The Iranian people have long been denied the right to transparency from their government. A policy of Maximum Support should thus include offering the Iranian people maximum transparency into their government, its officials, and their actions.

Executive Action

National Security Council/ Intelligence Agencies

• Use American intelligence and cyber capabilities (coordinated with regional allies) to expose the corruption, crimes, and other misdeeds of the Islamic Republic and its high-ranking officials

• Use cyber and intelligence capabilities (coordinated with regional allies) to take IRGC and other suppressive forces’ communications off-line in order to even the playing field when protesters are in the streets

• Use intelligence (including that gained from allies) to share information about the regime’s deployment of security forces with protesters and the Iranian public

• Encourage high-ranking regime officials to defect from the regime and engage with the mainstream, secular, democratic opposition to absorb these defections
