Forming in Oak Harbor, Washington, in 2010 and now operating in Seattle, the band provides their own spin on indie ska-punk by way of driving rhythms and thoughtful horn melo dies. Locarno is the Latin project of JUNO Award-win ning musician, Tom Landa. Like him, the music is equal parts Mexican and Canadian. Tom was born and raised in Mexico City and moved to Canada in his teens. In the mid-90s, he formed the folkroots band, The Paperboys, who have been tour ing worldwide for over 25 years. Tom has always dabbled in Latin music, and in 2005 he decided to immerse himself more into genre and started working on material for an album. In 2006, he was awarded a Canada Council Grant to study traditional Mexican music in Veracruz, Mexico.

Tom spent his days learning the jarana (an 8-string guitar) and learning songs from the son jarocho repertoire.

Upon his return to Canada, Tom started working on what would be Locarno’s debut CD. In 2009, Tom decided it was high time to make the album he had been threatening to make. He joined forces with producer Joby Baker (Alex Cuba, Adonis Puentes, Cowboy Junkies) and trumpeter Miguelito Valdes (Oma ra Portoundo, Afro Cuban All Stars) who helped bring the album to life. In 2010, Locarno released ‘Una Mas Y Ya Nos Vamos. The music was a mix of son jarocho-inspired folk tunes with Afro-Cuban rhythms. The album went on to be nominated for a WCMA and garnered rave reviews.

It’s more than just fashionable fools donning cow boy hats and bolo ties—the music of classic coun try has also been in the throes of a pocketed re surgence. Indie musicians in their 30s have started paring down their layers, adding pedal steel, and discovering folks like George Jones, Buck Owens, and Merle Haggard—songwriters who did more with less. The johnny-come-latelys would do well to take a gander at Countryside Ride, who aren’t old-timers, but spot-on, honky-tonk preservationists capable of teaching a master class. The Clark County, Washington, group knows what it takes to make a great bar band; for a decade they’ve played mostly covers with easy, ego-less finesse and aplomb. From the plunking stand-up bass to the swinging, minimalist drums to the crisp, plucky Telecaster twang to the love-sick croon and hootin’ hollers, Countryside Ride is as timeless and sturdy as their vernacular.

Since, the band has honed in on their sound and incorporated more of their influences, such as music from Co lumbia, African sukous, Mexican marimba music, Venezuelan joropo, and Brazilian forró music. Perhaps where the band shines the most is in the live shows, which feature Tom on jaranas and guitars, Kalissa Landa on vio lin, Robin Layne on marimba, congas, and timbales, Pedro Mota on guitar and vocals, JeanSe LeDoujet on bass, Liam MacDonald on drums, congas, and pander, Mark D’Angelo on trumpet, and Nick Rivere on trombone.

Tim “Too Slim“ Langford is a monster guitarist and unabashed blues rocker whose influences run the gamut from Lightnin’ Hopkins, Freddy King, Duane Allman, and Lynyrd Skynyrd to Robin Trower. He is a prolific singer/songwriter whose songs have now yielded an impressive 13 stu dio Too Slim and the Taildraggers albums, two solo albums, and several live CDs all on his own Underworld Records imprint. Too Slim and the Taildrag gers are Tim “Too Slim” Langford on guitar/vocals, Zach Kasik on bass/vo cals, and Jeff “Shakey” Fowlkes on drums/vocals. High Desert Heat is the latest giant step in the evolution of their contem porary blues/rock sound that has been described as “straight whiskey blues with a Southern-rock beer chaser.” High Desert Heat charted 11 times on the Billboard Top Blues Album Chart in 2018 and was nominated for Best Blues/Rock album at the 2019 Blues Music Awards. High Desert Heat is also featured in heavy rotation on Sirius XM’s B.B. King’s Bluesville. Their previous release, Blood Moon, was nomi nated for Blues Rock Album of the Year at the 2016 Blues Blast Music Awards and was voted Blues Rock Album of the Year at the 2016 Jimi Awards. Blood Moon reached #6 on the Billboard Top Blues Album Chart in 2016. The 2014 release, Anthology, was vote #1 Blues Album of the Year by Blues Matters Writers Poll in 2015. The 2013 release, Blue Heart, rose to #3 on the Billboard Top Blues Album Chart and was nominated for Rock/Blues Album of the Year at the 2014 Blues Blast Music Awards. Shiver (2011) was nominated for Rock/Blues Album of the Year by the Blues Foundation’s Blues Music Awards. Too Slim and the Taildraggers’ high-energy blues rock has been thrilling audiences for years. The band’s everevolving musical direction cannot easily be classified into any box or category. Tim “Too Slim” Langford has re ceived Lifetime Achievement and Hall of Fame awards by three Northwest blues societies, as well as more than 40 regional and national music awards. Too Slim and the Taildraggers’ music has also been featured on MTV’s series The Real World and Road Rules. After 30 years of knocking it out of the park on recordings and stages across the world, Too Slim and the Taildraggers shows no sign of slowing down.

DUFFY BISHOP Duffy Bishop is a force of nature. Her music is steeped in the blues, and her decades-long career has proven her to be a passionate performer who defies any one label. She has garnered multiple awards and is in the Halls of Fame for The Washington Blues Society, The Cascade Blues Association, and the Or egon Music Hall of Fame.

Cayley Schmid and Aaron Guest met at the Bellingham Farmers Market in 2009. Desperately jeal ous of each other’s busking success, they neutralized the competition and started a band together. This was the beginning of a decade-long musical partnership that descended into marriage. After the retire ment of their band Polecat, Aaron and Cayley suddenly found them selves musically unsupervised by their bandmates for the first time. Together they play instrumental folk music on fiddle and piano.

Jacob Navarro is a songwriter and multi-instrumentalist based out of Anacortes, Washington, who you’ve probably never heard of, but people you have heard of know him. He has had a wide-ranging and eclectic career collaborating with the likes of Eddie Vedder, The Secret Sisters, George Schwindt of Flogging Molly, and banjo virtuoso Danny Barnes. His recordings can be heard on Sony Pictures, The Dis covery Channel, Animal Planet, and Spike TV. Accompanying him on guitar is Navid Eliot, an accom plished guitar player and songwriter out of Portland, Oregon, whose original music can be heard with his band Bodies On The Beach.

Fleur and Wesley Wood have made their mark on the live music scene all over the American West, playing over 100 shows a year since their inception in 2014. The sophomore album This Little Town, was produced by Ryan Hadlock (Brandi Carlile, The Lumineers) and was released June 2019. This Little Town made it to #1 on the Roots Alternative Folk Chart for three weeks, hit #8 on NAAC Folk Chart, was voted #2 album of the month on Americana Highways in July, and made several college radio top-10 lists across the U.S.

The Whidbey Island band, Broken Banjo, could be described as a folk/Americana vocal group, but that would not begin to describe the range of what this exciting trio delivers. Each member brings some thing special from their diverse backgrounds and influences. In the span of a few songs, Broken Banjo can move from a soulful ballad or jazz standard to a classic blues song. What makes them intriguing is their unique arrangements with three-part harmony. With Larry Mason on rhythm guitar, Kevin Johnson on lead acoustic and electric, and Deirdre Fairfax on guitar and lead vocals, the three creatively collaborate from their own perspectives and strengths to put a “Broken Banjo stamp” on each song. Their name was adopted from Deirdre’s father’s music and coffee house in the small town of Millington, Illinois, in the mid-60s. It seemed like a perfect namesake for the band that loves to share songs that span across genres and time.

the big firs and wide farmscapes of childhood made a life-long impression on band at thirteen, and quickly thereafter began steeping himself in guitar-driven sounds of Kelly Joe Phelps, Elliott Smith, Bill Frisell, and other Pacific Northwest heroes. Over the next 15 years, Talbot honed an approach to songwriting and storytelling, driven by his complex, yet delicate, fingerstyle guitar work, which has earned him a distinct place in the Northwest folk scene.

Campbell has been named an American Songwriter “Daily Discovery” featured artist and a “Next Women of Country” by Women of Country, and she has garnered a Billboard “Heatseekers” award. She has a dedicated social media following of nearly 40,000 fans, is stream ing in 19 countries, and has seen her Spotify numbers grow nearly 1000 percent since her latest record’s release. Miller is poised and determined to add her own hits to the traditional American canon; from festivals and rodeos to country bars and honky-tonks, fans are giving themselves over to an act that writes from the heart and sings from the soul.

Asterhouse is a Seattle-based, alt-rock band featuring John Thornburg, Russ Thornburg, and Julio Posada. The trio blends alt rock, indie, and pop into a style that is entirely their own.

Peter Donovan is an astute musical storyteller. His perceptive songs span genres and feature narratives based on both real-life and fictitious characters, written with a contemplative heart. After finding success and a dedicated fanbase with Seattle’s All The Real Girls and his side project The Rose Petals (alongside Elijah Ocean), Donovan returns in 2022 with his first proper solo album, This Better Be Good. His previous releases spun expertly-crafted character sketches that earned plaudits from Paste Magazine, Con sequence of Sound, American Songwriter, and more. With This Better Be Good, Donovan spreads his wings, com bining the plaintive soul of indie rock, the heartfelt sincerity of Americana, and the stirring studio pageantry of ‘70s singer-songwriters, drawing them together to explore more intimate depths. This Better Be Good is Donovan’s most personal effort yet: a loose concept re cord about the ups and downs of an ultimately doomed romance between two people. The songs are more reflective than bitter, more nostalgic than sad. It’s an album about learning and growing from lived experiences and reflecting on past failures in the interest of future successes. Donovan has managed to create an album that is sonically nostalgic and modern at once, both soul-stirring and dripping with heartache. It’s a roadmap of his past, seen through fresh eyes, and a triumphant first step in this new chapter.

Mbrascatu uses a cross-pollination of numerous influences, including spaghetti Westerns, immigrant dance music of East ern Europe, psych rock, and folk to create a unique blend of sounds. Along with bands like Calexico, Devotchka, and Gogol Bor dello, they infuse modern indie music with a global flavor. Mbrascatu was formed in 2010 in Portland, Oregon, by singer-songwriter and guitar player Andrea Algieri. They recorded their debut album, Mbrascatu (selftitled) in 2012, followed by Tempo in 2014, Elementi in 2016, and Tutto Cambia in 2021.

This seven-piece band emerging from behind the redwood curtain in Humboldt County, California, is skyrocketing through the west coast music scene. Shoveling out their own path, and consistently wowing audiences and filling concert venues, Diggin Dirt is no ordinary funk and soul band. Their sounds explode off the stage with a pure authentic energy, and once they have you in their clutches, the relentless dance party does not let up. Their intoxicating and infectious sound is fueled by a blazing horn section, pulsating rhythms, and searing guitars, that when combined into one, have been known to entice even the shyest of wallflowers to start movin’ and groovin’. Tying it all together is the band’s frontman, who is in possession of the pipes, charisma, moves, and natural-born-soul that launches this ensemble into rarefied air. Behold, as they layer humble influences of psychedelic rock, Motown soul, Afrobeat, and even reggae atop a sturdy foundation of late-60s-inspired funk music. You might have flashes of James Brown or Sly and the Family Stone, Otis Redding or Tower of Power, but make no mistake that you are in the presence of spine-tingling originality.

Adrian Xavier has been influenced by a diverse spectrum of music while growing up in Seattle, finding early inspiration in the music of local heroes like Jimi Hendrix, Digable Planets, and Nirvana. He has performed and recorded extensively with original members of Heart and reggae legend Clinton Fearon, and has shared the stage with many groundbreaking artists like Macklemore, John Legend, Sly and Robbie, Sean Paul, Michael Franti, Sheryl Crow, and many others. Danika Kloewer is a 14-year-old Oak Har bor music artist and an upcoming freshman. She previously per formed for Oak Harbor Music Festival Teen Tal ent Showcase last year. She recently released her single “Headphones” (available in all digital platforms) in May and has been performing locally in various events, such as “Busker’s on the Corner” by Oak Harbor Mainstreet Association and “Waterfront Wednesday” by the Coupeville Historic Waterfront Association, as well as Whid bey and Coupeville Farmer’s Markets. She loves music and writing songs, playing her guitar & ukulele, and playing the piano. Apart from music, she enjoys arts, crafts, baking, and playing video games, and she loves playing volleyball. Her mu sic progress over the last year has given her much inspiration to work harder and motivation to pursue her love for music. She’s thankful for every opportunity she is given and is really grateful for the sup port of family, friends, and the awesome local community. We are Second Line, an Oak-Harbor based, four-piece rock band: Julia Litvachuk on rhythm guitar and lead vocals, Maggie Litvachuk on bass and ukulele, Asher Frazure on lead guitar, and Will Gray on drums and background vocals. Our band formed right as COVID shut down our school, all local music venues, and pretty much all of our social lives in 2019. We retreated to our music rooms and have written over 50 original songs since then, and we are not slowing down. We are thankful for the Navy ordering our families to Whidbey Island and bringing this band together. Music is more than a hobby for us; it has shaped who we are today and where we are going in the future.

SECOND LINE Root is a senior at Oak Harbor High School. She has been playing guitar since the age of 10 and has been singing since she could speak. She’s musically inspired by the Beatles and Taylor Swift but enjoys listening to and playing a variety of music. Her other hobbies include running for the Oak Harbor High School cross country and track teams, hiking, and reading.

Kick-Brass is a local teen brasshouse band with five members. Mya is going into 8th grade, and Colton, Ethan, Jake, and Oliver are all going into 9th grade as of this year. What is brasshouse? A mix of high-energy and soul ful music pulled from a variety of musical genres, played with wind instruments and a whole lot of love! What started as three friends playing music from their fa vorite artists in a garage at sleepovers soon blossomed into an official team playing at school events and even restaurants! You can catch them around town at venues like Orlando’s Southern BBQ, or out busking in local parks! They are all stoked to bring the music to Oak Harbor!

Rik has been honored with numerous awards, including both an Earshot Jazz Golden Ear Award for “Best Alternative Jazz Group” and as one of Seattle Weekly’s “Best of Seattle” jazz performers. His efforts have been generously supported by 4Culture, the Seattle Public Library’s PlayBack program, and the Jack Straw Founda tion. Rik is listed in both the Arts Northwest on Tour and the King County Touring Arts rosters, which are juried directories of the Pacific Northwest’s very best performing artists.

Wright has taken his love and passion for the guitar to just about every corner of the Pacific Northwest, per forming at Bumbershoot, Northwest Folklife, Bite of Seattle, and enumerable other community and arts fes tivals throughout the region. He has placed four albums in the Top 10 of both the Roots Music and CMJ radio charts, including a #1 spot on the CMJ Jazz chart.

With four decades of performing and recording, award-winning vir tuoso guitarist Andre Feriante has left his musical mark on the classi cal, neo-flamenco, world music, and fusion scenes. A cross-over artist in the vein of Yo Yo Ma or Sting, his performance program represents a bold but fluid musical fusion, featuring music from Bach to Leonard Cohen, flamenco improvisation to jazz standards, Americana to work music, and even poetry.

Born in Naples, Italy, Feriante is a world renowned virtuoso musician who plays 43 instruments, among them the Spanish guitar, harp guitar, ukulele, harp ukulele, nylon string banjo, charango, oud, saz, shamisen, ruan, and sitar. He has studied with great artists and has performed all over the world. In addition to his busy perfor mance schedule, Feriante has released 14 albums, has hosted “La Guitarra,” on Classical KING FM, has present ed on the TEDx stage, and directs the Whidbey Island Guitar Festival and Seattle Guitar Night.

Cody Beebe & The Crooks are a Northwest country staple and have been around the block a time or two, touring through 30 U.S. states and seven European countries over the span of 10 years. In the past few years, family and personal matters took them off of the road and out of the recording studio. In the summer of 2018, they started writing new music and went into the studio to record, just as the COVID -19 pandemic was taking hold of the world. But they were not deterred, and a new record is set for release after their five-year Knownhiatus.

Born out of a love of the early years of swing, Americana, and rock ‘n roll, Birch Pereira & The Gin Joints is a band whose sound transports you to the time of speakeasies, honky-tonks, and roadhouses. Fans, critics, and deejays have delighted in front man Birch Pereira’s old-soul tenor voice and his versatile upright bass playing, along with the high caliber of musicianship from each member of the Gin Joints.

Guitarist and singer Ayron Jones, whose songwriting is filled with raw emotion, is the new sound of Seattle.

The gritty, genre-blending artist is an amalgam of the incredibly rich history of the city from Jimi Hendrix to Nirvana. Cultivating a robust following in the Pa cific Northwest, cementing himself as a Seattle name, and earning the embrace of the city’s musical royal ty—including Duff McKa gan, Mike McCready, and more—his independent rise allowed him to hone his cre ative vision before signing with Big Machine/John Varva tos Records on the next step of his musical and creative journey. His debut single “Take Me Away” cemented that vision and chart-topping success, hitting Top 5 at Rock Radio and setting the bar for singles to come, including his latest, “Mercy.” Jones penned the song last summer alongside Marty Frederickson and Scott Stevens, and by that point, during one of the most tumultuous years in recent American history, the whole world appeared to be on fire. The song, full of charged lyrics and melodies, strongly captures a collective consciousness of the time. It is also, though, underscored by a vision of hope and en durance: through it all, we persevere. As Jones continues his ascent in the rock world he also continues breaking barriers. As he explains, “Being black in the rock industry, I was forging a path into establishments and onto tours that had not previously embraced an artist like me. But the one thing that always changed minds and spoke for itself was the music.” His reach now extends well beyond Seattle, playing alongside such acts as Run DMC, Public Enemy, Rahkim, Jeff Beck, Theory of a Deadman, Robin Trower, and Spearhead, as well as opening for iconic acts such as Guns ’N’ Roses at the Gorge and B.B. King plus no table festival performances, including SXSW, Sasquatch, and Bumbershoot.

Created in memory of Oak Harbor musician Gregory Johnson, who passed away suddenly in 2020, the Quarter Note Fund for Young Musicians funds access to musical instruments, reducing barriers to success for students in financial need.

Given in honor of Ed Bridges, Oak Harbor High’s music direc tor in the 1970s who inspired many young musicians to make music their careers.

Our festival is in its tenth year of providing three days of free music every Labor Day weekend. You’ll find good food, friendly people, and over 30 acts performing on three stages. People of all ages and tastes – everyone who loves music – will find something to love here!

Given in honor of Oak Harbor High School’s Bruce Lantz, who retired in 2015 after 31 years of teaching music.

In addition to organizing a musical extravaganza for all to enjoy, one of the Festival’s overriding goals is to provide Whidbey Island music students with scholarships, and we are always grateful for donations toward this cause and toward the festival overall.
