Continue, so you can unify. Unify, so you can continue.

These two distinctive phrases define an amalgamation of characters, ideals, objectives, and how it is being managed. What’s more of that rocky uphill battle was the limitation set by time. So then, the best that the administration can do was to buy more time and good thing was, it did. True enough, this new Fiscal Year has ushered a great jumpstart for the administration of Arch. Guillermo Hisancha, especially on the efforts for unity among the architects, as well as with allied and related professions. More importantly, on the response of the leadership to the Continuing Professional Development (CPD) Law, already in full force. Time is ticking and this indeed requires greater effort to address the needs of the membership to meet the challenges at hand. Thus, there shall be a continuity of the commitment under its last fiscal year’s thrust which was Unity, Accountability and Professional Excellence. After the membership has spoken for a need for continuity of programs under the current administration, it’s high time that the officers, as well as the membership, get back to their feet and keep the ball rolling and put their acts together. The initiative of the administration, coupled by the

cooperation of the membership will pave the way to a smooth implementation of programs and resolution to the challenges being faced by the Filipino Architect. This portmanteau might have been used among papers for many times already. But the message behind is very clear. It’s a twopronged approach to the current situation of our Organization, faced with the encounters to the Profession yet solutions are available. Provided, every member of the Organization should work hand-in-hand and with sound judgment, carry out the plans without any hesitation. This response is what the UAP needs and shall always be needing.

MESSAGES Starting it Right A Good and Vibrant Year in the First Quarter of FY 2017-2018 It is a great privilege, and will always be, to serve as the National President of UAP for a second term. The UAP has been my professional home – a place where I have found purpose, value, and enduring commitment and service to our members. My main mission has been to ensure the continuance of our humble success which will focus on the ideals of UAP which are, to UNITE all registered and licensed Filipino Architects regardless of its affiliations, differing opinions or divergence of interests, to PROMOTE the architectural profession, and to ADVANCE the continuing professional development of all Filipino Architects, under the theme: UNITY, ACCOUNTABILITY and PROFESSIONAL EXCELLENCE. Throughout the years, we have exerted tons of combined efforts mixed with great sacrifices to the point of providing huge extents of personal time, talent, including personal resources. To all of those who have been working together with me in a common goal of coming up with a strong and vibrant fiscal year, our current National Board of Directors, Executive Directors, Committee Chairpersons, officers and members of Special and Standing Committees, Chapter Officers and many countless volunteers – your efforts are truly appreciated. With your active participation, collaboration and untiring support, I am confident that we will be steadfast in addressing the pressing concerns and challenges ahead. Indeed, it’s "a good start" for this fiscal year. Thus, I would like to share and highlight the following activities, events, programs and priorities of our administration which I believe are demonstrative of the thrusts and goals that we have done so far for the first quarter.

Secretary General...from Page 7 ducted its Team Building Activity at Villa Escudero Plantations and Resort, San Pablo City for the year as part of the planned UAP Human Resource Management program. This was aimed at enhancing inter-personal relations, facilitate goal setting, define or clarify individual and team roles and increase effectiveness in performance within the UAP National Administration Office. To ensure fulfillment of these objectives, the Management Committee contracted the services of professional team building facilitator, Human Resource Innovations and Solutions (HURIS), Inc. which prepared a line-up of team building exercises that include personality assessment to bridge differences among co-workers; discussion on various human resource modules to facilitate goal setting and realization of individual and team goals; and various outdoor team activities to promote and strengthen team unity, trust and cooperation. Management Committee considered activities such as this as a vital organizational development strategy to increase cooperation among our UAP workers at Scout Rallos and align individual performances with the Organization’s goals and objectives. At the end of the team building, the participants are expected to: Understand the ‘Reason for Being’ of the Organization; Revisit its Vision-Mission-Values-Goals; Build Active Engagement and Enhance Relations; Open the Floodgates of Communication; Cascade a Collaborative Leadership Brand, and; Work Hand-in-hand in Unity as a Self-directed Team. E. REFORMATTING CHAPTER REPORTS TO IMPROVE COMMUNICATION As part of our commitment towards effective communication, the Office of the Secretary General initiated the reformatting of our Chapter Report to clearly guide our chapter officers in reporting their programs, projects, and activities. The new format aims to document progress toward achieving chapter’s project goals and objectives and to collect information for distribution to the general membership through our UAP Corporate Website. My warmest Congratulations to the men and women of the UAP POST as you publish your maiden issue this 2017-2018 term. As the Theme: “Padayon” jumpstarted for the second term of our National President Ar. Guillermo H. Hisancha which in retrospect had been a very fruitful leadership in terms of accomplishments, UAP has its many work in progress. The most prestigious award by the Professional Regulation Commission bestowed to UAP as the Most Outstanding Accredited Professional Organization of the Philippines is indeed a hallmark that connotes exemplary accomplishments of UAP which is unparalled to that of any other Accredited Professional Organizations in the country. In this term of the national administration which is “in continuity” as the word “Padayon” speaks about is a reaffirmation to the same thrust: Unity, Accountability and Professional Excellence. With this, our National Leadership is addressing holus -bolus all parameters of UAP Thrust translated into various programs and projects which are performed by the different Commissions and Committees. It is just fitting and proper that this vital information of these

various activities must be shared to our members. Thus, our UAP POST will surely be the prime medium as a journal that will herald to our members the events, stories and common interest topics of our organization. On behalf of my 5 dynamic Districts of Area B and its Chapters, We wish you more power to Ar. Elena E. Lamasan, our Committee Chair on UAP Publications, Ar. Edlee S. Tusi, our UAP Post Editor-inChief and all the contributors for your utmost diligence in bringing in information and significant stories to our members. National President…from Page 3

The continuous dissemination of Chapter programs and activities all over the land indicates that we are one and active members of the only recognized and integrated organization of the architects. This brings UAP members closer in information as to what is happening at the different chapter levels nationwide.

Arch. Moises L. The features and articles that we read from this printed matter gave us firsthand information updates of stuff that are relevant in the practice of our profession. It gives us the insights on the works and ideas not only of the local and national practitioners but also of our counter parts here and abroad. It also brings us close relationships with our friends and partners in the industry with the advertising and updating of their products and materials that we use in the construction. Let us make this journal as a medium of expressing our ideas and works. Let us support and contribute to sustain the existence of the one and only publication as the catalyst of our endeavors and undertakings. Mabuhay ang UAP Post! and Ecology Secretary Arch. area vice presidents Greetings from Mindanao! This article gives you an update of what the chapters' have been doing particularly for the survivors and evacuees from the war struck Marawi City. The Muslim ethnic group that resides in Marawi are called Maranaos who are known as intrepid traders and talented artisans in wood carving and brassware. They are also better educated and refined. The war was a nightmare for the people of Marawi and the neighboring areas since the Maranaos are peace loving and avoided the massive impact of armed conflict. Clan wars or "rido" is a different matter. Since the outbreak of the war on the 23rd May 2017, Iligan City, being the nearest city, has been the refuge and host for the many survivors and evacuees from Marawi. This geographical proximity made UAP - Iligan City Chapter the receiver and conduit of the donations for the survivors and evacuees or "bakwit" from Mara-

Help and donations were also given and distributed to the military involved in the actual warfare and those who are manning the military checkpoints in Iligan City. Hope, resilience and serenity amidst the chaos due to the war in Marawi can be seen in the faces of every "bakwit" and military men as they received the little help from the generous donors through the UAP Iligan Chapter. Our prayers for a lasting peace and prosperity after this pointless war. National President…from Page 5

The Journey Continues:

A Sequel to Unity, Accountability and Professional Excellence As the United Architects of the Philippines continues to make its mark in the annals of professional excellence, 20162017 merits special attention. Our formidable undertaking to become a nationally recognized professional organization has been rewarded. The 2017 PRC’s Most Outstanding Professional Organization (APO) Award brings with it an obligation to acknowledge not only the vision and hard work of those at the UAP National Office, but also the steadfast encouragement and support of the general membership for which we are indebted. As your Secretary General, I had several broad tasks in front of me when I assumed the position in 2016 and in July of 2017: to continue the amazing momentum established by my predecessors, to find new opportunities that would engage the Office of the Secretary General and the UAP in more corporate social responsibility engagements; and to begin to set a long- term course for this great UAP in terms of quality service to members, efficient work force and effective communication. At the first quarter of the Fiscal Year 2017-2018, we initiated the following: A.

REDEVELOPING THE UAP CORPORATE WEBSITE

The Office of the Secretary General announced last June 29, 2017 the launch of newly revamped UAP website. The redevelopment of our website aims to provide a contemporary yet professional design with functionality, ease-of-use, accessibility and content in mind. It aims to use the latest Web Standards (HTML5, CSS3) and applies a Responsive Web Design (RWD) approach which is aimed at providing an optimal viewing experience - easy reading and navigation - across a wide range of devices (from mobile devices to desktop computer monitors). This newly redesigned website also offers quick and easy access to essential information and features of the United Architects of the Philippines as the Integrated and Accredited Professional Organization of Architects. The website also has a comprehensive member section with updated UAP national and chapter news and events, CPD updates and corporate governance information. WWW.UNITED-ARCHITECTS.ORG is the official website and portal of the United Architects of the Philippines. It serves as an effective medium to reach out to an interconnected world, giving the online community better access to UAP information, activities, news and insights. Expected improvements include: streamlined display of information on the homepage and web pages for easy reading; bigger homepage image slider to showcase UAP achievements and upcoming events; summary representation of active articles to facilitate quick reading with link to read on to details; a more simple (and straightforward) site menu for fast and easy navigation; new UAP media gallery, an online catalog of UAP photos, videos, audio and documents; social media buttons so that visitors can follow us through our official Facebook, Twitter, Linkedin, Google+, and Youtube channel and other interactive features. The new website has a clean uncluttered design, improved functionality and enhanced rich content focused on the UAPs mission to serve as the catalyst of dynamism and unity among Filipino Architects, promoting the highest ethical conduct, discipline, responsibility and values beneficial to man and society, culture and the environment in the delivery of its professional mandate for local and global practice. The new website went live on July 1, 2017, the start of the Fiscal Year 2017-2018 and is located at the same address: http://www.united- architects.org. Therefore, I invite the general membership to regularly check the UAP website to keep yourself up-to-date with our latest story, news and articles around the Philippines and the world. B. PROVIDING CPD SPACE AT THE UAP WEBSITE With the implementation of Republic Act No. 10912 otherwise known as the CPD Law, the UAP is providing a webpage for Continuing Professional Development in its corporate website. The CPD page includes comprehensive information with regards to:

In case you have further inquiries concerning CPD matters, you may email the UAP CPD Secretariat at cpd@united-architects.org. C. CONDUCTING THE UAP PERSONNEL JOB EVALUATION During the last months of Fiscal Year 2016-2017, the Management Committee deliberated on how we can help and support our Administration Staff in efficiently restructuring its Table of Organization; how to better delineate jobs and define reporting relationships. We decided to engage the services of the Human Resource Innovations and Solutions (HURIS), Inc. which is a Human Resource Consulting and Solutions Provider enabling business, to conduct job evaluation to systematically and objectively place a relative value on jobs within the UAP, in order to form the rationale and basis for determining pay levels, which are fair and equitable. The journey was a collaborative work-in progress between the HURIS JE Team of a Senior Consultant and Support Professional and with the members of the UAP Job Evaluation Committee (JEC) which is tasked to upgrade the Human Resource System of the UAP. Outputs include the: Job Evaluation Manual, Compilation of Job Description and Job Specifications and Salary Structure. The Job Evaluation Manual explains some important Principles and Practices in Job Evaluation (JE), with its objectives, processes, and how Job Evaluation is strongly linked with other functions of Human Resources such as: Recruitment and Selection, Compensation, Training, Performance Appraisal, and Organizational Development. The Manual provides application guidelines to systematically analyze and evaluate jobs; and specifically present the input-outputoutcome process undertaken covering Job Analysis, Job Evaluation, Setting up a Salary Structure and a Scatter-gram Framework considering Internal Equity. UAP Sugbu Welcomes New Members, Adopts a School By Arch. Karl Aries Emerson F. Cabilao, FUAP

The new UAP Sugbu members, all 55 of them, were given a grand welcome during the chapter’s August general membership meeting (GMM) held at the B|G Hotel along Parkmall Drive, Mandaue City, Cebu. They took their oaths of membership in front of the chapter officers, led by President Elise Demiar, the members and their inducting officer, UAP National Auditor Eldred Caesar Tan, FUAP. The new members immediately experienced the professionally-enriching character of Sugbu GMM’s as they listened and took part in the discussions about the architectengineer relationship as allied professionals in the field of design and construction. On the panel were architect-civil engineer “twins” Kelvin and Kris Go as well as UAP Sugbu’s past president and past District C1 Director Emmanuel Jesus Avila, FUAP. The panelists shared their experiences in the practice as fledgling professionals which gave important insights to the new architects in the hall. VP-Operations Neil Menjares and past president Buck Sia acted as moderators. Just a week after the GMM, UAP Sugbu Chapter headed to Naga City in the southern part of Cebu for its first corporate social responsibility (CSR) activity. The architects visited the Mayana Elementary School, where they donated books, school supplies and a laptop for the school. They then spent the morning re-painting parts of the school building and stage as well as the tables and chairs of the pupils. They also had some time bonding with over 200 young pupils through fun games and activities. The activity, headed by chapter officers Ariane Alix, Steffi Go and Keisha Plaza, was done in coordination with the Lions Club and Davies Paints.

Private groups and academe collaborated to extend assistance and treats to fire victims of Lower, Matimco, Barangay Subangdaku. The United Architects of the Philippines (UAP) Datu Lapu-lapu Chapter headed by Architect Elmer Laguna, Cebu Lumad Lions Club whose President Architect Joseph Judilla is also UAP Datu Lapu-lapu’s Vice President and students of Cebu Technological University volted in to extend and outreach program to the fire victims and the street kids (SKIDS). The activity also was with a major support from Davies Paints Philippines, Inc. The group handed over sacks of rice and used clothing to Subangdaku Barangay Captain Hon. Ernie Manatad. Other than that the children were also given various treats as they were served with a sumptuous breakfast and lunch. In between were lessons and games by the CTU students. It was indeed a Sunday well spent for the group, their families and all beneficiaries. RDC2 Holds Luncheon...from Page 19

Sinlayan Dabaw Chapter is the 8th chapter in the Davao Region and the 10th in District D1. The formation of the group was brought about because of the growing number of new architects in Southern Mindanao, where five architecture schools are located, and added to the fact that Davao City has been made as testing venue for the Architecture Licensure Examination. The chapter’s nomenclature is derived from the local vernacular word, “sinlayan,” which means beacon of light. Since most of its members are faculty and Masteral students of the University of the Philippine- Mindanao, the name is in line with the chapter’s thrust to be a source of enlightenment and knowledge to architects and aspiring architects through researches and academic lectures.
