Janelle Monáe Delivers Dillard U Commencement Address

Dillard University will hold its 81st Commencement on Saturday, May 13, at 8 a.m., on the historic Avenue of the Oaks. The University will confer more than 160 undergraduate degrees that day. The University is proud to announce that multitalented superstar Janelle Monáe will deliver this year’s commencement address. Monáe (Wondaland Arts Society/Bad Boy Records/Atlantic) is a multi-Grammy nominated singersongwriter, performer, actor, producer and CoverGirl spokesperson known for her unique style and groundbreaking sound. She’s also known for her activism speaking out against social injustices, police brutality and civic rights. Last fall, Monáe launched Fem the Future, an initiative to create more opportunities to advance the awareness, inclusion and opportunities for women and those who identify as women through music, arts, mentorship and education.

“Janelle Monáe’s significant accomplishments in music and particularly, film and STEM, both signature programs here at Dillard, along with her activism made her the ideal person to deliver a timely message to our graduates,” President Walter M. Owners of electric vehicles in New York City and Westchester County can earn e-gift card rewards and get valuable information about their charging habits by participating in a new Con Edison program.

Con Edison and FleetCarma, a company that specializes in electric vehicle technology solutions, are seeking participants for a program called SmartCharge New York that will pay EV owners to charge their vehicles at times when demand for power is not highest.

Participants in the program will get valuable information. They’ll have access to FleetCarma’s online portal where they can get data on their driving energy efficiency, carbon footprint, battery health and more.

Moonlight, produced by Brad Pitt’s Plan B Entertainment and A24, chronicles the coming-of-age of Chiron (Ashton Sanders, Trevante Rhodes), a young man facing an uphill battle with his sexuality during Miami’s turbulent war-on-drugs era in the 1970s. Moonlight also stars Naomie Harris, André Holland and Mahershala Ali. Monáe hasn’t allowed her fame to silence her from being vocal on injustices. Conversely, Monáe has used fame as a platform and her political activism is well-documented.

During a 2015 performance on NBC’s “Today,” Monáe performed her protest song “Hell You Talmbout.”

Last February, Monáe performed at a concert in Flint, Mich., to raise money for the city’s recent water crisis. In January, after the most recent presidential election, she spoke and performed at the Women’s March on Washington that drew a recordbreaking crowd.

The program is open to all EV owners, both residential and fleet, that charge in the Con Edison service territory. It is not necessary to be a Con Edison customer and an EV owner can enroll more than one vehicle in the program.

SmartCharge Rewards can be redeemed for an assortment of e-gift cards, digital pre-paid cards, and nonprofit donations. Con Edison’s goal is to gather insights on how the growing popularity of EVs will impact its electric-delivery system. Con Edison can use that information to help guide investments in its system and maintain its industry-leading reliability.

Here’s how the program will work: Each participant will get a free cellularenabled, FleetCarma C2 connected device that plugs into the on-board diagnostic port or connector of the vehicle and collects charging and driving data. Drivers will be able to see their information via the online portal.

The timing of the program coincides with a New York State incentive. The Drive Clean Rebate offers a discount of up to $2,000 for those who buy a qualifying electric vehicle from a dealership registered with the state. In addition, the federal government offers a tax credit of up to $7,500.

Just for enrolling in the program an EV owner will earn $50 in SmartCharge Rewards. The owner will then get $5 in rewards in each month that they charge in the Con Edison service territory.

NE WS The Rochester City School District’s payroll processes are disorganized, highly decentralized and not administered uniformly, resulting in errors that are costing taxpayers, according to an audit released today by State Comptroller Thomas P. DiNapoli. Auditors also found numerous problems with how the district managed its purchases.

DiNapoli Finds Problems With School District Payments

“The Rochester City School District needs to substantially overhaul how it is managing payroll and purchasing of goods and services,” DiNapoli said.

“Although the dollar amounts of many of the errors found by auditors were small, the sheer number of mistakes and their potential total dollar value is cause for significant concern. The district has not implemented the controls and oversight procedures it needs to run a sound operation.”

The Rochester City School District operates 52 schools with approximately 29,700 students and 6,978 employees. The district’s budgeted appropriations for the 2016-17 fiscal year are approximately $865 million, which are funded primarily with state aid, aid from the city of Rochester and grants. Payroll payments totaled approximately $640.4 million for the district’s 201415 and 2015-16 fiscal years.

DiNapoli’s auditors reviewed salary and wage payments totaling $3.8 million made to 45 employees. They found incorrect or unsupported payments made to 41 (91 percent) of the employees in almost every type of payment made to them, including incorrect salary payments, retroactive payments and separation payments.

Auditors expanded their audit work to examine approximately 1,100 of these types of payroll payments.

They identified errors in 97 percent

of the additional payments tested.

In total, they found more than $356,600 in incorrect or unsupported payments. The errors included several underpayments to employees as well.

Auditors also found 16 of the initial 45 employees examined received bonus payments ranging from $1,000 to $13,400, totaling $86,963. Ten of these payments were incorrectly calculated, by a total of $5,452. All were related to the State Education Department’s “Teachers Incentive Fund” grant program.

DiNapoli’s auditors reviewed 515 procurement card (p-card) purchases totaling approximately $396,000 and found deficiencies with 500 purchases (97 percent) totaling $384,313.

This amount includes $293,279 in purchases in which the district failed to comply with statutory competitive bidding requirements.

District officials generally agreed with the audit’s recommendations and indicated they planned to take corrective action. Their full response is included in the complete audit.

CHILD INJURY DEATHS

The Health Department, in its role as chair of the New York City Child Fatality Review Advisory Team, today released its annual report on child injury deaths. This year’s report covers a five-year period, from 2010 to 2014, with a special focus on how patterns differ as children age. On average, 39 children aged 1 to 12 years old die from injuries each year, including unintentional injuries, homicides and suicides. About half of child injury deaths were unintentional, from causes such as traffic crashes or fires. The report, created by the multidisciplinary committee of representatives from City agencies, as well as child welfare and medical experts, can be found at nyc.gov/health.

“While deaths among children are rare in New York City, any death of a child is a tragedy,” said Health Commissioner Dr. Mary T. Bassett. “The continued excess rates in communities of color and among children living in poverty are unacceptable. The Health Department, along with our sister agencies, will continue efforts to create safer homes and safer communities for children in our city.”

According to the report, Black children, boys and children living in very high poverty neighborhoods have higher injury death rates (6.6, 3.8 and 4.8 deaths per 100,000, respectively) when compared with other groups.

Motor vehicle-related injuries are the leading cause of unintentional injury death among children aged 1 to 12 years old, with 80 percent occurring when a child pedestrian was struck by a motor vehicle.

Patterns of fatal injury change as children grow older. For example, of the 61 homicides among children, 29 (48 percent) were among 1 and 2 years olds. A small, but concerning, number of suicides (13) also occurred among children aged 9 to 12 years old.

The annual child injury death report is authored by the Health Department and the Child Fatality Review Advisory Team, a multidisciplinary committee of representatives from City agencies, as well as child welfare and medical experts appointed by the Mayor, the City Council Speaker and the Public Advocate. The Child Fatality Review Advisory Team was formed in 2006 as mandated by Local Law 115 of 2005 to review and report on injuries as preventable causes of death among NYC children under the age of 13.

To reduce the risk of intentional injury deaths, the City has invested in programs to ensure children and parents have access to mental health services. The Department of Education’s School-Based Mental Health Program offers a range of services to students who have emotional and behavioral difficulties in City schools. On-site services, mobile response teams, and trainings provide comprehensive support to children and adolescents.

The Growing Up NYC tool is a resource for parents and caregivers. It serves as a one-stop shop for City resources, including health, education, child development and safety and recreation.

The tool is a mobile-first digital platform that is accessible via smart phone, tablet or computer, providing content for children ages 0 to 12 years old.

Users have the opportunity to refine content to meet the specific ages, needs and interests of the children in their family.

Led by First Lady Chirlane McCray, ThriveNYC is an unprecedented strategy and set of 54 initiatives to approach mental health as a comprehensive public health challenge involving many City agencies.

ThriveNYC aims to change the conversation, eliminate the stigma surrounding addiction and mental

Under the plan, New York City has seen declines in traffic fatalities for three successive years, with fatalities down 23 percent since before Vision Zero, bucking national trends. In 2016, Mayor de Blasio announced initiatives specifically aimed at protecting children, including more speed cameras near schools and a new intensive safety-education curriculum for elementary and middle schools developed in collaboration with the Department of Education. That new curriculum for fourth to sixth graders, called Cross This Way, is reaching 300,000 students per year, helping meet the report’s recommendations that children be taught to cross the street safely at crosswalks, follow pedestrian and traffic signals and look both ways before crossing the street.

By the end of 2016, New York City had seen three fatalities of school-age children for the entire year; while this is still too many, it is less than half the previous record low total. In January 2017, Mayor de Blasio announced that New York City would make an additional $400 million investment in Vision Zero – for a total of $1.6 billion over the next five years.

Smoking Disclosure Policy: This bill (which will be introduced by council member Torres on April 25) requires owners of residential buildings to create a policy on smoking and disclose it to both current and prospective residents.

All residential buildings with three or more units will be covered, including rentals, condominiums and cooperatives. Buildings will not be required to adopt complete nosmoking policies.

Disclosure of a building’s policy on smoking will be required annually and if a building changes its policy at any time. If an owner fails to disclose the policy, he/she may face a $100 civil penalty. Tenants would not be fined for smoking in non-smoking areas of buildings.

Disclosing a building’s smoking policy will help tenants to make an informed decision about whether or not they want to live in a building.

This information may be especially important for parents with young children and for others, such as older adults, who may spend more time at home and consequently have higher exposures to secondhand smoke.

2017 CUNY JAZZ FESTIVAL FEATURES NEA JAZZ MASTER DR. LONNIE SMITH

The City College Center for the Arts (CCCA) and the City College of New York Jazz Program present the 2017 CUNY Jazz Festival featuring Hammond Organ guru Dr. Lonnie Smith. The two-day festival includes free master classes with saxophonist Jon Gordon and vocalist René Marie, performances by student ensembles from schools throughout the City University of New York (CUNY), and a free concert with Smith, a National Endowment for the Arts (NEA) jazz master. The event culminates with a gala concert featuring the CCNY Student Jazz All-Stars opening for Dr. Lonnie Smith and his trio, on May 5 at 7:30pm. The events will be held at historic Aaron Davis Hall.

Past CUNY Jazz Festival guest artists include guitarists John Abercrombie and Adam Rogers, bassist John Patitucci, trombonist Wycliffe Gordon, vocalist Luciana Souza, saxophonists Dick Oatts Chris Potter, Dave Liebman, and Billy Drewes, pianist Kenny Werner, trumpet players Ralph Alessi and Marvin Stamm, and the Vanguard Jazz Orchestra.

The 17th Annual CUNY Jazz Festival kicks off on Thursday, May 4, with a performance by the CCNY Faculty

Jazz Ensemble at noon, followed by a master class featuring Gordon and performance by student ensembles.

That evening at 7:30, Dr. Lonnie Smith joins the CCNY Large Jazz Ensemble for a free concert followed by a jam session. On Friday, May 5, the festival continues at noon with student performances and a master class featuring vocalist René Marie.

The festival wraps up with a gala concert featuring the CCNY Student Jazz All-Stars followed by the Dr. Lonnie Smith Trio at 7:30 p.m.

Participating schools joining CCNY ensembles this year include Hunter College, Queens College, Lehman College, York College and The College of Staten Island. Events are free with the exception of the gala concert, which is $15 for General Admission and free with CUNY ID. Dr. Lonnie Smith is an unparalleled musician, composer, performer and recording artist. An authentic master and guru of the Hammond B-3 organ for more than five decades, he has been featured on more than 70 albums, and has recorded and performed with a virtual “Who’s Who” of the greatest jazz, blues and R&B giants in the industry. Consequently, he has often been hailed as a “Legend,” a “Living Musical Icon,” and as the most creative jazz organist. Jazz Times magazine describes him as “a riddle wrapped in an enigma wrapped in a turban.” Always ahead of the curve, Smith enjoys a fan base that is truly worldwide.

Smith was introduced to music through the gospel he heard at the church where his mother sang. He was part of several vocal ensembles in the 1950s, and played trumpet and other instruments at his hometown school in Buffalo, NY. In the late 1950s, Art Kubera, a Buffalo-area music store owner, gave Smith his first organ on which he learned to play and develop his musical style. In addition to being influenced by the sound of the church organ, he was inspired by organists such as Wild Bill Davis, Bill Doggett and Jimmy Smith.

Among the honors bestowed upon Smith are DownBeat’s Best Organist honors (1969) and numerous Organist/Keyboards Player of the Year awards by the Jazz Journalists Association. Both the Buffalo Music Hall of Fame (2009) and Jazz Organ Fellowship (2011) elevated Smith to the ranks of their honorees. Smith was recently named 2017 NEA Jazz Master by the National Endowment for the Arts.

The City College Center for the Arts hosts an ambitious, year-round calendar of student and professional performances.
