Outside dining works to a degree Restaurants have to hustle to open, but find customers happy to be out once more By Josh Kim Staff Writer (June 5, 2020) Local restaurant and bar operators lauded this past weekend as a good first step forward, after Gov. Larry Hogan reopened outdoor dining last Wednesday. Hotel and lodging stays remain consistent. “We had a great turnout on Lenny’s Beach Bar & Grill [on 101st Street], and I think all the guests were excited to finally able to enjoy themselves and sit down outside and dine,” said Mark Elman, Clarion Hotel Food and Beverage general manager. Elman said the hotel saw roughly 50 percent of its usual turnout,
though Saturday had an “almost summer feel,” he said. Although the governor’s short notice remains less than desirable for local restaurateurs and bar owners, Elman said many in the area have been “preplanning” and took proactive steps to have business ready to go. Nevertheless, Elman said having ample time, as well as ample guidance, was preferred. Per Hogan’s order, tables must be properly socially distanced, employees must wear facemasks, menus must be disposed of or sanitized immediately, and businesses must follow CDC guidelines. Maddy Carder, owner of BJ’s on the Water on 75th Street, said the restaurant went beyond the recommended safety precautions to ensure her staff and customers not only felt safe, but also were safe.
Silverware at BJ’s comes packaged in plastic, along with salt, pepper and napkin, she said, and the plastic bag doubles as facemask storage so customers don’t have to put it on the table. Shana Meyers, Longboard Café on 67th Street general manager, said she and her staff spent long hours scrambling to get everything ready by Friday. “It was a lot, but we got it done,” Meyers said. Coconuts Beach Bar & Grill on 37th Street had a small scare on Monday, after it had missed a small detail required for social distancing. “One of my hostesses came to get me said, ‘Jeff, there’s a guy outside with a tape measurer and says that your tables are too close together,’” Coconuts’ Food and Beverage General Manager Jeff Hicks said. By Elizabeth Bonin Staff Writer (June 5, 2020) Atlantic General Hospital will get money from county government after all, following the Worcester County Commissioners’ 43 vote Tuesday to award the Berlin hospital less then what it expected instead of killing the grant altogether. The commissioners voted on May 12 to end their annual Joseph Mitrecic grant to the hospital, arguing that it was too focused on growth and that Sussex County benefited from the hospital without funding. Jail confirms four employees test positive for virus By Elizabeth Bonin Staff Writer (June 5, 2020) Four correctional officers at the Worcester County Detention Center in Snow Hill have tested positive for covid-19, according to Kim Moses, county public information officer. She said detention center Warden Donna Bounds was informed last Thursday that three officers visited private medical service providers and tested positive. A registered nurse employed by the county jail was then instructed to test all correctional officers. That took place on Monday and the tests revealed one more positive case the next day. Funding for AGH key to vote to approve county’s budget Continued from Page 1 Franklin said in a previous statement that the hospital recently requested and received funding from Delaware for critically ill patients. During a public hearing Tuesday for the FY21 budget, County Commissioner Bud Church moved to give Atlantic General $100,000. It received $175,000 last year. “Atlantic General Hospital is one of the largest employers of the county,” Church said. “They provide a service that no other facility can provide.” County Commissioner Joshua Nordstrom gave a second and mentioned that his wife works at the hospital as the director of community health. He said the dedication of the hospital could not be overstated. “It is desperately important,” Nordstrom said. “I think it is absolutely the wrong move to defund the hospital in the middle of a pandemic.” County Commissioner Diana Purnell said that before Atlantic General was established, she had an incident that led to surgery at Peninsula Regional Medical Center in Salisbury, but if Atlantic General had been there, she might not have needed the surgery. County Commissioner Joseph Mitrecic defended his earlier vote against funding the hospital. He said he’s heard of many negative experiences at Atlantic General besides his own. He added that he recently had a meeting with hospital board members. “They admit that there’s a disconnect between the administration of the hospital and the county commissioners and possibly the community as a whole,” Mitrecic said. He also said the hospital is too concerned with fundraising and building. “To put up a sign on Route 50 that there’s a 13-minute wait in the emergency room, to me, is an affront,” Mitrecic said. “I don’t care how long you have to wait as long as you’re taken care of when you get in there.” He added that the county budget helped health care access by funding ambulance calls. Church disagreed with Mitrecic’s reasoning. “I think your personal grievance with Michael Franklin is way out of line with reference to the goods and services of Atlantic General,” Church said. “I’ve had personal grievances,
but I put them aside for the good of the all.” Mitrecic said it was not a personal grievance. “I’m sure there’s a tremendous staff at AGH that is phenomenal in many ways, but I also think that there is a disconnect with the administration and this county and possibly the other municipalities,” Mitrecic said. The motion failed, with Nordstrom, Church and Purnell in favor and Mitrecic, Commissioner Ted Elder, Commissioner Jim Bunting and Commissioner Chip Bertino in opposition. When the county’s budget for next year failed to pass, however, the hospital funding issue arose again. Nordstrom said he Bud Church didn’t want to speak for Church, who voted against the budget, and then added “If we did fund AGH $100,000, this budget would pass.” Purnell pointed out that commissionJoshua Nordstrom ers funded all the board of education requests without question, and they need to take care of the students’ parents and grandparents. Elder offered to change his vote if the money came out of Ocean City’s funding for the volunteer fire company and ambulance, but the motion did not change. “I don’t support the grant to Atlantic General Hospital, but with that said, I’m not willing to hold up this entire budget for that,” Mitrecic said. Mitrecic switched his vote to in favor of the grant, thus passing the motion. Following that, Church switched his vote in favor of the budget, giving it the final push to pass. In a statement, Franklin said he was grateful for the funding. “We recognize that the commissioners’ financial support and personal leadership are critical to assuring that the citizens in this community have convenient access to the best possible health care,” Franklin said. “Their decision this morning will enable Atlantic General Hospital and Health System to continue to provide the daily, chronic and critical health care services, in the high quality that our community has come to depend on.”

Moses said that the health and safety of all staff, inmates and immigration and customs enforcement detainees are a top priority. “The jail is conducting covid-19 testing on all inmates and staff at this facility, in accordance with the best practices implemented by Gov. Larry Hogan,” Moses said. Talk of coronavirus at the county jailed appeared last month when the American Civil Liberties Union filed a lawsuit against Worcester County Detention Center to release two ICE detainees who had several underlying health conditions that they said put them at high risk for covid-19. U.S. District Court Judge Theodore
Chuang ordered the detention center to release two detainees on the grounds that the detention center failed to test another inmate who was presenting coronavirus symptoms. The court ruling stated that because “claims that a detainee it labeled as suspected covid-19 did not need to be tested because the temperature did not reach a particular threshold, it reflects an unreasonably high tolerance for the potential presence of a detected case of covid-19 inside the Worcester County Detention Center.” Since March, the jail has implemented safety measures — all new inmates receive a temperature check, medical screening, mask and are isolated in a single cell for 14 days until the medical provider has cleared them; extra cleaning practices are carried out in the facility and housing units; visits are restricted to attorneys only, who are The Worcester County Detention Center in Snow Hill confirmed this week that four correctional officers have tested positive for covid-19. medically screened before entry; any inmate with a fever is moved to the medical housing area for monitoring and must be cleared by the medical provider; four housing units have been

Local restaurants find eager crowd for outdoor dining Continued from Page 1 The guy was an Ocean City Planning and Community Development employee. “He said we had the tables six feet apart, but when a normal person sits in a chair you have to go from the back of the chair to the back of the other chair,” Hicks said. Hicks made the necessary adjustments and was good to go less than an hour later. “My heart stopped for about a minute and a half when he said our tables were too close together,” Hicks said, laughing at the memory. Aside from the social distancing snafu, Hicks said the past weekend was a hit. “It was an absolutely amazing opening weekend,” Hicks said. “People were happy to be out and about, and excited to be outdoors and dining. The whole Coconuts’ experience, the happy hour.” Similarly to guests at Lenny’s, Hicks said customers obeyed social distancing markers and guidelines, and the bar had a security guard on patrol to ensure social gathering guidelines were also adhered to. “Overall, it was a fantastic weekend,” he said. Hicks said Coconuts’ beachfront layout made it easy to spread things out and maintain capacity, which resulted in the establishment seeing 7075 percent of its usual sales this past weekend. Meyers and Carder reported similar sales, ranging from 80-90 percent. While this past weekend saw good progress for restaurants and bars, Susan Jones, Ocean City HotelMotel-Restaurant Association executive director, said hotel and lodging room stays have stayed consistent — some full, some not. “Some did pretty well on Saturday night, while others were slower,” Jones said. “This will be the summer of no rhyme or reason.”

She said visitors are still hesitant to travel in fear of contracting the novel coronavirus. “Given the fear that has been driven by mass media, visitors are only going to travel if they feel comfortable enough to do so,” Jones said. “For hotels, it will be critical to follow the CDC guidelines, protocols and to communicate that they are doing so to the public.” Another persistent issue for lodgers is the lack of amusements opened in the resort. “We have had numerous calls this week inquiring about what is open,” she said. “Visitors are comparing us to surrounding states that have opened other amusements and attractions. I had a couple tell me they had chosen Myrtle Beach. That is being heard from hotels too — folks calling, inquiring around the clock.” Notwithstanding the uptick in business, restaurants and bars continue to struggle with meager staffing, as J-1 students are unlikely to return this summer. Elman and Hicks both reported a 50 percent reduction in staff. “The cooks I have are working pretty much open to close, and that’s not going to last, they’re going to get burned out,” Hicks said. “By July, they’re going to be walking out the job left and right.” Hicks said locals seeking employment desire what he calls “tipped” job
— servers, front of the house and bartenders — rather than employment as dishwashers, line cooks or area attendants. “Everybody is in the same boat. All of the restaurants are struggling to fill those jobs, even though our unemployment rate is at all-time records,” Hicks said. Over 40 million Americans have filed for unemployment since last week, as a result of covid-19. Longboard Café was the sole outlier when it came to staffing issues. “We’re lucky that a lot of our staff is year round, and we have people that have worked for us a couple of years that are just summer help, as well,” Meyers said. “…We were pretty OK. Granted I would always love to have more help.” Regardless, local businesses are simply excited to see familiar faces, fill stomachs and satisfy cocktail cravings. “Customers were chomping at the bit to go to their favorite spots,” Carder said. “They have not seen or been inside of a restaurant since March. Of course, we are all going through this horrible pandemic together, but to know there was just a little bit of freedom, a little bit of loosening up on it [of restrictions], you could tell the customer was thrilled to be able to park their car and to come to the restaurant and enjoy themselves, and we were thrilled to have them.”

Worcester offers outdoor dining applications County approves temporary permits for nine restaurants with coronavirus guidelines By Elizabeth Bonin Staff Writer (June 5, 2020) Worcester County government and the Worcester County Health Department have approved nine out of 10 applications as of Wednesday for restaurants to temporarily expand outdoor seating capacity or implement outdoor seating if they do not already have it. The application is a streamlined effort between the health department, the county department of review and permitting, the department of environmental programs and the county fire marshal’s office. All Maryland restaurants and bars are allowed to serve patrons outside,
providing they follow the social distancing and personal protective equipment guidelines in Gov. Larry Hogan’s executive order last week. Previously, Maryland restaurants and bars were allowed to offer carryout or delivery only under Hogan’s emergency declaration on March 16 as a result of the coronavirus pandemic. The idea for the streamlined applicaEd Tudor tion came up during the Worcester County Commissioners emergency meeting on May 14, when they also asked the health department to draft outdoor seating guidelines that could be included in a letter asking Hogan to relax restaurant restrictions. The commissioners believed if a restau-
rant could provide temporary outdoor seating in a parking lot, for example, it should be allowed to do so via a permit. Ed Tudor, director of review and permitting, said the county departments had been working on a draft of the application for about two-and-ahalf weeks beforehand. It was then posted to the county website immediately following an emergency commissioners meeting last Thursday. Tudor said the first couple days have gone well and that most applications have only taken a day to approve. “The only thing that’s really held us up is if people didn’t give us all the information that was requested and we just had to ask them to update their info,” Tudor said. Any outdoor restaurant with a liquor license that wants to provide live entertainment must go to the Board of License Commissioners for guidance. Restaurants without a liquor license would seek county guidance, but Tudor said no restaurants have inquired. “It’s going to be on a case-by-case basis,” Tudor said. According to April Payne, liquor license administrator, restaurants cannot set up a temporary bar outside. If a restaurant has an already existing
outside bar, patrons can order drinks at the bar. “Inside bars are only used to accommodate the off sale and delivery or the service of outdoor seating,” Payne said. The application is available in a fillable PDF that restaurants can complete online and email to the county. Any supplementary information can be scanned and emailed. Tudor advised restaurants to complete the application electronically, as it will be approved more quickly. Worcester County will have one permit application for unincorporated areas, and the county health department will have a separate one for the municipalities, according to Tudor. Restaurants in an unincorporated area must also fill out an application with the health department. According to Hogan’s guidelines announced during a press conference last Wednesday, restaurants may seat no more than six people to tables that are socially distanced. Restaurants must provide disposable silverware and menus. Restaurants must conduct daily health screenings for employees, including temperature checks. Employees must wear face masks.
