The Worcester County Commissioners will hold a public hearing to consider an application filed by Mr. Robert Rauch of Rauch Engineering, is the applicant on behalf of Island Resort Park, Inc., for a proposed amendment to the Worcester County Water and Sewerage Plan. The application for the amendment to the Water and Sewerage Plan seeks a 62-lot expansion to the existing 176 lot seasonal campground that has been in existence since 2005. The most recent expansion brought the permitted discharge capacity of the wastewater treatment plant near its maximum capacity. This proposed expansion will require additional wastewater treatment capacity. This will be accomplished by proposed modifications to the existing treatment plant and the addition of a proposed 15.44-acre spray irrigation field. REAL ESTATE REPORT Housing market could bode well with inflation slowdown

By Lauren Bunting Contributing Writer (Sept. 2, 2022) The National Association of Realtors chief economist, Lawrence Yun, stated that Inflation eased slightly in July, which could bode well for the housing market in the months ahead. Overall, inflation slowed from 9.1 percent in June to 8.5 percent in July, but prices for food and rent continued to climb, according to the Bureau of Labor Statistics’ Consumer Price Index (CPI).

Yun also stated that the level of inflation is “still high and uncomfortable but may indicate the start of a steady retreat.”

“Still, the slight deceleration suggests that consumer price inflation may have peaked, which suggests that mortgage rates also may have peaked,” Yun added.

Rents continued to rise in July, up 6.3 percent compared to a year prior, the CPI showed.

“That is a testament to the ongoing housing shortage,” Yun said. Yun thinks that the worst of skyhigh inflation is behind Americans. “If there is a sustained decline in gasoline prices and more production of apartments and single-family homes, consumer prices will pull back, encouraging the Federal Reserve policy to be less aggressive,” Yun said. “Mortgage rates will fall.” In August, the 10-year Treasury yield stood at 2.7 percent. “That should translate into 30year mortgage rates pulling back to under 5 percent,” Yun said. “Some recent potential home buyers who were pushed out of the market may now be able to get back in and qualify for a mortgage.” Yun recommends looking at the 10-year Treasury bond rate rather than the federal interest rate, since the mortgage rate is essentially priced off the 10-year Treasury. – Lauren Bunting is a licensed Associate Broker with Keller Williams Realty of Delmarva in Ocean City. Parks returns to top seat of OP Association

By Susan Canfora Contributing Writer (Sept. 2, 2022) The Ocean Pines Board of Directors is beginning a new year with longtime board member Doug Parks back in the president’s seat.

Parks, 67, a native of Pennsylvania who, for 30 years, worked in the information technology sector, was again selected as president by unanimous vote of fellow board members during the reorganization meeting on Thursday, Aug. 25.

He previously served as board president from 2017-2019. Other officers, also selected by unanimous vote, are Rick Farr, vice president; Stuart Lakernick, secretary; and Monica Rakowski, treasurer. Linda Martin was voted in as assistant secretary and Steve Phillips as assistant treasurer. Lerch Early and Brewer will be retained as legal counsel.

It was determined board meetings will be at 9 a.m. on the third Saturday of each month with the locations to be determined.

Meeting dates are Sept. 24, Oct. 15, Nov. 19, Dec. 17, Jan. 21, Feb. 18, March 18, April 15, May 20, June 17 and July 15.

Parks said there will also be at least two town hall meetings. Topics will be determined, as will the times, dates and locations of those meetings.

Parks, who was appointed to the board in 2016, was elected in 2017 and again for a second, three-year term in 2020.

Asked before one election to define his skills, he said he has years of corporate leadership ability, having been a chief information officer and a technology business leader at several high-profile companies.

“Business acumen is another skill I bring as in my professional life, I have negotiated many contracts, prepared fiscal budgets and managed professional staffs at the corporate level. Additionally, I have consulted on business, technical, and staffing issues throughout my career.

Gov. Hogan announces plan to target Lower Shore crime

(Sept. 2, 2022) Gov. Larry Hogan was joined by federal, state and local law enforcement leaders on Aug. 18 at the Maryland State Police Berlin Barrack, to announce a new Lower Shore coalition of the Maryland Criminal Intelligence Network (MCIN), a coordinated criminal justice network to target higher instances of gang-related crime, in addition to drug, firearm, and human trafficking.

Established in 2017, network is reporting a record increase in the program’s role in the disruption of criminal activity statewide, including illegal cash, asset, drug and firearm seizures. Earlier this year, the network facilitated the largest drug bust ever on the Eastern Shore, including the seizure of enough heroin and fentanyl to kill more than 250,000 people.

“Today, we are announcing the creation of a new Maryland Intelligence Network Lower Shore Coalition, with the addition of Worcester County, Somerset County, along with Dorchester’s existing operation, in order to strengthen allied law enforcement capacity on the lower shore, and to target criminal operations throughout the Delmarva Peninsula,” Hogan saod. “I can assure you that we are going to continue to use every tool at our disposal to make our neighborhoods safer, and we will not stop pursuing these criminal gangs who have been terrorizing our communities.”

Larry Hogan was joined by federal, state and local law enforcement leaders on Aug. 18 at the Maryland State Police Berlin Barrack, to announce a new Lower Shore coalition of the Maryland Criminal Intelligence Network (MCIN), a coordinated criminal justice network to target higher instances of gang-related crime, in addition to drug, firearm, and human trafficking.

Traffic flow improved along Rt. 376

(Sept. 2, 2022) The State Highway Administration recently completed a $3.6 million project to improve safety and access on Route 376 (Bay Street) between Route 113 and Flower Street in the Berlin area of Worcester County.

The project improves traffic flow with the addition of a new lane on Route 376 and the lengthening of the southbound Route 113 left turn lane.

Improvements should help alleviate traffic congestion during peak travel periods during the heavy summer travels to Assateague State Park and businesses along the route, state highway officials said.

The project began in spring 2021 and included: • Strengthening intersection efficiency with the extension of the left-turn lane on southbound Route 113 to Route 376. • Addition of a new left-turn lane on eastbound MD 376 to Flower Street • Enhanced pedestrian access with construction of American with Disabilities Act-compliant sidewalks. • Improvement of roadway drainage with installation of a new drainage system.

Board members may serve two, consecutive three-year terms, then must be off the board at least one year before running again. Parks said he doubts he will run for the board again.

“Prior to my first year on the board, I also chaired the By-Laws and Resolutions Committee. I have been on the board eight years, by design and by desire, and I’m very glad I did that. I love sharing my experience and helping the community. I might look at a committee position next year,” he said this week.

“I have a lot of energy, so I have to use it up somehow. There are only so many projects around the house you can do, painting and things like that. So, my first inclination next year is looking at a committee position,” he said.

While being a board member takes considerable time and dedication, Parks said it has gotten easier over the years “knowing which issues require immediate attention and which issues require careful thought and planning, which have to be on front burner.”

An effective board president is a good listener, first, and, secondly, “aware your fellow board members bring value to the board and you should ensure you leverage them as resources,” said Parks, who, with his wife, Stevie, has a son and daughter and three grandchildren.

“The president has no more authority than anybody on the board, except, he or she would sign a contact, for example. It’s important to recognize the rest of the board members bring value and as president I need to recognize that value,” he said.

In the coming year, he said it’s important to him to concentrate on upgrades, and probably replacement of, the fire station in South Ocean Pines.

“I think it’s going to take longer than a year. I want to make sure we are doing all we can to prepare to put ourselves in a position for that project to be a success. It looks like that is where we are going to go, to build a new one, but it is early in the process.

“There is no finality to it but over the years they have fixed things — upgrades, minor upgrades — and they sort of realized there is no return on that investment. The only way to ensure they have functionality in the future, is to build a new building,” he said.

Early cost estimates are in the $8.3 million range and Ocean Pines has a commitment of $1.3 million in state funding, Parks said, crediting Sen. Mary Beth Carozza and Delegate Wayne Hartman.

OPEN LETTER TO THE OCEAN CITY MAYOR, CITY COUNCIL AND PLANNING AND ZONING COMMISSION

In recent published articles in the Ocean City Today newspaper it is now evident that the Sun and Surf theater has been sold and the purchaser has desires to construct a hotel on the site. One article in this newspaper went so far as to say the proposed construction of an 8 story hotel on the site. As a longtime resident of Caines Woods, about 40 years, my home is directly behind the theater on 143rd Street and I feel the need to express the views I and many of my neighbors have as it relates to the construction on this site. It is our desire that planning and zoning follow the building codes and the comprehensive plan of Ocean city to limit scope and size of any construction on this site to 4 stories maximum, and protect our neighborhood with other restrictions on the permits issued to any developer. First Ocean City building code section 110-909, Special Bayside development regulations state as an optional development regulation (e) that the building in fact can go as high as 8 stories or 80 feet if certain conditions are met. I, we, feel that anything constructed on this site above 4 stories, 40 feet or max 5 stories 50 feet, will be detrimental to our area and be an obelisk and out of place structure. Also, it would be in clear disregard of the Comprehensive Plan for Ocean City, adopted in 2018, mainly Chapter 3, sections 3.2 and 3.4, Chapter 6, 6.1 recommendations Chapter 9, plan implementation , pg 8, and Chapter 10 pg 7. Secondly any structure that is permitted should have the following restrictions. The constructed hotel should have no balconies on the western side that require exterior lighting due the fact of brightness shining on the surrounding homes. (Case in point Cambria Hotel). Any permitted construction should have regulation or restriction on outdoor recreational facilities, i.e. tennis courts, basketball courts, pickle ball courts skateboard arena and swimming pools to limit use past 10pm. In addition there should not be any outdoor dining, rooftop dining or entertainment venues that are outside. It would be our desire to have a buffer area constructed on the east side of Sinepuxent Avenue between 143rd and 144th Streets consisting of large trees and vegetation approximately 15 feet in width to provide a small sound and visual barrier to those living on Sinepuxent directly behind this proposed hotel. It is our strong desire that the planning and zoning commission take into consideration all of section 110-909 of the code of ordinances particularly (d), (e),(g),(j), (m)and (n). It is further requested that any developer not be allow to remove the existing building and must maintain the exterior in its present condition until all permits and regulations are met, We already have enough “demolition” sites in Ocean City, the old Phillips restaurant at 141st, the old mall at 94th. Don’t allow more demolition until construction is to begin with permits in hand. Please look at this project as more than just a revenue generating proposal and consider the effects it will have on those of us that make Caines Woods our home community.

Several local establishments are raising money to help the family of Gavin Knupp, the 14-year-old boy who was hit and killed by a vehicle as he crossed Grays Corner Road in Berlin in July. The driver of the vehicle has not been located since the crash, and State Police are still investigating the incident. Poolside Bar and Grill on Fourth Street and Baltimore Avenue pledged to put a portion of each signature watermelon drink toward the Knupp Family, and up until Tuesday had raised over $2,600.

Worcester on Wheels hits road for 2022-23

By Greg Wehner Staff Writer (Sept. 2, 2022) Worcester Public Schools has a new tool in its arsenal that will allow teachers to take learning to students, while also providing guidance counseling and college preparation to pupils in the far reaches of the county.

The school district won a competitive grant for $1 million for a proposal to outfit two recreational vehicles, or RVs, as mobile classrooms with the goal of teaching students in their community while also building relationships.

Both RVs are ready to hit the road for the 2022-23 school year.

“It’s a school on wheels,” Teacher of the Year Kristin Cashman said on Wednesday. “It brings tears to my eyes because the possibilities are absolutely limitless.” It took Cashman and the district a year and a half to get their hands on one RV. Not only did covid-19 put a kink in their plan, but many people took up RVing during the pandemic, making it difficult to find a vehicle to outfit.

Today, the district has two RVs that will participate in what’s called, Worcester on Wheels, or WOW. One of the RVs is in Snow Hill and the other is in Pocomoke City.

The goal of WOW, Cashman said, is to build community partnerships and provide education to family and community members who may not have had the best experience in a brick-and-mortar school. With these vehicles, she added, they can take the mobile classroom to the communities.

Each RV is 31-feet-long and can fit up to 10 people inside.

Judge orders Jolley to serve four consecutive life terms, plus additional 75 years

(Sept. 2, 2022) Cody Jolley, age, 32, of Snow Hill, was sentenced on Aug. 25 to four consecutive life sentences plus 75 years in the Division of Corrections for his conviction on the charges of four counts of rape in the second degree, two counts of sexual abuse of a minor, sexual solicitation of a minor, two counts of sex offense in the third degree, attempted rape, and two counts of sex offense in the fourth degree.

He was found guilty by a jury after trial in the Worcester County Circuit Court on May 18.

The Honorable William Jones of the Dorchester County Circuit Court presided over the case and imposed the sentence, ordering Jolley to serve a total of 105 years of active incarceration, with 60 of those years as a mandatory minimum sentence with no parole eligibility.

If released, Jolley must register as a lifetime sex offender, have no contact with minor children, submit a DNA sample and will be monitored by special offender supervision.

The charges stem from a complaint of sexual abuse made by a third-grade student and reported to the Worcester County Sheriff’s Office in May 2021.

A forensic interview of the child was conducted by a social worker at the CRICKET Center, Worcester County’s Child Advocacy Center. Further investigation by detectives revealed Jolley had abused the child for over a year and resulted in Jolley being placed under arrest and indicted on multiple sex offenses.

Worcester County State’s Attorney Kris Heiser commended the Worcester County Sheriff’s Office, the CRICKET Center, the Department of Social Services, and Det. Martin for their tireless investigation and thanked Assistant State’s Attorneys Pamela Correa and Kathryn Gravely for prosecuting this difficult case.

The mission of the Cricket Center is to create a community response in which abusers are held accountable and children and families experience hope and healing.

The multidisciplinary team is made up of law enforcement officers, child protective service personnel, prosecutors, advocates, mental health therapists and medical personnel.

Coalition on shore jump started

An additional $6.5 million in funding will support the program expansion, bringing total statewide intelligence network funding to $25 million.

Data for 2022 show that through July 1, these coalitions disrupted or dismantled more than 400 criminal organizations, including 68 local gangs, 26 multi-state gangs, 43 international gangs, 197 local drug trafficking organizations and 39 multi-state drug trafficking organizations.

Firearms trafficking operations were brought to a halt as well, as the effort resulted in a record 97 percent increase in criminal organizations disrupted or dismantled year-to-year.

Current mid-year data also shows more than $8.2 million in cash and asset seizures

“I am confident that the expansion of MCIN to the lower Eastern Shore will improve our ability to keep our communities safe,” said Worcester County State’s Attorney Kristin Heiser. “We will be better prepared to rise to whatever challenges we face moving forward together.”

“Whatever the community needs, we’ll be sure to provide it,” Cashman said. “The wow factor is actually the RV. Now that we have it … I want people chasing after me like the ice cream truck.”

Before the RVs were obtained, Cashman said, she would go into the communities herself to provide the same services now provided in the vehicles.

Just like she’s been doing, she will continue to provide services to the Pocomoke City schools and area communities. Cashman plans to visit with churches, local politicians, and community members to find out what the community needs.

“I know how to bring the fun, but also want to bring necessary things to the community,” she said.

A large portion of the $1 million grant is still available for Cashman and the district to use. So far, the grant has helped with things like obtaining the RVs, wrapping them, and outfitting them with technology and supplies. As the program continues, the money will help pay for gas and other expenses. In 2023, the grant will be up for renewal, Cashman said, and up to this point the district has not put any money toward the program.

Pocomoke City community members can be on the lookout for the WOW RV at local events. So far, Cashman and the vehicle have made appearances at Fourth Friday, Springfest, and the Mayor’s Old Fashion Christmas, all in Pocomoke City.

Police-enforced trespassing program open for enrollment

(Sept. 2, 2022) As the off-season begins to near, the Ocean City Police Department is encouraging businesses and property owners/managers whose business does not stay open all week year-round to sign-up for the Trespass Enforcement Authorization Program (T.E.A.P).

This program allows officers from the Ocean City Police Department to address peace and good order issues such as trespassing on private property.

This is especially important during nighttime hours when contacting owners and managers is problematic and inconvenient.

The goal is to get every property that is not open 24/7/365 to join the program.

In addition, the goal in this program is to gain voluntary compliance by unauthorized people on a property before resorting to criminal citation or arrest.

To quickly facilitate enrollment in the program, the Ocean City Police Department is waiving the cost of the T.E.A.P. signs.
