MODERNIZED PREFERRED SOURCE LAW SIGNALS THE FUTURE
The Preferred Source Program advanced into a new era thanks to unified advocacy by NYSID’s 2022 Legislative Champions and Governor Kathy Hochul’s leadership.
Senator John W. Mannion and Assemblymember Chris Burdick teamed up with nonprofit disability support organizations to campaign for needed program improvements to open more employment doors for people with disabilities.

The modernized Preferred Source legislation was signed into law by Governor Hochul in October 2022.
We are indebted to these lawmakers for improving work opportunities for individuals with disabilities, and grateful for their ongoing commitment to inclusive employment for all.

Fiscal Year 2022 stands out for making rewarding work more accessible through the Preferred Source Program.
One year ago, NYSID and the New York Alliance for Inclusion & Innovation announced the findings of an independent report on the economic and social impact of disability service providers, by the well-respected Rockefeller Institute of Government.
Our organizations understood that the report’s independent findings would help support a movement for program modernization led by our Senate and Assembly champions.
The study confirmed what those in the NYSID network experience every day: nonprofit disability service organizations offer thousands of individuals support, including work opportunities. They are major employers and generate $14.3 billion in economic output.
We delivered this message across the state at media events where individuals with disabilities emphasized the importance of employment.
We united with other disability support organizations to gain further momentum for the modernization.
The improved legislation, which streamlines contracting procedures and disability ratios to create competitive integrated employment consistent with the workshop transformation movement, is now a reality.
We believe it will positively impact the employment potential of the diverse individuals served by the Preferred Source Program.
