By Scott Ashton, CEO, Oceanside Chamber of Commerce Over the past several years, the Oceanside Chamber has been steadily expanding the ways we support our business community. Advocacy, networking and providing resources to help businesses succeed remain at the heart of what we do, but workforce development has become an increasingly important part of our mission. When we talk with employers, one of the challenges we hear about consistently is workforce. Finding good employees is important, but equally important is developing and retaining the talented people businesses already have. As technology changes, new tools emerge and employees take on greater responsibilities, businesses need opportunities to continually invest in the skills of their workforce. This summer, the Chamber reached a major milestone in that effort when we were awarded our first direct contract with California’s Employment Training Panel (ETP). The contract provides up to $514,556 in funding to help businesses train and develop their existing employees. Even more significant, the Oceanside Chamber is now one of only ten chambers of commerce in California currently administering an ETP contract. For those who may not be familiar with ETP, it is California’s premier incumbent worker training program. It provides funding for employer driven training designed to help businesses remain competitive while giving employees opportunities to develop new skills and advance in their careers. Through our contract, we expect to provide training opportunities for nearly 500 workers across a broad range of industries. Training can be customized around the needs of participating employers and can include leadership development, project management, digital literacy, Microsoft Office, business writing, conflict resolution, manufacturing technologies, quality assurance, process improvement and other employer specific topics. continued on page 40

Inside the classroom, students experience an environment that mirrors the workplace. They clock in and out, collaborate on projects, receive continuous feedback, and develop communication, problem-solving, and teamwork skills. For Johnson, this environment made the difference. Although she entered the program with little confidence, she discovered that mistakes were expected as an essential part of the learning process. She also came to appreciate the strengths she had developed in the military, which helped her troubleshoot equipment and assist classmates.
Beyond workforce training, MiraCosta’s Community Education and Workforce Development programs offer noncredit courses in leadership development, personal finance, digital skills, and other areas that support lifelong learning and professional and personal growth. This summer, MiraCosta also welcomed back College for Kids Youth Academy, offering weeklong camps for students ages 6 to 16 in subjects such as veterinary science, culinary arts, wilderness skills, comics and cartooning, and science experiments. Whether preparing future engineers, helping experienced professionals reskill, or inspiring young learners, MiraCosta strengthens the region’s workforce through education that is responsive, practical, and designed for today’s economy.

Her capstone project, an infrared-automated tunnelenticement rat trap she nicknamed “IRATE,” became a tangible reflection of how far she had come. “I thought my project was too simple, but then I realized how confusing it was to someone on the outside,” Johnson said. It was a moment when she realized how much she had learned and how comfortable she had become thinking like an engineer. Stories like Johnson’s reflect the broader impact of TCI. Of the 11 students in the cohort who graduated in August, nine secured employment before completing the program. Of the remaining two students, one is continuing their education and is not currently seeking employment. Graduates from TCI’s April 2026 cohort entered the workforce with an average starting wage of $29 per hour, reflecting both the demand for their skills and the quality of opportunities available to program graduates.

The Works Plumbing Inc Claudia Munoz and I met at the Oceanside Chamber’s Tuesday Coffee. VP Sales and Marketing Claudia introduced herself as the Program Manager at LOL Life of Liberty Elevated by Mecole which is adult day program that supports adults with disabilities and I CEO/Founder introduced myself as the VP of Sales and Marketing with The Works Plumbing Inc, a family owned and operated service and repair plumbing company. As we were networking, I learned about all the structured activities, vocational training, and life skills that LOL provides. I asked Claudia if they offered any fitness or wellness classes to her participants. Aside from my position with the plumbing company, I am the owner and founder of, Elevated by Mecole which provides fitness classes, beauty, makeovers and wardrobe styling. Claudia immediately was intrigued and we began to share the idea of bringing Zumba classes to her facility. We met at LOL and the rest is history! I am their new in house Zumba instructor offering classes twice a month. The experience has been amazing and I look forward to seeing everyone just MOVE and DANCE. I’m grateful to the Chamber of Commerce for creating the space for businesses to connect and serve the community.

CHAMBER CONNECTIONS The Power of Chamber Involvement: Christine Rydzik’s Journey
Involvement in the Oceanside Chamber has never been about simply adding a membership to a business profile. It has been about showing up, building genuine connections, and becoming part of the Oceanside business community. Long before I understood what “relationship capital” was, I learned it firsthand watching my mother break glass ceilings being voted the first female president of the Board of Merchants. What started as part of my professional role quickly became something I genuinely enjoyed and valued. I showed up. A LOT. I attended events, cultivated friendships, facilitated connections, and eventually became a member of “The A Team” by becoming a Chamber Ambassador. Rosado 6 Productions Director of Client The relationships I had spent time building and nurturing for other Experience businesses would eventually create an opportunity for me. When I found myself searching for my next career move, a fellow Chamber member introduced me to Caleb Rosado of Rosado 6 Productions. It happened on a rainy, cold evening at a monthly business mixer at AMVETS. That night, a collaboration was forged. A few months later, I partnered with Rosado 6 Productions as the Director of Client Experience, bringing my background in operations, events, relationship building, and community engagement to the growing company. Rosado 6 Productions is no stranger to Chamber success, either! Through the Chamber, Caleb Rosado was introduced to Felix Berry, owner of Felix’s BBQ with Soul, and a partnership was built. Rosado 6 Productions franchised the Felix’s BBQ San Marcos location and reopened the restaurant under its management. Rosado 6 Productions has also had the opportunity to collaborate with numerous other Chamber members on a myriad of events and projects. Looking back, I realize that by embracing the Chamber, becoming an Ambassador, and showing up consistently, I built my own reputation within the community. And when it was time for my next chapter, that same community helped open the door. My personal journey demonstrates what can happen when Chamber membership becomes Chamber involvement. For me, that is the real value of the Chamber.

RISING STAR STUDENTS EXPERIENCE OCEANSIDE LEADERSHIP ACADEMY Two of the Oceanside Chamber of Commerce’s signature leadership programs came together this spring to create an extraordinary opportunity for three local students. Through the Chamber’s Rising Star Program, remarkable high school students are recognized for overcoming adversity while continuing to pursue their educational and career goals. Their resilience, determination, and potential made them ideal candidates to take the next step in their leadership journey through the Oceanside Leadership Academy (OLA). This inaugural partnership between the Rising Star Program and OLA was made possible through the generous support of Genentech, which sponsored scholarships for three Rising Star students to participate in the Spring 2026 OLA cohort. The experience provided the students with firsthand exposure to local employers, community leaders, and career pathways while helping them develop confidence, relationships, and leadership skills that will serve them well in college, their careers, and beyond.
14 | Best of Oceanside Magazine
Since launching in 2023, Oceanside Leadership Academy has graduated more than 230 participants representing more than 45 employers throughout Oceanside and North County. Designed to develop informed and engaged community leaders, the program introduces participants to the industries, organizations, and people shaping Oceanside’s future. Throughout the ten-week program, the Rising Star students joined business professionals, nonprofit leaders, city staff members, and entrepreneurs as equal members of the cohort. Together, they explored public safety, healthcare, higher education, the military, tourism, business and entrepreneurship, nonprofit leadership, STEM technologies, and other sectors that play an important role in the region. For young adults preparing to enter college or the workforce, one of the greatest challenges can simply be a lack of exposure to the many career paths available to them. Oceanside Leadership Academy helps bridge that gap by providing direct access to leaders who are eager to share their experiences, answer questions, and encourage the next generation.
Fall 2026 | www.oceansidechamber.com
Along the way, the students developed meaningful relationships with professionals from across the community while building confidence, expanding their professional networks, and gaining a deeper understanding of the opportunities available right here in North County. The partnership represents a natural evolution of both programs. While Rising Star celebrates students for their perseverance and potential, Oceanside Leadership Academy helps turn that potential into opportunity by connecting young people with employers, civic leaders, and mentors who can help shape their futures. Perhaps the most meaningful measure of the experience comes from the students themselves. One participating student shared that OLA completely changed the way she views both her hometown and experienced professionals, building meaningful her future. Having lived in Oceanside her entire life, relationships across generations, and gaining she was surprised to discover the breadth of the confidence to contribute alongside career opportunities available within the established community leaders. She community, including organizations One also emphasized that the connections such as Genentech that she had not participating she made extend well beyond realized had such a significant local student shared that graduation and encouraged future presence. Rising Star students to embrace OLA completely changed She described the program as an every opportunity to meet new the way she views both opportunity to step outside her people and challenge themselves. comfort zone by engaging with her hometown and Her experience illustrates exactly her future. what the partnership was designed to accomplish: exposing students to community leadership, meaningful conversations, and real-world experiences that can inspire them to see new possibilities for their futures while recognizing the incredible opportunities that exist within their own community. Looking ahead, the Oceanside Chamber plans to continue offering OLA scholarships to Rising Star students each spring and fall. By connecting these two successful programs, the Chamber is creating a pathway for resilient young people to discover careers, develop leadership skills, build lasting professional relationships, and recognize that their community is invested in their success.

Oceanside Lifeguards
Celebrate 100 Years By Kristi Hawthorne This year marks the 100 th anniversary for Oceanside Lifeguards. Often glamorized, guarding the beaches is a serious job: maintaining hyper-vigilance and ready for anything, lifeguards have to be quick to assess and quick to respond. Recently, one busy weekend this summer, lifeguards made over 160 rescues, four times the usual number.
With this harrowing event, there was a call for a beach lifeguard but it was left to vigilant beachgoers to undertake rescues. The local newspaper reported that a life raft and line to shore would be provided and that “although the Oceanside beach is the safest on the coast, some timid people feel safer in reach of a rope when in the surf.”
Every year thousands of people flock to Oceanside’s beaches. Some are trying to escape the heat, others are on vacation and many are locals trying to get a tan or catch a wave. People of all ages wade in the waves or venture out to the breakers, all under the watchful eyes of Oceanside Lifeguards.
In June of 1915 Ralph Martin struggled to save his own life and that of his friend Charles Everett. The two boys had been out on a boat fishing. When they returned to shore in a row boat, the waves upset the small craft. Everett could not swim with his heavy clothes on and went under. Martin grabbed his friend and tried to keep him from drowning until two men saw the pair and threw a rope from the pier to rescue them. Everett was lifted up to the pier and Martin swam to shore.
Since Oceanside was established residents and visitors have been drawn to the ocean. It was said that our beaches were the safest for “sea-bathing.” But one of the first recorded water rescues was in 1896 when “Miss Gertie That same year in August, sisters The Oceanside Libby went beyond the breakers Sunday Frances and Cecelia Murphy, were Chamber is proud while bathing and became exhausted nearly drowned together. ladies ashore and returned to save the other, and Jones, who was exhausted by this. The daring bravery of all four of the men is worthy of great praise.” Despite these close calls, it wasn’t until the tragic drowning death of George F. Stockton, who drowned while being pulled under in a rip current in August of 1921, that real action was taken. The Oceanside Chamber of Commerce took the lead to raise funds for “life-saving equipment” at the beach. Member H. W. Laskey was appointed to investigate and he reported that he had been to several beach resorts in the county and had interviewed life-saving experts. Laskey surmised that the sum of $250 would adequately provide what was needed to protect beachgoers at Oceanside. This would include a 16-fooot lifeboat, two metal buoys of “the modern torpedo type” and two round life buoys. Laskey also looked into organizing “a crew in the use of the apparatus and boat.” The Chamber agreed to donate $160 and then requested that the manager of the local Bathhouse and plunge to make up the rest. struggling to find adequate support, the Chamber was still trying to organize a crew for operating the lifesaving equipment they had purchased for the beach. Finally, the City Deputy Marshal announced a practice would be held and urged everyone to be present to form a needed crew for the life boat.
decorum, “who, although not among those complaining, promised to do all he could in the crusade of decency.”
It wasn’t until 1925 when the City Council decided it was necessary to employ a lifeguard, but just for the 4th of July weekend. After the summer season it was decided that among the necessities for 1926 was a lifeguard on the beach each summer season.
A word of warning was published: “Men, you must not expose your manly chests, and ladles, brassieres are not sufficient. Anyone caught in an attempt to get as near as possible a 100% treatment of violet ray will find himself exposed to the “violent ray” of the law.”
It is likely that circa 1929 Ted Johnson, Theodore “Ted” C. Johnson was the first city hired lifeguard. He was hired for the temporary job in 1925 and served off and on for a number of years. In 1927 John McGarvin, a local fisherman and experienced swimmer, was paid $18 to serve as a beach lifeguard. In 1928 the official City Lifeguard was Werner H. Peterson, who helped to implement a Junior Lifeguard program. Knute Wernmark, of the San Diego chapter of the American Red Cross instructed six Oceanside boys “in towing a victim by means of four different carries, breaking three different death grips, and applying artificial respiration.”
Byron Jessup
In the 1930s the Oceanside beach was guarded by Bill Stromberg, Victor Magee and Larry Sherwood, each serving as lifeguard separately. In 1942 the lifeguard staff Cramer Jackson
In 1930 Lifeguard Ted Johnson was back on duty and under his watch, beachgoers had decided to test the boundaries of polite society. It was reported that “gentlemen had resorted to trunks only, while some of the girls had almost gone back to the fig-leaf mode made popular by Eve.” Were they actually going nude? No, but years before the bikini was introduced some women were wearing bras rather than “suitable attire.” The city council instructed Johnson to enforce Lifeguard staff, circa 1958

increased from one to two when Dean Markem and James Riddle were placed on the city payroll at salaries of $125 a month. Doug Tico became a lifeguard at the age of 16 in 1944. As a teenager he was the only lifeguard that summer until Tommy Williams joined him. Doug used his own vehicle, a 1939 Ford convertible, for rescues, when needed. When Tico and Williams wanted the day off together, they would simply hire friend Don McDonald to take over for them. In 1950 Byron Jessup was appointed Captain of the Lifeguards. A lifeguard for 5 years previous, he was credited with saving the lives of “scores of bathers.” Richard E. Geyer, Doug Tico and Bruce Monroe were hired that year to assist Jessup. The newspaper reported: “With the purchase of an emergency jeep, a number of new torpedo rescue tubes, new jackets, a strong pair of binoculars and other items of equipment, the Oceanside lifeguards will be one of the best equipped teams on the Pacific Coast. All of the guards are seasoned veterans in the latest lifesaving and beach safety techniques.”
This year, Oceanside beaches have been guarded by dedicated and well-trained team, led by Tyler Berry Beach Lifeguard Captain. The current roster for Lifeguard Division and Assignments includes permanent staff of 1 Lifeguard Captain – Division Manager, 3 Lifeguard Lieutenants – 2 for Beach Operations, 1 for Marine Safety Unit, 8 Lifeguard Sergeants – 4 for beach Operations, 1 for Junior Lifeguard and Public Education Program, 3 for Marine Safety Unit, 7 Senior Beach Lifeguards – 4 for Beach Operations, 3 for Marine Safety Unit. Seasonal staff includes 77 Beach Lifeguards for Beach Operations for a total of 96 Lifeguards.

Semper Fi & America’s Fund — From Oceanside Roots to National Impact By Amy Forsythe, Military Affairs Contributor For more than two decades, Semper Fi & America’s Fund has demonstrated what can happen when a community rallies around those who serve. Today, as a proud member of the Oceanside Chamber of Commerce, the nationally recognized nonprofit remains closely connected to the community where their remarkable story began. The Fund provides critically wounded, ill and injured service members, veterans and military families with comprehensive, lifetime support. Its reach is now nationwide, but its roots are unmistakably local. A member of the Oceanside Chamber of Commerce since 2011, Semper Fi & America’s Fund has spent the past 15 years strengthening its connection to the local business community—an especially fitting partnership for an organization whose own story began just beyond Oceanside’s northern border at Camp Pendleton.
Grassroots and Determination The story began in 2003 as wounded Marines and Sailors returned from Iraq to nearby Camp Pendleton. Among those witnessing their needs firsthand was Karen Guenther, a registered nurse at Naval Hospital Camp Pendleton and Marine spouse.
20 | Best of Oceanside Magazine
Guenther and a small group of military spouses began helping the wounded and their families with immediate needs. They gathered around Guenther’s kitchen table, determined to fill gaps and make sure military families weren’t navigating recovery alone. In May 2004, their grassroots effort officially became the Injured Marine Semper Fi Fund. And Oceanside was there from the start. According to the Fund’s history, its first official donation came from Lighthouse Christian Church in Oceanside. By the end of its first year, the fledgling organization had raised $5 million to support wounded service members and their families.
From Local Support to Lifetime Care Today, Semper Fi & America’s Fund serves members of all branches of the U.S. Armed Forces and has provided more than $550 million in assistance to more than 40,000 service members, veterans and military families. Its model emphasizes personalized case management and relationships that can continue for a lifetime. Support can include immediate financial assistance, adaptive housing and transportation, specialized equipment, education and career transition

assistance, caregiver support, and physical and emotional wellness programs. For families suddenly confronting a lifechanging injury or illness, that assistance can arrive when they need it most. The Fund handles approximately 170 grant requests each day and can typically deliver emergency assistance within 24 to 48 hours. Founder and CEO Karen Guenther has emphasized that the organization’s commitment doesn’t have an expiration date: “For many of our service members, the effects of their injuries last a lifetime. The continued support from our donors allows us to be there for our veterans and military families as long as they need us.” That promise of lifetime support is especially meaningful in Oceanside, where military service is woven into everyday life.
A Natural Fit for the Oceanside Chamber Membership in the Oceanside Chamber of Commerce connects the Fund with a diverse network of businesses and community organizations that share a stake in Oceanside’s future. For generations, Oceanside’s economy, culture and identity have been closely connected to neighboring Camp Pendleton. Marines and Sailors shop in local stores, eat in local restaurants and raise their families in North County communities. Many remain in the region after leaving active duty, becoming business owners, employees, civic leaders and neighbors.
the people who call Oceanside home. More than 20 years after military spouses first gathered around a kitchen table at Camp Pendleton, the organization they created has become a national lifeline for tens of thousands of military families. Yet despite that extraordinary growth, the Fund hasn’t lost its connection to where it started. Camp Pendleton provided the catalyst, and military spouses provided the determination. An Oceanside church provided the first official donation. And today, through its membership in the Oceanside Chamber of Commerce, Semper Fi & America’s Fund continues to be part of the local community that helped its mission take flight.
Behind the Name The name Semper Fi & America’s Fund reflects both the organization’s Marine Corps roots and its expanded national mission. “Semper Fi” is short for Semper Fidelis, Latin for “Always Faithful,” the motto of the United States Marine Corps—a fitting tribute to an organization founded by Marine spouses near Camp Pendleton to support wounded Marines and Sailors returning from war. As the organization grew to serve critically wounded, ill and injured service members, veterans and families from all branches of the U.S. Armed Forces, “America’s Fund” came to represent that broader commitment. Today, the combined name honors where the organization began while making clear that its promise of lifetime support extends across the entire military community: always faithful to those who serve, regardless of uniform. From Oceanside roots to nationwide impact, Semper Fi & America’s Fund is proof that some of the biggest movements can begin with a few neighbors simply asking: “How can we help?”
Supporting military families, therefore, isn’t separate from supporting the Oceanside community. The two are intrinsically connected. The Chamber provides another avenue for the Fund to build relationships with local businesses and community leaders while increasing awareness of opportunities to support military families through corporate partnerships, fundraising, volunteering and philanthropy. The relationship also demonstrates the broader value of Chamber membership. A strong business community isn’t defined solely by commerce. It’s strengthened by nonprofits, civic organizations and businesses working together to address the needs of www.oceansidechamber.com | Fall 2026

Lessons Learned from this summer’s Denver Leadership Exchange By Michelle Geller Economic Development Manager, City of Oceanside One of the most valuable things we can do as City economic developers is occasionally get out of our own bubble. This summer, I had the opportunity to join the San Diego North Economic Development Council’s (SDNEDC’s) Study Tour/Leadership Exchange to Denver, Colorado. Denver was selected in part because its economic scale and profile offer useful comparisons to North County, giving our delegation an opportunity not just to gather ideas, but to benchmark how another region is tackling many of the same opportunities and challenges we face here at home. The staff at the SDNEDC did a wonderful job of laying out an itinerary that included meetings and site tours relevant to each one of the delegates in meaningful ways. Over three days, we explored approaches to career technical education, commercial district revitalization, small business support, business improvement districts and regional collaboration – and even watched cliff divers in a commercial strip mall during lunch at the world-famous Casa Bonita. There is tremendous value in seeing the same issues we deal with in our own cities somewhere else. Working in a community every day, it is easy to become accustomed to the way things are done, or to assume that the challenges we face are unique. Visiting another region creates space to ask different questions: Could that work here? Why did they approach it that way? What could we adapt to fit Oceanside? Our visit to Belmar in Lakewood was a great example. Seeing the transformation of a former 1990s-era shopping mall into a walkable, mixed-use downtown reinforced the measures Oceanside’s leadership has taken over the last two decades to revitalize downtown, and the importance of taking a long-term view of redevelopment and building partnerships around a shared vision. But one of my biggest takeaways was also a renewed appreciation for what we are already doing well here in Oceanside. Again and again, I found myself thinking – we are already doing this! And in some areas, I think we are leading. 28 | Best of Oceanside Magazine
Oceanside has built strong partnerships around career technical education and workforce development, connecting students with career pathways and employers with future talent. MiraCosta College’s relationship with Genentech, and its importance to the biotech firm’s employee attraction and retention strategy, is a prime example. And Oceanside has seen firsthand how redevelopment can catalyze private investment and transform districts, such as with the beachfront hotels developed as part of the 9-Block Master Plan for downtown. And of course, collaboration. Between the City of Oceanside, local businesses, educators, community organizations and regional partners… this strategy of working together toward the greater good has become fundamental to how we approach economic development. That doesn’t mean we have all the answers, and that’s precisely why these exchanges matter. There was another benefit that was just as important: spending three days alongside fellow North County leaders. The conversations between site visits, over meals and throughout the trip, created opportunities to better understand what neighboring cities, educators, businesses and organizations are working on. Those relationships make our entire region stronger. The best study tours aren’t about finding programs to copy. They are about gaining perspective. Sometimes you come home with a new idea. Sometimes you see an existing challenge differently. And sometimes you discover that your own community has developed practices worth sharing with others. For me, Denver delivered all three. Economic development requires curiosity. Getting outside our bubble helps us recognize new opportunities, build stronger regional relationships and come home with fresh eyes for the work—and the strengths—we have right here in Oceanside. Erik Bruvold, Executive Director of the SDNEDC, said it best: “We go there to learn about here.” I feel like the learning experience was truly invaluable and am looking forward to next year’s trip. M AYO R ’S S P O T L I G H T At the August 2026 Mayor’s Business Spotlight, the Chamber had the opportunity to recognize The Star Theatre for its positive impact in the community. Built in 1956, The Star Theatre celebrates its 70th anniversary this year. The historic venue not only provides a beautiful home for its productions and academy, but is also available to the broader community for arts programming. The Star Theatre is home to two theatre companies, Star Theatre Company and Star Theatre Youth Company, which have served the performing arts needs of children and adults throughout North San Diego County for the past 26 years. The Star Theatre’s overarching goal is to provide an emotionally safe space where people of all ages can stretch their wings and step outside their comfort zones. Through its productions, programs and interactions with the community, The Star Theatre strives to make a positive impact on people’s lives.

INVESTING IN THE OCEANSIDE WE LOVE:
What Measure S could mean for our beaches, infrastructure, and the city we leave to future generations Our community is changing. Sand continues to disappear from Oceanside’s beaches. At the same time, our downtown is thriving, new businesses are opening, more people are discovering our community, and investment is occurring throughout the city. But with that progress comes a basic responsibility: we need to maintain and invest in the infrastructure that makes Oceanside a great place to live, work and visit. That’s the opportunity presented by Measure S. If approved by voters in November, Measure S would provide an estimated $20 million annually for ten years—approximately $200 million in locally controlled funding—to address some of Oceanside’s most significant infrastructure needs. Those investments include streets and roads, public safety facilities, replacement of the Pier View Bridge and, particularly important to our community, restoration of our treasured beaches. For our community, the planned $20 million investment in beach restoration is especially significant because the beach is more than a recreational amenity. It is part of Oceanside’s identity and an important contributor to our local economy. People come to Oceanside to enjoy the coast. While they’re here, they stay in hotels, eat in restaurants, visit local businesses and contribute to an economy that benefits the entire city. This means that restoring our beach is also an investment in Oceanside’s economy. Beach restoration helps to attract visitors, support local businesses and generate revenue that will provide a return on this investment and help fund other city needs. Yet decades of erosion have left much of our coastline without the wide, usable beaches Oceanside once enjoyed. Restoring that asset requires investment. The City is now pursuing multiple opportunities to restore our beaches and address that trend, including the RE:BEACH Pilot Project and other regional and federal beach nourishment efforts. RE:BEACH is a city led project that is notably important because it combines sand nourishment with innovative retention features designed to help keep that sand on our beaches. The $20 million planned through Measure S could provide critical funding for beach restoration and put Oceanside in a much stronger position to 30 | Best of Oceanside Magazine
Fall 2026 | www.oceansidechamber.com
move projects such as RE:BEACH from planning to implementation. It can also strengthen the City’s ability to leverage outside funding when state, federal and other opportunities become available. But Measure S represents an investment well beyond our beach. Our century-old Pier View Bridge needs replacement, with the City identifying a substantial funding gap. Fire Station 8 has operated from leased commercial space for more than a decade and needs a permanent home. Aging police facilities need replacement. Streets, intersections, sidewalks and other public infrastructure throughout Oceanside require continued repair and improvement. These are the physical assets that make our city work. Deferring their maintenance doesn’t make the need disappear—it generally means facing the same problems later, when they may be more difficult and expensive to solve.
We believe our community should not simply build for today. A healthy Oceanside needs to maintain what previous generations created, address today’s needs and invest in what the next generation will inherit. Measure S gives our community an opportunity to make that investment— in our beaches, our roads, our waterfront, our public safety and, ultimately, in the future of Oceanside. Yes on Sand, Yes on “S.”

City of Oceanside Measure S Info:
Measure S would provide Oceanside with a dedicated ten-year opportunity to make many of those investments now. The measure includes citizen oversight and annual independent audits, and the funding would remain under local control. At Save Oceanside Sand, we have spent years advocating for investment in an asset we believe has been undervalued for far too long: our beach.

The Next Chapter in Workforce Development continued from page 2
That flexibility is one of the aspects of this program that I find most exciting. This is not about offering the same training program to every business. A manufacturer may have very different workforce needs than a healthcare provider, hospitality business or professional services firm. Our goal is to work with employers to identify training that addresses their specific needs and helps strengthen their organization. The benefits also extend beyond the businesses themselves. When employees receive meaningful training, they have opportunities to grow professionally, take on new responsibilities and build skills that can lead to career advancement. That creates a win for the employer, the employee and ultimately our regional economy. This new program builds upon work already underway through the Oceanside Leadership Academy, Rising Star Student Recognition Program, nonprofit capacity building initiatives and SOCAL Workforce. Together, these efforts allow us to support people at multiple stages of their professional journey, from students preparing for their future to emerging leaders and experienced employees developing new skills.
There is also something particularly meaningful about reaching this milestone during the Chamber’s 130th anniversary year. Since 1896, the Chamber has evolved alongside Oceanside and its business community. The needs of businesses today are obviously very different from those of 130 years ago, and they will continue to change. Our responsibility is to evolve with them. Today, that means being a strong advocate for business, creating opportunities for meaningful connections and providing resources that help employers solve real challenges. Increasingly, it also means playing a more active role in developing the workforce our businesses need to succeed. The ETP contract represents an important next chapter in that work, and we look forward to partnering with employers throughout our region to put this funding to work. If your business is interested in learning more about these training opportunities, I encourage you to reach out to our team at the Oceanside Chamber.
