EXERCISING GOVERNMENT THROUGH PARLIAMENT SEMINAR In September we held our second annual seminar on Exercising Government through Parliament. The seminar was attended by 27 personnel from 21 corporate members. The seminar was opened by our President, the Rt Hon Trevor Mallard MP, Speaker of the House of Representatives and Trust President.

The role of the Chief Government Whip and Opposition Whip was presented by Michael Wood MP and Matt Doocey MP respectively. Both spoke about the challenges and rewards of managing respective parties and MPs and liken part of their role to that of a HR Manager.

EXERCISING GOVERNMENT THROUGH PARLIAMENT SEMINAR We were pleased to welcome returning speaker Hon Tim Macindoe MP presenting on the role of Select Committees through the public eye and advising on making the most of your time before a Select Committee when appearing to give an oral submission.

The Hon Simon Bridges MP, Leader of the Opposition, followed and shared his insight on the role of the Leader of the Opposition and managing the talent on the opposition back benches followed by the Hon Grant Robertson MP, representing the Prime Minister, spoke on leadership, delivering on the agenda and the collective responsibility in an coalition arrangement.

Jessica Mutch McKay offered a unique insight into the role of the Press Gallery and her position as the One News political editor. She recounted a normal working week including the fascinating nuances of what goes on behind the camera. Participants were interested to listen to Jessica compelling anecdotes of her experience as a reporter in the political environment.

The role of MMP at work was presented by Louisa Wall MP. Louisa spoke about the role of political parties in the MMP environment including the effectiveness and limitations of the system. Louisa’s experience included her work with the Commonwealth Women’s Parliamentarians Group in increasing the representation for women as well as bettering their lives inside Parliament. She highlighted how through the integration of MMP the diversity of ethnic, gender and sexuality has increased remarkably.

Hon Kris Faafoi MP presented on the role as the Cabinet Minister. He gave detail of his responsibilities for his multi portfolios and how his experience working as a journalist at both TVNZ and the BBC gave him a wealth of knowledge to ensure the demands and duties as a Cabinet Minister are met. Kris explained his typical working week and the unique pressures the modern Parliament has.

Finally, both Dan Bidois MP and Ginny Anderson MP explained the role of being a Member of Parliament.

Both Members spoke of their experience as a backbench MP including the opportunities and limitations. The role allows both MP’s the unique opportunity to effectively interact with their respective constituency’s.

This allows the various regions and communities of New Zealand a platform to engage in a dialogue about the key issues affecting them.

MACHINERY OF GOVERNMENT AND PARLIAMENT

TAKING A CLOSER LOOK The New Zealand Business & Parliament Trust held its second seminar on the Machinery of Government and Parliament on 13 November. This seminar aims to take a more detailed and closer look at Executive Government, the workings of a ministerial office, public policy creation, the legislative process and select committee.

The opening presentation was given by Gerrard Carter who gave a unique insight and introduction to the Cabinet and Cabinet Committees. As the legislation coordinator to the Department of the Prime Minister and Cabinet, Gerrard explained in detail the roles and responsibilities of the Cabinet within a Coalition Government.

Our attendees were then invited to attend a meeting of the Health Committee who were hearing two submissions on-line and which presented a fascinating and interesting questioning by committee members around the state of oral health in New Zealand and its impacts on select demographics.

Later, our attendees relished the opportunity to apply their learned knowledge about Select Committees in their very own mock Select Committee. Gabor Hellyer, Clerk of the Justice Committee, explained further the purpose and role of Select Committees, whilst 4

demonstrating how to make a submission as a member of the public or organisation. There was also the opportunity to test ones presentation skills and questioning in a mock select committee scenario.

Bill Frewen, Senior Ministerial Advisor to Hon Dr David Clark and Joy Gribben, Senior Press Secretary to Hon Iain LeesGalloway, offered a depiction of what life was like inside a Minister’s office.

They gave a joint presentation providing an overview of the internal workings of a ministerial office, relations between minister’s offices where there might be an overlap on portfolios and the relationship with the ministries and departments reporting to the Minister.

The act of policy making was presented by Rachel Groves, Director of the Policy Services Directorate from the Department of Internal Affairs. Rachel spoke about the current Policy environment including the task of influencing Policy as well as the role Government departments play in the development and delivery of Policy.

Visiting the House and viewing proceedings from the Speaker’s Gallery was not possible but seminar attendees were able to watch live coverage via Parliament TV.

A number of Members of Parliament have undertaken and completed Business Attachments. Andrew Bayley, who recently completed his Business Attachment with New Zealand Steel commented “I had a wonderful and very useful day at NZ Steel ...

First of all I visited the mine site at Waikato North Head and then spent the rest of the day visiting all but one of the departments at the main mill site. Although I have been there many times before, it was great to be able to put into context what all the departments do.

PRESIDENT’S DINNER 11 SEPTEMBER 2019 The Rt Hon Trevor Mallard MP hosted a President’s Dinner for the Trust’s corporate chief executives on 11 September.

The special Parliamentary guests were Barbara Kuriger MP (representing David Seymour MP) and Andrew Bayly MP representing the National Party. David Seymour, Leader of the ACT Party attended the pre-dinner drinks, but House duties prevented him from remaining.

During the dinner Corporate chief executives were updated on the Trust’s activities and had an opportunity to discuss various matters of interest with each other and the parliamentary representatives.

BOARD CHANGES Tim van de Molen MP has succeeded Alastair Scott MP as the second National Party member on the Board.

Tim entered Parliament at the 2017 General Election as Member for Waikato. In addition to being Third Whip he is a member of the Transport and Infrastructure Select Committee.

The Board warmly thanks Alastair for his service to the Trust since November 2017.

UNIVERSITY OF CANTERBURY PRIZE WINNER

University of Canterbury prize recipient

As reported in our June edition, the first recipient of the newly created Business and Parliament Trust Prize in Policy and Governance at the University of Canterbury, Jessica Harnett- Kikstra. In November Jessica attended the Machinery of Government and Parliament Seminar where she had the opportunity to learn about the intricacies of Government and how it operates.

Jessica took particular interest in the act of public policy making presented by Rachel Groves from the Department of Internal Affairs.

Jessica graduated from The University of Canterbury in 2018 where she completed her Master of Policy and Governance at age 22. Since then she has taken on the role as a policy advisor working at the Ministry of Primary Industries.

Jessica thoroughly enjoys working in policy and hopes to continue in order to achieve her goals of making a tangible difference. Jessica was presented with her certificate of attainment from the Chairman.

FAREWELL COMMS INTERN Rory McGuire our COMMS Intern from Massey University concluded his internship with us on 13 November.

Rory has been a great member of the team providing much needed support and expertise to the Secretariat around social media and the internet.

Rory has returned to live in Christchurch and to continue his studies in marketing and communications. He takes with him our best wishes for the future.

TEMPLETON SCHOLAR

Daisy Hudson is the 2019 Templeton Scholar

Source: Office of the Clerk By tradition the annual Templeton Scholar participates in a parliamentary seminar organised by the Trust. The scholarship was set up in 2007 to honour Ian Templeton’s 50 years as a Press Gallery member. It is available to junior to mid- grade reporters with an interest in political reporting.

Daisy Hudson is the 2019 Templeton Scholar. A selfconfessed “politics geek”, Daisy says the week was a real eyeopener and it was great to be back at the Gallery, following a previous stint shadowing reporters at Parliament near the start of her career.

Daisy currently works as a reporter at Allied Press Limited in Queenstown. She has previously worked as the News Director for the Timaru Herald and plans to move to Dunedin to work for the Otago Daily Times.

Surprisingly, she admits she didn’t immediately jump at the chance to apply for the scholarship - “I thought I had no shot” - and it took a personal message from a local MP to convince her to give it a go. Once she arrived at Parliament, however, she didn’t look back and got stuck straight into the programme.

“Watching Question Time was definitely one of the highlights,” Daisy says.

“I also enjoyed the New Zealand Business and Parliament Trust seminar. It honed in on the roles within the parties and how Parliament works, with its different moving parts.”

“As a journalist working in the regions, it was really valuable: the more we understand how this place works, the better we can inform our readers.”

“The Press Gallery itself was interesting as they are all competitive, but also have to work together as a unit.

You don’t really see that anywhere else, and it was interesting seeing that dynamic,” she says. She also says that there’s a side to Parliament that more people need to be aware of.

“When you watch Question Time, it’s easy to see politics as just that combative, back-and-forth environment.

But there’s actually so much more going on behind the scenes that is collegial; people do work together a lot of the time, and that gets lost sometimes.”

Daisy also talked with our COMMS Intern at the time of attending the parliamentary seminar. She took particular interest in Jessica Mutch McKay’s presentation of her role within the Press Gallery. Daisy saw the seminar as an opportunity to upskill and appreciated the access to parliamentary knowledge.

YOUTH PARLIAMENT COMPETITION 2019

Youth Parliament Competition winner

On 16 July , first day of the triennial Youth Parliament, the Trust announced the winners of its Youth Parliament Competition at a reception hosted by the Hon Peeni Henare, Minister for Youth and attended by all Youth Members of Parliament.

The topic was ‘Choose one big issue facing our society and describe what the Government can do to better enable businesses to make a difference on this issue”.

The overall standard of entry was of a very high calibre resulting in the judges awarding 4 Highly Commended awards to James Macey, Sophie Dixon, Kate Morris and Shaneel Lal. The winner for 2019 was Shine Wu formerly Newlands College and now studying at Victoria University of Wellington and Dukes University in the USA. Shine was Youth MP for Brett Hudson, List Member, National Party.

2nd runner- up was Fiona Wu, member of the Youth Press Gallery and studying at Auckland University.

1st runner-up was William Wood from Palmerston North Boys High School, Youth MP for Ian McKelvie, Member for Rangitīkei.

NEW CORPORATE MEMBERS

Pfizer has operated in New Zealand since 1961 when its office first opened in Auckland.

The Trust announces the election of three new corporate memberships; Pfizer, DB Breweries and Auckland International Airport.

In this time Pfizer has contributed significantly to improving the health of Kiwis through a wideranging health portfolio, in addition to positively impacting New Zealand’s economic and workforce development.

We are pleased to welcome back Auckland International Airport Ltd who were a foundation member of the Trust but elected to leave in 2009.

Auckland Airport is the third busiest international airport in Australasia.

Dominion Breweries is New Zealand’s second largest brewery. It was founded at the corner of Great South Road and Bairds Road, Otahuhu, By William Joseph Coutts in 1929.

Over the years Dominion Breweries faced numerous challenges including stiff competition from New Zealand Breweries Ltd. However, challenging the almost monopoly status of competitor, New Zealand Breweries, Dominion Breweries increased production and sales throughout the 1930s and 1940s. By 1948 one in five pints of beer drunk in New Zealand were from Dominion Breweries.

In 1956, Morton Coutts, the son of the founder, patented the continuous fermentation process, enabling beer to be produced with consistency and quality control. This move thrust Dominion Breweries into significant international recognition.

Later in its operation Asia Pacific Breweries bought a majority shareholding in DB Group, giving the company access to international management and marketing expertise. Dominion Group enters its 90th year of operation in New Zealand still brewing from its Otahuhu headquarters.

More than three- quarters of all international visitors to New Zealand arrive here, with 20.5 million passengers having travelled through our terminals in the past 12 months.

Auckland International Airport play a significant role in supporting New Zealand businesses, with around $15 billion worth of freight passing through the airport every year. Around 15,000 people, across more than 100 businesses, work in and around us.

The wider airport precinct features a worldclass business park, commercial office buildings, transport and logistics warehouses, hotels and leisure and recreation facilities.

Auckland International Airport today are focused on making Auckland an aviation hub for New Zealand and the Pacific Rim, and on being able to accommodate the increasing number of passengers and aircraft wanting to use Auckland Airport.

Implementation of the 30-year vision to build the “airport of the future” is well underway. It’s creating jobs, boosting tourism and household incomes and lifting our regional economy and we are playing our part in maintaining New Zealand’s reputation as one of the world’s great travel destinations.
