New York State Budget Update: Ongoing Delays and Key Issues
As of printing, Albany remains at a standstill as state leaders continue negotiations on the FY 2026–27 budget, now nearly a month past the April 1 deadline. Lawmakers approved a seventh temporary budget extender last week, keeping government operations running while talks continue behind closed doors.
These short-term extenders fund essential services such as state payroll, health programs, and local aid, but they also highlight the lack of a final agreement. The latest extender only funds operations for a few days at a time, signaling that negotiations remain fluid and unresolved.
The budget impasse is driven by several high-profile policy disputes that go beyond spending levels. Key sticking points include:
• Proposed changes to New York’s climate law and compliance timelines
• Auto insurance reforms aimed at lowering costs
• Potential tax increases on highincome earners
• School aid and broader fiscal priorities
State leaders indicate progress is being made, but major policy decisions must be resolved before final budget numbers can be agreed upon.
NYACS has made the proposed 75 percent wholesale tax on nicotine pouches a top priority during budget negotiations. The Governor’s office continues to back an ad valorem approach based on price. At the same time, discussions have included a unitbased tax option supported by NYACS and a coalition of business and policy leaders.
Further short-term extenders are expected as negotiations continue. Lawmakers and the Governor remain focused on resolving policy differences before finalizing the budget.
Given the complexity of the issues, the budget process could extend even further into May. NYACS will continue to monitor developments closely and advocate for policies that support convenience stores across the state.
Prestige Petroleum and Jim Kolb to join the New York Convenience Store Hall of Fame
NYACS is proud to announce that Frank, Fred, & Alex Hessari of Prestige Petroleum, and former Associate Board Member Jim Kolb of Perry’s Ice Cream Co. will be inducted into the New York Convenience Store Hall of Fame during the annual Chairman’s Banquet on May 14 in Syracuse, NY.
Established by NYACS in 1996, the Hall of Fame recognizes retailers, suppliers, and industry leaders for their exceptional achievements and distinguished service to New York’s convenience store industry. Prestige Petroleum and Jim Kolb will become the 60th and 61st inductees, joining an esteemed group of honorees listed at nyacs.org/hall-of-fame.
Prestige Petroleum: Family Driven Since 1989
Prestige Petroleum Corp. was founded in 1989 by Fred and Frank Hessari, who began with a single leased location in Middlehope, Orange County, New York. Over the past 36 years, the Hessari family has grown the company into a trusted fuel and convenience retail operator serving communities across the Hudson Valley. In 2006, Alex Hessari joined his brothers, strengthening the company’s leadership and expanding its impact in both wholesale and retail markets.
Through steady growth, strong customer relationships, and consistent operational standards, Prestige Petroleum has made a lasting contribution to the c-store industry in New York. The company continues to serve the Hudson Valley with a strong focus on both retail excellence and dependable wholesale partnerships. The Hessari Brothers remain committed to their customers and to advancing the industry, including their long-standing support of NYACS since 2000.
Jim Kolb: A Trusted Industry Leader
Jim Kolb served on the NYACS Associate Board from 2015 to 2025 while working as Director of Sales at Perry’s Ice Cream Co. Inc. His term as the Associate Board Chairman began in 2023 and ended upon his retirement in 2025. Jim has always understood the pressures facing New York’s convenience store industry. He also brought a warm, approachable style that made him a trusted and respected colleague among NYACS members.
Jim’s support - along with Perry’s - has been instrumental in strengthening NYACS and its mission. His contributions to the industry are greatly appreciated and have left a lasting impact on the organization.
NYACS congratulates The Hessari Brothers and Jim Kolb on this well-earned honor and looks forward to celebrating their induction at the Chairman’s Banquet on May 14th!
