NEWS BLACK UNEMPLOYMENT Is Higher Than White Across U.S. twice In a state-by-state breakdown of unemployment rates by race and ethnicity for the fourth quarter of 2018, Valerie Wilson, Director of EPI’s Program on Race, Ethnicity, and the Economy, shows that while there have been nationwide improvements in prospects for black and Hispanic workers, their unemployment rates remain high relative to white workers in almost every state.

The Hispanic unemployment rate was actually lower than the white unemployment rate in Georgia (0.8-to1) and Oklahoma (0.9-to-1), but it was more than double the white rate in Nebraska (2.4-to-1), Virginia (2.3-to1), and Connecticut and Pennsylvania (2.1-to-1 each).

Meanwhile, the white unemployment rate was lowest in South Dakota (1.5 percent) and highest in West Virginia (4.6 percent). The Asian unemployment rate was lowest in New York (1.9 percent) and highest in Washington (4.8 percent).

This analysis, which is produced quarterly, was delayed due to February’s government shutdown, which delayed the release of Local Area Unemployment Statistics (LAUS) data and Current Population Survey (CPS) data.

Senate Dem Majority Supports Victims Of VIOLENCE And SEX CRIMES Th e S e n at e D e m o crat ic M ajorit y

will pass legislation today that will assist victims of domestic violence and sex crimes. The bills that will be passed by the Senate Majority include protecting victims of domestic violence from discrimination, safeguarding the new addresses of victims of sexual offenses, stalking, and human trafficking, and expanding the definition of coercion in the second degree to include the production or dissemination of intimate images.

“The Senate Majority has taken historic steps already this Legislative Session to stand up for crime victims, and these bills continue that commitment,” Senate Majority Leader Andrea StewartCousins said. “The bills advanced today will protect the victims and survivors of domestic violence and other crimes.

Many of these bills were held up for years by the previous Majority, and are only moving forward now thanks to the new Senate Democratic Majority.

I commend the bill sponsors for their commitment to preventing violence while also supporting the victims of these horrible crimes.”

The legislation to support and protect crime victims being advanced by the Senate Majority includes:  ALLOWING DOMESTIC VIOLENCE VICTIMS TO CANCEL CONTRACTS: This bill, S.2356, introduced by Senator Kevin Parker, will allow those impacted by domestic violence, who have sought and received a permanent order of protection, and are under a multi-year contract for phone, cable or bundle services to break the contract without penalty.  DOMESTIC VIOLENCE ADVOCATEVICTIM PRIVILEGE: This bill, S.2224-B, introduced by Senator James Sanders Jr., will establish that domestic violence advocates may not disclose any

communication made by a client to the advocate except in certain, limited circumstances.  ENSURING VICTIMS RECEIVE SERVICES: This bill, S.1040, sponsored

by Senator Roxanne Persaud, will ensure that victims of domestic violence time away from the workplace to obtain services, counseling or to attend court proceedings.

This bill recognizes the sensitive nature of domestic violence and affords victims an extra year to bring a civil suit.  ENFORCING ORDERS OF PROTECTION: This bill, S.1868, introduced by Senator Jamaal Bailey, encourages the vigorous enforcement of orders of protection by eliminating the limited liability rules that prevent victims of domestic violence

This legislation will offer appropriate punishment to offenders and provides greater protection for victims.  TENANTS’ RIGHTS TO CALL POLICE OR EMERGENCY ASSISTANCE: This bill, S.4657-A, introduced by Senator Brad Hoylman, establishes the right of tenants to call police or emergency assistance without fear of losing their housing as the result of property owner actions or local nuisance laws. This will help ensure that victims of domestic violence and crime victims can access police or emergency assistance without fear of losing their housing.

 AUTHORIZING REGISTRATION RECORDS OF VICTIMS OF SEXUAL VIOLENCE: This bill, S.257, introduced

by Senator Tim Kennedy, allows victims of sexual violence protection against their attacker by enabling them to have their voter records sealed. This bill extends protections to victims of sexual violence to whom anonymity is not currently provided.  DOMESTIC PARTNERS ELIGIBILITY FOR CRIME VICTIMS’ COMPENSATION: This bill, S.4958, introduced by Senator Kevin Parker, will allow people maintaining significant and long-term, yet not legally formalized, relationships with homicide victims to be eligible for compensation from the Office of Victim Services.  REPORTING OF DOMESTIC INCIDENTS: This bill, S.1243-A, sponsored by Senator David Carlucci, allows a victim of a domestic incident to make a complaint to any local law enforcement agency in the state regardless of where the act took place.  EMPLOYMENT RELATED TRANSPORTATION EXPENSES: This bill, S.5443, sponsored by Senator Roxanne Persaud, allows the reimbursement of employment-related transportation expenses incurred due to the physical injuries sustained as a direct result of a crime.  ELIGIBILITY FOR THE ADDRESS CONFIDENTIALITY PROGRAM: This bill, S.5444, sponsored by Senator Julia Salazar, expands the category of eligible participants in the NYS Address Confidentiality Program to include victims of sexual offenses, stalking, and human trafficking. Essentially this bill will help protect victims of sexual offenses, victims of stalking, and human trafficking victims by permitting them to keep their current location confidential during Court proceedings.

C O M M E N TA R Y Is There Life After The Kids  By Fran Pitre

After watching their children walk out the door for the last time as they embark upon their own lives, many parents feel lost. For the last 20 years, they have identified their role in life as family nurturer, dealing with diapers, homework and soccer practice. So how do you turn off that part of your life and undertake a journey of self-discovery to find your passion?

“I think it is important for people to pursue their passion, regardless of where they are in life,” says Fran Pitre, mother of three sets of twins and author of the book TwinsX3 (www.franpitre. com). “My children and family are true blessings, but now that the kids are mostly grown, I am excited to get on with the next chapter of my life.”

In Pitre’s case, that means pursuing her next dream as a singer-songwriter.

She describes her compositions as “heart and soul music.” She says she is drawn to that type of music because

she believes there is too much turmoil and negativity in the world today, and she hopes her songs will move, inspire and soothe her listeners. “Doors and opportunities have opened for me already that have far exceeded my expectations,” she says. “I believe in me and I believe in my music.”

Pitre offers these tips for others who have reached a point in life where one chapter has closed and they want to rediscover themselves and pursue their dreams:  Allow yourself to be inspired. Pitre says it is easy to get down on yourself, but just being open to inspiration is the first step to an inspiration-filled life.  Take action. Don’t wait. Do it now.

twins include twin boys, twin girls, and one twin set that includes a boy and a girl. As the kids were growing up, Pitre did freelance work as a graphic designer, wrote and published a book, and returned to school to become licensed in medical massage therapy.

The NAACP Beverly Hills/Hollywood Branch's Theatre Viewing Committee has spoken, and the nominations are in for the 28th Annual NAACP Theatre Awards. In order to accurately represent the list of contenders for this year's awards, we have updated the nominations list, which truly represents a legacy of talent that includes a legendary gospel family, a member of the EGOT winner's circle, and crosssection of elite screen and stage actors and actresses. They all will be honored for their excellence on both the small and large stages during our annual awards dinner, slated to be held on Monday, June 17, 2019, 6:00 p.m. at the prestigious Millennium Biltmore Hotelin Los Angeles, California.

A musical production depicting the rise of gospel duo siblings BeBe and CeCe Winan's, "Born For This," leads the pack of nominees among the Equity (large) theatre group with 13 nods.

Rounding out the 13 nominations, both BeBe Winans and Charles Randolph Wright received nods for Best Playwright. Just as the Winans helped define a modern era of gospel music, "Disco Queen" Donna Summer helped define a distinctive era in American history. Honoring the life and music of disco icon Donna Summer, the Equity Theatre musical, "Summer: The Donna Summer Musical" earns a whopping 10 nods.

Dramas also made a significant impression this awards season with "Head of Passes" raking in 6 nominations. The critically acclaimed

production is a gripping drama about acceptance and the power of faith. The incomparable Phylicia Rashād earned a Best Lead Female nomination for her portrayal of the ailing matriarch.

Previous NAACP Theatre Award winner for "Ray Charles Live!," Rahn Colemangets another nod this year for Best Music Director for "Shout Sister Shout," a large theatre production that tells the story of the Rock & Roll trailblazing guitarist Sister Rosetta Tharpe. This production earned 3 nods for its portrayal of the "Godmother of Rock & Roll."

Veteran actor Joe Morton picks up a nomination for Best One Person Show for "Turn Me Loose." "Turn Me Loose" is a one-man comedic drama about the extraordinary life of Dick Gregory. Producer John Legend and Get Lifted Film Co. earned a Best Producer nomination for this bio-play. Mr. Legend continues to expand his wings after becoming the most recent artist to join the EGOT family, earning an Emmy, Grammy, Oscar and Tony for his vast music career. Could a Theatre Award be his next conquest?

"King Hedley II" leads the group of 99-seat theatre productions with 6 nominations including Best Producer and Best Playwright. Penned by Pulitzer Prize winning playwright August Wilson, this is thought to be one Wilson's most tragic plays as it explores what happens to black men when they feel worthless and black women when they feel forgotten.

The 23rd Annual American Black Film Festival (ABFF)

is excited to announce their distinctive 2019 lineup of narrative features, documentaries and short films in competition. Films are set to screen in Miami from June 13-15 at the Regal Cinemas South Beach and the New World Center.

Adhering to its mission of providing a platform for diverse voices in cinema, the festival is set to showcase 25+ films and web series to a record number of attendees through its narrative, documentary, web series and HBO® Short Film Competition.

Grossi says even something as simple as opening a door for a stranger may put that person in a better mood and possibly change their interactions with others.

“Many people don’t see the full extent of the impact they make because one action can set off a chain reaction that reaches far beyond the starting point.” Grossi says.

choose to be intentional about how you impact others. You also can choose to be positive and supportive rather than negative and critical.”

Grossi offers a few suggestions on how to have a more positive impact on those around you:  Become a mentor. Sharing your skills with others will give you a sense of responsibility and pride while the receiver will be on their way to mastering something entirely new. “Someone, somewhere is keen to learn the skill you possess,” Grossi says.

 Spend time with a senior citizen. You can light up an older person’s day by spending quality

time with them over a cup of tea and a nice chat, Grossi says. You also may find they have plenty of wisdom to share with you.

 Become involved in a charity. There is a charity

for virtually every worthwhile endeavor. What are you passionate about? Find a charity where you can share your passion and impact the lives of others. Plus, you will meet others who are as passionate as you are.

As part of LeadFreeNYC, the Health Department today released its latest Childhood Blood Lead Level Surveillance Quarterly Report covering all four quarters of 2018. In 2018, 351,486 children younger than 18 in New York City were tested for lead exposure.

“If you are a parent of a child under 3, contact your pediatrician to have their blood lead levels tested. If you notice peeling or damaged paint in your home, call 311 to report it.”

The quarterly report is a new Health Department initiative that complements the City’s annual blood lead level surveillance report. In July, the City announced a more stringent measure to reduce childhood lead exposure and became one of the first jurisdictions in the country to conduct environmental investigations for all children under 18 years old with a blood lead level of 5 mcg/dL or greater. Since 2005, there has been a nearly 90% decrease in the number of New York City children under 6 years old with blood lead levels of 5 mcg/dL or greater (representing 33,000 fewer children).

The Health Department, through its Healthy Homes and Environmental Health Assessment and Communication Programs, has developed a comprehensive approach to address elevated blood lead levels in children and adults and to reduce lead hazards in homes and communities.

This approach includes followup investigations of individuals with elevated blood lead levels,

Taking A Look at BLACK COLLEGE, BASEBALL TEAMS Before each game, Clarence Carter III glances across the diamond as the opposing team warms up. He peeks in the dugout, scans the outfield and takes inventory around the infield during batting practice, counting how many AfricanAmericans he can spot on the other team.

This is not an unusual drill for AfricanAmericans playing in the major leagues, where their numbers have dwindled in recent decades, or in the similarly exclusive world of youth travel baseball.

But what makes this exercise striking is that Carter, a junior infielder at BethuneCookman University, plays for — and often against — one of America’s historically black colleges. “It did catch me by surprise; I’m not going to lie,” said Carter, who transferred to Bethune-Cookman from a community college in Fullerton, Calif. “I would have thought coming to an H.B.C.U. there would be more black people, but things aren’t always what you expect.”

While baseball’s struggles to attract African-American talent and fans are well documented, the depth of the issue comes into sharper relief for teams in the Mid-Eastern Athletic Conference, a group of historically black colleges and universities stretching from Maryland to Florida. At each of the nine MEAC colleges that compete in baseball, the baseball teams often feature more white and Latino players than African-Americans. Consider the standard-bearer for the conference, Bethune-Cookman, which has won 19 MEAC championships and plays its home games at Jackie Robinson Ballpark, the same field where Robinson first suited up for a game after signing with the Brooklyn Dodgers. At times this season, the Wildcats have not started a single AfricanAmerican player.

There is a litany of reasons AfricanAmericans have turned away from baseball, including the decimation of youth programs in areas where there historically have been large AfricanAmerican communities and the sport’s ballooning costs — both for equipment

(a top-shelf aluminum bat runs about $325) and exposure (participating on travel teams can cost thousands of dollars a year). Billy Hawkins, a University of Houston professor who has written extensively on race and college sports, said young black athletes have become less likely to gravitate toward baseball because they — and their parents — have an easier time envisioning success in football and basketball. The numbers reflect that: African-Americans comprised 7.8 percent of opening day roster spots in the majors this year, down from the peak of 18.7 percent in 1981.

“Major League Baseball hasn’t developed a cultural relevance similar to those other leagues,” Hawkins said of the N.B.A. and N.F.L. “These other leagues have prospered in attracting black players, but also having a blackness like you’d talk about in music or dress. For some reason, M.L.B. hasn’t evolved similarly.” To stay competitive, H.B.C.U.s have had to cast a wider net. Lynn Thompson, the athletic director at Bethune-Cookman since 1990, said he saw the start of the decline of baseball growing up in Daytona Beach in the late 1960s; in neighborhoods where his friends once rode their bikes to play sandlot ball, redevelopment paved over ball fields in favor of basketball courts and parking lots. Bethune-Cookman began recruiting out of Florida’s deep pool of Latino players early on, and Thompson said that he has given the same marching orders each time he hires a baseball coach, something he did for the sixth time last August. “We just happen to be historically black; we’re not exclusively black,” Thompson said. “Our job is to tell the great story of Bethune-Cookman through the lives of these great kids who wear our uniforms, wherever they come from and whatever they look like.”

This is a complicated stance, and it has drawn criticism. It is not unusual for H.B.C.U. football teams to recruit white kickers or punters, or to look farther afield to fill out their tennis and golf teams.

But baseball can strike a different chord,

particularly because of the legacy of the Negro Leagues and Robinson’s stature as a civil rights icon.

“We’ve taken some heat from some people,” Thompson said. “But look, we’re Division I, and if you’re a high school kid and you’re playing right field and batting .198 and you think just because we’re an H.B.C.U., you think you ought to be able to get a scholarship, you’re wrong.”

He continued: “When you come to bat against the University of Miami and this guy’s throwing 96 miles per hour with a slider that falls off the earth, you’ve got to be able to perform. Ain’t no excuses then.”

If Bethune-Cookman’s baseball team, which has four African-Americans, does not resemble its student body, which is 79 percent African-American, it is nevertheless a melting pot. This year, there are players who are Dominican, Puerto Rican, Cuban, Colombian, Peruvian, Mexican and Jamaican; there also are white players, who make up about half the 28-player roster.

The team’s first-year coach, Jonathan Hernandez, 33, grew up in Hialeah, Fla., a heavily Cuban community near Miami, where he was a product of Major League Baseball’s Reviving Baseball in Inner Cities youth program. He has put together a promising recruiting class — including two African-American players — that is ranked 60th among Division I programs, according to one analysis. BethuneCookman is the only H.B.C.U. on that list.

“I know that we’ve got to be able to give black players more opportunities,” Hernandez said. “There are definitely talented baseball players out there, and we have to find them.”

Finding them, though, is getting harder; N.C.A.A. data from 2018 showed only 4 percent of college players are AfricanAmerican. And when an H.B.C.U. identifies an exceptional black prospect, it soon finds itself competing against both elite

programs with more resources and professional teams dangling signing bonuses.

Sherman Reed, in his ninth season as the coach at Coppin State, said that he commiserates with a handful of AfricanAmerican college coaches, like Edwin Thompson at Eastern Kentucky and Kerrick Jackson at Southern University, about the difficulties of recruiting.

“Economics plays such a big part of this,” Reed said. “More than people want to say.”

Showcase events that gather the best talent, for example, can cost about $800 for a player to attend, and include as many as 1,000 players — but perhaps only a dozen African-Americans, Reed said. Of those, he said, eight might have majorcollege tools.

“It’s a rat race to get those kids,” Reed said. “We like the kid, but Penn State is there and likes the kid, Vanderbilt is there and likes the kid. They always ask, ‘Coach, how many guys have you got drafted?’ I tell them, ‘If I get you, you’ll be the first one.’”
