Oakley Police Chief Christensen is on the Beat This fall, Eric Christensen was appointed Chief of Police of the Oakley Police Department and he’s been an asset to our city since day one.

“Chief Christensen brings to Oakley extensive law enforcement experience, including most recently serving as the Police Chief of Lafayette,” said City Manager Bryan Montgomery. “His passion and energy for the law enforcement profession has been contagious.”

Meet Oakley Civil Engineer Billilee Saengchalern

Billilee Saengchalern has been a civil engineer in Oakley’s Public Works Division since 2015 and is working on a number of upcoming city projects.

Dozens of staff members work together around the clock each day to make the City of Oakley the wonderful community that it is. Many work behind the scenes, such as Billilee Saengchalern, an Associate Engineer in our Public Works and Engineering Division.

Billilee graduated with a civil engineering degree from UC Davis in 2006 and joined Team Oakley in 2015. Since then, she’s

been instrumental in keeping Oakley’s infrastructure running.

“In civil engineering, a lot of what we do for the public is behind the scenes,” said Saengchalern. “People don’t always realize all the things we work on: roads, streetlights, bike lanes, and parks.

There is a lot to be done before the public can use and enjoy these things.”

Saengchalern just received her second California state profes-

sional license - in addition to her civil engineering license, she is now also an accredited traffic engineer.

Speaking of traffic, one big traffic project Saengchalern is working on is Oakley’s new Advanced Traffic Management System (ATMS).

The ATMS project is a new effort focused on improving the flow of traffic circulation downtown for motorists, pedestrians, and bicyclists.

New Traffic Management System: ‘Always Improving’ (Continued from Page 2)

It gathers real time data from video detection cameras and a signal controller that is continuously collecting vehicular turning movement counts at each intersection.

Oakley’s Entrepreneur Center is Coming Soon!

The City of Oakley is close to opening and now accepting applications for the Oakley Entrepreneur Center. The Entrepreneur Center will be located in downtown Oakley, in the second floor of the building located at 3330 Main Street, across from the Civic Center Plaza.

Oakley has a high percentage of home-based business entrepreneurs.

There are definitely benefits of working from home, but there are also challenges. In addition, as these home-based businesses grow, there is typically a need for them to find suitable office space outside of the home. The Entrepreneur Center is being established to help meet the needs and challenges of Oakley’s entrepreneurs.

“The City understands the importance of its small business community, as the growth of Oakley’s small businesses is vital to future local jobs, goods and services,” said Dwayne Dalman, Oakley’s Economic Development Manager.

The Entrepreneur Center will be fully furnished and will be able to accommodate 15 – 20 businesses, including:  2,200 sq. feet of space  Individual offices  Large & small conference rooms  Co-working space The co-working space will include two co-working desks for four people and a stand-up desk to accommodate two people. In addition there will be couches and lounge chairs. The large conference room can accommodate 10 – 12 people and the small conference room can accommodate four people.

Rental rates for the Entrepreneur

Oakley’s new Entrepreneur Center is opening soon, featuring 2,200 square feet of space, individual offices, large and small conference rooms, and a co-working space to accommodate up to 20 small businesses.

Center will be low enough to enable an easier transition from those moving out of their homes. Monthly rent for the offices will be $350 per month and $250 per month for the coworking space. Rent payments will include all utilities, access to the wireless network and use of a common printer.

Tenants will be expected to provide their own laptops and cellular phones.

Christensen: Building a Community (Continued from Front Page)

Chief Christensen has previously served as Captain of the Oakley Police Department before becoming Chief.

As a child Chief Christensen dreamed of becoming a police officer. After high school, he spent three years in the Army and then joined the Contra Costa County Sheriff’s Office in 1991.

“It is a tremendous honor to have been selected to serve as the Chief of Police for the City of Oakley,” said Christensen.

“I look forward to leading the members of the Police Department as we work with the community to keep Oakley as one of the safest places to raise a family in the State. I hope that I can play just a little part in continuing our quest to ‘Build a Community Together.’”

Code Enforcement Ensures Our Health and Safety Some people think that code enforcement serves only to nit-pick, but the reason why Oakley’s codes are what they are is to ensure the health , safety, and quality of life of all of our residents.

For example: a near-tragedy was recently averted when a fire broke out at an unpermitted structure housing between 20 and 30 people, some of them kids.

The fire was a direct result of the owner not obtaining a building permit and using faulty electrical wiring to supply power to a structure originally designed as a garage and converted without permits to house the occupants.

The owner may have had the intention of providing affordable lodging in what is obviously a high demand rental market, or may have simply been motivated by greed. Regardless, when discussed with neighbors, it became obvious many had their suspicions the structure wasn’t legal but didn’t know what or to whom they should report their concerns.

To avoid catastrophes like this from happening, we are asking the public to contact us when they see something that just “doesn’t seem right.”

What are signs associated with unpermitted, dangerous living conditions?

The following are some of the more common characteristics Code Enforcement has come upon at dangerous structures:  Multiple residents entering the property through gates and not through the front door or garage (Accessory Structures housing occupants in sub-standard condition).  Lights on in RVs at night (Living in an RV is strictly prohibited).  Power and water being hooked up to sheds (living in a shed is strictly prohibited).  Homes being illegally converted to marijuana grow houses are fire hazards and tend to have one trait in common: Shortly after changes in ownership construction noise occurs on the inside and no identifiable contractor is present.

What can you do? Report it!

What Does the Gas Tax Pay for in Oakley?

Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017, was signed into law by former Governor Jerry Brown in 2017 . SB1 increases the state gasoline sales tax and certain vehicle registration fees to raise more than $5 billion annually for a wide variety of transportation improvements including significant funding to help repair local streets and roads. The SB1 gas tax benefits municipalities like Oakley by providing additional capital to supplement local funding for future roadway projects.

This additional funding will allow Oakley to widen, resurface, and rehabilitate a larger network of roadways than what the local budget would be able to cover. The benefits to widening, resurfacing, and rehabilitating streets provides safer roadways, reduces damage to vehicles, and reduce accidents caused by poor roadway conditions. In

Street repairs such as this resurfacing are made possible in Oakley thanks in part to the state gas tax.

2018, the City’s SB1 funding was put towards the Street Repair and Resurfacing project that included streets in the Walnut Meadows neighborhood east of Vintage Parkway as well as streets in the neighborhood east of Empire Avenue between Laurel Road and Carpenter Road.

It’s Oakley’s 20th Anniversary!

Join us all year long as we celebrate the 20th Anniversary of Oakley being incorporated and becoming a City. The 20th Anniversary Ad Hoc Committee - led by Mayor Claire Alaura - has events and activities planned throughout the year that help honor and celebrate our past while looking toward the future.

The year kicked off on January 16th at the Oakley Library when families were invited to decorate tiles that will be displayed at the new Oakley Recreation Center.

Residents can review the past twenty years on a digital timeline, on our website at www.oakleyinfo.com. The celebration will also include the placement of a time capsule in the Recreation Center and residents are invited to submit their suggestions for items to include.

Commemorative pins are available at Oakley City Hall and at City events.

We will also be accepting applications for the Utility Box Mural Project highlighting Oakleyʹs history. The request for applications will be posted on the City website at www.ci.oakley.ca.us/ utilitymurals or email bruno@ci.oakley. ca.us for more information.

Volunteers Make You, Me, We = Oakley! Great You, Me, We Oakley! had a successful year in great part due to the work of our volunteer Ambassadors. Ambassadors are community volunteers that help plan and implement the YMWO grant sponsored activities.

YMWO is a grant-funded program that aims to create opportunities for Oakley’s diverse residents to come together and better understand one another, appreciate each other’s stories and recognize their common desire to build a stronger and vibrant community.

In 2018 the group accomplished the following:  Hosted four Citizenship Drives where 35 volunteers screened more than 100 East County residents for eligibility for Naturalization. At least 77 proceeded on to the application that formally commences the Naturalization process! The prospective new citizens were from the Philippines, Ghana, Mexico, India, Zimbabwe, El Salvador, Bolivia, Guatemala, Pakistan, Ireland, Chile, Nicaragua, Eritrea, England, & Peru.

• Held various immigration policy workshops and pro-bono consultations with immigration attorneys.

• In partnership with Oakley Union Elementary School District and the CARE Parent Network, held the Congreso Fam iliar Conference. • Continued to showcase our community’s diversity by ensuring an array of cultural performances and representation at the Heart of Oakey Festival and celebrating Dia d e lo s Muerto s.

• Engaged the Spanish Language Leadership Academy graduates in conducting effective outreach for the City’s Community Wide Strategic Planning meeting. For the first time, we had presentations provided in Spanish.

• Hosted a Community Leaders Forum where more than 30 community stakeholders (including teachers, clergy, nonprofits, School District staff, local elected officials, and City staff) had candid conversations on the topic of setting an inclusive vision for the community. The forum allowed for discussion of challenges and the learning of tools that promote fairness and inclusion in our agencies and the broader Oakley community.

• In partnership with Freedom High School, held two workshops for first generation students and their families. Students heard testimonies of other first generation students now succeeding in college and“College 101” information alongside their parents.

Kudos to our dedicated Ambassadors for all their help in making Oakley a welcoming and more cohesive community for every resident!

March 2: Youth Employment Fair Are you a young person looking for a summer job? The Youth Employment Fair is Saturday, March 2nd from noon to 2:00 p.m. at the Oakley City Council Chambers. Come dressed to impress to meet potential employers. Sign up for practice interviews and more. If you are interested in having a table to advertise your job opportunities for teens, email Bruno@ci.oakley.ca.us.

April 6 through 13: Oakley Science Week The Annual Oakley Science Week is April 6th through 13th. This week long program of science activities and exploration will be held daily. These free interactive workshops are geared toward elementary school-aged children, but all ages are welcome. Participants will receive a “Passport to Science” and those who attend a minimum of five workshops and have their passports stamped will receive a special prize at the conclusion of the program. Passports and further details will be available for download at www.oakleyinfo.com in March.

April 5: Oakleyʹs Got Talent Auditions Auditions for Oakley’s Got Talent will take place on April 5th at 5:30 p.m. at the new Oakley Recreation Center, 1250 O’Hara Avenue. If you sing, dance, play an instrument, or have a special hidden talent then check it out! Individuals and groups are welcome.

April 20: Easter Egg Hunt & Pancake Breakfast The Friends of Oakley and the Oakley Police Department present the 3rd Annual Easter Egg Hunt and Pancake Breakfast on Saturday, April 20th at the Freedom High School Basin. Hunt for candy and prize filled eggs. Bring a basket to fill with treats while you hunt for the GOLDEN EGG! April 27: Rock the Chalk Join us for Rock the Chalk on Saturday, April 27th from 10:00 a.m. to 1:00 p.m. at Civic Center Plaza, 3231 Main Street. Registration is free and open to ages 6 and older. Space is limited and preregistration is highly recommended. Participants will be assigned a 3’ by 4’ space to decorate with chalk art. There will be winners in age groups of 6 to 10, 11 to 14, 15 to 18, adults, and groups.

May 11: Taste of Oakley The 5th Annual Taste of Oakley will be held on Saturday, May 11th at the new Recreation Center, 1250 O’Hara Avenue. This popular event is a great opportunity to sample food from a variety of local restaurants and caterers. Past events have included cuisine from Mexico, Italy, BBQ, comfort food, baked goods, and ice cream. Tickets are $14 per person and space is limited. Tickets can be purchased at City Hall or online beginning in March. Group Picnic Are Always Fun at Oakley’s Parks Picnics are permitted in all City of Oakley parks unless otherwise prohibited by signage posted at the site. There are three designated group picnic areas available for reservation at Creekside Park, Summer Lake, and Crockett Park.

Picnic areas do not have access to water or electricity. Alcohol is not permitted at any of the group picnic areas. No vehicles are permitted on the park paths or turf for any purpose. Permits may be obtained no m o re than 90 days in advance and no less than 10 days in advance. The application and a $150 damage deposit are required at the time of reservation. Hourly rate must be paid a minimum of one week in advance. Hourly rates are determined by the type of event being held.

Please contact the Recreation Office at (925) 625-7041 for forms and to check availability. No permit will be issued to reserve an entire park. Jumpers/ bouncy houses in parks are permitted in approved areas only. Jumpers may not block access to any pathways. All jumpy providers must have a certificate of insurance on file listing the City of Oakley as additional insureds. Some advantages include the following: Structure - Keeping work separate from home allows structure and provides a reason to get out of the house.

Becoming More Effective - A co-working space provides an energy and mindset that can only come from interacting with fellow workers.

Avoiding Loneliness - A co-working space provides like - minded people who are also working on what they are passionate about.

Networking Through Co-working - Co-working space provides people who might have vastly different skillsets or solutions to problems, allowing tenants to “pick their brains”.

Flexibility - A co-working space allows growing businesses the flexibility they need, without the commitment of capital expenses.
