Forecasting Gas Station Feasibility: The Data That Matters Kalibrate is a New NYACS member Providing Data-Driven Tools For Smarter Location & Pricing Decisions. Building or investing in a new fueling location is a big decision. The difference between a thriving station and a struggling one often comes down to whether you’ve factored in the right data before committing. While no forecast is perfect, combining multiple data streams creates a much clearer picture of future performance. So, what data points matter most when evaluating a potential gas station site? Traffic and Mobility Insights Traffic counts have always been a cornerstone of site selection. But today’s forecasting goes beyond average annual daily traffic (AADT). Connected-car data and mobile mobility data can reveal: • Hourly and daily traffic volumes • Driver behavior, such as speed, braking, and route preferences • Origin and destination patterns showing where drivers are coming from and where they are going This kind of detail helps identify not just how many vehicles pass by, but whether those drivers are likely to stop. Demographics and Customer Profiles The people in the trade area matter as much as the cars. Population density, income levels, household makeup, and vehicle ownership all influence fuel demand. Layering on lifestyle or psychographic data provides even more nuance. For example, are local consumers commuters, families, or younger single households? Each profile points to different fueling, convenience, and amenity needs. Competitive Landscape A station doesn’t operate in isolation. Mapping existing competitors and understanding their draw is critical. Factors to assess include: • Number and proximity of nearby fuel stations • Strength of attached convenience offerings (C-store, QSR, car wash, EV charging) • Traffic flow and accessibility compared to competitors Forecasting models often estimate not just how much demand exists, but how much business a new site could realistically capture from competitors.

Site-Specific Characteristics Physical attributes of a location can make or break its potential. Important considerations include: • Number of pumps and parking spaces • Visibility and signage from the road • Access points and ease of entry/exit • Sufficient space to future-proof, for example, EV charging or a QSR partner Even strong trade areas can underperform if the site itself is difficult to access or lacks visibility. Scenario Modeling and What-If Analysis One of the most powerful forecasting tools is scenario modeling. Testing different configurations – such as adding a quick-service restaurant, increasing pump count, or installing EV chargers – can show how each choice impacts projected volume and revenue. This approach helps developers and investors build flexibility into their planning and maximize long-term returns. Predictive Modeling and Machine Learning Modern forecasting increasingly relies on machine learning to power models that bring together traffic, demographics, competitive, and site-specific inputs. These models continuously improve as new data becomes available, providing more holistic forecasts that are more accurate than relying on a single data set. Seeing the Full Picture Gas station feasibility is no longer about finding a busy corner and putting up pumps. It’s about synthesizing data across traffic, people, competition, and physical layout into a holistic view. By grounding investment decisions in comprehensive, multi-layered data, operators can reduce risk and build fuel and convenience locations that thrive in the years ahead. NYACS 2026 Legislative Priorities NYACS works tirelessly to ensure that our members’ voices are heard. As we look ahead to 2026, several key legislative and regulatory concerns will continue to be at the forefront of our advocacy efforts. Nicotine Pouch Flavor Ban A previously proposed bill, which would ban flavored nicotine pouches, gained traction in 2025. NYACS opposed the measure because it restricted access to legal adult products. The bill stalled after NYACS engaged lawmakers and provided market data. In 2026, NYACS will continue outreach to prevent renewed efforts and share updated data demonstrating responsible retail practices. Tobacco and Nicotine Pouch Taxes NYACS is closely monitoring New York State budget initiatives and proposals that could increase taxes on tobacco products and nicotine pouches. These measures would place additional financial strain on small retailers while driving consumers to illegal markets and cross-border sales. Illegal Vape Enforcement A growing concern for convenience store operators is the rise in illegal vape sales. These activities create unfair competition for law-abiding businesses. In 2026, NYACS will focus on strengthening enforcement against illegal vape sales by advocating for fair-minded reforms to the enforcement system. Ready-to-Drink Cocktails (RTDs) NYACS is actively supporting legislation that would allow grocery beer licensees to sell spirit-based readyto-drink cocktails. The current ban is arbitrary, confuses consumers, and blocks small retailers from competing in a fast-growing category, despite parity with malt-based RTDs in ABV, packaging, and use. In 2026, NYACS will continue working with industry partners to advance this legislation. Swipe Fees Legislation proposed in 2025 would prohibit the collection of swipe fees on the tax portion of transactions. NYACS supported the bill and participated in advocacy efforts, but it stalled in committee. In 2026, NYACS will continue coalition advocacy and provide lawmakers with retailer cost data. Bottle Bill Expansion A proposed bill, known as “the bigger, better, bottle bill” would double the can and bottle deposit to 10 cents and

expand covered containers, exacerbating the problem of dirty bottles in food stores. NYACS has opposed the bill because it raises costs and operational burdens. In the past two years, the bill has moved in committee but ultimately did not pass either house. In 2026, NYACS will educate legislators on the financial strain expanded redemption mandates place on small stores. Lottery In 2026, NYACS will continue advocating for safeguards that keep brick-and-mortar lottery sales strong. We will continue to advocate for improvements in the handling of lost or stolen tickets, and to seek an increase in commission rates for lottery retailers, ensuring that these businesses continue to receive a fair share of revenue. NYACS will also continue monitoring proposed legislation that authorizes both internet-based casino games and internet-based lottery. Hemp Beverages The federal government has passed a law which will essentially ban all intoxicating hemp products from being sold, beginning in November of next year. Currently, hemp beverages are only allowed to be sold in New York if they are one milligram or less in potency. New York has discussed alternative regulatory approaches should federal policy change. NYACS will closely monitor state and federal developments and act quickly if legal pathways open. PROTECT Act This piece of legislation requires judges to use a standardized risk assessment tool and allows them to consider both flight risk and public safety when making pretrial decisions for Class A misdemeanors and felonies. It fixes gaps in the current bail law that often prevent judges from imposing meaningful restrictions on high-risk offenders. NYACS supports this bill because it helps protect convenience store workers, customers, and communities from repeat and violent crime.

A Season of Giving Mirabito raised $75,000 for the American Cancer Society through an October round-up campaign supported by customer donations and a contribution from Mirabito Cares. The funds will assist local patients with lodging, transportation and support services, while the company continues broader community efforts such as sponsoring the Coaches vs. Cancer tournament and TigerWash’s Nonprofit November initiative. PMI U.S. launched its Thanks for Giving campaign to encourage New Yorkers to recognize and support the organizations and individuals strengthening their communities. In 2025, the company contributed more than $400,000 to 43 New York groups and directed over $1.8 million nationwide through its employee-driven WeCare program, reflecting more than $35 million in total giving since 2022. CITGO raised a record $4.36 million for the Muscular Dystrophy Association in 2025 through golf tournaments and special events across its operating regions. The company says the support will accelerate research, expand care and bring hope to families, building on a partnership that has generated more than $280 million since 1986.

Cliffs Local Market was recently featured in CStore Decisions magazine for its strong people-first culture and its commitment to taking care of employees. Krispy Krunchy Chicken became the Official Fried Chicken of the New England Patriots and is now serving its menu items throughout Gillette Stadium.
