Will Your Social Security Benefits Be Taxed?

For many people, the answer is yes — but in this article, Bank of America Corporation offers some strategies that could help you minimize the hit on your retirement income. because distributions drawn in retirement from a Roth IRA will not be included in your taxable income calculations. But take caution, as any pre-tax amount you convert will be counted as income in the year of the conversion and taxed accordingly. You can also convert an investment that earns taxable income, such as a taxable bond portfolio, into a deferred annuity.

Many investors forget one thing about retirement: As much as 85% of your Social Security income could be subject to federal — and possibly state — income taxes. “That can be a real shock when people begin collecting benefits,” says Ben Storey, director of Retirement Thought Leadership at Bank of America.

How taxes are calculated

Social Security benefit taxes are based on your “combined” income — your modified adjusted gross income for the year and half of your Social Security income. A portion of your Social Security benefits will be taxable income above certain income thresholds. For example, in 2020 a married couple in retirement filing jointly with combined income greater than $32,000, and up to $44,000, could find that 50% of their benefit payments are considered taxable income.

Know the earnings limits

Build a long-term strategy

If you retire early and your spouse does not, their earned income will not be factored into the earnings limit. When you reach your full retirement age, Social Security will recalculate your benefit amount if you were negatively impacted by the earnings limit.

Tax planning experts suggest reducing your combined income. “When you plan for retirement,” says Vinay Navani, a shareholder with WilkinGuttenplan, an accounting and consulting firm in East Brunswick, N.J., “you need to think in terms of multiyear projections.” If you anticipate a big one-time event, like the sale of a business, structure it as an installment sale to be paid off over several years instead of an all-cash transaction. This can help evenly distribute your overall income and keep you in a lower tax bracket.

A longer-term strategy for drawing from your qualified retirement accounts is to convert a traditional IRA to a Roth IRA,

If you start taking your benefits before full retirement age — 66 for most baby boomers — the Social Security Administration issues a cap on your earnings. In 2020, the cap is $18,240, and for every $2 you earn over that limit, the SSA deducts $1 from your benefits. Once you reach the year that you will turn full retirement age, the earned income cap goes up; that limit is $48,600 for 2020. For every $3 you go over, $1 is deducted.

IS MEDICARE LESS EXPENSIVE THAN MY CURRENT INSURANCE PLAN? Maybe, probably, maybe not. It is often the case that our clients are delighted in regards to their reduced insurance costs once entering the land of Medicare. However, there are instances in which we recommend staying with their current insurance plan until it is no longer offered or the cost of that plan exceeds the cost of Medicare. With that said, the cost is not everything when it comes to your healthcare. You may still want to choose Medicare if it offers you more flexibility.

WILL MEDICARE COVER MEMBERS OF MY FAMILY? Unfortunately, no. The only way to obtain Medicare coverage is to sign up individually when you are eligible.

In addition, there are no price breaks for married couples. Your Part B premiums may be less, however, if you file a joint tax return and meet the income requirements set by Centers for Medicare & Medicaid Services (CMS).

WILL MY HEALTH ISSUES OR PRE-EXISTING CONDITION PREVENT ME FROM OBTAINING A MEDICARE SUPPLEMENT? As long as you sign up at the right time, insurance companies cannot deny you coverage based on your current or prior health! Nor can they charge you higher premiums. In most cases, the best time to sign up for a Medicare Supplement is within 6 months of enrolling into Medicare Part B. However, there are several exceptions that will still guarantee you eligibility. Here’s the bottom line: know the right time to apply for a Medicare supplement as to avoid having to answer health related questions.

WHY SHOULD I ENROLL IN PART B IF I ALREADY HAVE PART A? Part A (hospital insurance) is a great benefit, but ideally you want to dodge medical treatment altogether.

That is why Part B includes many preventative services such as medical exams, screening and counseling at no additional charge. Take advantage of the benefit’s part B provides to help you live healthier and longer!

WHAT’S THE DIFFERENCE BETWEEN A MEDICARE SUPPLEMENT AND MEDICARE ADVANTAGE PLAN? The short answer: a lot. Understanding the difference and potential pitfalls within these two options is imperative to making an informed decision. Just to scratch the surface, Medicare Advantage plans, also known as Part “C”, are often administered through network plans such as HMO’s or PPO’s. CELEBRATING 5 YEARS AND 200,000 MEALS DONATED

THE NAPA FOOD PROJECT IS HUNGRY FOR MORE

June marks The Napa Food Project’s 5th Birthday—and there is a lot to celebrate. First and foremost, the community-based all-volunteer project has collected over 237,000 lbs. of food (200,000 meals) to donate to the Napa Food Bank. The Project has quickly become one of the key threads of the local fabric, and yet another way that this community shows its commitment to giving everyone access to plenty of nutritious food.

Shirley King, Program Director of the CANV Napa Food Bank and the late Hilary Zunin, Co-Founder of Napa Valley CanDo, heard about the Ashland Food Project and knew it would be just the program to help bring more donated food to the Food Bank on a regular basis. It was a donor drive, not a food drive. It also seemed tailor made for a giving community like the Napa Valley.

The Project was inspired by the Ashland (Oregon) Food Project, which was started by a resident who was concerned about hunger in his community. The founder realized that many of his neighbors were willing to help, but for a variety of reasons, never got around to it. His solution was to make it so easy to donate food that no one who had the ability to do so could refuse! His by-line was: You want to help… We make it easy!

The Napa Valley Food Project kick-off meeting was held in March 2016. Almost everyone at that meeting signed up for a role in getting the effort off the ground. The group quickly formed a Steering Committee who began recruiting and training NCs. The first pick-up was held in June 2016, and the group was thrilled to get 2827 pounds of food from 15 Neighborhood Coordinators.

Here’s how it works. Community members volunteer to be a Neighborhood Coordinator (NC), a role that involves recruiting ten or more neighbors or work colleagues to donate one bag of food on the same day every other month. On the designated pick-up day, the NC is responsible for collecting the nonperishable food from all the donors and delivering it to the Food Bank. Each of the many volunteers contributes a little— and the community wins big.

In the five years since, the Napa Valley Food Project has remained dedicated to “Building Community and Sharing Food.” The Project now includes more than 90 Neighborhood Coordinators and 800 Food Donors from Napa and St Helena. The Project “allows us to ensure the vulnerable of Napa County can meet their basic need for food all year round,” says King. She is grateful to the “army of volunteers who have persisted in developing and nurturing a sustainable food supply for the CANV Food Bank.” So far, this grass-roots group has

provided almost 200,000 meals for families in the Napa Valley.

King notes that in addition to sharing food, the Project is also building community. As King puts it, “Neighbors helping neighbors….it brings us together.” One example of this comes from the Napa Yacht Club’s experience with the Project.

Tom and Susan Kennelly, NCs for the Club, say the Food Project has been transformative for their neighborhood. With the help of eight other families, they deliver about a hundred green bags on every collection day. “Neighbors recruit new neighbors,” they said, “and they are very proud of the fact that our neighborhood has contributed over 10% of the meals each time.”

As a result of the COVID-19 pandemic, more of our neighbors are relying on the Napa Food Bank than ever before. Although the Napa Food Project had to pause pick-ups for most of 2020, many of the Project’s food donors were fortunate enough to be able to continue providing meals…by collectively donating $27,000 to the Food Bank!

What will the next 5 years bring? More meals! The last year has been chaotic for workers. Entire offices of people are working from home. Retail stores closed, then opened, only to close again, sometimes permanently.

regardless of condition, and think that’s the price they should pay. It happens a lot with out-of-area agents and buyers. We must explain to our clients if it’s overvalued based on parameters.”

One profession that had a tumultuous time during the pandemic is realty.

“Clients may think they’re better off overpaying and locking in the rate and the home. The questions should be whether now is the right time for their family and does this make sense? Every buyer has to make that decision.”

We asked Napa realtors for their thoughts on the past year and the prospects for their industry.

“One of the biggest changes we have seen is the way we interact with buyers and sellers due to COVID,” says Lisa Bertolucci of Vintage Sothebys Realty. “There has been a huge uptick in the use of FaceTime, Skype, etc. to have virtual showings with clients. Reasons are both from being on lockdown during the height of COVID, as well as having a lot of out-of-area buyers not being available for in-person showings. The prevalence of 3D home tours also allows clients to view a home from anywhere in the world as if they are standing in it.”

Karen Cherniss, of Coldwell Banker Brokers of the Valley, has been a licensed realtor for 35 years and talks about the changes in the past year.

“2020 caused pent-up demand from buyers, and the inventory is at the lowest point ever. Inventory is judged by how many months’ worth is available, and it is at only two months-worth now. Low inventory means it is a seller’s market, and homes that come on the market are receiving multiple offers. The term ‘irrational exuberance’ is how we describe the current buying market.”

Realtor Ellen Politz, of Corcoran Global Living, agrees.

“We’re seeing a super-limited inventory. People check whatever the last sale price was in the area,

CAR is also expecting the number of sales to increase 11.2% in 2021 compared to 2020. The good news is that the Feds shared that they expect interest rates to stay low through 2023 which is positive news for buyers.”

While none of the realtors have a crystal ball, they concur there will be a somewhat normalizing of the market, but it will continue to lean toward a seller’s market.

“We’re still facing a shortage of housing supply, continued low interest rates and high buyer demand,” says Christina Winegar, with Golden Gate Sotheby’s International Realty. “The majority of the industry analysis predict a slight cooling of the market in terms of price appreciation. I also think we will see a slight cooling down of home appreciation values here in Napa. Homes will still appreciate but not at the unsustainable levels we’ve been experiencing. I don’t think we’ll see the extreme increase year over year we’ve been seeing.

The dance isn’t going to stop but the tempo will begin to slow down.”

person look for in a realtor? All the realtors believe an in-depth knowledge of the local market is paramount.

“Look for someone who matches your own personality and way of doing business,” says Cherniss. “Most of all, look for someone who listens and who will work with your needs in mind, not their own.”

Winegar adds, “There are so many important things to look for when choosing an agent, but I’d say the most important things are honesty and integrity, contract strategy and negotiating skills. These come through years of experience and on-the-job training.”

Between pricing strategy, interest rates, low supply and high demand, are first-time home buyers simply out of luck in this market?

The realtors think not.

“I tell them all to put their best foot forward and they will prevail,” says Politz. “Don’t feel pressured and only write an offer if you love the property and want to be there. Even if a buyer must write 10 or 12 offers, it’s all part of their education process. Some sellers actually want to sell to first-time buyers rather than getting a higher price.”

Cherniss emphasizes that first-time buyers must be prepared to compete. “Have a lender pre-approval letter ready, preferably from a local lender, and be patient. Know how high you can go and look at properties that are on the market well below that number as they will most likely go over. Keep your credit scores up—don’t buy a new car or boat while searching for a home.”

The bottom line, says Cherniss, is listening to your Realtor.

Cherniss also says that COVID-19 has influenced buyer “wants.” “People are working from home and we’re seeing buyers coming to our area to get more space.

Homes here have enough room for a home office or workspace and kids’ play areas inside and out. We’re seeing a resurgence of people wanting pools.”

Winegar has a similar opinion and mentions, “Property close to downtown Napa is hot right now. Buyers also want a more updated house. With the price of lumber and shortage of labor, they don’t want the expense or the hassle of a remodel.”

Winegar says keeping first time buyers from being discouraged is a tough obstacle to overcome.

“I know house hunting and buying a new home is a supposed to be fun and exciting but in today’s market, it can also be brutal and emotionally exhausting. Try not to get too emotionally attached to a house until after your offer is accepted.”

“Allow yourself to feel rejected and then press on. Just keep looking and offering. I know it sounds cliché, but the home you’re meant to have is out there and you’ll get it.”

The Lender’s Perspective We asked lenders to add their assessment of the current and future housing market and what it takes to nail down the best mortgage for your new property.

Martha Pedroza-Ramos of Homebridge Financial Services says, “Last year saw an unprecedented boom in the real estate industry. Historically low interest rates precipitated a high demand for new homes and a glut of mortgage refinancing. In fact, while rates are rising, they are still extremely low. There remain many reasons, beyond rate, to refinance such as using equity to fund home renovations or to pay down higher interest debt.”

Tiffany Diede, from Old Republic Title, talks about the lending environment the past year. “Our offices had half the employees due to social distancing and working remotely but more volume due to so many transactions. We have had to adapt to a paperless environment to be able to work remotely. Fortunately, Old Republic Title has been e-recording for years, so we did not have any issues closing transactions with the county recorder’s offices. Most signings were done through signing services directly at their homes.

Many lenders stopped requiring the physical copies of the signed loan documents, went paperless and uploaded the signed documents to a secure portal for funding.”

She mentions on-going COVID precautions. “Now that we have opened our offices by appointment only, we have

had a few changes. All employees wear masks, and we have sneeze guards throughout our conference rooms that separate the clients for signings. We sanitize after every signing and the clients keep their pens. I feel that because of the paperless environment we are able to do our jobs more efficiently.”

What do they see in the upcoming year?

Pedroza-Ramos offers this advice, “Find a local, independent mortgage lender that can offer you more personalized service and products and can help make your offer stand out by leveraging relationships. Also, consider getting preapproved by your lender and locking in your rate while you shop.”

“This market is still busy and there is not enough inventory,” says Diede. “I see another busy year as the rates are still at all-time lows. I don’t see the real estate offices opening their doors any time soon. So many of them had their best years of production during the pandemic and working from home.

I think they like the ability to do Zoom meetings without having to get ready and rush out of the house. They can do virtual tours and open houses to stay socially distanced. It will be a more strategic field to market for new business so we will all have to be more creative as to how we get in front of the clients to earn their business.”

For quite a few years, especially since we lost the Safeway at Jefferson and Clay Streets, if you were downtown Napa, had a headache and needed medicine, a band aid, a toothbrush, deodorant or throat lozenges—or if you wanted organic milk or a fresh baked loaf of bread, local honey or cheese, all in the same place, you’d have been pretty much out of luck. A trip to another neighborhood all together would be required to find the most basic items. All that changed March 10, when Napa locals Pat and Chrissy Jeffries, opened the doors to Jeffries General at 1416 Second Street, adding another dimension to the hometown ambiance they remember from their 30

Fresh start...

Thanks to an unexpected job loss this past August and Chrissy’s entrepreneurial spirit, we can all now find the necessary sundries in downtown Napa. I asked Chrissy, “What was your impetus to open the store? Why now? How easy or difficult was the process?” She told me that she and Pat had long recognized the need for a neighborhood store downtown. Born and bred

Napa locals, they attended opposite high schools and met ten years ago, marrying in 2014. They have a deep connection with the community.

Both are committed to the greater good ... their wedding promise to each other confirmed that devotion, as they vowed to, “Help, rescue, and save animals, people, and all who have been neglected.” That answered the why.

Chrissy continued with the how. Like so many others during the COVID-19 pandemic, she was laid off from her job as a Tasting Room Manager last August. She knew this was the time for the couple to strike out on their own. Two days later, Chrissy attended a Small Business Development Center (SBDC) business workshop with Michael Basayne. Considering my experience as a writer, telling the story of free SCORE (Senior Core of Retired Executives) counselling in Napa Valley Marketplace Magazine (June 2018), I was reminded of my own SBDC experience with Carolynne Gamble, and many others in Napa and Santa Rosa, including Michael Basayne.

Chrissy was speaking my language. She said Michael had the answers to her questions and guided the Jeffries throughout the entire process.

Knowing what I know about the SBDC assistance programs, and Jeffries General opening date less than seven months later, I’d call this another SBDC success story.

The Jeffries didn’t set out solely for personal gain; they intend to lift and help carry as many other artists, local food producers, jewelers, candle makers and the like along in their journey. When you have a platform to highlight the work of others, you may as well use that to everyone’s best advantage. High-quality essentials, gift items, and daily needs can now be met within walking distance downtown. Some of the jewelery on display comes from local makers, and some ‘found items’ artifacts from India come through a contact Chrissy met more than twenty years ago when she was in retail at Crate and Barrel.

That person is now an importer of international goods, supplying Chrissy’s downtown Napa shop.

Fresh from the farm...

Local, organic milk chilling in glass bottles and other dairy items such as butter, yogurt, and chocolate milk from Straus Family Creamery are found on the shelves of the gleaming, cooler cases. Cartons of eggs are fresh from Taramasso Ranch on Old Sonoma Road in Napa. You’ll also find a variety of cheeses, dried salami and meats, nuts, and other condiments to prepare your own charcuterie board for an outdoor picnic or evening snacks at home.

Eleven varieties of bread are available. The menu features a variety of sandwiches, a very creative take on a banana split, fresh-brewed coffee, beverages, and on the weekends—a Cheese Box with olives, fruit, nuts, and four cheeses,

Also living up to doing for others is Fancy Savage Cuisine’s Chef JD Kammes. Aside from his successful catering business and bread baking, he adds to the good being passed on with a new partnership with the St. Helena Food Bank, delivering a fresh baked loaf of organic, sourdough bread for every family who uses the food bank each week. You’ll find something fun or whimsical for that special someone in your life. Newer items showcased at the store are from Love & Light Candles, locally made, using cheese molds as forms. Napa Valley Candle Company is another family owned and operated business happy to be included at Jeffries General.

Pat and Chrissy are busier than most people I know.

Jeffries General is open every day. Team work keeps them on track with Pat opening the shop, setting up the signage outdoors—while Chrissy begins her work day as self-proclaimed “Shopgirl” at 8:00 a.m. sharp. Pat goes onto his busy day job at Robert Biale Vineyards, returning to close shop with Chrissy each evening. Their at-home hours are filled with aromas of Pat’s cooking as he does double duty perusing his latest, super-sized paintings on wall-high easels in the dining room, across the open floorplan.

Chrissy mentions to me that a pan of water or two has boiled away while Pat tweaks a colorful dog portrait or other commissioned artwork. An artist will get lost in the subject—even when the pasta is on. Pat’s stylistic oil paintings of people and pets resonate with emotion and energy. The prolific results announce a fierce desire to create. Chrissy enjoys entertaining with family and friends as often as possible, spreading warmth, kindness and a welcoming atmosphere. Everyone who knows the Jeffries speak of them in high esteem. Their good deeds have not gone unnoticed. From fostering children in need, to making sure we can buy a toothbrush downtown, they nurture us with love and sundries, seven days a week.

Mike Holcomb and I were on the way to lunch when he pulled into a parking lot, saying he needed to check on something.

We crossed the railroad tracks and walked along a path towards a building he owns, when he veered off the path and led us down a slight embankment and under a bridge, an area that’s become a homeless encampment. At least ten men and women were there getting haircuts. “Where do I get in line?” asked Mike.

“Hi Mike!” “Papa Holcomb!” Seemed that everybody knew him, and they were all glad to see him. Mike called most of them by name asked how everybody was doing.

Afterwards, we walked the perimeter of his building.

“When I bought this place, I had it painted, then I told those guys I didn’t ever want to see any graffiti on it. I said if there is any, I’ll blame them and will make sure they can’t stay there. I try and stop by as often as I can to say hi, and give them fifty to a hundred bucks to split. Everybody needs help sometime.”

Only once has a tagger shown up. Spray paint can in-hand, he was met by a number of the guys we’d just spoken to. They told the would-be-artist that he would be better off putting the paint away and never coming back.

Mike’s generosity is not dependent on a return favor. He used to take a couple of homeless guys he’d gotten to know to his house for a shower, while his wife washed their clothes. Once, during a particularly cold rain storm, he drove to where he knew a woman would be sleeping outside, took her to a hotel and paid for her to stay a week. After the earthquake in 2014, Mike passed out thousands, mostly leaving waitresses huge tips. When one of his buildings was temporarily red tagged, he paid all the employees salaries from the two businesses affected. Why does he do it? “Because I can, and I think it’s the right thing to do. If my kids take after me, I hope they’ll be that way.”

“Sometimes it backfires,” he said. “One of the guys I was taking home for

showers quit coming to the downtown Starbucks (Holcomb owns that building) and started going to a different location. He told other people it was because ‘Holcomb is trying to change me.’ I learned not to make assumptions about what’s best for people.”

He has also contributed and raised hundreds of thousands of dollars to support doctors who fix cleft palates for kids around the world and over $400,000 for a hospital Burundi, in East Africa.

“That’s where the poorest of the poor live. You can’t believe it till you see it.” He built a clinic in San Marcos, Guatemala, which the hospital staff wanted to name after his family. “The only condition I made was that they name it anything but Holcomb.”

Mike was born in Portsmouth, OH, just a few hundred yards from the Ohio River and Kentucky, where the rest of his family is from. He is one of six children separated by twenty years. Jimmy, older than Mike by eighteen months, had a high fever at four months of age that left him brain damaged. He could still go to school but was impaired. “My parents told me that since Jimmy and I were closest in age, it was my job to take care of him. If anybody messed with him or made fun of him, they answered to me.” Mike deeply loved his brother. “No matter where I was, I called him every day of his life.”

By his admission, he wasn’t much of a high school student (“I was completely disinterested,”) and he joined the Marines after graduation. While stationed in El Toro, a friend asked Mike if he would drive him to his girlfriend’s place. The two men walked in the house, and out walked a dark haired Mexican beauty that took Mike’s

breath away. “She had five sisters and one older brother, an Army veteran wounded in Vietnam, who fiercely looked out for his sisters. I knew I had to win him over if she was ever going to marry a non-Mexican.”

Mike passed scrutiny with flying colors.

“I’ve been married to the best person I’ve ever met in my life for 50 years. If I had twenty more lives, I’d want to marry her every time.”

Post military, Mike went to work for a company selling radiators. He was incredibly successful and was recruited by another company. “I told the new guys I wanted to live in Northern California, and they said yes. After searching for two months, we settled on Napa.” The Holcombs moved here in 1981 and bought a 1,750 square foot home on West Pueblo.

Mike built a basketball court, complete with lights. Their home was where all the neighborhood kids would hang out. “I was always a father to my sons’ friends. I

told all of them that if they were ever in trouble and didn’t know who to call, to call me. We might have a conversation about it later, but that’s okay.”

Along the way, Mike started his own business, 1-800-RADIATORS, which was another home run. He and his wife built a $2 million, 3,900 sq. foot home.

“We went to it when it was finished, and realized we couldn’t live there. It didn’t have any memories for us.” They sold it without having spent one night in it, and have lived at the original home on West Pueblo since.

Mike’s success both in business and life comes from a simple philosophy. “It’s easy to be kind, to treat people well and to be honest.” He was always fair with his employees. “Not a person who’s worked for me wouldn’t do so again. If there is someone, I owe them a phone call and an apology. The measure of a company is not how well the owner does; it’s how well everybody does.” Mike sees money not only as a way to support his own family, but as a way to help those less fortunate.

I’ve got three under my belt.” He doesn’t want to die. “I don’t like having cancer at all, but I can’t say it is or isn’t fair.” He recalled the late tennis star Arthur Ashe, who died of AIDS from a blood transplant.

“He said his first thought was, ‘Why me?’ and then, ‘Why not me?’ If it does take me, I’ve lived a wonderful life. And I know I’ll get to see my brother Jimmy again.”
