𝗖𝗼𝗿𝗱𝗶𝗹𝗹𝗲𝗿𝗮 𝗥𝗗𝗥𝗥𝗠𝗖-𝗝𝗜𝗔𝗧𝗙 𝗞𝗲𝗻𝗻𝗼𝗻 c𝗼𝗻𝗱𝘂𝗰𝘁𝘀 j𝗼𝗶𝗻𝘁 i𝗻𝘀𝗽𝗲𝗰𝘁𝗶𝗼𝗻 𝗶𝗻 s𝘂𝗽𝗽𝗼𝗿𝘁 𝘁𝗼 𝗠𝗕𝗟𝗜𝗦𝗧𝗧𝗗𝗔’𝘀 r𝗲𝗰𝗼𝗺𝗺𝗲𝗻𝗱𝗮𝘁𝗶𝗼𝗻𝘀 The Cordillera Regional Disaster Risk Reduction and Management Council (Cordillera RDRRMC), through the Joint Inter-Agency Task Force Kennon (JIATF Kennon), conducted a joint inspection on 08 December 2023 along Kennon Road, in connection with the Council Resolution No. 08, series of 2023. The Metropolitan Baguio City, La Trinidad, Itogon, Sablan, Tuba, and Tublay Development Authority (MBLISTTDA) conveyed a resolution strongly urging the JIATF Kennon to open Kennon Road, address road’s safety, fast track repair and rehabilitation activities, and assist the local government unit (LGU) of Tuba, Benguet, in its clearing and anti-illegal parking activities. During the inspection, OCD-CAR Regional Director and Cordillera RDRRMC Chairperson Albert A. Mogol instructed JIATF member-agencies, concerned authorities, and LGUs to undertake necessary measures on Kennon Road concerns to ensure the full opening of the road, without compromising public safety and other related protocols. DPWH-CAR and its concerned District Engineering Offices (Benguet 1st and Baguio City) are now fast tracking the completion of remaining rehabilitation project near the Lion’s Head and two projects in Camp 6 and Camp 3. The two major projects in Camp 6 and Camp 3 are the two major road sections in Kennon Road that are one lane passable.

On the side of the MGB-CAR, based on their series of geologic and ocular inspections in the area, it is suggested that all of project sites are safe and advised the DPWH-CAR to follow standard application of engineering mitigation measures. Furthermore, the PNP Regional Office Cordillera (PROCOR), together with the Tuba Municipal Police Station (MPS) and Baguio City Police Office (BCPO), had checked the traffic situation in the area and will jointly coordinate with host LGUs to ensure enforcement of public order and anti-illegal parking practices. As guided by DRRM protocols and policies, OCD-CAR, through its Emergency Operations Center (EOC), will closely coordinate with Baguio CDRRMC and Tuba MDRRMC, through respective LDRRMOs and City/Municipal Emergency Operations Centers, for the continuous monitoring of Kennon and coordination during emergencies, if any. Ultimately, to translate the results of the inspection, the Cordillera RDRRMC, through the JIATF Kennon, submitted the recommendations to the MBLISTTDA for decision and possible implementation. With the creation of the MBLISTTDA, the member-agencies of the ad hoc JIATF Kennon also recommended and agreed for its deactivation as it already completed its goals and objectives. The management of Kennon Road was turned over to the host LGUs (or MBLISTTDA), DPWH-CAR, and other concerned authorities.
