ver 80 years ago, newly elected President Franklin Delano Roosevelt stated the above—now a wellknown cliché. While FDR was referring to people panicking and pulling their savings out of banks during the Great Depression, his words resonate today—but about a different reality. He described such fear as “…nameless, unreasoning, unjustified terror which paralyzes needed efforts to convert retreat into advance.”

Today, we’ve become a nation victimized by fear-mongers—with an agenda. Healthy concerns about a variety of situations—that move us into action—are not a problem.

They are an appropriate response to serious issues. The problem with fear is when it’s irrational, when we become victimized by it, when we’re paralyzed by it, when it isolates us and renders us powerless.

We are scared of our neighbors, of immigrants, of other nations, of new research that challenges longheld beliefs, of our differences, of our bosses and of our own potential to foment change. “Better the devil you know than the devil you don’t,” people say. What does that mean?

On the one hand, it’s a cautionary statement not to jump into something without investigation.

But often we say such a thing to prevent us from stepping outside of our comfort zone (however unpleasant) in order to take a chance on a new idea, person, organization or strategy.

We need to get our act together.

Why nurses are afraid of power

It’s irrational to be intimidated by thinking we can actually fulfill our potential. Yet, many of us— particularly women—are insecure about doing just that. Nameless fear contributes greatly to these insecurities. Fear of the unknown or of false stereotypes alienates people from one another who may otherwise discover that they have much in common.

It’s a no brainer to consider that people (particularly those without resources or wealth) have much

more power together than they do alone. This is the fundamental concept behind the formation of labor unions. And yet, many workers are afraid to form unions.

Certainly fears of retribution by nasty bosses are justified, but what can they do to us if we’re united, if everyone is on program, if we use the strength of our numbers to

How many of us are thrilled to participate in councils and “shared governance” models—only to learn that our most significant suggestions (e.g., more staff, better equipment, superior education) are rejected due to “the budget” or some other excuse? How many of us accept “the budget” excuse, knowing full well that top administration receives exorbitant salaries, consultants are paid millions and superficial amenities and facades require dollars that should be spent on patient care or employees?

There is terminology for this behavior: it is known as the psychology of oppression. We internalize the definition of who we are by the very forces that oppress us.

Breaking the chains

As painful as it is to say, too many of us are more comfortable being victims than taking the initiative to win, change the paradigm, and redefine the power relations we confront. We’re frightened of our potential power because we don’t recognize our own value and feel we cannot fulfill the responsibilities involved in transforming our situations.

The process of disempowerment

Nurses are constantly harangued, told to work faster and better.

We’re seldom respected for the work we do. We’re accused of being malcontents when we complain about conditions or systems—and then we are blamed when something goes wrong.

We jump through hoops to defend the very institutions that exploit us. How many of us panic along with the bosses when JCAHO comes? What we are really doing is covering for the hospital so it doesn’t get cited for inadequate supplies, staff, cleanliness and functional systems. It’s like covering the bruises when ACS comes to see a troubled family!

In NYSNA, every conscious act—from filling out a POA, signing a union card, voting in a union election, becoming a Contract Action Team member, running for Delegate (we have an important Delegate Election right now in NYSNA—the ability to form a State Assembly of rankand-file nurses who make union decisions)—is an act of defiance against oppressive conditions.

Taking a stand is the first step.

Going public to expose conditions in our workplaces is an act of advocacy. Taking a strike vote—even going on strike—to defend our patients’ rights to quality care is an act of personal sacrifice and commitment to our communities.

Voting for a union—as the Putnam and AMC nurses did this past year—is both an individual and collective act of courage, facing down intimidation and threats.

If you never take the plunge, you will never know the sweet taste of victory.

NYSNA endorses Pat Kane, RN, for Assembly NYSNA

Treasurer Pat Kane, RN, gives support to the claim that no one is better prepared than a nurse to serve and advocate for the public in the powerful halls of the New York State Assembly.

The unique perspective that comes from dedication to patients—for Kane, caring for them in the OR—is what positions nurses to excel in public office.

Professionals, like Kane of Staten Island University Hospital, are trained to listen and articulate answers and solutions, often under pressure. For these reasons, and many more, NYSNA is incredibly proud to endorse Pat Kane to represent the people of New York as an Assembly member for New York’s 61st District.

A life of dedication

New York needs more seasoned professionals like Kane in public office. As a nurse for 35 years and a Staten Island resident for more than 50, Pat Kane has confronted a wide range of healthcare issues, including substance abuse, the lack of mental health services, domestic violence, workers’ rights, and recovery and rebuilding after Hurricane Sandy.

“I’ve dedicated my life to the care of others and I think, as a registered nurse, I bring a unique and valuable perspective to this office,” says Kane.

She kicked off her campaign at Edificadores De Naciones Church in Staten Island on May 12—the last day of Nurses Week and the birthday of the founder of modern nursing, Florence Nightingale.

“Her life and her work are a great inspiration to me,” Kane says of Nightingale. “I think she would be proud to see more nurses step-

ping up to the challenge of running for office.” This was more than a nod to Nightingale. Kane hopes her campaign will inspire women, especially young women, to stay politically active and to run for office.

Healthy communities

Nurses and Staten Islanders turned out with enthusiasm to show their support and to hear Kane speak about the goals of her campaign. Front and center in her platform: healthcare.

“Improving and expanding access to healthcare in the 61st District is critically important,” she began.

“Staten Island has never gotten its fair share of healthcare resources.

We are the only borough in the city that does not have an acute care public hospital. It pains me to know that this community and the North Shore of Staten Island have some of the poorest health indicators in New York. We need an expansion of health clinics, psychiatric and dependent services, and improved access to our hospitals.”

However, building healthy communities is about far more than just healthcare, says Kane.

“Health starts right here in our homes, in our schools, in our workplaces, and in our neighborhoods,” she says. “Our health is greatly affected by economic opportunities and support, the quality of education and housing, the safety of our communities, the conditions in our workplaces, the cleanliness of our water, our food, and our air, and the nature and variety of our social interactions.

Building a healthy community starts with understanding and implementing progressive policies.”

Environmental justice is one of those policy issues about which Kane feels very strongly. As a nurse,

she has seen firsthand the effects of climate change on Staten Island.

“Staten Island suffered immensely from Hurricane Sandy and other storms, and we are especially vulnerable to threats imposed by climate change,” says Kane. “We need to meet the climate crisis head on—moving the economy to more renewable energy, protecting our community—because we are at the front lines of climate impact.”

Community involvement is key to achieving these goals, says Kane.

“I hope to inspire more people to become civically engaged, to participate in the process, to vote,” she added.

A union tradition

Kane thanked her union family for attending the rally and praised the hardworking men and women who are the economic backbone of the community.

“We live and work in a city with strong unions and a strong commitment to workers’ rights. I plan to honor that tradition as a member of the Assembly. We are union, and we are one.”

NYSNA joins in at Multi-Union Lobby Day

T

he 2018 Multi-Union Healthcare Lobby Day was a great display of labor unity and call for support of safe staffing legislation in New York. Joining NYSNA were nurses and caregivers from NYSUT—A Union of Professionals, Communications Workers of America Local 1168, Public Employees Federation (Official) and 1199SEIU United Healthcare Workers East. All were together on the need to pass the bill to improve safe staffing. Chants of “Safe staffing saves lives,” reverberated. Our members and other union sisters and brothers met with scores of legislators.

NYSNA President Judy SheridanGonzalez, RN, was there to add her voice to the call for safe staffing legislation in New York and for unity against threats of healthcare

cuts from the federal government.

She was joined by President Cori Gambini, RN, CWA Local Union 1168, who added his support, “I am standing in solidarity with all nurses to pass this bill.”

A spirited day

PEF President Wayne Spence said, “I am advocating to my 10,000 RN members to pass safe

staffing.” Spence related that his mother, an 1199 caregiver, was able to put him through college with scholarship assistance he received from her union.

Elected representatives expressing their support were assembly members Dick Gottfried and Aileen Gunther, RN. Gunther is sponsor of the Assembly’s Safe Staffing for Quality Care Act (see p. 4).

he unique perspective that comes from standing by a patient’s bedside through thick and thin—shepherding people from sickness to health—is what positions nurses to excel in public office. Karines Reyes, RN, of Montefiore’s Weiler Hospital, is a professional—trained to listen, to care for people in need, and to keep calm under pressure.

For these reasons, and many more, NYSNA proudly endorsed NYSNA RN Reyes on May 18 in her bid to represent the people of New York as an Assembly member for New York’s 87th District.

Reyes is on the front lines, working tirelessly—for her patients, her Bronx community, and her union.

New York Nurse spoke to Reyes about her decision to run, the major challenges facing the 87th District, and how her experience and perspective can make a difference.

Why did you choose to go into nursing?

I’ve always had a love for the medical field. I had the chance to work at a hospital in college and saw the nurses and doctors perform selfless, giving and rewarding work every day. I knew it would be a challenging and difficult job, but when I come home at the end of each shift, I feel like I made a difference.

What motivated you to run for office?

Soon after I became a nurse, I started doing advocacy work with NYSNA. I would travel to Albany to meet elected officials, participate in contract negotiations with hospital management, and volunteer at health fairs in my community.

I began to realize that how much we were able to accomplish was heavily influence by state policy. I would meet politicians who were making enormous decisions about healthcare policy that would have a major impact on my patients, my neighbors, and my family. Yet, these individuals had no clinical experience. How could they decide

what is best for the health of the community if they had no experience working in healthcare? This disconnect motivated me to run for office so that I could be further involved in shaping the health of the Bronx.

How do you think being a nurse would inform your perspective as a member of the Assembly?

I am a nurse that lives and works in my community. I have a clear understanding of the needs of my constituents. To me, patients are not just numbers, they are human beings in a bed. Very few politicians can say they know their community as intimately as nurses do.

What are some of the biggest challenges facing the 87th District?

We absolutely lack access to healthcare and a quality education.

For example, in the Bronx, there are no gifted and talented schools for children above the 6th grade level. This is not true for children in other boroughs and these pro-

grams enhance children's ability to succeed. The Bronx is also the unhealthiest county in New York.

We have the highest rates of diabetes, asthma and maternal death.

The social determinants of health impact our ability to thrive. We are overlooked because we are black and brown and no one expects us to do well. I want to change this.

What role do you think our state government should play in building healthy communities?

The state controls funding and determines which communities have access to essential resources.

I want to advocate for policies that will improve my community, including a single-payer system. I also want to make sure the state does not forget about my constituents. I have been a nurse and an advocate for years and as a member of the Assembly, I will use my influence to invest in the betterment of my community as I have been doing my whole career.
