Performance Metrics & Targets
What are performance metrics and why do we use them?
ISSUE
METRICS
TARGETS
Performance metrics allow us to track progress towards the goals of an equitable, safe, and sustainable transportation system, and understand how far we are from our targets. These metrics also help align investment decisions with established goals.
EQUITY
Number of Households below county median income within 1/4 mile of transit
Provide a transit stop within 1/4 mile of 100% below median income households
SAFETY
Number of severe injury and fatal collisions
Zero severe injury and fatal collisions
Peak Period Delay Index
Under 2.0 for monitored roadway segments
Although the performance targets apply to the Plan’s horizon year (2045), the intent is to recalculate the performance measures every 4-5 years to track changes.
CONGESTION RELIEF
ECONOMIC STABILITY
Performance metrics rely on readily available data and measure system-wide indicators.

Number of jobs accessible by transit within 1 hour during morning commute (currently 124,793) Greenhouse Gas Emissions
34%
Maintain or improve the current level of jobs accessible bytransit transit bicycle/ auto multimodal pedestrian
Reduce emissions by 19%
Vehicle Miles Traveled (VMT) Reduce VMT by 15% Active Transportation share SUSTAINABILITY of commute trips
MAINTENANCE/ PRESERVATION
Increase active transportation commute trips to 10%
Transit Ridership
Maintain or increase transit ridership
Miles between bus road calls (currently 42,750)
Maintain or improve the average number of miles between road calls
