As the summer sky turns to fall colours, creating beautiful views throughout the Township of Woolwich, the strength of our community creates a horizon of opportunity, as we continue to grow and stay committed to our core values.

I am once again pleased to share the 2018 Fall/Winter Woolwich Community Guide with you.

As we enter the Fall/Winter season of 2018, we are pleased to bring you another issue of the Woolwich Community Guide. This guide serves as a valuable resource for residents and visitors, allowing you to stay in touch with programming, events and services provided by the Township. Woolwich staff and Council remain committed to providing high quality, sustainable programs and services and this guide is a key component in achieving those goals.

Three of my goals when taking office in 2014 were to promote the positive things being accomplished by the Township, to help improve the image of the Township and to create an atmosphere of cooperation with my colleagues, with other levels of government, with our residents and wonderful volunteer base. We have so much to offer each other if we can work together.

Woolwich continues to grow and expand. From new residential developments in St. Jacobs, Elmira and Breslau to the consistent industrial and commercial growth throughout the Township, Woolwich is certainly experiencing a number of exciting opportunities and challenges. While we continue to embrace the changes that come from these developments, what is most impressive is our dedication to preserving the small town feel and sense of community while “growing into the future”.

In this guide you will find the contact information for your local politicians and Township staff. We are here to help you and listen, so be sure to share your thoughts and ideas with us. With the help of your insights, we can continue to maintain the sense of community that makes Woolwich home. Along with sharing your insights, we would also encourage each and every eligible elector to use their voice to vote in the upcoming Municipal Election. In October, Woolwich will be holding a modern Municipal Election in which residents will elect their new Council, School Board and Regional Chair by internet and telephone voting. For more information about the process or how to get involved, see page 7 of this guide.

I encourage you to use this guide as a tool to get involved in the community, make a positive impact, and live a healthy and active lifestyle. From the beautiful countryside to thriving urban areas, there’s something for everyone in all of our communities.

Everyone that lives, works and visits here today, plays a role in where we will be tomorrow and the future has never been brighter. Let’s embrace the fall and winter seasons, stay safe and take advantage of all that Woolwich has to offer.

In 2018, Woolwich Township has made a concerted effort towards becoming a more sustainable corporation and community.

In May 2018 Council made the decision to invest in a Sustainable Waterloo Region membership in order to turn its sustainability interest into action. The Township will participate in the Regional Sustainability Initiative as a way to make sustainability commitments, collaborate with area leaders in environmental sustainability, and learn how to implement cost-effective reduction projects.

The Township of Woolwich and Sustainable Waterloo Region share a vision of an environmentally and economically resilient community that prioritizes the well-being of current and future generations.

Committee of the Whole and Council Meetings The Council of the Township of Woolwich meets as Committee of the Whole in week 1, as Council in week 2, and has no meetings in week 3. The three-week rotational schedule is set at the beginning of each year. Any decisions made at a Committee of the Whole meeting are not final and must be ratified at the following Council meeting. NEW INTERNET & TELEPHONE METHOD OF VOTING

Telephone voting is not compatible with rotary phones.

The internet and telephone voting method has been used successfully by municipalities in Ontario for more than 10 years. This voting method allows the voters to access the voting process from anywhere in the world, 24 hours a day, for as long as the voting period is open. Telephone voting is like telephone banking, where voters make their selections by touchtone phone.

Local Government 2018 Election Information

• Accessible - whether an elector is away from the Township, suffering from an illness, or has difficulty getting to a traditional poll location, they may cast their ballot from anywhere with an internet connection or telephone; • Easy - the voting system is easy to use, but if you need help election officials are available at election help centers and by phone during the voting period to offer assistance; • Cost Effective - internet and telephone voting offers many benefits at a similar or lower cost to other voting methods.

GET INVOLVED You can get involved in local issues at any time by volunteering, staying engaged and sharing feedback with staff or members of Council. The Municipal Election provides even more opportunity for engagement and helping to shape your community like: • voting - the most simple and powerful way to make your voice heard • running for office - if you want the chance to lead and make decisions • supporting a candidate - you can volunteer or donate to support a candidate

WHY VOTE? Voting is a fundamental part of local government. When you vote, you are selecting representatives who will approve the laws and policies that determine how the Township and its communities grow and function.

WHO CAN VOTE? You are entitled to vote during the Voting Period between Tuesday, October 9, 2018, at 10 am and Monday, October 22, 2018, at 8 pm if you are: • a Canadian citizen, • at least 18 years old, • a resident of Woolwich Township, or are the owner or tenant of land in Woolwich, or the spouse, of such a person, and • not otherwise prohibited from voting.

WHO CAN I VOTE FOR? • Voters in the Township of Woolwich will elect the following positions:

• Mayor (One to be elected from the entire municipality) • Townships Councillors • Ward 1 Councillor (Two to be elected) • Ward 2 Councillor (One to be elected) • Ward 3 Councillor (Two to be elected) • Regional Chair (One to be elected at large between the Cities of Cambridge, Kitchener and Waterloo and the Townships of North Dumfries, Wellesley, Wilmot and Woolwich) • School Trustees for: • English Public School Board (One to be elected) • English Catholic School Board (Two to be elected) • French Public School Board (One to be elected) • French Catholic School Board (One to be elected)

This letter will have your voter identification number and PIN number for you to vote.

Note: If you did not receive a voter information letter, you can go to any help center for assistance.

Step 3: Choose a voting method: Internet or Telephone. Paper ballots will not be issued in this election.

Step 4: Go online or call the 1-800 number to log in to the voting system using the information shown on your voter information letter, make your selections and cast your ballot.

If you have everything you need to vote, you do not need to visit a help centre.

Animal Control DOGS AND KENNELS

The Township of Woolwich requires all dogs to be licensed and wear their dog tag. The Animal Control By-law requires that residents purchase dog tags before March 1st of each year for all dogs over the age of 16 weeks. Service dogs require tags, but the fee is waived. Dog tags give the peace of mind of knowing that if your dog is ever lost and found wearing their tag, you can save the pound fees and your pet receives a free ride home.

PARKING TICKET PAYMENTS

Dog owners are restricted to owning three dogs per property. Kennels must also be licenced and are only allowed on agricultural properties subject to certain conditions and annual inspections. For more information about where to purchase dog tags or kennel licences, please visit the Township Services, Animal Services section of our website at Woolwich.ca or call 519669-6009.

No person shall operate a motorized snow vehicle in or on the following public municipal lands: public parks, playgrounds, walkways, cemeteries, Township trails (unless the trail forms part of an Ontario Federation of Snowmobile Clubs authorized snowmobile trail), or along a sidewalk situated along any road. This is to increase the safety of pedestrians on municipal property.

Parking fines may be paid at the Township of Woolwich Administration Building by cash, cheque or debit. A convenient drop box is available at the Township Office opposite Maple Street. Payment may also be mailed to the Council and Information Services Department. Questions or inquiries about parking tickets issued in the Township of Woolwich may be directed to our Enforcement Services Division at 519-669-6009.

SIDEWALK & ROOFTOP SNOW AND ICE REMOVAL

Cemeteries

Sidewalk snow removal within the settlement of Elmira is cleared by a private company under contract to the Township.

The cost is levied onto residents’ tax bills.

All property owners outside of Elmira must clear their sidewalks of all snow and ice within 24 hours of a snowfall. This includes all sides of property on corner lots. Ice on rooftops can also pose a safety concern and should be removed. For questions and concerns regarding Sidewalk Snow Removal, please call 519-669-6009.

The Township of Woolwich operates two active cemeteries - Elmira Union on Church Street West, Elmira and St. Teresa on Arthur Street, north of Elmira.

The Township does not regulate or control cats.

WHERE TO TAKE STRAY OR INJURED CATS OR DOGS Residents may deliver stray or injured dogs and cats to the K-W Humane Society at 250 Riverbend Drive in Kitchener (519-745-5615). Please call to make an appointment first and to provide details on where the animal was found.

Enforcement Services By-law Enforcement Services delivers professional customer service in a timely and effective manner when enforcing Township by-laws. Enforcement Officers operate primarily on a complaint basis, unless they see a safety issue, and work towards by-law compliance through education first, where possible.

If you wish to make a complaint, you will be asked to provide your full name, address, phone number and complaint details that can be verified by an Enforcement Officer. Complainant information is kept confidential unless you

PARKING OVERNIGHT PARKING Between April 1st and November 30th, residents are allowed to park vehicles overnight on Township roads for a maximum time period of 24 consecutive hours. Do not park within 1.5 metres of a driveway access or within 9 metres of an intersection. Overnight parking is prohibited on Township roads between December 1st and April 1st every year.

It is important to keep vehicles from parking on the road during this time for effective snowclearing operations. This enhances community safety and access for

GENERAL CEMETERY GUIDELINES AS PER THE CEMETERY BY-LAW: Visitors are welcome at the cemeteries daily from 7:00 a.m. to sunset • Children must be accompanied by an adult • Flowerbeds of annual plants only.

Babysitting (11-15 years) This Canadian Red Cross course covers everything from managing difficult behaviors to essential content on leadership and professional conduct as a babysitter.

This updated curriculum includes being a responsible leader, information on childhood characteristics and behaviors, injury prevention, caring for children of all ages, first aid, and the business of babysitting. Participants will take home a Babysitter’s Manual. Please bring a stuffed toy/doll to practice infant care.

Heidelberg Community Centre The Heidelberg Community Centre is the Townships newest facility, built in 2017. It boasts lots of natural light in an intimate setting. Just minutes from the village of St. Jacobs this facility is the perfect spot for small celebrations or meetings.

Ages 10+

Children 10 years and older may be admitted to the pool area unsupervised, although swimming with a buddy is encouraged.

TIPS FOR SUCCESSFUL SWIMMING LESSONS Whether it’s your first time in lessons, or you’ve swum with us before, welcome! We offer aquatic programming to help keep our community safe in, on and around the water. This includes the Lifesaving Society’s Swim for Life programs, Swim to Survive, Learn to Dive, Advanced Aquatics, Aquafit classes, and recreational swims. Our programs are for people of all ages and abilities – you’re never too young to start, and never too old to learn!

Learning to swim takes time and practice to develop the skills, techniques and endurance to be Water Smart.

• Come ready to swim! Remember your bathing suit and towel! Bathing suits should not have built-in flotation, and you do not need to bring a PFD to lessons. For beginner swimmers, goggles can be a false sense of security. If your swimmer feels that they need goggles, they may bring them; although your instructor will encourage swimmers to be comfortable without goggles.

• Shower before you swim.

• Help us keep our pool water safe and prevent pool contamination. Please refrain from eating large meals before swimming. All swimmers are encouraged to visit the washroom before entering the pool; those without bowel control are required to wear a swim diaper.

• Strollers are not permitted on the pool deck.

• Learning to swim is more than just swimming lessons.

Practice swimming skills outside of lessons – join a family or public swim to reinforce what is learned in lessons. Ask your instructor what skills should be practiced, or refer to the charts posted in the pool viewing areas for a summary of each level’s skills.

• Focus on SAFE and SUCCESSFUL. Learning to swim is a life skill, and it takes time. Allow your swimmer to progress at their own rate, and keep realistic expectations. Remember, learning to swim is about mastering the skills to be safe in the water, not about passing the levels.

• Talk to your instructor & the Supervisor. Ask about successes and areas of improvement. Have a concern? Please let your instructor or the Lesson Supervisor know early in the session.

Woolwich Trails Fall and Winter---a great time to explore your Woolwich Trails!

Woolwich is fortunate to have more than 90 km of public trails available to residents and visitors. There are hardpacked granular trails, natural footpaths and some paved sections. While the trails in Woolwich are not winter maintained, they are open to the public for hiking with some geared to cross country skiing and snow shoeing. One section of the Kissing Bridge Trailway is designated for snowmobiling.

The indoor walking track at the Woolwich Memorial Centre is also a great place to walk (or run) on days that are just too cold or wet outside. The indoor walking track is opened each day from 6 until 10 pm, except during ticketed events.

September WATERLOO CENTRAL RAILWAY STEAM TRAIN SPECIAL Sept 2- Oct 28, 2018 Round trip to Elmira and back with a photo stop on the southbound trip. This is an express round trip excursion train, with no stop at the St. Jacobs village or a stop where people can disembark in Elmira. The total trip time will be between 2 and 3 hours including the photo run past.

Woolwich Fire & Emergency Preparedness

EMERGENCY PREPAREDNESS: WE CAN KEEP YOU SAFE! Since the 1980s the Township has partnered with the Community Awareness and Emergency Response (CAER) group, to develop emergency preparedness & safety issues arising in Woolwich. The large chemical manufacturing, industrial, and oil refining industries in the Township present a unique public safety challenge.

There are two main components of the CAER initiative:

A HEALTHY COMMUNITY IS A SAFE COMMUNITY

For over a century, the Woolwich Fire Department has protected the community and ensured the well-being of residents. This long history, coupled with recent innovations, has significantly impacted the Township’s status as a leader in Emergency Management across the province. There is a confident sense of security across all of our settlements, which is achieved by a relentless commitment to providing knowledge and information regarding Fire Prevention and Emergency Preparedness. Ensuring a healthy community through a culture of safety is a priority that impacts many decisions made by the Township.

Community Awareness is the branch of CAER that keeps the community informed. Communication is provided around the nature of our local industry and what steps citizens should take in the event of a natural or industrial emergency.

Emergency Response This function drove the formation of CAER, bringing municipal and industrial emergency responders together to identify potential risks associated with industrial operations and to develop emergency plans around them.

MAY 11TH EMERGENCY PREPAREDNESS OPEN HOUSE

VOLUNTEER FIREFIGHTERS

On May 11th 2018, the Township’s Community Awareness and Emergency Response (CAER) group held an Emergency Preparedness open house at the Woolwich Memorial Centre, in the Jim McLeod arena for more than 280 Grade 7 students and teachers from across the Township of Woolwich. The students participated in various interactive displays relating to Emergency Response and Emergency Preparedness including ‘Lectric Larry’s electrical safety demonstration, and water safety demonstrations by the Grand River Conservation Authority (GRCA) to name a couple. We would like to thank the participating schools, volunteers, display vendors, local merchants and companies that helped make the event a success. We look forward to hosting the open house again next year.

Our Volunteer Firefighters, provide emergency services to residents in Woolwich and surrounding communities working out of our 6 fire stations. This is an exceptional group of dedicated and well trained firefighters that provide the Township with an excellent level of service.

The Fire Department responds to life-threatening emergencies including: motor vehicle accidents; hazardous spills; medical emergencies; Carbon Monoxide and Smoke Alarm activations; and, fire-related emergencies. All Volunteer Firefighters use a Green light in their personal vehicle. When you see this light, please remember to be courteous and allow the right-of-way.

FIRE PREVENTION WEEK This year’s Fire Prevention Week campaign, “Look. Listen.

Learn. Be aware. Fire can happen anywhere” works to educate about three basic but essential steps to take to reduce the likelihood of having a fire – and how to escape safely in the event of one:

As the population in Breslau continues to grow, so does the risk of an emergency. The decision to build a joint Breslau EMS /Fire Station facility, which will be occupied by Waterloo Region EMS and Woolwich Township Fire, has been made with community safety as a top priority.

“LOOK” for places fire could start. Take a good look around your home. Identify potential fire hazards and take care of them.

The new facility is located at 51 Beacon Point Court in Breslau, with direct access to Highway 7 and will improve coverage, specifically in Breslau, Bloomingdale and across neighboring areas. In June 2017 construction of the joint facility commenced and with completion a year later in June 2018. The new facility has room for three fire trucks which allows for future growth, while the EMS part houses two ambulance bays, the new fire hall will be showcased on September 15th as part of the Doors Open Waterloo Region Event.

“LISTEN” for the sound of the smoke alarm. You could have only minutes to escape safely once the smoke alarm sounds. Go to your outside meeting place, which should be a safe distance from the home and where everyone should meet.

“LEARN” two ways out of every room and make sure all doors and windows leading outside open easily and are free of clutter.
