Join Your Oakley Neighbors for National Night Out On Tuesday, August 6th, Oakley will join over 16,000 communities from all 50 states in celebrating the 36th Annual National Night Out. National Night Out is an annual community-building campaign that promotes police/community partnerships and neighborhood camaraderie to make Oakley an even safer, more caring place to live.

Meet Oakley’s Busy City Clerk, Libby Vreonis It’s no exaggeration to say that without the work of a City Clerk, nothing could get accomplished at City Hall and Oakley is lucky to have a talented and hard-working City Clerk in Libby Vreonis.

A life-long resident of the East Bay, Vreonis joined Oakley’s staff in 2008 and works both as our City Clerk and as Paralegal in our City Attorney’s Office. She City Clerk Libby Vreonis has received her underbeen with the City of Oakley for graduate degree in hisover 10 years.

The City Clerk’s Office handles a wide variety of tasks ranging from overseeing our local elections to managing appeals of code enforcement citations.

“We process statemandated filings, conduct bid openings and

also manage claims,” explained Vreonis.

And if you ever wanted to run for a spot on the City Council, the City Clerk would be your point of contact - she assists candidates in meeting their legal responsibilities before, during, and after an election.

The City Clerk’s Office is also an important point of access between residents to their municipal government – it ensures access to public rec(Continued on Page 3)

Teens Graduate from Police Mentoring Program This past spring, 15 young people graduated from a unique mentoring with the Oakley police. The students gained an officer for a role model in this pilot program sponsored by the You, Me, We Oakley Program, Freedom High, and the Oakley Police Department.

Students were able to learn about evidence collection and go on a ride along in addition to participating in a force simulator. Mentees and officers also had other opportunities to chat about their families, their personal plans and interests.

“The mentorship program has been a lot of fun,” said Officer Casey Minister, school resource officer. “The program has allowed Freedom students to see how the police department works and gain first-hand experience. The officers have really enjoyed getting to know the students. We were really pleased to have such a great group of students that chose to participate.”

Vreonis records the minutes of City Council meetings and during her tenure as Oakley’s City Clerk, the City Council meetings have become more accessible than ever before, as they are now available online to livestream as well as in the video archive on the City’s website.

“We are the primary custodians of the public record,” said Vreonis. “Kim Carmody is our Records Management Clerk and does a great job. With her innovation and assistance, we are becoming increasingly efficient with electronic records storage and she has been active in maintaining public records available on the City’s website.”

The City Clerk’s office also oversees passport processing. Its passport agents help people

“Diana Kerr is our primary Passport Acceptance Agent and she’s wonderfully skilled in providing outstanding customer service,” said Vreonis. “Offering passports is a fun and valuable service which we enjoy providing to customers at City Hall.”

When she’s not busy with her duties as City Clerk and Paralegal, Vreonis enjoys spending time with her husband and three young sons.

She enjoys travel, playing golf and snowboarding. Vreonis is also leisurely studying viticulture and enology as a fun hobby. She says it’s an honor to be both a City of Oakley resident and employee.

“The value I find in my work is serving our community and having the opportunity to provide people with knowledge about the City,” said Vreonis. “It’s very gratifying when helping others is the purpose of your job.”

Residents Trained as Emergency Responders This spring, the Oakley Police Department trained the city’s first class of Community Emergency Response Training (CERT) Program graduates and a second class of citizen emergency responders is currently in session!

The CERT Program provides local volunteers with training on what to do if an emergency was to occur in their neighborhood.

The program provides instruction on basic first aid techniques, how to perform search and rescue after an earthquake, and how to do a variety of other emergency techniques.

In the case of an event, like an earthquake, a flood, shelter in place situation, or hazmat contamination, CERT volunteers are trained to protect their city.

Many people ask what they can do to make our community better and CERT is a terrific, free way for Oakley residents to learn how to lend a helping hand.

CERT was created by the Federal Emergency Management Agency (FEMA) using a model created by the Los Angeles City Fire Department and quickly spread nationwide. The use of the CERT concept has helped municipalities across our country and now Oakley has its own, everexpanding group of skilled volunteers.

Having a knowledgeable CERT group of volunteers enables our professional responders to focus on major needs during a disaster while the smaller issues are delegated to the CERT teams.

CERT-trained residents also enjoy many opportunities to volunteer in their communities during nonemergencies like special events.

During the National Night Out, residents spend the evening out with neighbors.

Whether it’s a barbecue, ice cream social or potluck, National Night Out celebrations are a great opportunity to spend time with your fellow Oakley residents and discover ways to promote a stronger, safer environment for you and your family.

The Oakley Police Department would love to stop by any events you may be hosting and would like advance notice if there will be an organized event in your neighborhood.

If you plan on hosting a National Night Out event, e-mail Marissa Aguilar at aguilar@ci.oakley.ca.us as soon as possible so that the city can include your event on its list of neighborhoods, which allows for a member of the Police Department or other city representative to visit your event as time and circumstance permit.

Construction on Laurel to Conclude This Summer Laurel Road construction is underway and both of the Laurel Road widening projects are taking shape.

The contractors working on Laurel Road west of Rose Avenue are constructing two lanes of roadway, street lighting, a median island, landscaping, and signal at the intersection of Rose and Laurel.

The curb, gutter and sidewalk are done and work has begun on the median island. Street lighting and landscaping, along with the two south lanes of roadway, will start in the coming weeks. Congrats to the Spanish Leadership Academy Grads Congrats to the graduates of the 2019 City of Oakley Spanish Language Leadership Academy!

The Academy provides residents the opportunity to become familiar with City operations and processes. Each session included a presentation by bilingual City staff who explained a variety of functions of the City, including the Public Safety, Administrative Services, Community Development, and much more.

Graduates were encouraged to ask questions and discuss topics such as the allocation of public funds, Council decisions, upcoming capital projects, and the vision for the City.

“The Spanish Language Leadership Academy is a terrific chance for more Oakley citizens to see how our City works and to interact directly with staff,” said Mayor Claire Alaura.

“You, Me, We , Oakley is a program that seeks to increase a spirit of mutual respect among all Oakley residents, increase civic participation, and create a more welcoming community here in Oakley.

The City of Oakley has initiated a targeted update to its existing General Plan. The update is expected to take up to sixteen months to complete. The first step in the process will be to obtain input from the City Council, members of the public, and various other community stakeholders.

It should be noted that the update is not anticipating any changes to current land use designations.

The City, although not entirely built-out, has over 4,000 entitled homes yet to be constructed with many of the land use designations already in place. This targeted update will focus on the following three areas: Environmental Justice, Mobility, and Climate Change & Adaptation.

August 10‐ Main Street Car Show and Concert Enjoy a car show and live entertainment at Oakley’s Annual Main Street Car Show. The Car Show is from 10:00 a.m. to 2:00 p.m. at the Civic Center Plaza and is open to all makes and models of American and foreign cars.

Space is limited and pre-registration is required.

August 17‐ Kids Fishing Derby Come join us at the Oakley/Antioch Pier as we hold the annual Kids’ Fishing Derby. This free catch–and-release event is for children 15 years and under.

Prizes will be awarded for the smallest, largest, and most fish caught. Registration begins at 8:00 a.m. The Derby runs from 9:00 a.m. to 11:00 a.m. followed by a free lunch. Participants are encouraged to pre-register at City Hall or Hook, Line, and Sinker.

October 26‐ Harvest Festival The City of Oakley will be hosting the Annual Harvest Festival from noon to 4:00 p.m. at the Civic Center Plaza. Wear your costumes for a costume parade and satisfy your sweet tooth at the pie eating contest! Showcase your pumpkin carving skills by bringing a pre-carved or decorated pumpkin to enter in our pumpkin contest. Children’s activities and local vendors will be there to celebrate the harvest as well.

November 11‐ V eteran’s Day Observance Ceremony Come honor those who have served in the United States military at Oakley’s 8th Annual Veterans’ Day Observance which will be held at the Civic Center Plaza. Oakley’s program will include the Presentation of Colors, student essays, a rifle salute, taps, and more.

December 7‐ Tree Lighting Ceremony Kick-off the holiday season with free refreshments, crafts for the kids, live entertainment, and festive holiday decorations at the Annual Tree Lighting Ceremony at Civic Center Plaza! Santa will be a special guest to help get you in the holiday spirit.

The tree lighting will take place at around 6:00 p.m. in front of City Hall.

December 14‐ Breakfast with Santa Santa will be taking time out of his busy schedule to join us for breakfast and visit with the children at 10:00 a.m. The continental breakfast will include pastries, fresh fruit, and juice/cocoa/coffee.

This fun event will also include make-n-take holiday crafts for the children. Parents may bring cameras to capture a photo with Santa. Pre-registration is required and space at the event will be limited. Call (925) 625-7044 or email coelho@ci.oakley.ca.us for more information.

Planning Underway for Oakley’s Largest Park The City of Oakley is proud to announce the upcoming creation of a 55-acre park located ½mile north of Cypress Road on Sellers Avenue and we are asking the public to help name this exciting new amenity!

It will be several years before the property is open to the public. Thanks to all who participated in the recent Engage in Oakley prompt asking for input regarding the park’s name!

The project will be funded largely through various State and Federal grants and will be built in phases, so the conceptual plans will likely change depending on the requirements of those grants.

Programa de Mentoria con Oficiales Esta primavera, 15 jóvenes se graduaron de una programa de mentoría patrocinado por el programa You, Me, We Oakley, la preparatoria Freedom High y el Departamento de Policía de la Ciudad de Oakley.

Los estudiantes pudieron aprender acerca de la recopilación de evidencia, participar en un simulador de fuerza que usan los oficiales en sus entrenamientos y acompañar al oficial en su caro durante algunas horas durante de su turno de trabajo, entre más. En el transcurso del programa, los jóvenes y oficiales tuvieron la oportunidad de platicar de sus familias, intereses y aspiraciones. Los oficiales también, les inculcaron a los jóvenes la importancia de estudiar y no involucrarse en actividades criminales para tener más oportunidades en sus futuros.

“El programa ha permitido a los estudiantes de Freedom ver cómo funciona el departamento de policía y obtener experiencia de primera mano,”dijo el Oficial Casey Minister.

Con gusto reportamos que de los 15 participantes, 6 han reportado un interés en explorar la profesión de policía después de haber participado en este programa.
