Billie Jean King Tennis Center Converts To Hospital Mayor de Blasio has announced a new temporary hospital facility at the Billie Jean King Tennis Center in Flushing Meadow, Queens. The facility will treat COVID non-ICU patients beginning next Tuesday, April 7th. The hospital will reach its full capacity of 350 patients over the next three weeks. These additional beds will help relieve some of the current need at Elmhurst Hospital.

“We’re approaching the toughest weeks of this crisis, and our City is rising to the challenge,” said Mayor Bill de Blasio. “We are increasing hospital capacity at breakneck speed to ensure that every person in need of care will get it – no questions asked.”

Citywide as of 6:00 PM on March 31st, there are 41,771 positive cases of COVID-19 and 1,096 fatalities. There are 7,814 confirmed cases in the Bronx, 11,160 in Brooklyn, 6,539 in Manhattan, 13,869 Queens, and 2,354 in Staten Island.

The City has also asked the federal government to supply 1,000 nurses, 3,000 respiratory therapists, and 150 doctors to support hospital staff across the City.

Critical Supply Update  Today, the City distributed 800,000 N95 masks, 3,000,000 face masks, 120,000 face shields, 40,000 gowns, and 600,000 surgical gloves to hospitals citywide.

The City has put out a call to oral surgeons, plastic surgeons, and veterinarians across the City to donate ventilators that are currently not in use.

The City has now received and is working to dispatch all 2,500 ventilators received by the federal government.

To date, the City has distributed

a total of 3,056,000 face masks, 3,287,880 N95 masks, 65,470 gowns, and 1,305,940 surgical gloves to hospitals across the City.

Cit y Jail Update  Through a combination of efforts by the Mayor’s Office of Criminal Justice and the District Attorneys and the State, as of today, the City has released at least 900 people from our jails.

Alternate Side Parking  Alternate Side Parking (ASP) citywide will be suspended for an additional two weeks through Tuesday, April 14th. Any New Yorker under isolation who has received a ticket can appeal to the Department of Finance and should provide medical documentation or testimony, which will be taken into consideration when their case is reviewed. For additional questions call 311.

As of 6:00 PM on March 31th, there were at least 8,400 people hospitalized.

Of those individuals, at least 1,888 were in the ICU. Hospital Capacit y Update  NYC Health + Hospitals has now added 1,000 contract nurses to support existing staff system wide. To support the continued surge of patients, Health + Hospitals will also add an additional 1,000 nurses in the coming weeks.

Enforcing Closure of Non-E ssential C onstruction Work  Following new State restrictions temporarily halting all non-essential construction, the Department of Buildings formulated specific guidance and agency operating protocols to implement these new emergency orders. Moving forward, only emergency construction work, essential facilities construction work, and work that is performed by a sole worker on a job site is permitted in New York City until further notice.

In addition, DOB will be rescinding all previously issued After Hours Variance (AHV) permits.

Going forward AHV permits, required to perform any work at night or on the weekend, will only be issued for approved essential or emergency work.

Non-essential construction sites must submit a request to continue work and be approved by DOB. Requests can be submitted at www.nyc.gov/dobnow.

Department of Buildings inspectors will be regularly inspecting construction sites citywide to ensure that they are complying with the emergency order; that non-essential construction operations have been suspended where required, and proper safety measures have been implemented. All sites, essential or non-essential must

maintain appropriate social distancing measures, including for elevators, meals and entry and exit. Violations of social distancing or non-essential construction work will lead to enforcement actions from the Department, and subject to fines of up to $10,000 starting on Tuesday, March 31.

Any construction site that has been halted due to this emergency order must be properly secured and maintained at all times in order to safeguard the public throughout the duration of time while operations at the site are suspended. The owner of the site is legally responsible to ensure the sites are kept safe. See below some of the requirements for suspended construction sites in the city:  Weekly safety inspections of the site by the owner, or an individual designated by the owner  Accurate logs of each of these required safety inspections must be kept at the site at all times  All public sidewalk and walkways adjacent to the sites must be maintained in a safe condition

 All garbage, debris, and standing water must be removed from the site Helping NYC’s Small Busine sse s  The Department of Small Business Services started the NYC Employee Retention Grant program as an immediate response to the economic setbacks small businesses were facing because of the coronavirus outbreak.

The City moved swiftly to provide service to businesses that have up to 4 employees with this grant and has been successful in serving over 1,200 businesses with the allotted $10 million for the grant program, an average of $7,800 for each grant.

This grant program will officially close to applicants on Friday at 5pm, and the City will continue to serve small businesses through the Small Business Continuity Fund, which is also first come first serve. This loan gives up to $75,000 to businesses with up to 99 employees. Businesses can use this loan to supplement their payroll costs, for working capital, inventory, and other investments. Eligible owners who would like to learn more about the

loan program should call 311 or visit nyc.gov/covid19biz. The City is also working to connect small businesses to the programs and loans offered by the United States Small Business Administration. SBS will be offering technical assistance to ensure that NYC small businesses are best prepared to fully access business assistance programs funded by the federal stimulus.

Postponing Annual Ta x Lien Sale Until August  The City will postpone its annual tax lien sale until August, as residents continue to cope with the COVID-19 outbreak.

Property owners who are facing hardships making their property tax payments can take advantage of several existing Department Of Finance programs. These include exemption programs to lower the amount of taxes owed, standard payment plans, or a new Property Tax and Interest Deferral (PT AID) program, for those who qualify.

HUMANITIES RESEARCH GRANTS A v a i l a b l e H I S T O R I C A L LY B L A C K C O L L E G E S The NEH Awards for Faculty program seeks to strengthen the humanities at Historically Black Colleges and Universities (HBCUs) by encouraging and expanding humanities research opportunities for individual faculty and staff members. Awards support individuals pursuing scholarly research that is of value to humanities scholars, students, and/ or general audiences.

The next application deadline is April 8, 2020 for projects beginning

in 2021 and 2022. The program offers applicants flexibility in project types and award periods. Common to all projects must be humanities research. Eligible projects include humanities research in primary and secondary materials leading to the development of books, monographs, peer-reviewed articles, e-books, digital materials, translations with annotations or a critical apparatus, critical editions, or other scholarly resources; humanities research related to institutional or community

goals or interests; and humanities research leading to the improvement of an existing undergraduate course.

BUSINE S S SMALL/MINORITY BIZ Urge Congress To Provide Financial Relief The Airport Restaurant & Retail Association (ARRA) and Airport Minority Advisory Council (AMAC) urged airports and Congress to quickly pass financial relief for airport restaurateurs and retailers given the unprecedented business impact caused by the spread of the Coronavirus and resultant COVID-19 pandemic.

Members of both organizations, which include restaurants, gift shops and retail stores, have been seriously impacted given the rapid decline in airline bookings and passenger counts which are falling at unprecedented rates. Further, several state and municipalities are closing restaurants, including at airports, to help contain the spread of COVID-19.

All stakeholders in the industry— airlines, airports, airport retailers and restaurateurs, and other related companies—are financially suffering.

The associations represent a $10 billion industry made up of firms of varying sizes, including many small and local businesses which contribute

$2.5 billion to airport revenue streams.

Together these businesses employ more than 125,000 workers in U.S. airports. The restaurants and retail shops are a vital part of the airline passenger’s travel experience, and a major revenue source on which airports depend for their operations, development and bond financing.

John Clark, Chair of AMAC commented, “Our members are suffering tremendous sales losses exceeding 50% and in some cases as high as 90%. The industry is facing a major financial crisis. Many businesses, including those classified as small and/or disadvantaged, may not be able to continue operations.”

Restaurateurs and retailers in the aviation sector are contracted by airports, airlines and third-party developers to provide passengers a full range of food, beverage and retail services. Pat Murray, Chair of the ARRA explained, “our members’ ability to retain and pay employees, as well as pay rents to airports, has been seriously jeopardized. Some of our

members will likely be unable to meet our debt obligations and will be forced out of business if quick action is not taken to provide relief.”

The two associations urged airports to engage with their members quickly and adopt mitigating actions to save the businesses:  Waive rent, other fees and the imposition of penalties for at least six (6) months with the opportunity to extend depending on the extent and impact of the crisis.  Suspend and defer concessionaires’ capital investment requirements.  Provide operational flexibility including, but not limited to adjustments to operating hours, locations and menus/product selections as well as selective temporary closing of stores and restaurants in order to better align with passenger volumes and flows and reduce the impact on employees.

In commemoration of Harriet Tubman Day on March 10, internationally renowned actress, Gwendolyn Briley-Strand, brought Harriet Tubman to the Halls of Congress, and she brought some passengers with her. Local 1-2 of Utility Workers Union of America, AFL-CIO, Worcester County NAACP Branch, and HR 1242 Resilience Project were present to encourage Congress to introduce legislation to rename Virginia Inside Passage to the Harriet Tubman Waterway.

On September 24, 2016, Ms. Briley-Strand was given the honor of introducing the President of The United States Barack Obama, First Lady Michelle Obama, President George W. Bush, former First Lady Laura Bush, and all the dignitaries and celebrities at the Grand Opening of the African American Museum Of History And Culture in Washington DC. ARRA and AMAC strongly support the airports’ request for emergency financial assistance and flexibility to help sustain operations, preserve jobs and bonds, including assistance and flexibility for concessionaires during this critical time. ARRA and AMAC urged Congress and the Administration to also provide financial relief and assistance to airport concessionaires to ensure business continuity, secure loans and make debt service payments. Specific measures ARRA and AMAC urge Congress and the Administration to act upon are:  Provide grants and low-interest or interest-free loans to concessionaires to allow concessionaires to cover operating expenses.  Provide loan guarantees to concessionaires to assure their ability to continue making debt service payments and secure loans for their ongoing capital investment requirements.

Passage, along with several bays located in Virginia, Maryland and Delaware was the corridor for freedom along the Eastern Shore of Delmarva Peninsula and saw countless enslaved Africans take this route to emancipate themselves from the shackles of slavery. Harriet Tubman made 13 trips between her home in Dorchester County on the Delmarva Peninsula. The mouth of this waterway begins at the Chesapeake Bay, which was the entry point of many slave ships arriving from West Africa.

This legislation is designed to bring a wave of healing to the United States of America. In no way is this aimed to rewrite history, but to acknowledge the past, and move our country towards the future. This waterway will honor the enslaved who traverse this route, and the abolitionists and Native Americans who gave refuge to them along the way. There are no appropriations needed from Congress for the Harriet Tubman Waterway Act.

EMERGENCY BRIDGE LOAN PROGRAM Governor Ron DeSantis activated the Florida Small Business Emergency Bridge Loan Program to support small businesses impacted by COVID-19. The bridge loan program, managed by the Florida Department of Economic Opportunity (DEO), will provide short-term, interestfree loans to small businesses that experienced economic injury from COVID-19.

The application period opens tomorrow, March 17, 2020 and runs through May 8, 2020.

“As we mitigate against the spread of COVID-19, the health, safety and well-being of Floridians comes first,” said Governor DeSantis. “I understand the harm mitigation strategies will have on small businesses

throughout our state. By activating the Florida Small Business Emergency Bridge Loan, we are providing the opportunity for Florida’s small businesses to receive cash immediately to ensure they can lessen the impacts felt as a result of COVID-19.”

DEO will administer the Florida Small Business Emergency Bridge Loan Program in partnership with the Florida SBDC Network and Florida First Capital Finance Corporation to provide cash flow to businesses economically impacted by COVID-19. The short-term, interest-free loans help bridge the gap between the time the economic impact occurred and when a business secures other financial resources, including payment of insurance claims or

longer-term Small Business Administration (SBA) loans. Up to $50 million has been allocated for the program.

Small business owners with two to 100 employees located in Florida affected by COVID-19 can apply for short-term loans up to $50,000. These loans are interestfree for up to one year and are designed to bridge the gap to either federal SBA loans or commercially available loans. DEO will work with every borrower to ensure that repayment of the loan isn’t an overwhelming burden. To be eligible, a business must have been established prior to March 9, 2020 and demonstrate economic impacts as a result of COVID-19.

SOUTH STREET SEAPORT MUSEUM PARTICIPATES IN MAYOR’S OFFICE IMMIGRANT HERITAGE WEEK 2020: Tour lightship Ambrose, the ship that lit the way to America for millions of immigrants from 1908 to 1932. It was Irish immigrant engineer John Wolfe Ambrose who lobbied for a channel to make New York Harbor safer and more accessible to increasingly large ships, and the channel and the lightships anchored there were named for him. Tour the original Lightship Ambrose at the dock at South Street Seaport Museum and learn how this historic ship lit the way for millions of future Americans. (Museum open 11 – 5). https:// southstreetseaportmuseum.org/ambrose/ ONGOING EVENTS AND PERMANENT EXHIBITIONS EXHIBITION: Millions: Migrants and Millionaires aboard the Great Liners, 1900-1914, familiarizes viewers with passenger life aboard ocean liners, the defining differences between travel for wealthy Americans in First Class and future Americans immigrating to the United States in Third Class, and the continuing importance that immigration plays in American history. Millions is one of the first exhibitions to examine, side-byside, the dichotomy between First-Class and Third-Class passengers aboard ocean liners in the early 20th century. From 1900 to 1914, nearly 13 million immigrants traveling in Third Class arrived in the United States. During this same period, America’s wealthiest citizens, totaling no more than a hundred thousand passengers each year, traveled to Europe in First Class, spending the equivalent of over $11.5 billion on luxury vacations. Even though First-Class and Third-Class sailed on the same ships, their journeys were worlds apart. This exhibition features both original and reproduced artifacts from the South Street Seaport Museum’s permanent collection including ocean liner memorabilia and ephemera, ceramics, and luggage trunks from both immigrants and First-Class passengers.

The exhibition highlights a few ship models of New York Harbor working vessels that played critical roles in immigration, including a model of the Museum’s lightship Ambrose (LV-87).

INTERACTIVE EXHIBITION: STREET OF SHIPS/PIER 16: the South Street

Seaport Museum is home to a fleet of five historic vessels: the 135 yearold Wavertree, cargo ship and flagship of the Seaport Museum’s fleet, now back from a 13-million dollar, 18-month, cityfunded restoration; the Historic National Landmark 1907 lightship Ambrose; schooners Pioneer and Lettie G. Howard, both award-winning sail training vessels; and W.O. Decker, one of the last steampowered, wooden tugs built in New York.

The evening, conducted by ASO’s music director Leon Botstein, features two world premiere arrangements of New World A-Comin’ and Three Black Kings for Jazz Trio and Large Orchestra by American jazz pianist, composer, arranger, bandleader, and teacher Marcus Roberts, who performs

with his Marcus Roberts Trio. His method of writing for trio and orchestra is to blend the two ensembles, the seemingly different worlds of Jazz and Classical they each represent, and the contrasting approaches of improvisational and written musicmaking into a collage that is uniquely and unmistakably American.

BOWNE & CO.: Established by Robert Bowne in 1775, Bowne & Co. holds the distinction of being New York’s oldest operating business under the same name. After growing as a financial printer throughout the 19th and 20th centuries, Bowne & Co. Inc. partnered with the Seaport Museum in 1975 to open a 19thcentury-style print shop at 211 Water Street in the South Street Seaport Historic District.

Today, it is comprised of the Bowne & Co. Printing Office, a workspace that continues the age-old tradition of job (or small batch) printing using seven historic presses from South Street Seaport Museum’s working collection, alongside Bowne & Co. Stationers, 19th-century-style emporium selling gifts and fine goods. Bowne & Co., Stationers is open seven days a week from 11am-7pm.

Duke Ellington

Grammy Award-winning vocalist Catherine Russell, best known for her album Harlem on my Mind and her appearance as a featured artist on the soundtrack album for the HBO TV series Boardwalk Empire, also joins the evening. Duke Ellington’s musical style employed a unique blend of classical and jazz compositional techniques that also combined improvisation with written works, making him one of the most influential jazz composers of all time.

Although he considered his compositions “beyond category” and he never defined himself as a jazz composer, his instrumental groupings, improvisational skills and jazz arranging brought the world a notable American sound that can be heard in works like Sophisticated Lady and Harlem.

END NO TE S KENNY ROGERS Passes Away at 81 Kenny Rogers, one of this century’s most legendary artists who treated the world to such classic hits as “The Gambler” and “Islands in the Stream,” passed away Friday, March 20, his family shared. He was 81.

first professional group was a late-1950s vocal act called the Scholars, which had local hits in Houston. “That Crazy Feeling,” a 1958 solo hit on Carlton Records, earned him an appearance on “American Bandstand.”

“Kenny was one of those artists who transcended beyond one format and geographic borders,” says Sarah Trahern, Chief Executive Officer of the Country Music Association. “He was a global superstar who helped introduce Country Music to audiences all around the world. I had the pleasure of working with him over the years and I’ll always remember his graciousness and kind heart. He has left us with his music, some of which will go down as the most memorable performances in Country Music history. Our condolences go out to his family and friends at this sad time.”

During the early 1960s, Rogers played bass, and occasionally sang, in a Houston jazz trio. Membership in the New Christy Minstrels folk group spurred the founding of the First Edition, in which Rogers and other former Minstrels mixed folk, rock and Country sounds. The new group went to No. 5 on the pop chart in 1967 with Mickey Newbury’s psychedelic “Just Dropped In (To See What Condition My Condition Was In)” and gained several additional pop hits on Reprise Records.

Rogers parlayed a distinctive, husky voice and laid-back sex appeal into durable superstardom. Between 1977 and 1987 he logged 20 No. 1 Country hits, many of which climbed the pop charts. During his lengthy career the international star sold more than 50 million albums in the United States alone. Rogers was a five-time CMA Award-winner and entered the Country Music Hall of Fame in 2013.

Rogers entered Country Music with a broad musical background. Growing up in public housing in Houston, he was exposed to R&B, pop, and jazz as well as Country. His

smash “Don’t Fall in Love with a Dreamer” with Kim Carnes (1980). In addition to his five CMA Awards wins, Rogers piled up three Grammys as the Country-pop era reached a peak, adding to his stature as one of Country’s first artists to sell out arena shows.

Already a veteran TV performer, Rogers gained further exposure through acting in made-for-television movies, including a series of five treatments of “The Gambler.”

His hit “Love the World Away” was a theme song in the era-defining 1980 film “Urban Cowboy.” The 1980s also saw hits on Liberty and RCA, including

Rogers appeared front and center in the megastar collaboration “We Are the World” (1985), scoring additional charttoppers such as “Crazy,” “Real Love,” and the sensual George Martin-produced “Morning Desire.” But the solo hit “Tomb of the Unknown Love” (1986) and the Ronnie Milsap duet “Make No Mistake, She’s Mine” (1986) were Rogers’s last No. 1 Country records until “Buy Me a Rose” (1999-2000), recorded with Alison Krauss and Billy Dean.

Rogers’ crossover approach began to work against him as pop took on a harder edge and younger Country artists went back to the music’s roots. Nevertheless, he invested in Branson, MO, ventures, published several well-received photography books, authored two children’s books, engaged in major philanthropic endeavors, and launched a chain of restaurants.

Though his chart success slipped in the late 1980s and 1990s through stints with Giant, Atlantic, Reprise and Magnatone, “Buy Me a Rose” (on Dreamcatcher) gave him a boost at the outset of the 21st century. He continued to tour and released hits collections and albums of new material, the latter including “Water & Bridges” (Capitol Nashville, 2006), which yielded the Top 20 hit “I Can’t Unlove You.”

Do your hair, makeup and pampering/grooming routines.  Keep moving either inside with an online or TV video and venture outdoors for a walk in the sunshine and brisk air.  Try something new like watching the Cooking Channel and preparing special treats.  Avoid news bingeing. Stay aware of the current news, but limit your daily consumption.  Make plans. Plan the night’s dinner.

Plan your day using a checklist or to do list.  Communicate. Call friends and family instead of texting. But, maybe send a text ahead notifying that you’re just

calling to say ‘hi’ and check in so as not to alarm the recipient.  Avoid panic and assuming or being affected by the behaviors of those around you who are binge buying toilet paper, etc.  Assume a stance from wherever you draw strength and encouragement – prayer, meditation, chanting, etc.  As in times when we have been surrounded by uncertainty, fear or crisis – see the light at the end of the tunnel.  Know that ‘this too shall pass.'

This situation is temporary. But, if the unfortunate should happen and I contact the virus. I will respond accordingly and have family or friends and my medical resources to get me through. And remember that we have thousands that have contacted the virus and they have survived.  When my clients come to me in crisis, we talk about the worst case scenarios.

Together we build a plan for that scenario and discuss how we would feel.

Most importantly we talk about how we would deal. And every time this exercise forces them to face their fear, but also process that in spite of the crisis, we will not only survive but we will thrive.

We will be fine.
