo!

Mitsubishi presentó sus mejores y más brillantes coches para que los sacáramos de paseo y los conduciéramos en el transcurso de un evento de ocho horas en el oasis del desierto reseco de Palm Springs y la estrella de la fiesta fue el nuevo Mitsubishi Outlander GT. Mitsubishi presentó por primera vez la segunda generación del Outlander en 2006 y el 2010 marca una actualización mucho mejor. En el ajuste del GT, casi todo ha cambiado, desde el exterior hacia el interior, de la cantidad y calidad de los mecanismos, a la potencia del motor a la transmisión y, por último, lo más importante, su sistema de tracción integral.

El primer y más evidente cambio para el nuevo 2010 es el morro del coche. Mitsubishi finalmente se ha dado cuenta que su vehículo halo es el Lancer Evolution X, y que la marca debe fluir del eufórico y legalizado en la calle, al rally súper estrella. Como tal, ellos esencialmente injertaron el morro del Evo X y se lo pusieron al nuevo Outlander. Los resultados son acertados, porque como el Kia Soul ha demostrado, si estás atascado en un mar de igualdad, lo mejor es destacar.

Michael Hartford takes the all new Mitsubishi Outlander GT for a spin through Palm Springs...it’s a lousy job, but someone has to do it!

Mitsubishi presented its best and brightest rides for us to drive over the course of an eight-hour event in the parched desert oasis of Palm Springs and the star of the party was the new Mitsubishi Outlander GT. Mitsubishi first introduced the second generation Outlander in 2006 and 2010 marks a major refresh.

In GT trim, almost everything has changed, from the exterior to the interior to the quantity and quality of gadgets to the engine output to the transmission and finally, most importantly, its all-wheel-drive system.

The first and most blatant new-for-2010 change is that nose. Mitsubishi has finally realised that its halo vehicle is the Lancer Evolution X, and that the brand must flow from that hopped up, street legal rally allstar. As such, they essentially grafted the Evo X’s snout onto the new Outlander. The results are smart, because like the Kia Soul has proved, if you’re stuck in a sea of sameness, it’s best to stand out. u OCIO magazine

Claro que, la puerta de la guantera sigue siendo una pieza frágil de plástico de bajo grado, pero ahora se ve muy bonita.

Lo mismo ocurre con el resto del interior y especialmente, con el manto de piel de vaca que va por encima del cuadro de instrumentos. También tenemos que mandar una buena nota a esos fuertes pedales de aluminio y a los mandos montados en columna de magnesio. Para hacer una larga historia corta y para citar a los relaciones públicas de Mitsubishi, “El Outlander se ha puesto de lujo.”

Los tecno aficionados van a estar encantados con todos los artilugios que Mitsubishi ha empacado en el nuevo Outlander GT aunque honestamente, no tuvimos mucha oportunidad de jugar con todo los placeres de entretenimiento que 32 OCIO magazine

ofrece, así que eso tendrá que esperar hasta que tengamos el coche para una revisión completa.

Vamos a preparar el terreno un poco. La primera parte de la ruta de nuestro paseo nos tiene conduciendo con dificultad por el centro infectado de semáforos y tráfico de Palm Springs. Nos pasamos la mayor parte de ese paseo acariciando la piel del coche y soñando con el Evos que nos dejamos atrás en la zona de escena. El Outlander GT va bien por el tráfico de la ciudad, pero ¿y qué? Luego nos dirigimos hacia la excelente y serpentina Autovía 74 y bueno, nosotros no estábamos preparados para lo que iba a suceder a continuación. Porque teniéndolo todo en cuenta, no debería de haber pasado.

En los altos y pesados cruces de vía, se esperaría una cierta cantidad de falta en el control de la dirección, reticencia y una antigualla general (es un termino técnico – búsquelo) cuando uno mueve el volante con furia. No sucede así con el Outlander GT – este simplemente se desliza por las

esquinas. La amortiguación y el control del vehículo también están bastante por encima de lo normal, ya que los esperados movimientos del cuerpo y la sensación de que el estómago está dando vueltas como la torre ladeada de un camión, lo cuál ya hemos conocido y sentido en otros CUV deportivos, en este caso brillaban por su ausencia. Alto centro de gravedad, ¿que alto centro de gravedad? No es solamente que el Outlander es suave en las curvas, sino que también es rápido. En pocas palabras, fuimos capaces de hacer cualquier cosa con este coche y simplemente respondió a todas las solicitudes con gran facilidad y confianza. Este ha sido un gran paseo y este es un gran vehículo.

Conclusión: para aquellos que estén buscando tener un coche como un Toyota Highlander o un Ford Edge, se estarían haciendo a si mismos un favor si revisan el Mitsubishi Outlander 2010 GT. Y aún sin tener en cuenta el nuevo morro de este coche, es uno que realmente destaca n entre la multitud.

Perhaps the most significant update, or at least the one that will resonate most strongly with potential buyers, is the upgraded cabin. A quick glance around reveals much time and attention to detail went into it. The previous Outlander’s huge tracts of plastic are now covered with beautiful, thick-stitched leather. Sure, the glove box door is still

short, and to quote Mitsubishi’s PR folks, the “Outlander has gone upscale.”

Techno geeks will be thrilled by all the gizmos Mitsu’s packed into the new Outlander GT but truthfully, we didn’t get too much of a chance to play with the all the entertainment goodies, so that will have to wait until we get the car for a full review.

Let’s set the stage a little. The first part of our drive route has us trudging through traffic light infested, downtown Palm Springs traffic. We spent most of that drive fondling the leather and dreaming about the Evos we left back at the staging area.

The Outlander GT is fine in city traffic, but so what? Then we turn onto the most excellent, snaking Highway 74 and, well, we just weren’t prepared for what happened next. Because by all accounts, it shouldn’t have.

Bottom line: those looking to get into vehicles like the Toyota Highlander or Ford Edge would be doing themselves a favour by checking out the 2010 Mitsubishi Outlander GT. New nose not withstanding, it really does stand out n from the crowd.

I

n Europe , the female cervical cancer is the second biggest cancer after breast cancer in women under 45 years. In Germany there are around 6500 newly diagnosed women with cervical cancer every year and 1/3 of them will die from it.

The cervix is the lower part of the womb and is used during pregnancy and giving birth.

The well woman check up with a smear test is essential to detect the early stages of the disease and precancerous changes. Precancerous stages are cells that have changed but will only most likely develop a cancer during the next few years. If a lesion is detected, it can be removed before it causes harm.

Unfortunately there are only a small amount of women having regular preventative smear tests.

It is proven, that one of the reasons for the formation of cervical cancer is a viral infection with human papilloma virus .

This virus is spread worldwide and has over a hundred subtypes . Only a few of these subtypes are responsible for the development of a cervical cancer (for example subtype 16 and 18) and others are responsible for the appearance of genital warts (subtype 6 and 11). Those viruses are transmitted over sexual contacts and it is to be assumed that 60% of sexually active men and women are catching a viral infection of some 50 OCIO magazine

description. Most of those infections are without symptoms and heal completely.

But there are some women, in those the virus is able to survive in the cells of the cervix , to cause a preliminary stage of a cancer – and – undetected will cause a cervical cancer. This is why regular well women check ups with smear test are so important.

To prevent an infection with the human papilloma virus of course is to use contraceptives for sexual contacts (this preventing other sexual transmitted diseases also).

Since October 2008 there is an existing vaccination against the infection of the virus causing cervical cancer and genital warts available in Europe. A revolutionary innovation! The vaccination protects against the infection of the human papilloma virus type 6,11,16 and 18.

Those viruses are the more common and cause 70% of all cervical cancers and 90% of genital warts.

For a protection against the infection with the virus, 3 vaccinations in 6 months are necessary. The best time to get this vaccination is before starting sexual contact, which means young girls and boys (boys because they are transmitters).

Some scientific studies show a benefit in elder women as well. Nevertheless a vaccination doesn’t replace the regular check up.

The check up with a smear test is

indispensible to every woman dealing with her body in a responsible way. n

Desafortunadamente, ¡Sólo hay una pequeña cantidad de mujeres que acuden regularmente a hacerse una citología preventiva!

Hoy en día está demostrado, que una de las razones por la cuál se forma un cáncer de cuello uterino es debido a una infección viral del virus papiloma humano. Este virus u

se propaga en todo el mundo y tiene más de un centenar de subtipos. Solamente algunos de estos subtipos son responsables del desarollo de un cáncer uterino (por ejemplo, los subtipos 16 y 18) y otros que son responsables de la aparición de verrugas genitales (subtipos 6 y 11). Estos virus se transmiten por contacto sexual y es de suponer que hoy en día el 60% de todos los hombres y mujeres sexualmente activos están adquiriendo una infección viral. La mayoría de estas infecciones no conllevan síntomas y se curan por completo. Sin embargo hay ciertas mujeres , en las cuales el virus logra sobrevivir en las células del cuello uterino, causando así la primera etapa de un cáncer– y – sino es detectado a tiempo, provocará un cáncer cervical. ¡Por esta razón es tan importante que una mujer sana se revisé regularmente haciendose una citología!

Para poder prevenir una infección del virus humano papiloma, por supuesto que es necesario, usar preservativos cuando se mantengan relaciones sexuales ( esto lo previene al igual que también lo hace con otras enfermedades transmitidas sexualmente ).

Desde Octubre del 2008 existe una vacunación vigente en Europa que combate la infección del virus causante del cáncer cervical y las verrugas genitales. ¡ Una innovación revolucionaria ! La vacuna protege contra la infección del virus del papiloma humano tipo 6,11,16 y 18. Estos virus son los que en su mayoría causan el 70% de todos los cánceres de cuello uterino y el 90% de las verrugas vaginales.

Para una protección contra la infección del virus, se requiere 3 vacunas en 6 meses. El mejor momento para ponerse esta vacuna es antes de comenzar relaciones sexuales, y va dirigido a las chicas jóvenes y a los chicos ( y a los chicos porque los transmiten ). Algunos estudios científicos también muestran que se benefician las mujeres mayores. Sin embargo una vacuna no reemplaza una revisión rutinaria. Una revisión que incluya una citología es indispensable para todas las mujeres que quieran tratar su cuerpo n de una forma responsable.

escribed by many as ‘the lake district’ of the Axarquia, Lake Vinuela is named after the small Andalucian white village of Vinuela close to the point where the rivers Velez, Guaro and Seco were dammed to create this spectacular lake/ reservoir. Lake Viñuela is set in a stunning landscape and has a capacity of 170,000,000 cubic metres of water.

The lake is 15 minutes inland from the Coastal town of Torre del Mar and is a man-made reservoir that not only provides much-needed water for the surrounding area but has also been instrumental in creating a picturesque landscape within an already glorious rural locale. Prior to the creation of the reservoir, extensive archaeological excavations were carried out, producing evidence of Neolithic and Roman settlements, demonstrating the longevity of this area’s historic legacy.

Due to the lake forming part of the local water supply, it is well stocked with fish and in particular, Carp. A licence to fish is necessary but is easily and inexpensively obtained. Swimming and non motorized water sports are permitted. Pretty beaches make this the ideal place for a family outing, away from the nearby busy coastline. El lago está a 15 minutos del pueblo costero Torre del Mar y es una presa artificial, hecho por el hombre que no solamente proporciona un agua muy necesario en los alrededores pero tambien ha sido instrumental en crear un paisaje invidiable a un lugar ya precioso.

Antes de crear la presa hubo excavaciones exhaustivos, descubriendo la evidencia de poblados Neolíticos y Romanos, demonstrando la longevidad histórico de este lugar.

Debido a que el lago suministra parte del agua a los localidades cercanas está repleta de peces, sobre todo de carpa. Para pescar es necesario tener una licencia pero es fácil y barato conseguirlo. with nature, while they provide the perfect habitat for many different species of birds. The abundance of flora and fauna transforms this spot into a changing tapestry, depending on the season. Todavía no ha decidido donde celebrar San Valentín? Os puedo asegurar que la cocina francesa seria una elección excelente porque los franceses como ningún otro pueblo saben bastante sobre el romance.

Esto es lo que hacen, mayores ó jóvenes, solteros o casados, está en su sangre. Así que un restaurante o café francés puede ser el sitio idóneo para llevar su cita el día de San Valentín.

Haven’t decided on a location for Valentine’s Day dinner? I can attest that French cuisine might be just the right way to go as the French, like no other people on the planet, know a thing or two about romance. This is what they do, young or old, single or married, it’s in their blood.

So a French restaurant or café might be just the place to take your date this Valentines.

I

ndisputably, one of modern France’s greatest treasures is its rich cuisine. The French have an ongoing love affair with food, and their reverence for time spent eating is evident in any culinary establishment nationwide.

It is also manifested in the traditional family gatherings around the home dinner table, particularly the Sunday mid-day feast which is prepared lovingly over many hours and consumed leisurely through a bevy of appetisers and main courses, usually accompanied by a number of wines and lively discussion.

What is perhaps less widely recognised is that France’s reputation for fine food is not so much based on long-held traditions but on constant change. In fact, the general expectation of good eating is a relatively new experience for the French. At the time the Bastille was stormed in 1789, at least 80% of the French population were subsistence farmers, with bread and cereals as the basis of their diet, essentially unchanged since the time of the ancient Gauls nearly two millenia before. In the midnineteenth century, following the demise of the aristocracy, food was a conspicuous symbol of social position, swiftly adopted by a new ruling class of bourgeoisie, who recreated the sumptuous meals of the very aristocracy they had once criticised.

At the same time, two-thirds of Parisians were either starving or ill-fed, five times more likely to be nourished from vegetable proteins than from any meats or dairy products. The golden age of haute cuisine benefited only those at the very top of the social ladder.

It took a world war at the beginning of the twentieth century to halt the gross inequality of wealth at the table, and to bring about a more even distribution of the nation’s produce. The advent of improved transportation, especially by train, brought culinary revolution to the regions, and slowly the spreading affluence could put a chicken on every peasant’s table.

Eventually, tourism fanned the flames of change in France’s commercial kitchens, as chefs were obliged to create dishes appealing to an ever-widening audience of British, Japanese, Middle Easterners, and Americans, as well as French travellers hungering for new experiences.

It is well-known that the stereotypical French meal is heavy in saturated fats; heavy creams and butter are a staple in 64 OCIO magazine

many dishes. Despite this fact, the French populace suffers from lower incidences of cardiac disease than many other western nations. Much research and medical opinion seems to credit their consumption of red wines with an overall reduction in cholesterol levels. Whatever creedence one might place in this theory, it is a given that all French food is best accompanied by wine to be enjoyed to its fullest.

All this talk about great food and fine wines brings us nicely back to where we started, Valentines Day. Is there a better way to celebrate than in a romantic candlelit setting of a French restaurant with a bottle of fabulous wine, great service, friendly hospitality and of course some of the finest cuisine in the world... I think not! n

n dato interesante, quizás no tan conocido es que la fama de la comida francesa no viene de siglos atrás, si no de un constante cambio.

De hecho lo de la buena comida francesa es relativamente nuevo para los franceses.

En 1789, en el tiempo de La Bastille, el 80% de la población era granjeros con una dieta de pan y cereales sin cambios desde Los Galos hacia más de dos milenios atras. En el siglo diecinueve después de la desaparición de la aristocracia, la comida era un símbolo del estatus social, que fue rápidamente adoptado por el nuevo régimen burgués quienes recrearon los mismos festines de la aristocracia anteriormente criticados por ellos mismos.

Al mismo tiempo, dos tercios de los parisienes estaban hambrientos o

malnutridos y era cinco veces más probable que se alimentaron con verduras que con carne o productos lácteos. La era dorada del “Haute Cuisine” solo benefició aquellos de un estatus mayor.

Fue la guerra al principio del siglo veinte que frenó la desigualdad de riqueza tan injusta a la hora de la comida y así trayendo una distribución más igualada de los alimentos de la nación.

Sin duda alguna, la cocina es una de los tesoros más grandes de la Francia moderna. Los franceses mantienen un romance continuo con la comida.

Su reverencia al tiempo que dedican a la comida es bastante evidente, visitando a cualquier establecimiento por el mundo.

También se manifiesta en las reuniones familiares, sobre todo la comida del

mediodía los domingos que se prepara con mucho cariño durante muchas horas pero consumido con mucha tranquilidad acompañado por supuesto de aperitivos, comidas principales, varios tipos de vinos y buena conversación.

A la llegada de mejor transporte sobre todo por tren, llegó también la revolución culinaria a las regiones y poco a poco cada campesino podría permitirse incluir un pollo como plato en su mesa. Finalmente el turismo obligó a los chefs de las cocinas más comerciales a crear platos a los gustos de los británicos, japoneses, del oriente medio, americanos y también franceses hambrientos por nuevas experiencias.

Sabemos que la comida estereotípico francesa está lleno de grasas saturadas: nata y mantequilla están al orden del día en

muchos platos. A pesar de esto la población Francesa sufre menos enfermedades cardiacas que otras naciones occidentales.

Mucha investigación y opinión médico dice que esto puede ser a causa de la consumición del vino tinto que reduce el nivel del colesterol. Sea lo que sea nuestra creencia en esta teoría todos sabemos que “la cuisine” francesa está mejor acompañada de una buena botella de vino.

Ahora, después de hablar de buena comida y buen vino regresamos a donde empezamos, al día de San Valentín. ¿Hay una forma mejor de celebrarlo que con una cena romantica a la luz de las velas en un restaurante francés con una botella de buen vino y por supuesto la mejor Cuisine del mundo...? W

ith Valentines day on the horizon, what better way to spend a romantic day or evening with your loved one than with a trip to La Herradura, Almunecar and the Costa Tropical.

With the sun burning bright on most days of the year, sightseeing in and around Almuñécar is a pleasure. Most of the town’s monuments and principal attractions lie within a short walk of the main seafront while you will need a car to visit the Tropical Valley and explore some of the dramatic local countryside.

Almuñécar’s historical importance as a strategic centre and busy trading port during more than 2500 years is reflected in an impressive collection of monuments dating from the Phoenician, Roman and Moorish eras, most of which can be visited.

Sightseeing in La Herradura, on the other hand, is more about spectacular countryside than historical monuments. This picturesque horseshoe bay offers some of the finest panoramas and inland sceneries of the area. The shopping in both towns is fun and interesting with many boutique shops offering individual items not found in the larger chain stores.
