The Board of Trustees of Florida Memorial University (FMU) has announced the appointment of Dr. Jaffus Hardrick to serve as the University’s Interim President. Dr. Hardrick will replace Dr. Castell V. Bryant, who had served in the position.

Dr. Hardrick begins his tenure on July 16, 2018.

“Watching O prah” E xhibit Opens at National Museum of African American History and Culture “Watching Oprah: The Oprah Winfrey Show and American Culture,” opens June 8 at the Smithsonian’s National Museum of African American History and Culture, and continues through June 2019. The exhibition will use the story of Winfrey and her 25-year daytime talk show as a lens to explore contemporary American history and culture, especially issues of power, gender and the media. It will feature video clips on a range of subjects, interactive interviews with Winfrey, costumes from her films Beloved and The Color Purple and artifacts from Harpo Studios in Chicago, home of The Oprah Winfrey Show.

“This exhibition examines the power of television,” said Lonnie G. Bunch III, the museum’s founding director.

“Just as Oprah Winfrey watched TV coverage of the civil rights movement and was shaped by the era in which she was born and raised, she has gone on to have a profound effect on how Americans view themselves and each other in the tumultuous decades that followed. Show Host, received the Golden Globe Cecil B. DeMille Award and is the nation’s first self-made African American female billionaire. This new Smithsonian exhibition probes the way in which America shaped Winfrey and how Winfrey’s work has shaped America.

The exhibition is in three sections: America Shapes Oprah, 1950s–1980s, The Oprah Winfrey Show and Oprah Shapes America. Museum curators Rhea L. Combs and Kathleen Kendrick put Winfrey’s story into context for visitors: “During her 25 years on broadcast television, her remarkable ability to connect in a familiar way with diverse audiences was crucial to her success. Many of the values she espoused on her show—including empowerment, education, spirituality and philanthropy—were rooted in her African American identity and upbringing.”

In the first section, America Shapes Oprah, key events in Winfrey’s life are considered in relationship to the broader political, social and cultural changes happening in the country.

Artifacts include items from Winfrey’s childhood when she was deeply affected by the working women in her life, as well as artists, authors and activists whose works gave voice to the experiences of African American women. Among the highlights: the high school diploma earned by Carlotta

Walls, one of the “Little Rock Nine” who integrated Central High School in Arkansas in 1957; a pennant carried

by Edith Lee Payne, a 12-year-old girl from Detroit, at the 1963 March on Washington for Jobs and Freedom; images of women activists, including Pauli Murray, an attorney and Episcopal priest who helped organize the March on Washington, and Congresswoman Shirley Chisholm; and works by artist Elizabeth Catlett.

The exhibition also examines the evolution of The Oprah Winfrey Show, which dominated daytime TV from 1986 through 2011. Watched by millions in 145 countries, the show won 48 Daytime Emmy Awards, and featured a wide range of celebrities and challenging, rarely discussed topics such as beauty, relationships, sexual abuse and current affairs. Winfrey herself received a Daytime Emmy Lifetime Achievement Award in 1998.

The exhibition comes full circle with a section titled Oprah Shapes America.

It explores Winfrey’s global influence that extends far beyond the world of TV, journalism and entertainment. The phenomenon of “The Oprah Effect”— Winfrey’s ability to shape public opinion and change people’s lives—has long been a subject of fascination and debate; it has raised important questions about the relationship between race, gender and power and about whose voices deserve to be heard and whose perspectives and experiences matter.

“Watching Oprah” is located in the museum’s Special Exhibitions gallery, a 4,300-square-foot exhibition space located on the concourse level near the elevator that takes visitors to the first level of the History Galleries.

DINAPOLI Releases Analysis of State Budget Financial

The state's fiscal year (SFY) 201819 Enacted Budget Financial Plan projects that spending will outpace revenues over the next three years with potential cumulative gaps totaling $17.9 billion, according to a report released by State Comptroller Thomas P. DiNapoli.

"The state ended the last year with the largest General Fund balance in recent years, but continues to face real fiscal challenges," DiNapoli said. "New York's growing outyear gaps, shrinking debt capacity and the lingering threat of federal funding cuts cloud the horizon. Yet, there are no plans to add to our reserves, leaving the state with little cushion in the event of an economic downturn."

The $170.3 billion spending plan is up $6.5 billion from SFY 201718. Total receipts are expected to increase 0.3 percent, or $541 million, to $166 billion, from last year.

The Division of the Budget (DOB) expects that the state will utilize 42

percent of the $9.4 billion General Fund balance from SFY 2017-18 in the current fiscal year, and that General Fund reserves will decline to $2.9 billion by SFY 2021-22.

Total tax receipts this year are projected at $77.9 billion, down 1.7 percent from the previous year, reflecting factors such as the timing of personal income tax collections in SFY 2017-18. Consumption and use tax receipts, primarily from the state

sales tax, are projected to increase 3.5 percent this year to nearly $17.3 billion. Business tax revenues are projected to reach nearly $8 billion, up 11.4 percent from SFY 2017-18.

Federal receipts are projected to rise $1.1 billion to $60 billion this year and represent 36 percent of total revenue for the state. More than two-thirds of federal funds spending, $38.3 billion, is for local assistance Medicaid payments through the Department of Health. Calls by the President and some members of Congress for major changes to federal funding for health care and other programs are among the most notable budgetary risks for New York.

State-supported debt service is projected to increase by an average 4.4 percent annually through SFY 2022-23, when it will reach $7.3 billion.

The combined balance of the state's primary reserve funds, the Tax Stabilization Reserve Fund and Rainy Day Reserve Fund, is $1.8 billion, less than half of the $5.2 billion they are currently authorized to hold. The last deposits to these funds were made in 2015 and no further deposits are projected during the four-year Financial Plan period, according to the report.

DiNapoli's report also notes:

Operating Funds spending as 2 percent. This reflects the movement off-budget of $1.4 billion in disbursements for the Metropolitan Transportation Authority (MTA), as well as other budget management actions;

Spending on Capital Projects Decreasing: Capital spending is projected at $66.5 billion over the five-year Capital Plan period ending in SFY 2022-23, a decrease of $2.7 billion from the plan issued a year earlier.

The plan indicates that reductions in spending are necessary to avoid exceeding the statutory limit on outstanding debt. Actual capital spending in SFY 2017-18 was $2.1 billion lower than estimated in this year's Executive Budget; and

Billions in Temporary Resources:

The Financial Plan includes nearly $6.7 billion in temporary and non-recurring resources, excluding federal funds. Such use of temporary resources is among the factors leading to projected budget gaps in future years. The state has also collected $10.9 billion in extraordinary monetary settlements since April 2014, and spent $4.9 billion through March 31. One-time resources such as these funds are most appropriately used for capital investments or other one-time expenses. Of the total spent, $2.1 billion, or 37.5 percent, had been used for various forms of budget relief.

Commissioners for NYC CHARTER REVISION 2019 Appointed CHARTER COMMISSION 2019, charged with examining and updating the city’s constitution, was announced today with the appointment of the 15 commissioners who will conduct a full review of the City Charter, the document that sets the framework for New York City’s government.

Proposed amendments and other changes to the City Charter will be voted on in November 2019.

The commissioners, four appointed by the Mayor, four appointed by the Council, one appointed by the Public Advocate; one by the Comptroller, and one appointed by each Borough President, represent a broad range of New Yorkers from varied backgrounds and geographic locations.

The Charter Commission 2019 was created through legislation sponsored by Public Advocate Letitia James, Manhattan Borough President Gale Brewer, and City Council Speaker Corey Johnson.

The Commission’s broad mandate is to review the entire Charter and draft amendments to bring the City into the 21st Century.

a supporting foundation of the Jewish Community Federation of San Francisco, the Peninsula, Marin and Sonoma Counties, has announced the recipients of its annual Diller Teen Tikkun Olam Awards. Now in its 12th year, the national Awards recognize young changemakers who are committed to undertaking the most urgent and pressing challenges faced by communities around the globe.

This year’s Awards recipients are the creators of non-profit organizations, widely adopted school curriculums, student-led volunteer programs, and more that address issues from school bullying, sexual harassment and sexism, to health disparities, homelessness, and discrimination. The Diller Teen Tikkun Olam Awards began in the San Francisco Bay Area in 2007 as the vision of Bay Area philanthropist Helen Diller. The Diller Teen Awards recognize Jewish teens demonstrating and exemplifying the spirit of tikkun olam, a central Jewish value meaning “repair the world.”

Since 2007, the program has awarded more than $4 million to 114 teens in recognition of their vision, innovation, and demonstration of leadership.
