Former DuPont Site Development Anticipated The City of Oakley is looking forward to the redevelopment of the former DuPont plant site located north of Main Street and along Bridgehead Road.

Eighteen years after DuPont closed operations at the Oakley plant, a Purchase and Sales Agreement (PSA) has been negotiated by Chemours (a successor to Dupont who now owns the property) to Claremont Companies, LLC (Claremont) an experienced regional developer. The PSA allows for Claremont to purchase the entire 348-acre Oakley site, with the exception of 22 acres in the southwest corner of the property.

In June 2016, a three-year lease extension was signed for the potential development of a natural gas power generation plant on this portion of the property.

Of the total 348 acres, approximately 150 acres is developable, after the removal of the 22 acres for a possible power plant and the remaining land that is identified to remain as open space marshland. Claremont proposes to develop a 21st century industrial business park on the 150 acres, to serve as a critical job center for Oakley and the surrounding area. (continued on page 4)

Meet Your Oakley School Resource Officer: Casey Minister

By Barbara Santos Except for the neatly pressed police uniform he wears, you might mistake Officer Casey Minister for one of the Freedom High School students he works with as Oakley’s School Resource Officer.

When the athletically-built, blonde, father of four moved into his office on campus last August, he brought with him years of police experience focused on juvenile law enforcement. His focus now is to help students keep their eyes on the future by proactively supporting them through all sorts of adolescent pitfalls along the way to graduation. Some people know from an early age what they want to be. But Officer Minister says he never dreamed of becoming a police officer while he was growing up in San Jose. He was already in college when he realized what he wanted to do. (continued on page 4)

Oakley Keeps Making the Safe City List!

Once again, Oakley was ranked in the top 50 Safest Cities on two occasions by separate independent agencies.

Oakley was ranked the 42nd safest city in California by CreditDonkey.com, which publishes data-driven analysis to help folks save money and make savvy financial decisions. No other East County city made the list.

In May 2016, Oakley was ranked 39th in SafeWise 50 Safest Cities in California Report SafeWise. SafeWise is a home-security and safety brand committed to increasing safety education, awareness, and preparedness in American communities.

Upcoming Capital Improvements

Main Street Downtown Improvements to Continue East

We’ve completed the first phase of the Downtown Improvement and Streetscape Project which addressed needed storm drain and water utility infrastructure, put in place in advance of more visible construction to begin in the spring of 2017.

This project will construct new curb, gutter, sidewalk, paving, and streetscape from Norcross Lane to 2nd Street. In conjunction with a development project that will consists of new retail and office buildings, the north side from 2nd Street to 5th Street will be widened as well. A new traffic signal will be constructed at Main Street and Norcross Lane, with signal timing to be coordinated with Vintage Parkway and O’Hara Avenue signals to help with the traffic flow. Lastly, a gateway monument sign will be constructed within the median at the intersection of 2nd Street and Main Street.

New Signal and Road Widening The intersection of Laurel Road and Rose Avenue will get a new traffic signal and be reconstructed! In addition you’ll see the road widened to the east (north by the City and south by a private development project) up to Mellowood Drive. To make this project possible the City has applied for two State grants to supplement local funds.

Community Dog Park Possibility Pending Grant Funding Approval

The California Department of Parks and Recreation has awarded the City of Oakley a Land and Water Conservation Fund grant for the construction of a Community Dog Park at Nunn-Wilson Park. The Dog Park will encompass approximately 2.5 acres of the existing park site and include a parking lot, restroom, picnic area, fenced areas for both small and large dogs, tables, benches, turf, dog water play area, drinking fountains, agility equipment, and dog waste stations.

Once completed this will be the first designated off-leash dog park in the city.

The State had approved the grant and made a recommendation to the federal government for award. After several months of waiting, we received word that our grant request was successful!

Beautification a Continuous Effort Did you notice that in 2016 the City realized several beautification projects? A pleasant community appearance adds to home values, helps attract business investment, and helps build community pride.

These projects were completed using a combination of grant funds, parks and landscape assessment revenues, community partnerships, and other designated funds.

The entry point into Oakley on the west received a new gateway sign and complimentary landscaping at the beginning of the year, followed by the installation of a new two-directional sided sign and landscaping at the northeast corner of Main Street and Big Break Road. This latter project was a collaborative effort with East Bay Regional Park District. It was only fitting that such signing direct you to one of Oakley’s jewels, as is the Big Break Regional Shoreline.

Another gateway monument sign for the Downtown will be constructed within a median at the intersection of 2nd Street and Main Street. The sign being located at the end of Main Street improvements that will commence during 2017 from Norcross Lane eastward to 5th Street.

Sprinkled throughout town, you’ll also see utility boxes transformed from blanched grey or graffiti ridden boxes to beautiful works of art. The Utility Mural Project was kicked off this year identifying ten boxes for the first phase. Kudos to the participating artists for sharing their talents for our appreciation: Dylanie Nathlion, Bonnie Boyce, Juliee Hanlon, Susan Longo, Debra Janis, Cristina Romero, and Andrew Rodgers.

Citizen Planning Advisors Driven by the goal of increasing citizen input early on in the community development process, this past June, the City Council appointed five residents to serve two-year terms as Citizen Planning Advisors.

After an application and review process that included interviews, the City Council appointed Roni Gomez, Ravi Batth, Samuel Drucker, Patricia Twigg, and Nick Lawrence to the new volunteer committee.

The group is charged with reviewing residential subdivisions, commercial and industrial projects against the City’s adopted design guidelines. Their comments are provided to the City Council ahead of a project’s Design Review Hearing at City Council meetings. The design guideline considers things such as neighborhood layout and design, hierarchy of roads, entrances, trails, residential siting and building lot design (setbacks, massing, garage locations, accessory structures), architectural character (materials, finishes, roof lines), and streetscape (landscaping and sidewalks, community entries, intersections, walls, lighting, and furniture).

The Advisors have already had the opportunity to comment on several residential and commercial projects. Roni Gomez, had the following to say, “After attending the first Leadership Academy, I knew I wanted to pursue an avenue to become more involved in my city. When the opportunity arose to be an advisor, I knew I needed to apply. Since being chosen, it has been a great learning experience. I look forward to working with city staff and representing our community as our beautiful city grows.” We thank these residents for their time and work in guiding impending development.

Meet Officer Casey Minister

“I was attending college and playing baseball at San Jose State, when a friend who was a reserve police office invited me to go for a ‘ride along’. I was hooked,” he says with a smile. Officer Minister soon took a job at the San Jose’s Juvenile Hall.

“That was a good first step when you are working toward a career in law enforcement.” he says. That experience helps him not only relate to teenagers in crisis, it gave him knowledge of the resources that are available. After graduating from the Police Academy, Officer Minister joined the Contra Costa Sheriff’s Department. He worked nearly four years at the West County Jail in Richmond and four years on patrol throughout Contra Costa County before he started with the Oakley Police where he is a juvenile detective in addition to his school resource officer position.

Freedom High School has 2,800 students. Officer Minister deals with all the usual campus problems from stolen cell phones to minor drug offenses to scuffles on campus. Unlike the cases he saw as a juvenile detective, he more often sees behaviors that haven’t yet escalated.

Officer Casey Minister He and the students are learning from each other and steadily building trust. Officer Minister has an open door policy where a student can find a safe place to work out problems. Officer Minister believes being able to talk about what is going on is crucial…and can often clear up a problem on the spot. Or not. Parents, school administrators, and the student all fit into the mix when a problem needs intervention. “Every situation is different and I also have the ability to direct a student into programs— like the Reach Project (for drug and alcohol diversion)—that can make a difference. My primary job is the safety and security of the students.” he says. But he feels parents have to initiate conversations with their children, too. While each family handles privacy in their own way, he suggests becoming pro-active in face of this new threat. “You’ve got to communicate. Talk to them. What apps do they use?” He is especially wary of apps like Snapchat. “Anytime a messaging app hides messages, it is an opportunity for abuse. They (your children) should know that you will randomly check their phones.”

What is on Officer Minister’s wish list? He says he hopes that an Explorer Program is up and running in Oakley within the year. The Program does so much more than offer students a chance to experience a ride along with an officer. The Explorers learn about becoming a police officer, earn the right to wear a uniform, and can even work at city events. It gives them the opportunity to try out a viable career choice in real time. After all, it was that ride along Officer Minister took in college that opened his eyes to a career he loves. Officer Minister says one of the best perks of his job is working overtime at high school football games. Go Falcons!

Councilmember Kevin Romick, who has been meeting with both Chemours and Claremont for quite some time stated, “The sale is a huge step toward the development of the property that will bring jobs and increased economic activity for Oakley and the surrounding area.”

Engaged Residents Use Tool to Influence Policy Engage in Oakley! Have you been a part of community decision making and conveyed your input to the Council? It is not too late – join in now!

In April of 2016 the City of Oakley introduced an online platform to engage residents’ thinking on City projects and issues. Thus far, residents have informed the City of Oakley’s 2016-18 Strategic Plan goals, actions, and prioritization; they’ve helped select the Downtown monument sign to be installed in 2017; provided requests for future park equipment to be installed; influenced the City Council’s decision to proceed with a lower Utility Users Tax rate than originally proposed in support of East Contra Costa Fire Protection District; provided ideas on how to slow down drivers; and, most recently, gave input on how to plan for future recreation facility needs in a manner that will accomplish the most utility for the greatest number of Oakley residents.

Fire District Measures Fail The East Contra Costa Fire District continues to explore other funding options, but in the meantime is only able to serve its 249 square mile service area with three fire stations. A recent master plan study called for ten stations to provide a basic level of fire and emergency medical services.

City Council Transitions

On November 8th Oakley residents cast their votes for three members to serve on the Oakley City Council for four-year terms. When results were finalized by Contra Costa County Elections, incumbents Doug Hardcastle and Kevin Romick were re-elected and Claire Alaura was elected as a new Council Member.

Councilmember Vanessa Perry, who served on the Council for two years, decided not to run for re-election. Perry was appointed in 2014 to complete Diane Burgis’ term when Burgis was elected to the East Bay Regional Parks District Board of Directors. Also in the recent election, Diane Burgis was elected to the Contra Costa Board of Supervisors.

The full City Council includes: Mayor Sue Higgins, Vice-Mayor Mayor Higgins and Vice-Mayor Pope Randy Pope, and Councilmembers Doug Hardcastle, Kevin Romick, taking the oath of office and Claire Alaura.

Oakley Graduates the Third Leadership Academy!

For the third time, City Staff welcomed a group of Oakley residents eager to learn about their City’s workings, plans and challenges by participating in seven sessions, totaling 14+ hours. Since the Fall of 2014 the City offers a Leadership Academy on an annual basis to allow residents to sign up to get an up close look at the City’s operations. In providing residents with the background and knowledge of their local government, the Academy hopes to develop civic leadership and build a stronger community through well-informed and engaged residents.

This December, the City Council recognized the group for their commitment to their community and encouraged them to stay involved.

Citizen Planning Advisor; Roni Gomez, Citizen Planning Advisor; John Amie, Oversight Board of the Former Oakley Redevelopment Agency; and Claire Alaura, Councilmember. This list doesn’t reflect the leadership roles a number of our graduates play being actively involved in many community services organizations.

Each class also selects an optional real life project to complete alongside City Staff. Members of the 2014 Class selected to conduct a library feasibility study. After a listening campaign and the development of a proposal, the group went beyond the call, donating countless hours to raise awareness/engage the public in support of a measure. While the measure fell short of the two thirds requirement to pass, the majority of Oakley residents supported the Measure (53.5%). This group’s effort was augmented by the help of additional residents who joined the cause.

The 2015 Class graduates selected to serve on the Police Chief’s Advisory Committee. The purpose of this informal committee is to help serve as a “sounding board” to the Police Chief and other City leaders in matters relating to police services. The Committee has provided input on a myriad of matters including the transition of police services from the County, how to increase community engagement opportunities with the police officers, dealing with fireworks, and the upcoming “Slow Down Oakley” traffic safety program. This input has been invaluable and will only further strengthen the Department which is helping lead one of the safest communities in California.

The energy, intelligence, and desire of these residents to give back is overwhelming and bodes well for Oakley's future!

Oakley History

The Father of Oakley: Randolph C. Marsh Known in history as a roving Civil War veteran and the Father of Oakley, Randolph C. Marsh was born on May 24, 1838. He was the son of Samuel and Mary (Ryan) Marsh. He received his education in Marysville, Ohio and worked as a farmer before enlisting in the Union Army during the Civil War. In 1866, Marsh left Ohio for Kansas where he farmed for many years before traveling west to California in 1875. He first settled in the Petaluma area where he raised his family and farmed before relocating to Oakley.

Upon arrival, Marsh purchased twelve acres of sandy soil establishing what we know as Oakley. Later, Marsh was joined by Alden Norcross as a business partner. Together, they purchased an additional twenty acres, for about fifty dollars per acre, and plotted out the town of Oakley.

Oakley was named for the trees that occupied a large portion of the area’s natural landscape. The story goes that J. T. Whitman and Randolph Marsh played a game of cribbage to determine who would get to name the town. Mr. Whitman wanted to call the town Oakley, while Marsh preferred Dewey (after Admiral Dewey, whom he greatly admired). Needless to say, Marsh lost the game.

Nonetheless, Marsh left his mark by naming the first five streets in town after himself: Main, Acme, Ruby, Star, and Home streets. The first letter of each street name spells MARSH. Marsh is credited as the leading spirit in the establishment of schools, churches, etc. He gave the first business lot in town to Joe Jesse to build a grocery store. He was one of four early Oakley settlers that deeded the right-of-way to the Santa Fe Railroad in exchange for a train station in town.

Upon appointment by President McKinley, Marsh became Oakley’s first postmaster, a position he held for fourteen years. Additionally, Marsh served on the Oakley school board, and was a member of the town board. Marsh was successful financially, proving to be a competent businessman who’s sound judgment was often sought and trusted “on account of his fairness and absence of personal interest.”

Randolph C. Marsh died in 1922 in Napa County.

Oakley’s Got Talent Auditions

Wednesday, March 8th, City Hall at 6:00 p.m.

The Oakley Youth Advisory Council is hosting the first ever Oakley’s Got Talent competition. If you sing, dance, play an instrument, or have a special hidden talent consider participating. Individuals and groups are welcome to audition. The final performance will take place at the Oakley Relay for Life on May 20th at Freedom High School.

Youth Employment Workshop

Saturday, April 1st, City Council Chambers from 10:00 a.m. to 12:00 p.m.

Looking for a job? Learn how to fill out an application, interview professionally and learn about summer jobs with the City of Oakley Recreation Division. This workshop is designed for teens ages 16 years and up. Breakfast goodies will be available.

Rock the Chalk!

Saturday, April 22nd, Civic Center Plaza from 10:00 a.m. to 1:00 p.m.

Artists and chalk enthusiasts are invited to display their talent at the Civic Center Park. Registration is FREE and open to all ages. Space is limited and pre-registration is recommended. If space is available, participants may register the day of the event. Awards will be given in categories: Ages 6-10 yrs, 11-14 yrs, 15-18 yrs and 19+ yrs.

Science Week

April 8th to the 15th Save the dates for the Annual Oakley Science Week 2017! This weeklong program of science activities and exploration will be held daily from April 8th to 15th. The popular program will include favorite workshops from the past, along with exciting new activities. Science Week is designed for elementary- school aged children, but all ages Chalk masterpiece by Ronald Guzman, during Rock the Chalk. are welcome and there is no fee to participate.

Taste of Oakley

Saturday, May 13th, City Council Chambers from 6:00 to 8:00 p.m.

Join us at the 3rd Annual Taste of Oakley to sample delicious food from a variety of local restaurants and caterers. Past events have included tasty cuisine from Mexico, the Philippines, Italy, comfort diner food, BBQ, ice cream and more. Space is limited. Tickets are $10 and can be purchased online at www.oakleyinfo.com.

Shop Oakley Coupon Books The 2017 Shop Oakley Coupon Book will be released on March 1st. The Shop Oakley Coupon Book is designed to remind residents of the variety of shopping and dining opportunities in Oakley, to pass along savings to consumers and to support your hometown businesses. The Shop Oakley Coupon Books are free. Be sure to pick up your book at City Hall.

Cambios en El Consejo de la Ciudad El 8 de noviembre los residentes de Oakley votaron por tres miembros para servir en el Consejo de la ciudad de Oakley por términos de cuatro años. Cuando los resultados fueron finalizados, Doug Hardcastle y Kevin Romick fueron reelegidos y Claire Alaura fue elegida como nueva Miembra del Consejo.

La Consejal Vanessa Perry decidió no correr para reelección. Mejoras en Main Street Continuaran Hacia el Este Hemos terminado la primera fase del proyecto que continuará mejoras iniciadas en frente de el palacio municipal hacia el este. En esta fase se colocó infraestructura subterránea de drenaje de tormentas y de agua, la cual es necesaria antes de que comience la construcción más visible (y por encima del suelo) en la primavera del 2017. Este proyecto hará más amplia la calle Main Street desde Norcross Lane hasta 2nd Street por los dos lados con banquetas más amplias, estacionamiento diagonal y medianas ajardinadas. Como parte de un proyecto de desarrollo que consta de nuevas tiendas y edificios de oficinas, el lado norte de 2nd Street hasta 5th Street será ampliado. También se construirá un nuevo semáforo en la intersección de Main Street y Norcross Lane. Esta señal se sincronizará con los semáforos en Vintage Parkway y O’Hara Avenue para ayudar con el flujo de tráfico.

Parque Para Perros Se Construirá Con Fondos de Beca Con una recomendación del Departamento de Parques y Recreación de California y el Servicio de Parques Nacionales, bajo el programa de becas del Fondo de Conservación de Tierras y Aguas (LWCF) se nos ha otorgado, un subsidio de $413,000 para un parque para perros. El parque se ubicará en el área vacía junto a el parque de familia Nunn-Wilson Park (esquina de Laurel Road y Brown Road).

El parque abarcaría aproximadamente 2.5 acres e incluye estacionamiento, baño, zona de picnic, áreas cercadas para perros grandes y pequeños, mesas, bancos, césped, zona de juegos de agua, fuentes de agua potable, y juegos y equipo de agilidad para perro.

Cuando esté terminado este proyecto, será el primer parque designado para perros sin correa en la ciudad de Oakley.
