문제들을 협의했다.
뉴욕한인회관 재개발 문제는 이명석 회장이 제안받았다는 한
국 메리엇증권사와의 MOU는 일 단 보류하고, 메리엇증권사측과 한인회관 재개발 추진위원회가
직접 미팅을 통해 그들의 구체적
인 제안을 들어보고 현 회장단과 함께 논의, 결정해 나가기로 했다. 또 한 회사에 국한하지 말고 회
관 재개발 프로젝트를 공개적으 로 오픈하여 그 진행 과정을 한인 사회에 투명하게 공개하고, 의견 수렴 통해 최상의 조건을 제시하 는 곳을 최종 찾기로 했다. 한인회관개발추진위 위원장은

미국 최대 아시안 슈퍼마켓 체 인 H마트가 ‘2026 I Heart
Children 어린이 그림 그리기 대 회’의 수상자를 발표했다. 이번 대회는 지난 4월 3일부터 4월 26일 까지 약 한 달간 진행되었으며, 전 국의 어린이들이 자신이 가장 좋 아하는 H마트에서의 순간을 주제 로 한 그림을 제출해 풍성한 창의 력과 감동을 전했다.
올해 대회에서는 총 90명의 어
린이가 수상자로 선정되었으며, 이 중 Stephanie Hyerin Yang (Pre-K~1st Grade 부문)과 Jace Lee(2nd~5th Grade 부문)이 대 상 수상의 영예를 안았다. 두 대상 수상자에게는 각각 1,000 달러의
장학금과 이름이 새겨진 상패가 수여된다.
이외에도 1등 수상자에게는
500달러 상당의 H마트 상품권과 상패, 2등 수상자에게는 300달러 상당의 상품권과 트로피, 3등 수

“Here.” I interrupt, trying to salvage the split syllables of my name.
Most children are scared of the dark, or spiders, or clowns. I, however, have Attendancesheet-phobia. On the first day of school, as I unfold a fresh new notebook, it struck like lightning.
Names passed like a steady drum rhythm.
“Andrew Brown,” “Jonathan Edwards,”
Grace Garcia.”
And then, I heard it, a heavy pause louder than a jet engine. “I’m going to butcher this.” The teacher said, “Sai.. hyoon Kyan?
My hand shot up before she even finished. “I go by Sophia,” When she asked, “Did I pronounce that right?” I nodded and smiled awkwardly.
For years, I thought I was alone in this fear. But I began to realize that I wasn’t the only one suffering from Attendance-sheet-phobia. During global roll call, Korea’s name has also been repeatedly mispronounced– and sometimes, even marked absent.
In the 20th century, Japan annexed Korea, forcing rapid industrialization on it whilst stripping its people of their culture and dignity. Soon, through policies known as sōshi kaimei, Koreans were forced to abandon their traditional names and adopt Japanese-style ones (Kim). They attempted to erase the Korean naming system rooted in geography, ancestry, and lineage, and in classrooms, Koreans were forced to answer “Here” to a name that wasn’t theirs. Even today, I find Korea’s name and sufferings barely visible. In my AP World Class, we learned about the Industrial Revolution and imperialism. I eagerly flipped to the textbook section, knowing that I had previously researched much about Korea’s independence movement. But, the textbook merely said: “Additionally, Japan colonized China and Korea,” and moved on. That was it? Were years of suffering worth

only one sentence? For the next week, I went on a rant about my grandiose dream of demanding CollegeBoard to one day create an AP Asian History course. For years, I dreaded the heavy pause before my name was called on attendance that was louder than any silence. However, in recent years, something has shifted. I remember the pause at the Oscars before Parasite was awarded. Or maybe, the pause at speech and debate competitions before my name is called, alongside many other unique and beautiful names. Not butchered, not embarrassed, but true. Celebrated. But I can’t help but wonder- is applauding the same as understanding? Teenage girls in my grade are eager to watch their favorite K-POP group’s colorful performances. But K-Culture is not simply shallow aesthetics. It isn’t reduced to pale beauty standards or Buldak ramen. Flashy trends are easy to like, but understanding the depth of culture is much harder. The substitute teacher might call your name without stuttering, but that doesn’t mean they say it right. There have been times in the past few months where teachers confused me with a Vietnamese or Filipino student– which is wild, considering how different the last name Kan is from Nguyen. I came to realize that enjoying without understanding can be a form of mispronunciation, too.
Still, I am forever grateful. Korea’s name went from being ignored to finally being spoken thanks to K-Culture, however it may be pronounced. In middle school, I never would have

imagined performing on my school’s K-pop dance team– what my friends now call “the most anticipated performance at the pep rally.” I never would have imagined workers at the International Monetary Fund applauding our traditional drum performance, the sticks in my trembling hands pounding on cow hideskin. I never would have imagined my Korean class filled with students who had no Korean roots–including our Korean Club President herself. When I correct someone and say “It’s Sihyun,” I no longer feel small. I feel proud representing my country, and all the Koreans who never had a chance to be proud of their name. Korea’s name is too beautiful to be mispronounced, too deep to be reduced to trends and glowy skincare products. K-Culture has spread worldwide, but we must follow that with a global understanding of Korea’s intricate culture. Korea has diligently fought to preserve its names– names such as mine. In fact, Kan is one of the rarest Korean last names, representing only 0.0051% of Koreans (“가평간씨(加平簡氏)의 유래 :: 뿌리를 찾아서 :”), compared to 22% with Kim (Bradley)– funny enough, my mom is a Kim. But her family is equally as unique, with people who fought as independence fighters during Japanese imperialism. I even completed a research project on my great-grandfather last year, where I
learned about his virtues of service, education, and preservation of culture and language in the face of suppression. On both sides, my name carries survival.
When we understand the depth of a culture, we don’t pronounce its name lightly. When we learn the sufferings someone went through to keep their name, we make every effort to pronounce it how they want it to be pronounced.
Actor Ki Hong Lee, known for his role as Minho in the Maze Runner franchise, once said, “If people can learn how to say Dostoevsky and Tchaikovsky, they can learn to say Ki Hong Lee.” He refused to change his name to make it easier for Hollywood, and instead, he believed that the industry can learn.
So, when someone mispronounces your name–no matter where you come from– don’t shrink. Speak up. Correct them. Names carry stories that refuse to be erased, and this is what K-Culture means to me. Showing others the entire story of our country’s name.
For years, I held my breath during roll call. Now, when I hear my name, I raise my hand and say it clearly. “Here. It’s Sihyun.” with a proud smile.
When the world calls Korea’s name, I hope we answer the same way. “Here.”

(PedestrianCrosswalk)은 뉴욕 시 교통국(DOT= Department ofTraffic) 소관이니 누군가 뉴욕
시(311)에 신고하지 않으면 이 위
험한 상태(Hazardous Condition)는 우연히 사고가 날 때까지 남아있을 것이었다. 여러 차례 지나치면서 생각에 생각을 거듭하였다. 내가 신고해 야 하지 않을까? 내가 보험을 알 고 책임이 무엇인지 아는 사람이 라 이러한 고민 아닌 고민을 하게 된 것이었다. 결국 그 움푹 들어 간 곳을 사진찍고 위치를 확인한 다음 집에 돌아와서 311을 돌렸 다. 시민정신의 발로였다. 익명(Anonymous)으로 신고 하곘느냐 아니면 실명으로 하겠 느냐 물었다. 떳떳한 일인데 익명 으로 할 일이 아니다. 실명(Real Name)으로 해야 이메일(Email) 과 전화메일(TextMessage)로 경과보고(ServiceReport)를 받 게 되어있었다. 첫 번 경과보고는 신고플 접수했다는 내용이었고, 두 번째는 그 움푹 들어간 웅덩이 를 임시로 땜질(Temporary Repair)해서 이 신고 건(Service Request)을 종료한다는 내용이 었다. 신고한 지 일주일 만에 그 곳을 지나가며 움푹 들어간 그곳 이 아스팔트로 메꿔진 것을 내 눈 으로 확인하였다.

◆ 뉴욕시 보도책임 법령 오늘 주제는 땅이 움푹 들어가 서 행인이 걸려 넘어질 위험(Trip & FallHazards)에 대한 책임을
다루고 있다. 그래서 뉴욕시의 보
도책임에 관한 법령(Sidewalk LiabilityOrdinances)울 간단히
소개하려고 한다.
2003년 9월 뉴욕시의회는 불안
전한 보도 상태(Unsafe sidewalkconditions)의 건물 소
유주와 보도 책임보험 요건 (LiabilityInsurance Requirement)에 관한 소위 보도
책임 법령(SidewalkLiability Ordinances)을 통과시키고 그 당 시 뉴욕시장 불룸버그 씨가 이 법
안에 서명하여 그해 11월부터 동
법안의 효력이 발생한 바 있다.
불안전한 보도 상태(Unsafe SidewalkConditions)의 재산 소
유자(PropertyOwners)와 책임 보험(LiabilityInsurance)에 관 한 이 법안에 의하면, 보도와 접 한 부동산을 소유한 사람은 그 보
도를 안전한 상태로 유지해야 할
의무가 있으며, 그러지 못하여 발
생하는 상해에 대한 책임을 지게 된다. 원래 보도(Sidewalk)는 뉴욕
시가 소유하고 관리하는 책임이 있으므로 보도에서 발생하는 사 고는 뉴욕시에 그 책임이 돌아가 게 되어 있었다. 그러나 불안전한
보도 상태로 발생하는 무수한 사 고(TripandFall)와 그로 인한
송사(Lawsuits)가 뉴욕시의 재정 에 심각한 압박을 가해왔기 때문 에 뉴욕시의회는 뉴욕시의 책임 의 일부를 건물 소유주들에게 전 가하는 법안을 만든 것인데, 그것
이 소위 보도 책임과 불안전한
보도 상태의 건물주에 대한 법령
이라고 하는 것이다. 이 법안의 효력이 발생함에 따
라 주인이 직접 거주하는 순수 주 거용 1-2-3- 가구주택(One-, Two-, Three- family residentialrealpropertythatis inwholeorinpart, owner occupied, andusedexclusively forresidentialpurposes)을 제외 한 모든 상용 건물(Commercial Buildings)의 주인들은 이 법의
저촉을 받게 되었다. 따라서 주인
이 직접 거주하는 순수 주거용 12-3-가구 주택의 주인을 제외하 고, 상용건물 주인들은 건물과 인 접한 보도의 위험한 상태에 대해
관심을 가져야 할 뿐 아니라, 동 시에 사고가 발생했을 때 자기의 법적 책임을 보상해 줄 책임보험 을 반드시 들도록 요구받고 있다.


도로이지만 건물주에 책임 부동산 소유자는 사거리의 삼 각 귀퉁이를 포함하여 자기 부동 산과 접한 길가의 보행도로를 안 전한 상태로(inareasonably safecondition) 유지해야 하며, 그렇지 못해서 발생하는 죽음 (Death), 재산 또는 신체 상해 (Injurytopropertyorpersonal injury) 등에 대한 책임을 지게 된 다. 이 법령이 규정하는 보행도로 의 안전한 상태는 깨지거나 고르 지 못한 보행도로 포장 (Defectivesidewalkflags)의 설 치(Install), 건조(Construct), 재 건(Reconstruct), 재포장 (Repave), 수리(Repair) 또는 교 체(Replace)를 포함하며 눈 (Snow), 얼음(Ice), 흙먼지(Dirt) 등의 제거(Remove)를 의미한다. 주택이나 건물의 옆을 지나가 는 보행도로(Sidewalk)에 대한 관리 책임은 기본적으로 뉴욕시 소관이지만, 상기 보도책임법령 (SidewalkLiablityOrdinances) 으로 주택이나 건물의 소유자에 게 상당 부분이 전가되었다. 따라 서, 관심을 갖고 문제제기를 하는


신고정신이 필요하다는 생각이 든다. 뉴욕시가 심은 가로수의 뿌리 가 제멋대로 자라서 보행도로의 상태를 울 불퉁하게 만든 경우, 뉴욕시의 도로 미화 공사로 보행 도로가 망가진 경우, 전기/개스관 공사로 보행도로가 망가진 경우 등은 문제가 생기기 전에 해당 부 서에 신고하여 고쳐주게 만들어 야 한다. 주택 또는 건물과 인접한 보 행도로의 위험한 상태는 가로수 의 뿌리가 제멋대로 자라서 보행 도로의 상태를 울퉁불퉁하게 만 든 경우, 보도의 바닥이 깨지거나 패여서 행인이 걸려 넘어질 소지 가 있는 경우, 보도 위에 내린 눈 이나 진눈개비가 얼어서 미끄러 운 경우 등 여러 경우가 있다. 특 히 겨울철에 눈이 내린 후 눈을 제 때에 치우지 않아서 생기는 위 험한 상태는 바로 보행도로 책임 (SidewalkLiability)’을 연상시 키는 상태라 할 수 있다.
