2024 New York Convenience Store Hall of Fame Inductees
The New York Convenience Store Hall of Fame was established by NYACS in 1996 to honor retailers and suppliers for extraordinary leadership, achievement, and service to New York’s convenience store industry. This year’s inductees will be honored at the Chairman’s Banquet at the Marriott Syracuse Downtown on May 16th.

Rich joined the NYACS Retail Board of Directors in 2012 and served through 2023. He was instrumental in establishing our relationship with the Empire Center for Public Policy, a non-profit think tank dedicated to promoting public policy reforms grounded in free-market principles, personal responsibility, and the ideals of effective and accountable government. Rich’s extensive knowledge of the industry and deep commitment to NYACS’ long-term success made him an especially impactful leader.

Cerra’s previous position as senior manager of innovation and brand marketing at Charleston, South Carolinabased Refuel Operating Co. LLC prepared her for the opportunity to establish a bestin-class loyalty program for Chestnut.
McLane Company Inc. has introduced the Emerging Brands online marketplace, enabling convenience-store retailers to expand their product range with new, innovative, and trending brands. With consumer demand for unique products on the rise, McLane aims to provide retailers of all sizes with a platform to customize their offerings and cater to evolving consumer preferences. Utilizing technology from Mable, the platform offers retailers the opportunity to access a wide array of local, new-to-market, and smallbatch products with low order minimums and rapid processing, allowing for quick experimentation and adaptation to consumer trends.
CrossAmerica Partners is set to acquire 59 convenience stores from Applegreen.
In late 2018, CrossAmerica entered into long-term agreements with Applegreen for Florida stores, initially comprising 43 locations with plans to expand to 60 by year-end, marking an investment for the long-term. However, these lease agreements are ending following CrossAmerica’s acquisition of 106 c-stores from 7-Eleven in 2021 and fuel supply contracts from Community Service Stations for $27.5 million in 2022.

Reid Stores Inc. dba Crosby’s presented a check of more than $91,000 to the Oishei Children’s Hospital in March. The donation was raised through different campaigns, including The Mafia Pizza, where 17 cents from every slice of pizza purchased was donated. The gift will go directly to the Patricia Allen Fund which is named for Bills quarterback Josh Allen’s grandmother who passed away in 2020.
Mirabito Convenience Stores raised $78,000 to support the Honor Flight Network, aiming to fly and bus veterans from Mirabito communities to memorials in Washington, DC. The initiative, which ran across all of its stores, reflects Mirabito’s commitment to giving back to veterans, with funds collected during March donated to local Honor Flight hubs in Upstate New York. The campaign allows customers to join Mirabito in expressing gratitude to veterans by rounding up their purchases and contributing to the cause.
National Convenience Distributors has named Patrick Dillon VP of foodservice. He will lead NCD’s diverse foodservice programs, encompassing various categories such as hot foods, coffee, and deli, including access to a test kitchen for product trials.
With over two decades of experience in the c-store and oil and gas sectors, Dillon has overseen the development and management of foodservice programs for brands like Alltown Café, Laredo Taco Company, and Red Kap Café, and has collaborated with major franchising brands like Dunkin Donuts and McDonald’s.
Dandy Mini Marts and Stewart’s Shops recently introduced waffle sandwiches to their foodservice menus. Dandy’s is featuring a LTO Maple Waffle Sandwich, which includes a crispy piece of chicken drizzled with Mike’s Hot Honey and inserted between a maple-flavored waffle bun, and has also added a series of waffle sandwich selections to the breakfast menu. At Stewart’s, the Spicy Chicken Wafflewich combines their spicy chicken patty with maple-infused waffles to create the perfect harmony of heat and sweet. The iconic pairing of chicken and waffles, which originated as a Southern staple, has made its way into NY c-stores!
BIC Corporation unveiled its latest collection of licensed lighters called the Icons series, showcasing Hollywood and music legends Marilyn Monroe and Elvis Presley. The series pays homage to these midcentury celebrities whose images have become synonymous with popular culture.

New York State Passes Its Budget
On April 20th, the State Legislature and Governor agreed to and finalized the state budget. NYACS was successful in two out of our three top budget items - Retail Theft and COVID Leave. There was no action taken regarding the Frequency of Pay concerns, which NYACS will continue to monitor and provide any updates. Read on for summary of NYACS-related items that were included in the state budget.
Retail Theft
• Establish the Commercial Security Tax Credit: This is a tax credit of $3,000 to qualified businesses with 50 or fewer employees that will help offset the cost of retail theft protection measures. In order to qualify for the credit a business with 1-25 employees must have spent $4,000 on security measures and a business with 26-50 employees must have spent $6,000.
• Increase Penalty for the Assault of Retail Workers: The final budget language makes assault of a retail worker a Class E Felony.
• Make It Illegal to Foster the Sale of Stolen Goods Online: The budget makes it illegal to foster the sale of stolen goods which will carry a penalty of a class A misdemeanor. A person is guilty of fostering the sale of stolen goods if they use any internet website, application, online marketplace, digital service, or any other platform to sell retail goods which has been stolen.
• Aggregation for Grand Larceny: The budget allows for various degrees of grand larceny to include the aggregation of the value of stolen retail goods and merchandise. If the aggregate value of all such property regardless of whether the goods or merchandise were stolen from the same owner exceeds $1,000, the penalty will be elevated to Grand Larceny in the 4th Degree (E Felony). If the aggregate value exceeds $3,000, the penalty will be elevated to Grand Larceny in the 3rd Degree (D Felony). If the aggregate value exceeds $50,000, the penalty will be elevated to Grand Larceny in the 2nd
Degree (C Felony). If the aggregate value exceeds $1 million, the penalty will be elevated to Grand Larceny in the 1st Degree (B Felony).
Cannabis Enforcement
• The Budget also included language that strengthened illegal cannabis enforcement but left out any additional support to crack down on illegal vapes!
• Localities can now padlock a shop immediately provided that the shop has sold cannabis to children, is operating next to a school, selling unregulated cannabis, or having illegal firearms on site. Violating a padlock order is now a Class A misdemeanor.
• Municipalities outside New York City will have the power to create their own cannabis enforcement schemes by passing new local laws.

• Breast Milk Expression: The final budget requires paid breaks for up to 30 minutes for breast milk expression.
• COVID Leave: This leave has been extended for another year and will expire on July 31, 2025.
