Cleaning Up Recycling

Last October, the Chamber Board and Staff came together for its annual planning session to set our priorities for the coming year. We identified key community issues that fit within our 3-Year strategic plan and began to set a course of action. Here’s a brief overview of our plans for each of these areas…

Economic Development – Beach Sand Issue For as long as most of us can remember, our city has been known for its beautiful sandy beaches. Locals and visitors alike have recognized our beaches as one of San Diego County’s best attractions. A key to having sand on our beaches has been the annual harbor dredging conducted by the United States Army Corps of Engineers (USACE). The sand removed from the harbor mouth is placed on our beaches just in time for summer. However, for 2 of the last 3 years, the USACE failed to get the job done properly and in a timely manner.

We believe it is time for the Chamber to bring community leaders together to address solutions to this issue instead of the annual “band-aid” that falls off quickly or fails to get applied at all.

The more I read about the history of Chambers of Commerce, the more I grow to appreciate the role our organizations have played in convening key stakeholders to “make things happen” for our communities. I see the Oceanside Chamber continually moving toward a commitment to take the lead on important issues facing our city. I am grateful to work for a Board of Directors that understands the role we can play as a champion for a thriving community.

The recent defeat of the Measure Y ballot initiative was a shining example of how the Oceanside Chamber took the lead on a critical issue facing our City.

Proposed policies and procedures will be brought to the board for consideration and adoption by Summer 2019.

Workforce Development – Connecting Students With Jobs For our local economy to succeed, we will need a workforce with the technical and soft skills that match the needs of our businesses.

As a result, the Chamber Board has directed its Workforce Development Task Force to create programs that will provide local students with exposure to emerging industries and career opportunities within Oceanside.

s g n i t t u C Ribbon NORTH COUNTY HEALTH SERVICES OPENS MISSION MESA WOMEN’S HEALTH CENTER On Thursday, October 25th, North County Health Services celebrated the grand opening of their newly renovated Mission Mesa Women’s Health Center at 2210 Mesa Drive, Ste. 5 in Oceanside. The Oceanside Health Center is a specialized facility that focuses on providing women with options for women’s health and family planning solutions. In addition to pregnancy services, they offer affordable access to birth control, family planning resources, well-woman exams, cervical cancer screenings and much more.

BREAKWATER COMMUNITY CHURCH CELEBRATES GRAND OPENING WITH A FALL FESTIVAL On Saturday October 27th, Breakwater Community Church celebrated the highly anticipated grand opening of their location at 506 S Nevada St. in Oceanside.

Many of the church’s members were in attendance along with Chamber staff, ambassadors and Councilmember Jack Feller. The celebration included a bounce house, barbeque, and many raffle prizes for all ages. Breakwater Community Church is committed to a great future of bringing the gospel message to Downtown Oceanside and supporting our military families aboard Camp Pendleton.

“Cleaning Up” Recycling

by Daniel Butler Municipal Relations San Diego County Waste Management of North County

The recycling industry is currently going through a serious downturn due to import policies being enforced

by China to reduce trash in recyclables put into effect in early 2018. Their action stems from something that has become all too common in recycling programs across North America: recycling contamination, or the percentage of trash mixed with recyclables.

Today, the average contamination rate among communities and businesses sits at around 25%. That means that about 1 in 4 items placed in a recycling container is actually not recyclable through collection programs, and this creates enormous problems for the recycling economy.

China – a major importer of recyclables – continues to issue new rules on the types of materials it will accept, including a 0.5% maximum on recycling contamination.

That means that the 25% contamination rate we see today must reach virtually zero for those items to be recycled. Anything above that 0.5% contamination will be rejected by China, shipped back to the United States, and eventually that material will have to go to a landfill.

These new guidelines result in higher processing costs while commodity prices are continuing their downward trend in value.

The recycling industry, in response to China’s strict acceptance policies, began sending material to Southeast Asian countries like Thailand, Vietnam and Myanmar. However, these countries have now committed to follow in the footsteps of China and restrict foreign materials from coming to their ports.

Domestic processing facilities are also being explored, but any new industry-wide developments could be at least five years out.

Many of us grew up with a different kind of recycling program than we have today. Back in the day, we separated items at the curb each week, making it easier to process paper, aluminum, glass and plastics into different material streams. All the right things were being recycled.

In the early 2000s, recycling changed with the arrival of “single-stream”. Through this process, residents and businesses could put all acceptable recyclables into a single bin or cart, and those items would then be separated at a sorting facility. Over a short period of time, thanks to the convenience of single-stream, more people began to participate as recycling rates soared to their highest levels.

Unfortunately, the negative side-effect of increased participation due to the convenience of commingled bins and carts was non-recyclables finding their way into the recycling stream – things like plastic bags, organic waste (food, liquid and yard waste), rubber continued on page 20

D E FE AT O F M E A S U R E Y H I G H L I G H T S I M PA C T F U L 2018 F O R O C E A N S I D E C H A M B E R LAST YEAR , the Oceanside Chamber Board of Directors began implementation of its 3-Year Strategic Plan.

The plan identified six focus areas in which the Chamber would be a catalyst for business growth through the year 2020.

We have completed the first year of that plan, and here is an update on our progress in each of our 6 key areas... farmers who desired to protect the future of farming in our community as well as preserve Oceanside’s opportunity to pursue agritourism in the South Morro Hills area of Oceanside. The BACPAC commissioned a study on the Economic Impact of the SOAR initiative, and the facts generated from this report were instrumental in the campaign to defeat Measure Y.  On a statewide level, we continued to stay in close touch with the Cal Chamber and other business organizations and participated in pro-business coalitions on legislative issues of importance to business.

PUBLIC POLICY HIGHLIGHTS  One of our first tasks was to update our Public Policy Platform to allow more latitude to quickly take positions on issues of importance to our business community. The Public Policy Task Force had several meetings to review and update the guidelines, and will now meet regularly to consider new items that may need to be added to keep the platform relevant. Staff has updated the guidelines on the Chamber website and has developed a printed version for distribution to members.  In partnership with our Business and Community Political Action Committee (BACPAC), we held candidate forums for Oceanside Districts 1 and 2 City Council candidates. The forums were well attended by the public and 100% of the candidates showed up and participated. The Chamber did a follow-up article on the forums in the Fall 2018 edition of the Oceanside Business Journal that outlined the candidates positions on the following key issues: Cannabis, Measure X, Measure Y, and also highlighted some of the key comments of each candidate.  The Chamber took a lead role in defeating Measure Y (aka the SOAR Initiative). We were instrumental in convening business & community leaders and local 8 | Oceanside Chamber of Commerce Quarterly Business Journal

 As a champion of a thriving community, the Chamber recognizes the need to have effective policymakers in elected office. Along those lines, the Chamber Board has directed the Business and Community Political Action Committee to create policies and procedures for endorsing/supporting business friendly candidates. Chamber staff has reached out to members of the business community for input on the qualities they would like to see in their elected leaders.

Proposed policies and procedures will be brought to the board for consideration by Summer 2019.

ECONOMIC DEVELOPMENT HIGHLIGHTS  The Chamber partnered with the City’s Economic Development Department to hold the 1st Annual Oceanside CARES business walk. Teams from the Chamber and City staff went out for a morning of visits to dozens of Oceanside businesses, to learn about their businesses and how we can help them grow in our community in years to come.  The Chamber regularly provided a much-needed pro-business voice at the City Council and Planning Commission meetings to support projects that will provide growth and employment in our community.

Over a dozen servicemembers have signed up for the program, with several already participating in Chamber activities.

 We reached out to the City council as they were considering a straw ban ordinance on top of the state’s “straws upon request” legislation. The Chamber asked the City to hold off on creating any ordinances before providing an opportunity for the restaurant community to weigh in on this issue. The council held off on the idea of an ordinance and will conduct workshops on the issue in 2019.

 We are also partnering with the Veterans Chamber of Commerce and Veterans Association of North County in our outreach to transitioning servicemembers.

NEIGHBORHOOD BUSINESS OUTREACH HIGHLIGHTS  This strategy was formed with the idea of seeking opportunities for the Chamber to do business outreach in the newly formed city council districts in Oceanside. We held two “Meet the Candidates” events for Districts 1 and 2, providing an opportunity for Chamber and community members to interact with the council candidates in attendance.

In 2018 the San Diego and Imperial Small Business Development Center (SBDC) Network Helped Local Business Owners Increase Sales by almost $44 Million Being an entrepreneur or a business owner can be daunting. “How do I start my business?” “Why do I need a business plan?” “Should I incorporate or not?””

How do I raise working capital?” “Is my business profitable?” “How do I get more customers?” “Will I make payroll? “How can I get a government contract?” “Do I need to hire employees?” “How do I expand and export?” “Should I franchise?” “How do I sell online?” “Is my marketing working?”

These are just a few of the questions that keep business owners up at night.

They find answers to these and many more questions concerning how to start, manage and grow a business at the Small Business Development Centers. That’s where I went to start my marketing company over ten years ago and I am still there. The SBDCs were created over 40 years ago as a partnership between the Small Business Administration (SBA) and the education community to provide business owners with training and counseling/mentorship that would create a positive economic impact including creating jobs, increased revenue and capital infusion. SBDC’s provide one-onone business advising and most training workshops at no cost to small business owners.

The SBDC’s are San Diego’s “Best Business Resource”, The SBDC’s trainings and customized one-on-one business advising and mentorship are very beneficial for anyone starting or expanding a small business as I learned on the road to business ownership. There are over 1,000 SBDCs nationally and internationally and four local SBDC’s within the San Diego and Imperial Network.

MiraCosta College has a new degree and certificate program in engineering technology aimed at providing students with the education and training needed to secure well-paying, middle-skilled jobs as engineering technicians in as little as a year. The new program began enrolling its first students this fall. “This is a great opportunity for students to get an in-demand degree for a high-demand profession,” said Professor Paul Clarke, who helped design the program. “It also provides a ladder of sorts, in that students can earn their degree, get a good job, work for a few years, then come back and earn a bachelor’s degree to further their career opportunities.”

Caltrans and SANDAG will break ground to extend the carpool lane on I-5 in each direction between Manchester Avenue in the City of Encinitas and Palomar Airport Road in the City of Carlsbad. The double tracking of the coastal rail line, bike/pedestrian path improvements, restoration of the San Elijo Lagoon, and replacement of the I-5 highway and rail bridges over the San Elijo Lagoon are already underway in the community of Cardiff-by-the-Sea. These improvements are known as Build NCC, the first phase of construction on the North Coast Corridor (NCC) Program in the cities of Solana Beach, Encinitas and Carlsbad.

Scripps Health has achieved a 25 percent reduction in the average number of tablets per opioid prescription ordered for patients at its hospitals and outpatient centers across San Diego County during the first year of its Opioid Stewardship Program (OSP). Scripps created its OSP last year with the goals of reducing prescription opioid usage, preventing opioid addiction and taking advantage of other pain management options before considering opioids. “We want to return our patients to healthy function as soon as possible, without putting them at risk for opioid dependency or the side effects of opioid usage,” said Ole Snyder, M.D., a Scripps-affiliated family medicine physician and chairman of Scripps’ OSP. “We’ve designed a multifaceted approach to achieve these goals, which includes educating patients and doctors, and implementing consistent prescribing and tapering standards.”
