Home mortgage applications have been holding mostly flat, despite a drop in mortgage rates, the Mortgage Bankers Association reported last month. The MBA’s mortgage application index – which reflects both home purchase demand and refinancings – rose slightly by 0.4 percent in the week ending Jan. 31. Broken out, refinancing applications rose 2.9 percent during the week, while applications for home purchases dropped 3.8 percent. Mortgage applications for home purchases – viewed as a leading indicator of future home sales – is now down 17 percent from year ago levels. Applications for refinancings have fallen nearly 63 percent from year ago levels. The 30-year fixed-rate mortgage averaged around 3.5 percent year ago, more than a full percentage less than today’s average. The MBA reports that the average interest on a 30-year fixed-rate mortgage for the week ending Jan. 31 averaged 4.47 percent, dropping five basis points from the prior week.

Winter house shopping can work well for savvy buyers More time to do homework and less competition can offer major advantages People who are seriously interested in buying real estate, but don’t begin to look in earnest until the spring, are missing a bet by not shopping during the winter months. That’s according to any number of real estate experts, who for years have been saying that the traditionally down months between the holidays and spring can be better for buyers than any other time of year. Why? Price, for one. A quick look at the statistics compiled by the Maryland Association of Realtors proves the point. In February 2013, the average sale price of a residential unit in Worcester County was $265,256. In May, that number jumped to $271,667, and by August the sale price average was $281,012. Although some years aren’t following that traditional winter-to-summer curve because of fluctuations in the economy, prices do tend to rise with the temperatures … and demand. In addition, sellers whose properties didn’t move in the warmer months can be more motivated to make a deal. It is true in many loca-

tions, however, that the housing inventory can be greater in the summer, thus giving buyers more to choose from, but this area doesn’t always follow the national norm in that regard. Since the spring and summer are the most active real estate months, many home sellers wait until these seasons to list their homes. Though there are fewer home sellers who list their homes in the winter, they often have reasons why they can’t wait until the spring or summer to sell their homes.The fewer number of home sellers and the deadlines that these home sellers face can work to the homebuyer’s advantage. However, on the other hand it does limit your choices. Though this may seem to be a fault, the smaller selection can save you a lot of time. Do you really want to traipse through 50 houses in search of your new home? It may be simpler to view the handful of homes for sale in the winter and choose the one that best suits your needs. Just as there are fewer homes for sale during the winter, fewer people look to buy homes during the winter. This lack of buyers usually pressures winter home sellers to accommodate potential buyers. Use this knowledge to your advantage. Offer a relatively low (but not insultingly low) bid for the home you’ve selected, or ask for perks such as the matching furniture in the living room and the chandelier that you ad-

mire. The lack of potential buyers also gives you more time to make your decision. Whereas during the prime real estate season, you would worry about another buyer snatching a house away from you, during the winter you usually don’t have to think about such competition. Buying a home in the winter also gives you a seasonal perspective. Did you feel cold while looking through the house? Is there a functioning heating system? Are there drafts coming in through the windows? Another advantage of buying a home in the off-season is the relative availability of industry professionals. Real estate agents will have more time to focus on your search for a new home. Lenders will be more accessible for questions and for providing assistance. Some lenders even waive fees during the off-season to encourage borrowers to utilize their services. Likewise, movers tend to lower their costs during the winter months. Homebuyers can be turned off by the bleak look that the prospective home exudes in the winter. The bare trees and grey-snow covered lawn may be unappealing. If you decide to take advantage of the winter buyer’s market, keep in mind that the spring will eventually overtake the gloom. Leaves will bud on the trees and the grass and flowers will start to bloom. Your winter bargain will turn into a spring paradise.

Existing home sales finish strong in 2013 Nationwide, sales highest since 2006, while prices showed substantial growth (January 23, 2014) â&#x20AC;&#x201C; Existinghome sales edged up in December, sales for all of 2013 were the highest since 2006, and median prices maintained strong growth, according to the National Association of Realtors. Total existing-home sales, which are completed transactions that include single-family homes, townhomes, condominiums and co-ops, increased 1.0 percent to a seasonally adjusted annual rate of 4.87 million in December from a downwardly revised 4.82 million in November, but are 0.6 percent below the 4.90 million-unit level in December 2012. For all of 2013, there were 5.09 million sales, which is 9.1 percent higher than 2012. It was the strongest performance since 2006 when sales reached an unsustainably high 6.48 million at the close of the housing boom. Lawrence Yun, NAR chief economist, said housing has experienced a healthy recovery over the past two years. â&#x20AC;&#x153;Existing-home sales have risen nearly 20 percent since 2011, with job growth, record low mortgage interest rates and a large pent-up demand driving the market,â&#x20AC;? he said. â&#x20AC;&#x153;We lost some momentum toward

the end of 2013 from disappointing job growth and limited inventory, but we ended with a year that was close to normal given the size of our population.â&#x20AC;? The national median existinghome price for all of 2013 was $197,100, which is 11.5 percent above the 2012 median of $176,800, and was the strongest gain since 2005 when it rose 12.4 percent. The median existing-home price for all housing types in December was $198,000, up 9.9 percent from December 2012. Distressed homes â&#x20AC;&#x201C; foreclosures and short sales â&#x20AC;&#x201C; accounted for 14 percent of December sales, unchanged from November; they were 24 percent in December 2012. The shrinking share of distressed sales accounts for some of the price growth. Ten percent of December sales were foreclosures, and 4 percent were short sales. Foreclosures sold for an average discount of 18 percent below market value in December, while short sales were discounted 13 percent. Total housing inventory at the end of December fell 9.3 percent to 1.86 million existing homes available for sale, which represents a 4.6-month supply at the current sales pace, down from 5.1 months in November. Unsold inventory is 1.6 percent above a year ago, when there was a 4.5-

month supply. The median time on market for all homes was 72 days in December, up sharply from 56 days in November, but slightly below the 73 days on market in December 2012. Adverse weather reportedly delayed closings in many areas. Twenty-eight percent of homes sold in December were on the market for less than a month, down from 35 percent in November, which appears to be a weather impact. Short sales were on the market for a median of 122 days in December, while foreclosures typically sold in 67 days and non-distressed homes took 70 days. According to Freddie Mac, the national average commitment rate for a 30-year, conventional, fixed-rate mortgage rose to 4.46 percent in December from 4.26 percent in November; the rate was 3.35 percent in December 2012. NAR President Steve Brown, coowner of Irongate Inc., Realtors in Dayton, Ohio, said that with jobs expected to improve this year, sales should hold even despite rising home prices and higher mortgage interest rates. â&#x20AC;&#x153;The only factors holding us back from a stronger recovery are the ongoing issues of restrictive mortgage credit and constrained inventory,â&#x20AC;? he said. â&#x20AC;&#x153;With strict new mortgage rules in place, we will be monitoring the

lending environment to ensure that financially qualified buyers can access the credit they need to purchase a home.â&#x20AC;? First-time buyers accounted for 27 percent of purchases in December, down from 28 percent in November and 30 percent in December 2012. All-cash sales comprised 32 percent of transactions in December, unchanged from November; they were 29 percent in December 2012. Individual investors, who account for many cash sales, purchased 21 percent of homes in December, up from 19 percent in November, but are unchanged from December 2012. Single-family home sales rose 1.9 percent to a seasonally adjusted annual rate of 4.30 million in December from 4.22 million in November, but are 0.7 percent below the 4.33 million-unit pace in December 2012. The median existing single-family home price was $197,900 in December, up 9.8 percent from a year ago. Existing condominium and co-op sales fell 5.0 percent to an annual rate of 570,000 units in December from 600,000 units in November, and are unchanged from a year ago. Foreclosures easing

The foreclosure crisis continues to recede. In December, foreclosures made up 10 percent of sales, while short sales comprised 4 percent of sales, according to the National Association of Realtorsâ&#x20AC;&#x2122; existing-home sales report for December.
