Ahead of World AIDS Day on December 1, the United Nations Program on HIV/AIDS has some good news and some bad news.

First the bad news. In some parts of the world, West and Central Africa in particular, just getting tested for AIDS is a challenge, the NGO says.

The good news? As of 2017, 75 per cent of people living with the HIV virus knew their status. That’s a double-digit increase over the 66 per cent tracked just two years prior.

And the number of people living with “virally suppressed” forms of the disease, meaning practically undetectable has also risen sharply.

But the group’s Executive Director, Michel Sidibé, says there is still a lot of work to be done. Take the sobering fact that despite the better numbers, there are still an estimated 9.4 million people infected with HIV who do not know their status.

“To reach the millions who do not know their status, we need universal access to HIV testing services. HIV testing should be as widely available as pregnancy testing,” he said.

While AIDS is thought by some to be a disease of the 1980’s, the prominence of the disease in

popular culture was spotlighted recently with the release of the Queen biopic “Bohemian Rhapsody”, which raised some controversy in certain circles as some said the film ignored the breadth and severity of the AIDS crisis.

“This teaser trailer alludes to Freddie Mercury’s sexuality but regrettably it’s a definite blink and you’ll miss it moment,” said Nicholas Baker, outreach and communications manager at gay men’s charity GMFA. "There’s also no mention of his HIV status and death from AIDS related illness. This is disappointing given how much his fame has helped to raise awareness of the epidemic over the years, before effective treatment was available. It’s important to tell these stories and we hope the film does not miss the opportunity to share them.”

Sidibé says there are technological advances made since Mercury’s early demise that are changing the landscape of AIDS and HIV. “In the past few years, we have seen incredible innovations become available that are helping to

WE, AS A CULTURE, need to be better. Even when someone says words that offend our sensibilities, are antagonistic to correct history and change our perceptions of a beloved figure, we still must understand the totality of the human that is saying those words if that person is potentially suffering from something. Kanye West has been a staple in hip hop, pop radio and popular culture for nearly two decades. His words on wax have inspired a generation to love hip hop in a way it did not before him. When he first came on to the scene, hip hop was going through a dry spell that showed a lack of creativity and individuality in terms of fashion sense, lyrical content and drama and motivation. Rappers were sounding the same, obsessed with the same things( violence, drugs dealing and chicken heads) and the entire music form was losing its edge. Kanye introduced verbal and symphonic styling’s that pulled from genres that inspired hip hop’s golden era of the early 1990’s such as Jazz and the Blues, he made records that could be challenging while not losing mass appeal and he did so while still struggling with defining his place in the American political spectrum.

On one hand he is the vigilante who said “George Bush doesn’t care about black people” and on the other hand he is the petulant lyricist who proclaimed to love everybody and anybody on his defiant records, regardless of political position. Yet, recently he has been the focus of derision and controversy for his unabashed and peculiar support of Donald Trump. Unabashedly, he wears Trumps MAGA hat as a gesture of ill will to the Obama administration and its leader who called Mr. West a “jackass” and it is a statement against the perception that blacks not only do but should not vote for the democratic party as a monolith. But his support is not peculiar because he is black and republican, if you watch enough CNN, Fox News and even MSNBC you’ll find some of those, its peculiar because it seems as though Kanye West, the one from the notorious post-Katrina fundraiser, would never throw his hat in the ring with this type of person.

Whatever your political leanings, even a Trump supporter could see how a man who lived in golden apartments, fraternized with very few African Americans before there was a political calling to do so and who started the Birther movement to prove that the most prominent black figure since Dr. King Jr. was not an American citizen would hardly seem like the person another prominent black figure, with all the responsibilities to the race and culture upon him, would align himself with. But, Kanye loves Trump and loves the attention his affections have brought

him and his iconoclastic messaging.

And so many of us are blaming this on his mental illness.

Mental illness is never the fault of those who suffer from it and all those who have it do suffer. No matter what they say, their words are always susceptible to the mutative effects of their illness. Mania can turn happiness into obsessive comments, depression can turn disappointment into suicidal ideation, and anxiety can turn sense into nonsense -easily. This is especially true if medication is being ignored.

Saying what he is saying, it is obvious that he will say more and since he’s spoken more about taking his meds inconsistently than he has spoken about taking them regularly, and with a Kardashian backdrop of family members that are entangled in the same sycophantic and artificial Hollywood nexus that covers up more than it cares, Kanye may start to become even more of a pariah.

Being tangential, repetitive, incoherent and out of touch and flighty are symptoms. But being a conservative who says the bare minimum of what millions of conservatives think and many often speak to power is not a sign of illness. Feeling as though blacks have thrown in with the democratic party and thusly have lost clout and power

So, I know it is easy and even more entertaining to view him as a car crash and rubber neck him into ignominy and notoriety. I, too, am guilty of knee jerk reactions to his latest comment about the 13th amendment or proclamation of

brotherhood with our current president.

But we have to take a breath, pause, and stop ourselves before we hope for him to just stop. We have to evolve beyond the people who are exacerbating this dilemma for ratings and shares and likes, and remember that Kanye West is just telling us that he doesn’t need to think the way you do, doesn’t need to politic the way black people tend to do; Kanye West is also telling us that mental illness is not the reason for his opinions but it is shaping the conversation surrounding them. But mental illness may be why he feels so alone, it may be why he feels like everyone is out to get him, it may be why he seems to need to be newsworthy every five days, because he can’t help himself. Because Kanye isn’t just speaking his truth, he’s yelling it as if someone out there or in his head is constantly telling him he is false or is less than because of it. The culture is certainly responding, but the voice that Kanye is lashing out at the most may just be his own.

No different than the impact industry had on America’s business model of the early 20th century, new technological innovations have significantly changed all aspects of business, from the way people consume to how brands engage consumers.

Innovation breeds new opportunities, fosters entrepreneurship and spurs educational advancement to meet the demand for professional specialization.

Nielsen’s latest report, "From Consumers to Creators: The

Digital Lives of Black Consumers," makes the case that a legitimate renaissance is taking shape within the African American community.

In fact, more than half (54%) of all African Americans have lived their entire life in the digital age. Echoes of digital deserts and tech disparities have given way to unfettered access to WiFi, the "cloud" and 4G LTE. Black consumers have dismantled

old paradigms and bridged divides in access, device ownership and usage.

"Undisputedly the vanguards and early adopters of popular American cultural trends, African Americans have fully embraced today’s digitally connected marketplace," said Andrew McCaskill, SVP Global Communications and Multicultural Marketing at Nielsen.

SBA Kicks Off SMALL BIZ SATURDAY Across America U.S. Small Business Administrator Linda McMahon is encouraging Americans to support local communities by shopping at small businesses on Saturday, November 24. Celebrated each year on the Saturday after Thanksgiving, Small Business Saturday allows consumers to make a tremendous impact in their neighborhoods by supporting a local small business.

Last year, an estimated 108 million consumers nationwide “shopped small” on Small Business Saturday.

African Americans leverage their digital access to critique, connect and hold brands accountable in full display on social media platforms.

With a buying power of $1.3 trillion, Black consumers are effective in supporting brands that align with their preferences and ignoring those that do not.

More importantly, the most enterprising Black consumers are transforming from Consumers to Creators and ultimately becoming the Competition to the brands or industries that have been more exclusive than inclusive. McCaskill added, "At the nexus of digital interconnection, entrepreneurship and an unyielding desire to control and share their own images and ideas, African Americans are using the media-verse as a springboard for content creators to become decision makers. Black consumers are taking a 'for us by us' approach to building new platforms and business models, thereby creating entirely new Black financial ecosystems."

Public and Private Partnerships Will Bring Repairs to NYCHA Apartments (cont'd from cover) strategies to generate revenue for repairs in public housing. There are currently nearly 8,900 NYCHA RAD and unfunded apartments in resident engagement, pre-development, or development for comprehensive capital repairs. These unfunded developments have had no consistent funding stream since the State of New York divested them in 1998. In the NextGeneration NYCHA plan, the City committed to renovating 15,000 apartments through RAD and that the approximately 5,000 unsubsidized apartments receive subsidy by 2025, and today’s announcement expands that to 62,000 apartments in total.

“All residents of New York City, whether in public or private housing, deserve safe, comfortable homes with functioning appliances. Top 10 CYBER MONDAY SHOPPING TIPS for 2018

Some of us wait all year for the Cyber Monday shopping season, our heads filled with the promise of scoring the best price of the year on a new TV, tablet, printer, or high-tech gadget. But don't let all the Cyber Monday hype fool you. You might end up overpaying if you get taken in by so-so prices masquerading as fantastic bargains, and you can miss out on great deals if you don't do your research.

Consumer Reports has been tracking Cyber Monday deals for years and we know all the tricks.

Our Cyber Monday shopping tips will help you get the best deal on the items you want and keep frustration—and overspending—to a minimum.

As usual, we'll be tracking the best Cyber Monday deals we find on multiple product categories, including televisions, laptops, large and small appliances, and mattresses, so check back for all our holiday deals coverage.

1  Plan to shop early. The best time to start checking out Cyber Monday deals is the Saturday after Black Friday; many retailers wait until then to post offers so they don't steal any thunder from that earlier sale. With Black Friday now in their rear-view mirrors, retailers will be fully focused on Cyber Monday as the next big shopping event. Online retailers regularly update prices as they check out their competition, so check back regularly.

If you want to score some of the very best deals, you may want to set a wake-up call for just after midnight on Monday to get in on the action early. Many top bargains may be available in

limited quantities. On the other hand, that Cyber Monday sales don't necessarily end on Tuesday morning. Many retailers are now stretching Cyber Monday into a Cyber Week of online specials, so deals may continue to be available after Cyber Monday itself.

2  Do your homework. Getting the best deals on Cyber Monday can take some work, since online retailers can update specials, take away or add new deals, at

almost anytime during the event.

The good news is that most of the Black Friday sites we've already told you about—bfads.net, bestblackfriday.com, dealnews. com, theblackfriday.com, and blackfriday.gottadeal.com—also track Cyber Monday deals. Sign up and these sites will send you deal alerts, which you can typically filter by product category.

3  Use price and coupon tools.

You don’t have to go retailer-byretailer to compare prices. Try Google Shopping, plus services such as NexTag, PriceGrabber, Pricewatch, and Shopzilla.

In physical stores, apps such as BuyVia, Flipp, ShopKick, ShopSavvy, and Shopular loaded on your phone let you scan bar codes or QR codes to compare prices, get discounts, and score coupons.

Many major retailers, such as Amazon, Best Buy, Target, and Walmart, have their own apps that will alert you to new deals, and sometimes help shoppers in other ways. Amazon's Mobile app, for example, lets you use a smartphone camera to scan products and price-shop online, while Best Buy's app lets you know if an item can be picked up at your local store.

4  Get social. The Facebook pages and Twitter feeds of your favorite retailers are a great way to find out about deals and promotions.

Also check their Instagram and Pinterest accounts. Retailers will often reward customers who like or follow them with special alerts to Cyber Monday discounts and incentives. And, of course, texts, tweets, and social media posts are an easy way to share shopping intel with your friends.

5  Sign up for loyalty programs.

Stores often have loyalty programs that offer sales and promotions to their members first, then let them earn rewards on what they buy. Signing up for Cyber Monday shopping alerts will get you the early word on promotions, coupons, and discounts. In some cases, you can even find out whether the products you want are in stock or eligible for a buy online/ pick up at the store option that saves you on shipping.

6  Create a budget—and stick to it. Yes, this sounds simple. But Cyber Monday sales, especially the special deals available in limited quantities, are designed to get you on the retailer's website, so hopefully they can sell you additional items.

Decide ahead of time how much you want to spend on your Cyber Monday shopping spree, and do your best to resist impulse buying, especially if you're not sure how good a specific deal is. And since it's easier to spend more when using a credit card, a budget can help keep you disciplined. Choose a credit card that doubles the manufacturer's warranty, and then pay it off before any interest accrues.

7  Check return and exchange policies in advance. It's always good to know a store's price-match and return policies. We expect more retailers to price-match specific online deals this year, but some stores might suspend their price-match guarantees during the Cyber Monday weekend on certain items, so read the fine print. Check the return and exchange policies for Cyber Monday sales to make sure that the store won't charge a restocking fee for any item you return.

9  Don't forget brick-and-mortar stores. Despite its name, Cyber Monday isn't just confined to online sales; many brick-and-mortar chains may counter internet sales with one-day in-store specials and discounts, especially if their Black Friday sales weren't as strong as they hoped. And it's quite likely the shopping experience may be more enjoyable, since you won't encounter the same crowds that shopped the store on Black Friday.

10  Stay safe from hackers. With nearly 165 million people expected to be shopping during the Black Friday-through-Cyber-Monday period this year, according to the National Retailer Federation, it's also a prime time for hackers and cyber thieves looking to steal personal information. To be safe, here are a few best practices to follow when you go online to shop.

Avoid using an unsecured public computer, or public WiFi, when shopping, since you'll be probably be entering credit-card information.

Also, make sure the URL of the retailer's site starts with "https," not "http." That means the data in encrypted in transit, so if a hacker does tap into the message, he won't be able to read it. You should also see an https "lock" symbol to the left of the URL. If you're using a retailer or shopping app, make sure it comes from one of the major app stores, such as the Apple store or Google Play. And follow these additional tips to make sure it's not a fake app created by scammers.

Finally, consider installing a virtual private network, or VPN, for your computer and smartphone— especially if you're going to be checking prices using a store's or café's WiFi network. A VPN creates a secure, encrypted connection between your device and the VPN server, keeping you safe from nearby hackers.
