Supreme Courts are defined by their decisions and decision makers. While each member of the court fulfills a vital purpose in adjudicating the parameters of what is legal in our democracy, those that form the swing vote are often the center of national attention - for better or for worse. Justice Anthony Kennedy was a conservative judge who often swung to the side of the more liberal judges on various landmark decisions.

From same-sex marriage to abortion, Kennedy surprised the right wing posterity for a measured response to the rising tide of progressivism among our electorate. His choices were steeped in critical constitutional analysis and an eye for strict adherence to argumentation over emotion and partisanship.

For that and more, he was an extremely influential and dignified Justice of the Supreme Court of the United States.

But now we as a nation stare down a long corridor. This corridor is a rotating gauntlet of extreme media scrutiny and a litany or carousel of candidates destined to be vetted by the MSNBC’S and Fox Newses of the world, all of this intended for the purpose of either stopping or expediting the process of selecting the Judge who will replace Kennedy.

Kennedy was a conservative that burdened his political brethren by not showcasing the obedience and dogmatism of a Justice Scalia or the silent resolution to conservative causes as they evolved like Justice Thomas.

As the right wing has since its amalgamating of evangelicals, fiscal conservatives and moral activists during the inception of the Southern Strategy of the Nixon Campaign, its disapproval of same sex marriage and abortion has been apparent fervently throughout the tides of our national politics. But as these two issues have seemingly become more offensive to conservatives as they have become closer to being legal, conservatives expected Justices nominated by Republican presidents to “toe the party line”.

That is why many of Justice Kennedy’s deeds and the milestone decisions that he contributed to may be under more threat than we have seen any major issues since segregation by Brown v. The Board of Education. Back then, segregation was the controversy

of the day and its death knell by SCOTUS decision making was the dream of legends of the civil rights cause and a coalition of risk taking politicians, including the then President, Dwight D. Eisenhower. The country was divided based on whether they were pro or anti segregation and it being determined unconstitutional affected every person in this country. Today, same sex marriage and abortion divide people in much the same way and while people may be more affected in SCOTUS decisions that regard travel bans, wall st. and campaign financing, abortion and same sex marriage have become like vines on a rustic homes outer wall. Its reach has cleverly found its way into the water cooler talk at every office, into our places of worship and the friends we care for or the enemies we deeply disagree with.

It is the new color line and it may be facing a Trump Justice.

Anyone that Pres. Trump nominates will reflect his keen knack for patterning himself after the desires of the most politically rigid and bigoted in his party. From declaring the Mexican immigrants are “rapists”

It will be unprecedented, in my estimation, just how much these Judges will emulate a president in tone, style and media presence. We will not be getting a conservative who votes like a moderate. We will be getting a conservative that votes like our president would if he could vicariously live out his days as the President and as a Justice. Through who ever is eventually confirmed given the Republicans have all the 51 votes they need to confirm any nomination Pres.

Trump will extend his influencer into the posterity of future administrations to come.

DINAPOLI Releases Analysis of State Budget Financial

The state's fiscal year (SFY) 201819 Enacted Budget Financial Plan projects that spending will outpace revenues over the next three years with potential cumulative gaps totaling $17.9 billion, according to a report released by State Comptroller Thomas P. DiNapoli.

"The state ended the last year with the largest General Fund balance in recent years, but continues to face real fiscal challenges," DiNapoli said. "New York's growing outyear gaps, shrinking debt capacity and the lingering threat of federal funding cuts cloud the horizon. Yet, there are no plans to add to our reserves, leaving the state with little cushion in the event of an economic downturn."

The $170.3 billion spending plan is up $6.5 billion from SFY 201718. Total receipts are expected to increase 0.3 percent, or $541 million, to $166 billion, from last year.

The Division of the Budget (DOB) expects that the state will utilize 42

percent of the $9.4 billion General Fund balance from SFY 2017-18 in the current fiscal year, and that General Fund reserves will decline to $2.9 billion by SFY 2021-22.

Total tax receipts this year are projected at $77.9 billion, down 1.7 percent from the previous year, reflecting factors such as the timing of personal income tax collections in SFY 2017-18. Consumption and use tax receipts, primarily from the state

sales tax, are projected to increase 3.5 percent this year to nearly $17.3 billion. Business tax revenues are projected to reach nearly $8 billion, up 11.4 percent from SFY 2017-18.

Federal receipts are projected to rise $1.1 billion to $60 billion this year and represent 36 percent of total revenue for the state. More than two-thirds of federal funds spending, $38.3 billion, is for local assistance Medicaid payments through the Department of Health. Calls by the President and some members of Congress for major changes to federal funding for health care and other programs are among the most notable budgetary risks for New York.

State-supported debt service is projected to increase by an average 4.4 percent annually through SFY 2022-23, when it will reach $7.3 billion.

The combined balance of the state's primary reserve funds, the Tax Stabilization Reserve Fund and Rainy Day Reserve Fund, is $1.8 billion, less than half of the $5.2 billion they are currently authorized to hold. The last deposits to these funds were made in 2015 and no further deposits are projected during the four-year Financial Plan period, according to the report.

DiNapoli's report also notes:

Operating Funds spending as 2 percent. This reflects the movement off-budget of $1.4 billion in disbursements for the Metropolitan Transportation Authority (MTA), as well as other budget management actions;

Spending on Capital Projects Decreasing: Capital spending is projected at $66.5 billion over the five-year Capital Plan period ending in SFY 2022-23, a decrease of $2.7 billion from the plan issued a year earlier.

The plan indicates that reductions in spending are necessary to avoid exceeding the statutory limit on outstanding debt. Actual capital spending in SFY 2017-18 was $2.1 billion lower than estimated in this year's Executive Budget; and

Billions in Temporary Resources:

The Financial Plan includes nearly $6.7 billion in temporary and non-recurring resources, excluding federal funds. Such use of temporary resources is among the factors leading to projected budget gaps in future years. The state has also collected $10.9 billion in extraordinary monetary settlements since April 2014, and spent $4.9 billion through March 31. One-time resources such as these funds are most appropriately used for capital investments or other one-time expenses. Of the total spent, $2.1 billion, or 37.5 percent, had been used for various forms of budget relief.

Generator safety:

 Read and follow all the manufacturer’s guidelines when using a generator to avoid dangerous shortcuts and ensure safe operation.  DO NOT directly connect your generator to your business’s breaker or fuse box. Power from a generator connected to a business’s wiring will "back feed" into utility lines – which can severely injure or kill a neighbor or utility crew working to restore power.  DO NOT run generators inside your business or garage.  Keep generators away from all open windows to prevent the fumes from entering your business.  Use a battery-operated carbon monoxide alarm to monitor possible dangerous gas levels.  Turn off all connected appliances before starting your generator.  Turn connected appliances on one at

a time, never exceeding the generator’s rated wattage.  DO NOT touch a generator if you are wet, standing in water or on damp ground.  NEVER refuel a hot generator or one that is running – hot engine parts or exhaust can ignite gasoline.

Have plenty of gas safely stored in gas containers to operate your generator.

Before a storm:

 Pay attention to instructions from public officials and the media.

Identify outdoor equipment, materials and structures that could become airborne and move them to a safe location.  Park vehicles in safe, protected areas such as a covered garage.  Charge your cell phone and keep it ready by obtaining portable chargers.

Make multiple back-ups of computer files and data and store records off premises.  Run a special voice message informing employees and customers on the status of company operations.  Close offices with sufficient time to allow employees to secure their own

homes, and inform clients that you’re closing early and when you plan to reopen.

After a storm:

The Helen Diller Family Foundation,

a supporting foundation of the Jewish Community Federation of San Francisco, the Peninsula, Marin and Sonoma Counties, has announced the recipients of its annual Diller Teen Tikkun Olam Awards. Now in its 12th year, the national Awards recognize young changemakers who are committed to undertaking the most urgent and pressing challenges faced by communities around the globe.

This year’s Awards recipients are the creators of non-profit organizations, widely adopted school curriculums, student-led volunteer programs, and more that address issues from school bullying, sexual harassment and sexism, to health disparities, homelessness, and discrimination. The Diller Teen Tikkun Olam Awards began in the San Francisco Bay Area in 2007 as the vision of Bay Area philanthropist Helen Diller. The Diller Teen Awards recognize Jewish teens demonstrating and exemplifying the spirit of tikkun olam, a central Jewish value meaning “repair the world.”

Since 2007, the program has awarded more than $4 million to 114 teens in recognition of their vision, innovation, and demonstration of leadership.

“This past year has clearly demonstrated the power of youth and their ability to engage in helping repair our world,” said Jackie Safier, President of the Helen Diller Family Foundation.

“The 2018 Diller Teen Tikkun Olam Award recipients are confronting some of the most complex and divisive issues of our time with a passion, determination, and courassgeousness that we can all admire and hope to emulate. These teens continue to remind us that individuals of any age

Fostering a collaborative community among recipients and bolstering national recognition of these forwardthinking teens is a primary goal of the Diller Teen Tikkun Olam Awards. Past recipients continue to inspire their peers to follow in their tikkun olam footsteps and create meaningful relationships with new awardees through networking and mentorship. Many past recipients have also been recognized by some of the most prestigious institutions and leaders, including the United Nations Foundation, the Jefferson Awards, the Prudential Spirit Of Community Awards, The White House, and former President Barack Obama.

Grown and Greek TV was launched in the fall of 2017 and travels the country talking with alumni members of Black Greek Letter Organizations commonly referred to as the “Divine 9.” The primary objective of the web series is to share the community service efforts of the various organizations as well as the personal and philanthropic accomplishments of alumni members.

Nassau County Legislator Kevan M. Abrahams (D - Freeport), in partnership with the Uniondale Fire District, Glory House Recovery, Inc., the Nassau County Police Department, Heeling Soles, Inc., the Long Island Nets, Healthfirst and UnitedHealthCare present National Night Out at the Uniondale Fire District’s Sherman Van Ness Fire Station on Tuesday, Aug. 7.

Held in thousands of communities each year on the first Tuesday in August, National Night Out is a crime prevention and awareness initiative that seeks to promote “police-community partnerships and neighborhood camaraderie to make our neighborhoods safer, more caring places to live.” National Night Out enhances relationships between law enforcement and communities by bringing police and residents together in a fun, welcoming atmosphere.

Sparky the robotic fire dog and law enforcement vehicles will be on display.
