Oakley’s First Off-Leash Dog Park is Open!

Mayor Randy Pope cut the ribbon on Koda Dog Park and Oakley’s four-legged friends have been enjoying it ever since.

Koda Dog Park, Oakley’s first off-leash dog park, is now open! Thank you to the many community members who joined us for the ribbon cutting on June 30th.

Be sure to check out the beautiful new facility located next to the existing Nunn-Wilson Family Park at the corner of Laurel Road and Brown Road.

Koda Park features areas for both small and large dogs, agility equipment, turf, drinking fountains, dog waste stations, restroom, parking lot, and a shaded picnic area.

Catch-Up with Debby Sultan, Oakley’s Finance Director

Debby Sultan has been Oakley’s Finance Director for three years.

With the fiscal year coming to a close, summer is Finance Director Debby Sultan’s busy season, but she recently took some time out from finalizing the city’s budget to talk about why she loves being a part of Team Oakley.

Before coming to Oakley three years ago, Debby was the Finance Director of the City of Sanger in Fresno County and the City of Santa Cruz for several years.

Oakley Gets a Farmers’ Market!

The City of Oakley has over 700 businesses, the vast majority of which have fewer than five employees, and over half of them are home-based.

The goal of Oakley’s Entrepreneur Development Program is to strengthen and develop Oakley’s small business and entrepreneur community. The growth and sustainability of these businesses will lead to future local jobs and a greater variety of local goods and services.

For the fourth year in a row, the City of Oakley has sponsored the Oakley Entrepreneur Training class.

A certified Farmers’ Market has arrived in Downtown Oakley. Since June, the market has showcased local farmers and vendors and is operated by All Bay Farmers Market Association.

Oakley’s market takes place on Saturdays, from 8 a.m. to noon at the Civic Center parking lot - rain or shine through December 29th. The only exception is September 22nd for the Heart o f Oak ley Festival.

Major Progress Made on Commuter Train Project The goal of developing a commuter train platform in Downtown Oakley has reached a critical milestone. The California State Transportation Agency recently announced a series of grant awards under the Transit and Intercity Rail Capital Program, and among the grant awards is the funding to establish a commuter train station in Downtown Oakley.

The viability of a multi-model train platform in the Downtown was analyzed in the “Downtown Oakley Development Study” funded by a grant received from Contra Costa Transit Authority.

study provided vital information relevant to the benefits of a potential commuter train station (operated by the San Joaquin Joint Powers Authority and Amtrak) in terms of economic expansion including new retail/ commercial uses as well as job creation. The study also included detailed mapping of potential project sites and transit-orientated development (TOD) opportunity areas.

Finance Director’s Philosophy: ‘Look Ahead’ Division under Debby’s guidance, received a national award - the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association.

The award is the highest form of recognition in the area of governmental accounting and financial reporting.

In addition to all her work at City Hall, Debby isn’t afraid to sweat it out during her

downtime. She recently returned from the AIDS/Lifecycle bike ride down the California coast.

Debby rode 545 miles over seven days from San Francisco to Los Angles, riding all day and camping out at night, which was demanding even for an experienced cyclist.

“I’ve been riding for years and I‘ve done rides of 70 miles in a day, but 80 miles a day and then again the next day and the next

She was inspired to join the tour because it is a fundraiser for the San Francisco AIDS Foundation and Los Angeles LGBT Center with the goal of ending AIDS in our lifetime. The cause is very important to Debby because her brother was diagnosed with HIV a decade ago.

“Because of the work that the San Francisco AIDS Foundation has done, he’s

still here. When this epidemic started, it was a death sentence,” said Debby. “The goal is to end the stigma and find a cure.”

The ride also gave Debby a chance to see the state in a whole new light.

“You get to see California like you don’t in a car. It’s breathtaking,” said Debby. “I remember coming into Santa Barbara and you just see the whole coast laid out in front of you.

It was just incredible.”

National Night Out: Host a Neighborhood Event engagement, visits from emergency personnel, and much more.

During National Night Out, residents are encouraged to lock their doors, turn on their outside lights, and spend the evening outside with neighbors.

Whether it’s a barbecue, ice cream social, or potluck, National Night Out celebrations are a great opportunity to spend time with your neighbors to promote a stronger, safer environment for you and your family.

The Oakley Police Department would love to stop by and say “hi” at any events you may be hosting and would appreciate notice if there will be an event in your neighborhood.

If you plan on hosting a National Night Out gathering in Oakley, e-mail Marissa Aguilar at aguilar@ci.oakley.ca.us as soon as possible so that the city can include your event on its list of neighborhoods, which allows for a member of the Police Department or other city representative to visit your event as time and circumstance permit.

Please be advised that only on this occasion the City will waive any costs associated with a street closure permit, please provide at least ten business days in advance of the event.

Entrepreneurs: Opportunities Abound in Oakley Oakley Economic Development sponsors this 11-week program for existing Oakley businesses or Oakley residents serious about starting a new business.

The class is designed to walk students through the creation of a business plan in order to help them gain the tools to successfully establish or grow a business.

The City provides training scholarships of $1,000 per student for Oakley residents and/or business owners to attend. New Rec Center Coming Together Quickly The Oakley Recreation Center construction project is proceeding on a fast pace and is going vertical!

With the construction of the foundation complete, the contractor is erecting the steel columns and cross beams for the building to be followed with the installation of the roof structure. It is anticipated that this project will be completed in the spring of 2019.

This project will provide the community with nearly 10,000 square feet of new recreational facility for an assortment of activities.

An additional component of this project is the athletic field which will be constructed on the east side of the new building and will accommodate baseball and soccer activities.

The walls are starting to go up in the new Recreation Center . Construction is set to be completed by the spring of next year.

Commuter Train Platform: Grant Money Received This effort has resulted in a plan that helped the City receive funding to construct a new JPA station in Oakley. Oakley was identified as one of two new stations along the Amtrak San Joaquin line.

The funding is being provided through a Transit and Intercity Rail Capital Program grant that the California State Transportation Agency awarded the San Joaquin Joint Powers Authority and the San Joaquin Regional Rail Commission.

The grant will provide for a total of $500, million for the Valley Rail Project to fund a series of new stations including Oakley’s and track improvements to increase connectivity and frequency of service to the Sacramento and Bay Area region.

The Valley Rail Project is a joint proposal by the San Joaquin Joint Powers Authority and the San Joaquin Regional Rail Commission to dramatically improve passenger service to the Sacramento region with Amtrak San Joaquin and Altamont Corridor Express service.

The funding is planned to be expended over the next two to three years. The City has been working with the San Joaquin Joint Powers

Authority and will release information about the project as it becomes available.

Street Sweeping The City of Oakley Public Works Department provides bi-weekly sweeping of all public streets. This sweeping service is intended to keep streets clean from debris and to enhance the beauty of the community while adhering to State requirements which mandate municipalities keep debris from storm drain systems which flow to the Bay. A map which shows the schedule of street sweeping has been mailed to all the residents and is also on the City’s website.

It is important that on the street sweeping days, residents not park on the street so the street sweeper operator can navigate the route safely and be able to pick up all the trash from the street. Residents should not place any of their yard landscaping trimmings and vegetation on the street as the street sweeper cannot pick up these items. It is each resident’s responsibility to dispose of those materials properly.

You, Me, We = Oakley! Receives Honor The Oakley community welcoming initiative called “You, Me, We = Oakley!” (YMWO) will be honored again - this time by the International City Management Association (ICMA).

ICMA’s Awards Evaluation Panel has selected YMWO as the recipient of the “Community Diversity & Inclusion Program Excellence Award.”

The award recognizes communities for building or celebrating diversity and inclusiveness.

YMWO: Committed to Treating All Residents with Respect YMWO is a grant-funded program that aims to create opportunities for Oakley’s diverse residents to come together and better understand one another, appreciate each other’s stories and recognize their common desire to build a stronger, safer and more vibrant community.

There are seven outcomes that YMWO works to accomplish, which can be summarized by increased civic involvement across all demographics and strengthened relationships.

The program commenced in 2011, with unanimous support of partners including the City of Oakley, local school districts, church congregations, and community based organizations. At a minimum, YMWO has received over $600,000 in private grants.

Recent activities made possible through YMWO include: quarterly citizenship drives, the Heart of Oakley Festival’s cultural and entertainment subcomponents, dinning dialogues, citizens’ leadership academy, translation of City forms/ policies, informational workshops such as “Becoming American” or “Dia de los Muertos,” implicit bias training and related follow-up trainings that equip City Staff to offer impar-

“Throughout the year we host a variety of activities that we hope will allow the space for dialogues and relationship to take place overcoming language, generational, racial, and ethnic differences. The award acknowledges the work done by the many volunteers and community leaders to ensure that every policy, program, law, and event adhere to some basic welcoming princi-

ples including treating ALL residents with dignity and respect and embracing the diversity that makes for a unified and participatory community.

Mark Your Calendars for Fun Recreation Events!

July 28: Main Street Car Show and Concert Featuring “Retroactive” Enjoy a car show and live entertainment at Oakley’s Annual Main Street Car Show. The Car Show is from 10:00 a.m. to 2:00 p.m. at the Civic Center Plaza and is open to all makes and models of American and foreign cars. Space is limited and pre-registration is required.

August 11: Kids’ Fishing Derby Come join us at the Oakley/Antioch Pier as we hold the annual Kids’ Fishing Derby. This free catch–and-release event is for children 15 years and under. Prizes will be awarded for the smallest, largest, and most fish caught. Registration begins at 8:00 a.m. The derby runs from 9:00 a.m. to 11:00 a.m. followed by a free lunch. Participants are encouraged to pre-register at City Hall, Dan’s Delta Outdoors or Hook, Line, and Sinker.

August 4: Movie in the Plaza—Star Wars the Last Jedi Bring your lawn chairs and blankets and enjoy a free showing of the movie Star Wars the Last Jed i at the Civic Center Park! All movies begin approximately 30 minutes after sunset. Snacks and beverages can be purchased at the snack bar. See the Municipal Calendar for more dates.

August 25: Concert in the Park featuring “Pricele$$” Put on your dancing shoes and enjoy good music, friends, and a summer evening outdoors at Oakley’s Concert in the Park. This free event starts at 6:00 p.m. at Civic Center Plaza.

October 20: Harvest Festival The City of Oakley will be hosting the Annual Harvest Festival at the Civic Center Plaza. Wear your costumes for a costume parade and satisfy your sweet tooth at the Pie Eating Contest!

Showcase your pumpkin carving skills by bringing a pre-carved or decorated pumpkin to enter in our Pumpkin Contest.

Children’s activities and local vendors will be there to celebrate the harvest as well!

November 11: Veteran’s Day Observance Ceremony Come honor those who have served in the United States military at Oakley’s 6th Annual Veterans Day Observance which will be held at the Civic Center Plaza. Oakley’s program will include the Presentation of Colors, student essays, a rifle salute, taps, and more.

December 1: Tree Lighting Ceremony Kick-off the holiday season with free refreshments, crafts for the kids, live entertainment, and festive holiday decorations at the Annual Tree Lighting Ceremony at Civic Center Plaza!

Santa will be a special guest to help get you in the holiday spirit. The tree lighting will take place around 6:00 p.m. in front of City Hall.

Get ready to celebrate Oakley’s 20th Anniversary of Cityhood in 2019! The “Celebrate Oakley 20 Years” ad hoc committee—made up of Oakley Leadership Academy graduates, staff, and Vice Mayor Claire Alaura—is preparing a year of celebration. While plans are being finalized, the committee envisions partnering with local organizations to provide various events throughout the year that highlight Oakley’s heritage, as well as celebrate all the accomplishments since 1999.

Widening Begins On Laurel Road This Fall The design for the Laurel Road Widening and Improvement Project from Rose Avenue to Main Street is nearing completion.

The project will consist of widening Laurel Road from two lanes to a four-lane divided roadway with new curbs, gutters, sidewalks, bicycle lanes, median islands, and new paving.

The entire corridor will be landscaped and receive new street lighting. In addition, a new traffic signal will be constructed at the intersection of Laurel Road/Rose Avenue to replace the existing four-way stop signs which will help greatly in the flow of traffic at this intersection.

As part of this project, PG&E has to relocate a number of power lines which is currently in the process and upon the completion of this task by PG&E, the construction of the Laurel Road project will get underway by fall 2018.

Reuniones de Vecindario para Combatir el Crimen Considere participar en National Night Out, cual más o menos se traduce a “Noche Para Estar Afuera Nacional”. El martes, 7 de agosto, Oakley se unirá a más de 16,000 comunidades de los 50 estados para celebrar la 35ª Noche Nacional.

National Night Out es una campaña anual que promueve las asociaciones entre la policía y la comunidad y entre vecinos, todo con propósito de preservar Oakley como una comunidad segura.
