In July, the IRS determined that incarcerated Americans were not entitled to economic impact payments (EIPs). This position is inconsistent with the CARES Act, unfairly harms the incarcerated, and disproportionately discriminates against African Americans.

At the notice of this directive by the IRS, the Congressional Black Caucus sent a letter to the Mr. Charles P. Rettig, Commissioner of the IRS, and called for the reversal of this guidance because it is unlawful and discriminatory to exclude incarcerated individuals from receiving this payment by assuming COVID-19 has “minimal” impact on their lives because they are incarcerated.

In our letter, we made it very clear that the language of the CARES Act is simple: “any individual” is eligible

to receive payment, other than a nonresident alien individual, an estate or trust, or an individual who can be claimed as a dependent. A person does not cease being an “individual” simply because they are incarcerated. Under the CARES Act, incarcerated Americans rightfully are entitled to EIPs. Indeed, inmates around the country had already begun receiving their EIPs before the IRS issued guidance that these payments had to be returned. The IRS’s position is both arbitrary and unlawful and must be corrected to conform with the CARES Act. In response to our letter, two months later, the Treasury Department finally replied and claimed full compliance with the guidelines of the

than others. This position completely disregards the impact COVID-19 has had on families of incarcerated individuals, which again are

disproportionately Black families.

The Congressional Black Caucus has sent a follow up letter to Treasury Secretary Steven Mnuchin demanding that Treasury pay the incarcerated and their families withheld EIPs within two weeks. We are also requesting a meeting to discuss the raciallydiscriminatory nature of the Treasury policy denying EIPs to incarcerated individuals. These actions are unacceptable.

This Administration continues to circumvent the legislative process to suit an agenda that is repressive toward Black Americans. To answer the President’s question about “what do we have to lose?” This is what we have to lose.

PROHIBITING FEDERAL AGENCIES FROM CONDUCTING ANTI-RACISM TRAINING CHALLENGED Leaders of the Congressional TriCaucus — composed of Congressional Asian Pacific American Caucus Chair Rep. Judy Chu (CA-27), Congressional Hispanic Caucus Chair Rep. Joaquin Castro (TX-20), and Congressional Black Caucus Chair Rep. Karen Bass (CA-37) — issued the following joint statement on the Trump administration’s memo to federal agencies canceling anti-racism training for government employees:

“In the middle of a national reckoning on racial injustice, the Trump administration is trying to sweep our nation’s history of racism under the rug.

It is profoundly disappointing but not surprising that the Trump administration is out of touch with what's important

to the American people and wants to terminate the federal government's efforts to root-out institutional racism through anti-bias training. From our nation’s original sin of slavery to state-sponsored segregation and discrimination through Jim Crow laws, to the murder of people of color at the hands of police today, structural racism casts a long shadow and still continues

to cause inequality and injustice to date. For example, the Trump’s administration's failed coronavirus response has exacerbated harm against communities of color and enabled the disproportionate deaths of Black, Latino, Pacific Islander, and Native Americans. The President of the United States has even used racist anti-Asian slurs to describe COVID-19 amidst

a nationwide rise in anti-Asian hate crimes. His words and actions have had deadly consequences. Our institutions, particularly the federal government, play a critical role in dismantling systems of oppression and creating a more just and equitable society. The Tri-Caucus Chairs call on the Trump administration to reverse its effort to end anti-racism training.”

FROM PROTEST TO POLICY

, few could have imagined what this year would entail. From COVID-19 to racial injustice and civil uprisings to protecting our elections’ integrity, if there ever was a time that underscored the importance of collective action, and the significance of activism, it is now. As a community, we’ve had to forge together, uplift our shared goals of dismantling systemic racism, achieve racial equity, and create a pathway forward in the wake of lacking leadership.

At the NAACP, our history and legacy dictate that we’ve overcome moments like this repeatedly. Because of supporters, activists, and partners that undergird the work we do day-in and day-out, we’re able to keep the community informed, uplifted, and marching toward the long arc of justice.

While we’ve had to adjust how we organize, mobilize and prioritize our fight for justice, we haven’t lost sight of the real power that lives within these movements—the people. The programs and initiatives we’ve executed this year have made an impact because of your support.

These include:  Developing thousands of black youth through high academic and cultural achievement programs like ACT-SO  Advocating for smarter, resultsbased criminal justice policies to keep our communities safe  Supporting our efforts in training community leadership in addressing the human and civil rights issue of climate change, which has had a disproportionate impact on communities of color and low-income communities in the United States and around the world

The work to upend the dark underbelly of discrimination within this country and around the world demands engagement from all people, sectors, and industries. This moment goes beyond financial responsibility and impresses all of us to ensure the Black community’s political and social prosperity.

As our community simultaneously battles two pandemics – the coronavirus outbreak and the ongoing surge of Jim Crow era racism – we bear witness to a new civil rights movement.

And as we lead this new movement – one that centers the Black community and the Black agenda – we’re counting on you to help us build the nation we deserve. OWN: Oprah Winfrey Network has lined up two new unscripted series for fall — Put A Ring On It, from Ready For Love producers Will Packer and Lighthearted Entertainment, and Behind Every Man, from Carlos King and Kingdom Reign Entertainment — and is expanding its unscripted programming roster to two nights, Friday and Saturday, beginning in October.

Saturday has been OWN’s night for original unscripted programming since 2012. The expansion will convert Friday night, where the cable network had been airing acquired programming, including newsmagazines like 48 Hours and 20/20 and movies, into a second night of unscripted originals.

The new schedule begins Friday, October 23 with a new season of Packer’s Ready To Love dating show at 9 PM ET/PT. Appropriate for the coronavirus era, season 2 will follow singles looking for lasting love while quarantined together at a secluded mountain resort. The series premiere of Packer’s Put A Ring On It will follow at 10 PM ET/PT. In the series, long time couples embark on the ultimate social experiment to discover if they’re truly meant to be by dating other people.

HE ALTH Study shows decline in awareness, treatment and control of HIGH BLOOD PRESSURE After nearly 15 years on an upward trend, awareness among Americans about high blood pressure and how to control and treat it is now on the decline, according to a new study.

Even with the help of blood pressure medications, some groups, including older adults, are less likely than they were in earlier years to adequately control their blood pressure, the research found.

The study, funded by the National Heart, Lung, and Blood Institute (NHLBI), part of the National Institutes of Health, appeared online on Sept.

9 in JAMA. The authors say the trend could make long-standing efforts to fight heart disease and stroke—leading causes of death in the United States— even more challenging. High blood pressure, also called hypertension, is a major risk factor for heart disease.

According to the Centers for Disease Control and Prevention (CDC), nearly 108 million Americans have hypertension, with a blood pressure reading of 130/80 millimeters of mercury (mm Hg) or higher or are taking medication for their blood pressure, but only 27 million are considered to have their blood pressure under control, despite it being a condition that can be managed.

“Reversing this decline is important because we don’t want to lose public health achievements built over prior decades,” said Lawrence Fine, M.D., chief of the Clinical Applications and Prevention Branch at NHLBI and a study co-author. “It is a challenge for the scientific community to investigate the causes of this unexpected downward trend, but developing more effective strategies to reverse and substantially improve blood pressure control is critical for the health of many Americans.”

The study included 18,262 U.S. adults

age 18 and older, with high blood pressure. The definition of hypertension at the time of the study was defined by a blood pressure reading of 140/90 mm Hg or higher or by treating the condition with blood pressure medications.

Participants with a blood pressure reading of less than 140/90 mm Hg were categorized as having controlled blood pressure.

With data from the National Health and Nutrition Examination Survey (NHANES) taken between 1999 and 2018, the study authors looked at 20-year trends in high blood pressure awareness and treatment and blood pressure control. The CDC’s National Center for Health Statistics conducts NHANES. At the beginning of the survey, participants had their blood pressure measured three times, then averaged.

Participants answered yes or no when asked if their doctors told them they had high blood pressure and if they currently took prescribed medication for high blood pressure.

The authors found that in 1999-2000, just 70% of participants showed an awareness of their condition. That number increased steadily to 85% in 2013-2014, but declined to 77% in 2017-2018. Of those “aware” adults, the number who also were taking blood pressure medications remained relatively consistent—85% in 19992000, 89% in 2013-2014, and 88% in 2017-2018.

“The reversal in hypertension awareness is a real set back in the fight to reduce heart disease and stroke,” said Paul Muntner, Ph.D., the lead study author who also is professor and Associate Dean for Research in the School of Public Health at the University of Alabama at Birmingham.

“While lifestyle factors are big contributors to hypertension, awareness

and appropriate treatment are key to lowering blood pressure and keeping it in a healthy range to greatly reduce the risk for heart disease and stroke.”

Of all adults with high blood pressure, the number who managed to control their condition increased from 32% in 1999-2000 to 54% in 2013-2014, but then declined to 44% in 2017-2018.

Of those adults with controlled blood pressure, the number taking blood pressure medication increased from 53% in 1999-2000 to 72% in 20132014, then declined to 65% in 20172018.

These observations, Muntner said, underscore the importance of continuity of care, including having a usual source of care and regularly scheduled healthcare visits that could increase high blood pressure awareness and treatment and blood pressure control among adults.

Between 2015 to 2018, adults age 60 and older, as well as Black Americans as a group, were less likely than adults ages 18 to 44 and whites as a group to have controlled blood pressure. But participants with Medicaid as their health insurance were more likely to have their blood pressure under control than those without health insurance.

There are several effective approaches to combat high blood pressure.

“Educating patients and providers on blood pressure goals, adding effective blood pressure medications when lifestyle changes aren’t enough, and reducing barriers to achieve high medication adherence in a variety of clinical practice settings are just a few strategies that may facilitate increases in blood pressure control rates and reduce health disparities we identified in the current study," added Muntner.

DIABETES and Your FEET: What You Don’ t Know Will Hurt You

There is no doubt that diabetes is a global epidemic of epic proportions– especially amongst people of color.

Diabetes, or hyperglycemia, is high blood glucose.

Also by 2050, 1 in 3 people will have type 2 if the current trends continue.

“Type 2 diabetes is the most common form of diabetes and is triggered by a combination of unchangeable factors, such as family history and race, and controllable factors, such as obesity and inactivity," according to the Mayo Clinic.

"It’s also the seventh leading cause of

death in the United States, according to 2007 data, and is the leading cause of leg and foot amputations, kidney failure and new cases of blindness in adults under age 75,” according to the CDC. People are living longer and an aging population and the growth of minority populations are expected to add to the disease’s prevalence. Because of that most Unfortunately African-Americans, Latinos, Native Americans and Asians and Pacific Islanders are also at high risk of developing diabetes.

“Advances in medicine, which may help people with the disease live longer, and better detection of diabetes are other reasons why its prevalence could dramatically increase by 2050," she said. "Right now, 24 million Americans have Type 2 diabetes, but a quarter of them don’t know it, according to the CDC.”

If blood sugar levels are not normalized in a diabetic, the body may have trouble fending off infections due to decreased functioning of the mmune system. This can affect the feet in particular due to peripheral artery disease (lack of circulation) and peripheral neuropathy (loss of feeling).

As a result of diabetes, the feet may become susceptible to a slew of problems, such as ulcers and wounds that do not heal properly, fungal infections, ingrown or brittle toenails, corns, calluses, hammertoes, athlete’s foot, and cracked or dry skin. Gangrene, or dead tissue, can develop, causing bacterial infections that may result in amputation of the affected areas. Even everyday activities such as walking can cause issues in the feet of a diabetic, as the bones, joints, and skin are affected by the condition.
