County adopts budget with reduction to WCPS request Worcester approves $300M spending plan, OK’s $8.9M increase for school system By Brian Shane Staff Writer (June 5, 2026) Worcester County government passed its $300 million budget this week after an eleventhhour vote on school funding left the board of education millions short of its request. The county commissioners on Tuesday voted 4-3 to approve their fiscal 2027 operating budget with an increase for Worcester County Public Schools of $8.96 million instead of the $12.6 million increase the school district had sought. Reducing the requested allocation to schools left the county with a $3 million surplus. Commissioners opted to park that surplus in a reserve account for unspecified capital projects, with a suggestion to use it toward the rebuild of Buckingham Elementary School in Berlin. The commissioners ultimately allocated $134.2 million for the Worcester County Board of Education, which includes about $10.6 million in pension fund payments. It leaves the county with a balanced fiscal year 2027 operating budget of $300,172,146, according to county Budget Officer Kim Reynolds. After weeks of budget hearings, the commissioners entered their June 2 deadline meeting with a projected $252,726 deficit, based on revenues of about $300.2 million and expenditures of about $300.4 million, Reynolds said. The county also benefitted this year from a $15.7 million boost in property tax revenues, bolstered by rising assessments. Other local tax revenue climbed by $1 million including hotel room taxes ($375,000) and the real estate transfer tax ($500,000). Income taxes and property taxes were unchanged at 2.25% and 81.5 cents, respectively. The last budget expenditure to sort out Tuesday, and the largest, was school funding. Commissioner Chip Bertino made the motion for an increase of $8,963,136. He said that would fund proposed raises for teachers, support staff, and bus drivers, as well as cover the cost of health insurance, pensions, substitute pay, and bus assistants. The salary increase comes as school systems statewide face a July 1 deadline to meet a new mandatory minimum teacher salary of $60,000 under the Blueprint for Maryland’s Future, the state’s 2021 education reform law. Two votes were cast to both approve the school funding level and
the final budget. For both, yes votes came from Bertino, Caryn Abbott, Ted Elder, and Jim Bunting. Commissioners Eric Fiori, Joe Mitrecic, and Diana Purnell voted no. Mitrecic added that he “vehemently” supported much of the county spending plan but could not vote for a final budget that left the school board short while setting aside the remaining money in surplus. While the funding may cover pay raises, he said it would leave the school board scrambling to cover other expenses described as required or unavoidable, including pre-kindergarten positions, dual enrollment costs, and MacBook leases. “This still leaves this budget woefully underfunded,” said Mitrecic (District 7, Ocean City). “If the Board of Education has to find this money for absolute necessities on this list, then we didn’t fund teachers raises, and all this is political fodder.” Elder, the commissioners’ president, said the county had still given the school system a significant amount of money, on top of a multimillion-dollar increase from last year. “When is a $9 million increase considered a cut?” he said. The commissioners already had debated the school board’s request during several public budget work sessions earlier this spring but entered Tuesday’s final adoption meeting with no agreement on the largest unresolved piece of the spending plan. Beth Shockley-Lynch, president of the Worcester County Teachers Association, said afterward that the final vote left teachers feeling singled out – after commissioners talked throughout the budget process about making county employees “whole.” “It seems like everyone except the Board of Education got made whole except us,” Shockley-Lynch said. “That’s pretty difficult for us to wrap our heads around.” When asked about ShockleyLynch’s comments, Elder rejected the idea that the vote was an attack on teachers or school employees, saying commissioners had funded the core pay increases requested by the school system. “That’s not nothing against any teachers. The people running the schools are just not funding things right, and they need to tighten their belts and figure out and sharpen their pencils,” he said. Elder (District 4, Western) added that he would have liked to put the surplus toward tax relief, saying it likely would have covered at least a one-cent reduction to the property tax rate. Abbott (District 1, Southern) said she wants to see “a clean bill of health” from the audit. School Superintendent Annette Wallace, in response, pushed back by noting the county’s own financial troubles, including a 2024 scandal where the treasurer’s office paid more than $167,000 to a scammer who submitted fraudulent invoices. “I'm absolutely horrified at this decision. How do you take that money away from kids because of the actions of one adult who's being held accountable?” she told OC Today-Dispatch. Wallace, who is wrapping up her first year as superintendent, said the school board has a short window to submit a revised budget to the commissioners, leaving little time to find grants or other outside funding to make up the shortfall. The school board during its June 3 meeting said their budget deadline is June 9. When asked, Wallace said she could not guarantee whether a negotiated salary package with the teachers union would remain intact, because that decision lies with the school board. She did say her goal would be to preserve it. “There’s not enough paper for me to stop ordering in our district to cover the shortfall,” Wallace said. “So it’s gonna be some very, very tough decisions that we’re gonna have to make – and I think it’s a shame to have to make these decisions when the money is sitting in their budget.”

Surfing community seeking adjustments to beach rules

By Bethany Hooper Associate Editor (June 5, 2026) Local surfers are seeking a work session with the Ocean City Council after bringing up an incident that occurred at the beach Sunday morning. During the public comment portion of Monday’s regular meeting, Bishopville resident Roger Bonvino and Ocean City resident Adam Winter came before the City Council to request a future work session with members of the surfing community and the Ocean City Beach Patrol. They said they were seeking some sort of modification to the city’s beach regulations after multiple surfers were pulled from the water Sunday morning.

“I feel like the guidelines were set, I think, in the ’80s, ’90s and surfing has become more popular …,” Winter said. “We’re just looking for more support at times.” Throughout the season, surfing is permitted in designated areas of the beach from 10 a.m. to 5:30 p.m. Two of these surfing beaches rotate daily, with one located between 67th and 146th streets and another located between 66th and Caroline streets. There is also a permanent surfing beach at the Ocean City Inlet. As part of the city code, the inlet surf beach is open on weekdays – with the exception of holidays – while the north and south surf beaches operate during normal guarding hours. However, the Beach Patrol has the authority to modify its restrictions and allow more access to surfers if weather or ocean conditions are poor and the swimming population is low. The issue occurred Sunday morning, when members of the surfing community reported that Ocean City Beach Patrol chose not to modify its regulations and give surfers more time, despite the lack of swimmers in the area. Officials say the incident happened at the 46th Street beach. “Yesterday morning, I wouldn’t call it an incident, but we got kind of kicked out of the water,” Bonvino told the council this week. “There was a group of us – 30, maybe 40 guys in the water. It was one of the better days of the season, which comes rare.” In an email this week, Beach Patrol Public Education Coordinator Kristin Joson acknowledged the complaint was being investigated. However, Ocean City Beach Patrol Capt. Butch Arbin said those in the water on Sunday were given an additional hour to surf, despite the sunny weekend weather. “They did not want to get out,” he said in an interview Wednesday. “We actually had to send personnel into the water to tell them to get out.
