𝗖𝗼𝗿𝗱𝗶𝗹𝗹𝗲𝗿𝗮 𝗥𝗗𝗥𝗥𝗠𝗖-𝗝𝗜𝗔𝗧𝗙 𝗞𝗲𝗻𝗻𝗼𝗻 c𝗼𝗻𝗱𝘂𝗰𝘁𝘀 j𝗼𝗶𝗻𝘁 i𝗻𝘀𝗽𝗲𝗰𝘁𝗶𝗼𝗻 𝗶𝗻 s𝘂𝗽𝗽𝗼𝗿𝘁 𝘁𝗼 𝗠𝗕𝗟𝗜𝗦𝗧𝗧𝗗𝗔’𝘀 r𝗲𝗰𝗼𝗺𝗺𝗲𝗻𝗱𝗮𝘁𝗶𝗼𝗻𝘀 The Cordillera Regional Disaster Risk Reduction and Management Council (Cordillera RDRRMC), through the Joint Inter-Agency Task Force Kennon (JIATF Kennon), conducted a joint inspection on 08 December 2023 along Kennon Road, in connection with the Council Resolution No. 08, series of 2023.

The Metropolitan Baguio City, La Trinidad, Itogon, Sablan, Tuba, and Tublay Development Authority (MBLISTTDA) conveyed a resolution strongly urging the JIATF Kennon to open Kennon Road, address road’s safety, fast track repair and rehabilitation activities, and assist the local government unit (LGU) of Tuba, Benguet, in its clearing and anti-illegal parking activities.

During the inspection, OCD-CAR Regional Director and Cordillera RDRRMC Chairperson Albert A. Mogol instructed JIATF member-agencies, concerned authorities, and LGUs to undertake necessary measures on Kennon Road concerns to ensure the full opening of the road, without compromising public safety and other related protocols.

DPWH-CAR and its concerned District Engineering Offices (Benguet 1st and Baguio City) are now fast tracking the completion of remaining rehabilitation project near the Lion’s Head and two projects in Camp 6 and Camp 3. The two major projects in Camp 6 and Camp 3 are the two major road sections in Kennon Road that are one lane passable.

On the side of the MGB-CAR, based on their series of geologic and ocular inspections in the area, it is suggested that all of project sites are safe and advised the DPWH-CAR to follow standard application of engineering mitigation measures.

Furthermore, the PNP Regional Office Cordillera (PROCOR), together with the Tuba Municipal Police Station (MPS) and Baguio City Police Office (BCPO), had checked the traffic situation in the area and will jointly coordinate with host LGUs to ensure enforcement of public order and anti-illegal parking practices.

As guided by DRRM protocols and policies, OCD-CAR, through its Emergency Operations Center (EOC), will closely coordinate with Baguio CDRRMC and Tuba MDRRMC, through respective LDRRMOs and City/Municipal Emergency Operations Centers, for the continuous monitoring of Kennon and coordination during emergencies, if any.

Ultimately, to translate the results of the inspection, the Cordillera RDRRMC, through the JIATF Kennon, submitted the recommendations to the MBLISTTDA for decision and possible implementation.

With the creation of the MBLISTTDA, the member-agencies of the ad hoc JIATF Kennon also recommended and agreed for its deactivation as it already completed its goals and objectives. The management of Kennon Road was turned over to the host LGUs (or MBLISTTDA), DPWH-CAR, and other concerned authorities.

OCD-CAR maintains it's ISO 9001:2015 Certification The Office of Civil Defense-CAR (OCD-CAR) maintained its ISO 9001:2015 certification after the 2nd Surveillance Audit conducted by the TUV Rheinland Philippines, Inc., on 01 December 2023.

TUVR Auditor Ms. Jean Laguitao stressed out in her findings and observations the best practices and notable processes of OCD-CAR in implementing its quality operations procedures during the close-out meeting.

OCD-CAR Regional Director and Cordillera RDRRMC Chairperson Albert A. Mogol assured the certifying body and the assisting TQMS Team from OCD-Central Office, that OCD-CAR will continue to observe quality standards in providing its services to its clientele and stakeholders.

OCD-CAR was one of the three pilot regions of OCD for ISO certification in 2020 and was officially certified in 2021 (up to present).

The Office of Civil Defense Cordillera (OCD-CAR) fully supported the 18-day End Violence Against Women this year. The observance centered around the recurring six-year (2022-2027) theme, "UNITEd for a VAW-free Philippines”.

This theme aligns with the UN Women's UNITE by 2030 to End VAW Campaign (UNITE), highlighting the powerful impact of combining individual efforts towards a collaborative and united thrust for a VAW-free Philippines.

Meanwhile, President Ferdinand "Bongbong" Romualdez Marcos Jr. hopes that this year's campaign, through the Philippine Commission on Women (PCW), will help the public better understand the laws and amendments aimed at protecting women from all forms of violence and he urges government agencies and sectors to fully implement all programs and policies related to the security and empowerment of women in our society. Henceforth, the president has utmost faith that we can all help Filipino women define their dignity, pursue their development, and lead a life of true freedom and dignity.

Director Albert A. Mogol is re-appointed as Director II of the Office of Civil Defense (OCD) and will continue to serve as the Regional Director of Office of Civil Defense-Cordillera Administrative Region (OCD-CAR) and Chairperson of the Cordillera Regional Disaster Risk Reduction and Management Council (Cordillera RDRRMC).

Director Mogol officially took his Oath of Office on 21 September 2023, which was administered by the Department of National Defense (DND) Secretary and National Disaster Risk Reduction and Management Council (NDRRMC) Chairperson Atty. Gilberto C. Teodoro, Jr., together with other appointees.

After the oath taking, DND Secretary and NDRRMC Chairperson Teodoro, Jr. provided his guidance to the newly-appointed officials.

He emphasized the leadership role of OCD in leading a stronger inter-agency collaboration, promotion of a proactive disaster risk reduction and management (DRRM) system, and reminded the appointees to serve with utmost professionalism. He also instructed the said officials to strengthen collaborations with Local Government Units (LGUs) and prepare for the looming threats of El Niño.

Director Mogol started serving as the Regional Director of OCD-CAR in 2018, appointed by former President Rodrigo Roa Duterte.

𝗢𝗖𝗗-𝗖𝗔𝗥, 𝗟𝗮 𝗧𝗿𝗶𝗻𝗶𝗱𝗮𝗱 𝗠𝗗𝗥𝗥𝗠𝗢 𝗳𝗮𝗰𝗶𝗹𝗶𝘁𝗮𝘁𝗲𝘀 𝗥𝗗𝗔𝗡𝗔 𝘁𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗳𝗼𝗿 𝗠𝗗𝗥𝗥𝗠𝗖 𝗺𝗲𝗺𝗯𝗲𝗿-𝗮𝗴𝗲𝗻𝗰𝗶𝗲𝘀 The Office of Civil Defense Cordillera (OCD-CAR) provided technical assistance to La Trinidad Disaster Risk Reduction and Management Office (MDRRMO) in the conduct of the Rapid Damage Assessment and Needs Analysis (RDANA) Training Course for the memberagencies of the Municipal Disaster Risk Reduction and Management Council (MDRRMC) on 24-27 October 2023 at MDRRMO Training Hall, La Trinidad, Benguet.

RDANA Training Course is one of the flagship programs of the Office of Civil Defense (OCD) intended for individuals who are tasked to conduct on-scene assessment during emergencies. This aims to provide the participants with proper knowledge, skills and attitude required in utilizing the RDANA as a method to prescribe the lifesaving interventions for communities affected by disasters.

The participants underwent comprehensive interactive-lecture discussions and structured learning exercises covering five (5) major learning modules.

To apply the RDANA protocols and principles, the participants were subjected to a 2-day simulation exercise (SiMex) at Puguis Communal Forest, La Trinidad, where four (4) key assessment areas were set-up by the training team. Emergency Operations Center (EOC) coordination, analysis of findings, providing recommendations, and reporting to the Responsible Official were also simulated.

Overall, 44 officers/personnel from La Trinidad MDRRMC memberagencies graduated to the said training course.

2023 SEARCH FOR THE BEST CORDILLERA TOURISM VILLAGES Bayani D. Malicdem and Vince Dangiapo, DOT-CAR The Department of Tourism - Cordillera Administrative Region (DOT-CAR) recognized the power of community-based tourism in empowering and developing rural communities.

Community-Based Tourism (CBT), as defined by the United Nations World Tourism Organization (UNWTO), refers to tourism activity owned and operated by communities that contributes to their well-being, supports sustainable livelihoods, and preserves socio-cultural traditions, natural and cultural heritage resources.

In the Cordilleras, tourism villages are essential to the development of community-based tourism. These villages offer immersive experiences to visitors, giving them the opportunity to blend in with locals and experience traditional ways of life.

Through this, tourism villages enriched tourists' perspectives on life and contributed to economic, social, cultural, and environmental growth in rural areas.

The DOT-CAR recognized the vital role of tourism villages in rural tourism development through the 2022 Search for the Best Cordillera Tourism Village. This competition drew in 28 submissions from tourism villages and LGUs all over the Cordilleras, with eight finalists receiving awards to fund the implementation of their community-based tourism projects.

The Hapao-Baang-Nungulunan Clustered Tourism Village in Hungduan, Ifugao took home first place.

Building on its success, the DOT-CAR launched the 2023 Search for the Best Cordillera Tourism Village. This initiative received numerous submissions from tourism villages and LGUs vying for the prestigious award. The Regional Development Council of CAR extended its full support to the initiative and called on all Cordillera LGUs to participate in the competition.

Through the 2023 Search for the Best Cordillera Tourism Village, it is hoped that tourism villages will continue to empower communities and improve economic welfare by taking a more active role in addressing the potential of tourism in their communities.

The 2023 Search for the Best Tourism Village in the Cordilleras produced a new set of winners, and the awarding ceremony was held on November 27, 2023, during the North Luzon Travel Expo in Baguio City. DOT Assistant Secretary Christopher Morales of DOT-TRCRG graced the event as the Keynote Speaker, commending the project as an "initiative that echoes the government's commitment to responsible tourism, emphasizing community participation in conserving biodiversity and culture."

The Search is now on its second year and is an initiative of the DOTCAR under the leadership of Regional Director Jovi Ganongan that seeks to promote sustainable community-based tourism in the region, recognize the important role of tourism villages in ushering in a more sustainable, responsible, equitable, and participatory rural tourism development, provide incentives to tourism villages embracing tourism and providing opportunities for sustainable development, promote responsible tourism as a strategy for environmentally sound and community participatory tourism programs enlisting the participation of local communities, including indigenous peoples, maintain international standards of excellence in community-based tourism facilities and services in the Cordilleras, and promote the region as a safe and wholesome tourist destination.

Payew ti Kordilyera is the Official Quarterly Newsletter Publication of the Cordillera RDRRMC. “Payew ti Kordilyera” is a local phrase which describes the rice terraces in the Cordillera Administrative Region.

What does it signify? In the Cordillera, the terrace symbolizes resilience of the people, lifestyle and living with natural endowments.

The terrace exemplifies the indomitable spirit of the Cordilleras in relating with nature; optimizing its benefits and richness but avoiding its harshness.

𝙄𝙣𝙩𝙚𝙜𝙧𝙖𝙩𝙞𝙣𝙜 𝘿𝙍𝙍𝙈 𝙞𝙣 𝙀𝙙𝙪𝙘𝙖𝙩𝙞𝙤𝙣 Manilyn D. Botilas , DepEd-CAR Regional Office The three-day Writeshop on the Development of Disaster Risk Reduction and Management Advocacy/Learning Materials took place at the 456 Hotel, Legarda Road, Baguio City, running from November 14 to 16, 2023.

This workshop was designed to heighten awareness and comprehension of DRRM principles, with a focus on their integration across various subjects within the curriculum. The primary objective was to equip both students and teachers with vital knowledge, skills, attitudes, and values essential for effectively addressing and overcoming emergencies.

During the opening program, RD Estela P. Leon-Cariño underscored the importance of anticipating potential scenarios, particularly those pertaining to schools.

Esteemed speakers such as Mr. Louie Glenn Lardizabal from the Baguio City Disaster Risk Reduction and Management Office, and Ms. Evangeline Malag, the DepEd-CAR DRRM focal person, provided detailed insights into the overview of DRRM in the Philippines and its incorporation into the Basic Education Framework. Additionally, Ms. Verlyn May Kalngan from DOTr-CAR delved into Road Safety within the context of DRRM. The subsequent days of the workshop featured sessions on curriculum mapping, contextualizing materials for the development of Learning Resources (LR) and Reading Materials, and the integration of DRRM concepts into the education system.

Participants at the workshop included school heads, DRRM coordinators, education program supervisors, and Regional Office personnel, all working together to enhance the preparedness and resilience of the education sector in anticipation of potential emergencies.

In times of crisis, the efficiency and effectiveness of disaster response efforts are paramount in ensuring the safety and well-being of communities. The PRO Cordillera, has emerged as a shining example of exemplary disaster response. Its proactive approach, dedication, and collaboration with the community have played a pivotal role in mitigating the impact of disasters and fostering resilience.

One of the key strengths of this office lies in its ability to act swiftly and with precision during emergencies.

Whether faced with natural disasters such as floods, earthquakes, or man-made crises, the police officers of PRO Cordillera have demonstrated a high level of preparedness and coordination. Regular training exercises and simulations have equipped them to handle various scenarios, ensuring a seamless response when the need arises.

The PRO Cordillera understands the importance of community engagement in disaster response. Its personnel actively work towards educating the public on emergency preparedness, evacuation procedures, and safety protocols. Workshops in collaboration with MDRRMO and outreach programs have empowered residents with the knowledge to take prompt actions during disasters, fostering a sense of shared responsibility.

The personnel of PRO Cordillera showed dedication in conducting road clearing operations and Search and Rescue during the landfall of several Typhoons such as: Egay, Falcon and Goring. Prior to the landfall, personnel were conducting house to house visit and Oplan, Tangkuyob to the identified disaster prone areas to immediately evacuate their house. Moreover, personnel of this office were also active in clean-up drive and tree planting activities that plays crucial roles in disaster preparedness by contributing to overall community resilience and environmental sustainability.

Disaster response is a collaborative effort that extends beyond the boundaries of a single organization. The PRO Cordillera actively collaborates with other agencies, including BFP, MDRRMO and local government bodies. This collaborative approach ensures a comprehensive and well-coordinated response to disasters, with each agency contributing its expertise and resources.

The commitment of this office extends beyond the immediate response phase.

They actively engage in post-disaster recovery initiatives, working with community leaders and non-governmental organizations to rebuild and rehabilitate affected areas. This holistic approach contributes to the long-term resilience of the community and fosters a sense of trust and partnership.

The PNP PRO Cordillera stands as a beacon of excellence in disaster response, embodying the values of preparedness, collaboration, and community engagement.

Their proactive approach, coupled with a commitment to inclusivity and the utilization of cutting-edge technology, has not only saved lives but has also set a standard for disaster response that other communities can emulate. In the face of adversity, the PRO Cordillera Police men and women exemplifies the unwavering dedication of law enforcement officers to protect and serve their community.

𝗢𝗖𝗗-𝗖𝗔𝗥 𝗰𝗼𝗻𝘁𝗶𝗻𝘂𝗲𝘀 𝘁𝗼 𝗺𝗮𝗶𝗻𝘀𝘁𝗿𝗲𝗮𝗺 𝗗𝗥𝗥𝗠 𝗰𝗮𝗽𝗮𝗰𝗶𝘁𝘆 𝗯𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗶𝗻𝗶𝘁𝗶𝗮𝘁𝗶𝘃𝗲𝘀 𝗶𝗻 𝘁𝗵𝗲 𝗖𝗼𝗿𝗱𝗶𝗹𝗹𝗲𝗿𝗮 𝗿𝗲𝗴𝗶𝗼𝗻 The Office of Civil Defense-CAR (OCD-CAR) has been continuously facilitating technical assistance in the conduct of civil defense and DRRM trainings in the Cordillera region. OCD-CAR completed its 24 training programs and more than 100 technical assistance capacitating more than three thousand personnel.

OCD-CAR Regional Director and Cordillera RDRRMC Chairperson Albert A. Mogol graced the Basic Incident Command System (ICS) Training of Municipality of La Paz, Abra, on 14 November 2023. This was followed by his visit to La Paz Evacuation Center, MDRRM Operations Center, and the inspection of Abra River Basin (from Calaba Bridge).

The Office of Civil Defense-Cordillera Administrative Region (OCD-CAR) served as one of the evaluators during the successful conduct of a full-scale exercise for the Kalinga Community Evacuation Drill for Flooding held on 14 December 2023.

The full-scale exercise aimed to assess the interoperability of the Incident Management Team (IMT), Emergency Operations Center (EOC) and Response Clusters. It also aimed to assess the coordinated implementation of Camp Coordination and Camp Management (CCCM) activities.

The exercise focused on a Tropical Cyclone (Super Typhoon category) scenario, assessing the following areas: Kalinga PDRRMC EOC, Tabuk CDRRMC EOC and Brgy. Magsaysay DRRM EOC; Tabuk City IMT; CCCM; Water Search and Rescue; and Evacuation Procedure.

As evaluators, OCD-CAR was accompanied by personnel of the Department of the Interior and Local Government (DILG-Kalinga), Social Welfare and Development Office (SWAD-Kalinga), Tabuk City Police Station, Rizal MDRRMO, Office of the Provincial Fire Marshal-Kalinga, and Tabuk City DRRM Office.

OCD-CAR and Municipality of La Paz officialdom headed by Mayor Joseph Sto. Niño "JB" B. Bernos, who is also the National President of the League of Municipalities of the Philippines (LMP), held a site inspection of Abra University gymnasium, as proposed site of OCDLMP Cordillera DRRM Forum cum Cordillera DRRM Expo, a new DRRM project initiative in the region.

Meanwhile, in addition to earlier stated technical assistance of OCDCAR, Chairperson Mogol also spoke with the participants of the Integrated Planning on Incident Command System (IPICS) Training of Municipality of La Trinidad, Benguet and the Public Service Continuity Planning (PSCP) Training of Municipality of Luba, Abra, on 15 November 2023. Both activities were held at San Juan, La Union.

GAWAD KALASAG SEAL AND SPECIAL AWARDS REGIONAL AWARDING CEREMONY GOES TO KALINGA

Civil Defense Administrator and NDRRMC Executive Director, Undersecretary Ariel F. Nepomuceno, represented by OCD Rehabilitation and Recovery Management Service Director Harold N. Cabreros, graced the 23rd Gawad KALASAG Seal and Special Awards for Excellence in DRRM and Humanitarian Assistance Regional Awarding Ceremony held in Tabuk City, Kalinga on 18 December 2023.

This year, 60 Local DRRM Councils and Offices and eleven (11) Special Awards entries under the Public Elementary and High Schools, Higher Education Institutions, and Private Organization categories were bestowed with the Gawad KALASAG award. Among the 60 LDRRMCOs, 12 were adjudged as Beyond Compliant and 48 were Fully Compliant. Cordillera RDRRMC member-agencies and partners were also given recognition during the said event.

At the national level, the provinces of Benguet (2nd ) and Mountain Province rd (3 ) were among the top provinces with Beyond Compliant rating. Meanwhile, the University of the Cordilleras was one of the national finalists for the Gawad KALASAG Special Awards HEI category.

The Office of Civil Defense-CAR (OCD-CAR), as the chair of the Cordillera Regional Disaster Risk Reduction and Management Council (Cordillera RDRRMC), spearheaded the conduct of the 4th Quarter Nationwide Simultaneous Earthquake Drill in the Cordillera Administrative Region (CAR).

Signing of MOU on Handling NGOs and CSOs Entering IP Villages

OCD-CAR Regional Director and Cordillera RDRRMC Chairperson Albert A. Mogol concurred in the forging of a Memorandum of Understanding (MOU) on Handling Foreign Non-Government Organizations (NGOs) and Civil Society Organizations (CSOs) Entering Indigenous Cultural Communities in the Cordillera Administrative Region (CAR) in a signing ceremony held on 06 December 2023, at Sen. Nene Pimentel Hall, DILG-CAR, Upper Session Road, Engineer’s Hill, Baguio City.

The MOU refers to the initiative of the Situational Awareness and Knowledge Management (SAKM) Cluster of the Cordillera Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC), where OCD-CAR is a member, relative to the crafting of the said MOU in support to RTF-ELCAC’s initiatives of maintaining a lasting peace and insurgent free region.

The 2023 Gawad KALASAG has honored exceptional local disaster mitigation offices for their inspirational impact to the Filipino public and their embodiment of public service.

In addition to their commendable humanitarian services, these Local DRRM Councils and Offices have demonstrated a strong commitment and determination to lead climate change adaptation programs. This reflects their support for the four thematic areas of disaster risk reduction and management in response to the impacts of climate change.

The Office of Civil Defense (OCD) hopes that the achievements of the awardees will serve as inspiration for more Local DRRM Councils and Offices in the years to come.
