Oakley Celebrates Next Phase of Downtown Revitalization

R

enovations to part of Oakley’s downtown are well underway. The vision entails street improvements to Main Street and Vintage Parkway, a public plaza, additional dining options, façade renovations to the Oakley Plaza strip mall and repurposing the former CentroMart building.

Most visibly, the transformation involves the development of new restaurant buildings. The landmark restaurant on the corner of Vintage Parkway and Main Street will be home to an East County long-time favorite Italian restaurant, Carpaccio.

Adjacent to the Carpaccio is a retail building managed by the City and City Staff is in conversations with businesses that would help satisfy a sweet tooth to locate there.

The La Costa taqueria will be occupying a new building, also

nearing completion. “While the building will look different, the restaurant will offer the same food, quality, and prices,” stated La Costa owner Lucio Avila.

The space currently occupied by La Costa will be converted into a public plaza.

Also new to the Downtown, but not to Oakley, will be ACE Hardware that will anchor the Oakley Plaza strip mall. As for the vacant CentroMart building, what will develop there still remains uncertain. The City is now considering other alternatives that will renovate and re-use the building.

Street improvements underway include the widening of Vintage Parkway and Main Street between Vintage Parkway and Norcross Lane, new landscaped frontage improvements and the rehabilitation of the Oakley

Plaza parking lot. Perhaps the greatest change to get used to will be the diagonal street parking that will be adjacent to the wider, pedestrian friendly sidewalks lining Main Street.

The street will continue to be two lanes, as it currently is now. Traffic is expected to slow down as a consequence of the medians and wider sidewalks to help create a more pedestrianfriendly Downtown.

Oakley’s Downtown Main street improvements are intended to complement the new restaurant developments and to help create a downtown that is inviting for residents to spend their leisure time dining and supporting local businesses. Furthermore, within this new space we look forward to hosting concert series, car shows, festivals, and other events that build community.

Oakley’s City Budget Update

n June 26, 2012, the City Council adopted the fiscal year 2012-13 Budget totaling approximately $35 million. The General Fund budget, where general-purpose taxes and fee-for-service activities are budgeted, totaled approximately $12.6 million. The remaining $22 million are budgets of other Funds used to account for special purpose revenues and fund balances, restricted primarily for police services, landscape and roadway maintenance, and capital improvement projects.

While the recession continues to affect local agencies, the City continues to manage its way through with the goal of ensuring sustainable services and controlling costs. To give a sense of comparison, here is a brief history of the adopted budget General Fund operating budgets since fiscal year 2007-08, the peak of the economy’s “good years”: Year 2007-08: $16 million Year 2009-10: $15 million Year 2010-11: $12.3 million Year 2011-12: $12.4 million Year 2012-13: $12.6 million Since the peak, the City has experienced reduced property and sales tax revenues, and reduced fees for service in each fiscal year, although the decline has slowed substantially. While the bad news in cities throughout the State has largely focused on staffing and reductions in core services, Oakley has avoided the

worst of it in large part because it has always maintained a small business-like attitude – employing a small, engaged Team to serve you. While we have made reductions during these

The City Council has and continues to direct that police services, roadway and park maintenance, and economic development be our highest priorities. So, the Budget continues to reflect reduced staffing and restructured operations in City Administration (City Manager,

Finance, City Attorney, and City Clerk) and Recreation; while continuing to maintain at least some General Fund allocations to roadway maintenance, to augment Measure J and gas tax allocations. In addition, because the volume of building permits and development applications remain below pre-recession levels, the City’s Building, Engineering and Community Development Departments continue to be smaller, as well.

The result is that we remain a lean organization, dedicated and focused on serving you, with continued emphasis on police, parks, roads, and economic development. The recession has lasted longer and had greater impacts than anticipated, and we still believe it will likely be another year or two before we see the trend in decreasing property and sales taxes and fee revenues begin to reverse. From a budget perspective, that means the City must remain vigilant, flexible and willing to change further, as necessary, and true to our commitment to you that we manage Oakley’s finances wisely and responsibly.

Robust Code Enforcement Helps Maintain Safety and Property Values

he current economic challenges have resulted in decreased property values for everyone. While homeowners could not control the economy, homeowners do have a role to play to ensure they don’t decrease any further. “We should all work to make Oakley an even more desirable city to live in. By doing our part, we free up money for the City to provide vital services rather than spending money on enforcement,” stated Oakley resident Lonnie Gordon.

Additionally, the City has the jurisdiction to issue Administrative Citations which include fines. “I always try to work with people when they are in violation of the Code, but occasionally we have a resident that either ignores our request or refuses to take any steps and we issue citations” says Sanders.

The City of Oakley is also doing its part to help promote and maintain a safe and desirable living and working environment.

While Oakley relied on the County’s Code (laws) for some time after incorporation in 1999, the City has since then developed its own set of laws in an effort to better deter blighted properties which are unsafe and present a threat to the health, safety, and welfare of the public.

These laws include the Property Maintenance Ordinance that sets up minimum maintenance criteria for residential lots, that not only help to promote the appearance of properties, but also to safeguard against the risk of fire and other hazards that can be created when maintenance ceases on a property.

The City recently completed the abatement of several properties that had outstanding violations.

The cases involved had no cooperation from the owners and left City staff with no other choice than to go through the court system to obtain abatement warrants. “We provided notices to the property owners and informed them they had violations of the Oakley Municipal Code that related to health and safety. We gave them plenty of time to correct the violations. We sent several notices and finally there came a point where we had to abate the properties.

After securing abatement warrants, the City solicited bids from contractors to abate the properties. Next the work was completed and the bills sent to the

property owners; some of which were banks, since the properties were foreclosed homes. “Once it became apparent that the owners would not pay for the work that was done, we moved to the next step in the process which is placing a lien on the property,” stated Oakley Building Official Brent Smith. “While the City may have had to front the abatement costs we know that we will recoup those monies through the lien process and replenish the abatement fund so we can continue to identify and abate blight in order to keep the appearance of our City headed in the right direction,” Smith further added.

In the past, the City did not have a strong enough mechanism to correct the problems and now the administrative citation and the abatement warrant and lien process change that, and also ensure that taxpayer money will eventually be returned. It is a lot of work at first, but in the end it is worth it”, Sanders added.

arlier this year, Oakley installed wayfinding signs throughout the City. The signs are intended to direct residents, and passerbys to various public destinations such as City Hall, the Downtown, City parks, and Schools. “The wayfinding sign program was designed to support and promote a distinct identity for Oakley, raise community and visitor awareness of public destinations, and direct residents and visitors to the redeveloping Downtown,” stated Senior Planner Joshua McMurray.

The sign program features a three-tiered sign system. The entry Monument Signs are the largest of the signs that have been installed. They feature a brick veneer base and sign body with the sign panel’s backlit with LED lights. The main architectural element of the signs is the large internally lit Oak Leaf which signifies you have arrived in Oakley. Currently, two of the four entry Monument

The second sign tier includes the Wayfinding Signs that feature black decorative poles with vinyl covered aluminum panels.

These signs are located within the street medians. Lastly, the directional Landmark Signs feature a single pole with either a single or double sided sign panel. These signs can be found adjacent to the sidewalks.

The City is also looking into providing signs to direct residents and visitors to walking and bike trails, and vineyards.

In September Mayor Kevin Romick joined Diane Burgis, Executive Director of the Friends of Marsh Creek, for the groundbreaking of the long-awaited Marsh Creek Restorarion Project.

of a conceptual design a grant application was submitted to the California River Parkways Grant Program, which awards funds for the acquisitions, restoration, protection and development of river parkways.

The intent of the project is to restore a segment of Marsh Creek to its natural state, and at the same time making it an amenity to the adjacent Creekside Park and residents. Upon the Project’s completion the restored area will provide wildlife habitat, passive recreational opportunities and interpretive elements, and will compliment both the Creek and Creekside Park.

The grant application was successful and resulted in the City being awarded $1,067,550 to complete the Project.

While the final plans, specifications, and estimates for the project had been completed in 2011, construction could not begin until approval had been obtained from the following involved agencies: County Flood Control, East Contra Costa Habitat Conservation Plan, East Bay Regional Parks District, Regional Water Quality Control Board, Department of Fish and Game, and Army Corp of Engineers.

The project was the vision of the Natural Heritage Institute (NHI) and the Friends of Marsh Creek (FOMC) who first approached Mayor Romick in 2007 to explore habitat enhancements and the creation of a trail. Upon the completion At the August 14, 2012 City

Council meeting the Council approved a resolution awarding the contract to Suulutaaq, Inc. The project includes:

•Trail connection from Laurel Avenue that descends into the floodplain

•Trail connection down into the floodplain from the path between the water feature and the bocce courts.

•Trail connection from the pedestrian bridge across Marsh Creek on the south side of the project into the planned path around the playing field.

The trail will split so that pedestrians can travel west or north along the playing field.

•An informal trail connection from the water feature into the floodplain.

Children playing in the water feature will likely bee-line to the floodplain and not follow the paved paths. In anticipation, we recommend a rock-lined trail, or other informal pathway, to accommodate them.

Redevelopment Agency Elimination Impact on Oakley You have inevitably heard that the State recently dissolved redevelopment agencies. You may wonder what this means.

Redevelopment agencies were distinct legal entities from cities, but in most instances, the city councils served as the governing boards over the redevelopment agencies. The purpose of redevelopment agencies was to define a project area that was blighted or run down and develop a plan to rehabilitate the area. Through the process of redevelopment, the area would receive focused attention and financial investment to undo deterioration. An example might be the clean-up of a property that would otherwise deter any private investor to consider it as the site of a future business.

The redevelopment agency was financed by a process called “tax increment financing.” Upon development and improvements the project area typically saw an increase in the total assessed valuation, the taxes that derived from the increase would go back to the Redevelopment Agency. The tax incremental monies would often times be augmented by the issuing of bonds as well. Bonds would be paid off by the tax increments.

On June 28, 2011, the Governor approved two bills AB 1x26 & AB 1x27. AB 1x26 was the “dissolution” bill, which set November 1, 2011 as the date to dissolve all redevelopment agencies. The companion legislation AB 1x27, the “reinstatement” bill, allowed cities to keep their redevelopment agencies in place by committing to substantial “community remittances” to be paid to the State. Oakley was one of those cities that agreed to make these payments pursuant to AB 1x27 to keep moving forward the on-going redevelopment of Oakley’s Downtown. In August, a lawsuit was filed challenging the constitutionality of both bills.

On December 29, 2011, the California Supreme Court issued its decision: it upheld AB 1x26, which eliminates redevelopment agencies, but struck down AB 1x27, which would have allowed cities to agree to community remittance payments to keep their agencies in place.

In light of the ruling and pursuant to AB 1x26, the Oakley City Council decided to serve as the Successor Agency to the former Redevelopment Agency and is now charged with winding down the affairs of the redevelopment agency, including defining the obligations (contracts, leases, etc) and liquidating all assets including properties not yet under contract. AB 1484 was recently adopted that amended AB 1x26.

In the short term, the City is proceeding with the Downtown improvement projects, but the long-term impact of the dissolution of the Oakley Redevelopment Agency will mean millions of dollars will not be available to support continued redevelopment of various parts of Oakley.

Recycling and Environmental Awareness Matters

Neighborhood Watch

T

he Oakley Police Department sponsors a “Neighborhood Watch Community Action and ProblemSolving Program.” The Program is one of the most effective means available for resolving issues within our community. Through organized problem solving activities, your neighborhood can reduce crime and address community issues that concern residents.

The Neighborhood Watch Progarm relies on the best method there is - a good neighbor. Fortunately, Oakley is full of good neighbors willing to help. Neighborhood Watch is guard-duty. The focus is on community issues, forming community action groups, getting to resolutions, which involves being aware of suspicious/criminal activity and knowing what to do about it. In other words, it is securing your property and developing a neighborhood communication network.

To get started, select the neighborhood area to be covered by your Neighbohood Watch block (A block consists of 12-20 homes that surround you). Then personally contact and talk with as many block participants as possible. Share the information about the Neighborhood Watch Program and invite your neighbors to participate.

Select a Tuesday, Wednesday, or Thursday evenign at 6:30 or 7:30pm on a date that is convenient to participating neighbors.

Important Updates 2012-2014 Strategic Plan After a series of meetings, a citizen survey and online postings, the City Council solicited the input of Oakley residents in the development of the 2012-14 Strategic Plan. The Strategic Plan serves as an action plan for the future by: *Describing a Vision of what we as a community want Oakley to become *Establishing a Mission Statement that describes our purpose *Committing to Values and Ethics that describe our character *Outlining of key Strategic Areas of Focus *Setting forth specific Goals and Actions The plan can be accessed on the City’s website at: www.ci.oakley.ca.us. e-BART eBART is a new type of train for BART. DMU (diesel multiple-unit) trains will be used which are are smaller than BART trains, and will allow East County residents to jump on a train at Hillcrest Avenue and be at the Pittsburg/Bay Point BART Station in 10 minutes. eBART trains can operate on the 20-hour BART schedule and meet BART trains at Pittsburg/Bay Point every 15 minutes. The DMU train was chosen to bring BART quality rail service to East County at a much lower cost than conventional BART. The $462 million eBART project is 60% less expensive than conventional BART. Nothing about eBART precludes construction of conventional BART in the future if ridership and funding are adequate. Stations at Railroad Avenue in Pittsburg and at Hillcrest Avenue in Antioch should be complete and trains operational in early 2016.

Highway 4 Widening Caltrans, the Federal Highway Administration, and the Contra Costa Transportation Authority are partnering to widen State Highway 4 from about a mile west of Loveridge Road to approximately a mile east of Hillcrest Avenue. The project will widen Highway 4 from the existing four lanes to eight lanes, providing one HOV land and three mixed-flow lanes in each direction. Several interchanges will also be reconstructed and sufficient width in the Highway median to provide for the future eBART project. Various elements of the construction are complete; however, the overall project is not expected to be complete until the summer of 2015.

Oakley Celebra La Siguiente Fase de la Revitalización del Centro

l 26 de junio de 2012, el Consejo adoptó el presupuesto fiscal 2012-13 cual fue un total de aproximadamente $35 millones. El fondo operacional y pago por servicio (de actividades recreacionales, permisos, etc.) fue un total de aproximadamente $12.6 millones. $22 millones son fondos comprometidos o restringidos a propósitos especiales tal como servicios de policía, mantenimiento de calles, y proyectos de infraestructura.

Los fondos han sido reducidos como consecuencia del descenso de impuestos de propiedad y de ventas. En respuesta, la ciudad se ha esforzado para controlar los gastos y proveer servicios sostenibles a largo plazo.

Para dar un sentido de comparación, aquí está una historia breve del presupuesto económico:

l Concilio de la Ciudad y los Distritos Escolares de Oakley Union Elementary y Liberty Union han aprobado resoluciones a favor del Programa ¡You,Me,We Oakley! (Tu, Yo, Nosotros= Oakley!).

as renovaciones al centro de Oakley continúan. La visión completa incluye mejoramientos a Main Street y Vintage Parkway, una plaza pública, un restaurante nuevo, nueva fachada del edificio al fondo de Oakley Plaza y un nuevo uso para el edificio que antes fue CentroMart.

El aspecto más visible de la transformación incluye el desarrollo de nuevos restaurantes. El restaurante en la esquina de Vintage Parkway y Main Street será Carpaccio, un restaurante Italiano que comúnmente es referido como favorito entre residentes en todo el Este del Condado. A el lado de Carpaccio, esta un local que es administrado por la Ciudad. Actualmente la Ciudad esta en conversaciones con negocios que prometen satisfacer a personas que tienen afición a postres y dulces. La Costa se moverá a un nuevo edificio que pronto estará terminado. “Aunque el edificio se vera diferente, el restaurante ofrecerá la misma comida, calidad, y precios,” dice Lucio Avila, dueño de La Costa. Donde La Costa se encuentra ahorita, después será convertido a una plaza pública.

Este programa busca mantener el respeto mutuo entre todos los residentes de Oakley sin importar la edad, cultura o religión de la persona. También busca reconocer y apreciar las diferentes culturas que existen en nuestra comunidad.

La tienda ACE Hardware se moverá de su local al Centro, convirtiéndose en el ancla entre los negocios existentes localizados detrás de los restaurantes. Con respecto a el edificó de la CentroMart, lamentablemente la cadena de tiendas decidió cerrar por lo cual la ciudad esta explorando sus alternativas para renovar y re-usar el edificio.

El programa es una colaboración entre la ciudad de Oakley, distritos escolares, iglesias locales, y organizaciones no lucrativas como Contra Costa Interfaith Supporting Community Organization (CCISCO) y el Instituto Internacional del Area de la Bahía. ¡You, Me, We Oakley! es parte de la red nacional de Welcoming America y todas nuestras actividades son supervisadas por nuestro Comité que esta compuesto de varios lideres de Oakley. Por medio de las actividades que organizamos intentamos reunir a miembros de la comunidad para darles la oportunidad de participar en dialogo y crear relaciones entre si.

Mejoramientos actualmente en construcción harán más amplias las calles de Vintage Parkway y Main Street (solo entre Vintage Parkway y Norcross Lane), medianas ajardinadas serán agregados, las banquetas serán mas amplias y el estacionamiento del centro comercial será remodelado. Quizás el cambio más grande al cual tendremos que acostumbrarnos será el estacionamiento diagonal en Main Street. Main Street continuara a tener dos carriles de tráfico tal como lo es hoy. En total los cambios causaran que el trafico proceda más despacio. Y el centro será más conducido a tráfico de pie.

Todos los residentes pueden participar en este programa, empezando por firmar un compromiso en el que prometen “tratar a los demás con respeto, intentar de entender otras culturas que sean diferentes a la suya, y desafiar estereotipos que solo dividen nuestra comunidad.” Este compromiso se puede encontrar en el sitio de internet de ¡You, Me, We Oakley! y si alguien quiere ser voluntario con el programa puede comunicarse con la coordinadora del programa.

Hace poco, ¡You, Me, We Oakley! patrocino un taller de ciudadanía, el cual ayudo a mas de 50 residentes a llenar la solicitud para hacerse ciudadanos. También han creado un video que muestra la historia de cinco miembros de la comunidad y como llegaron a este país, después de inmigrar de su país natal.

Nuestra meta es complementar los restaurantes y crear un centro que invita a pasar tiempo libre caminando y apoyando los negocios locales. Además, esperamos que este espacio nuevo será el hogar de festivales, conciertos, exposiciones de autos y otros acontecimientos que unan a la comunidad.

City Meetings

The City of Oakley will host the Christmas Tree Lighting ceremony on Saturday, December 1 at the Civic Center Plaza, 3231 Main Street. The event will start at 5pm with performances by local children’s choirs along with free cocoa and cookies for all. There will be a make-n-take craft for children to take home and Santa will be on hand to visit with children and pose for photographs. At approximately 6pm, we’ll gather around the 30’ tree in the plaza to light the tree and kick off the holiday season.
