Welcome from the founder Welcome to the inaugural Nuclear Strategy | Europe.

It is a pleasure to welcome you to Gdańsk for our first European conference. Following the success of our UK events, we recognised the need for a dedicated forum that brings together the people shaping the future of nuclear across Europe.

Europe’s nuclear sector is entering a defining period.

Countries across the continent are investing in new nuclear capacity, extending the life of existing fleets, advancing small modular reactors and nextgeneration technologies, and strengthening crossborder collaboration. At the same time, the industry faces common challenges around financing, regulation, supply chains, skills, and delivery. These are conversations that cannot happen in isolation.

Nuclear Strategy Europe has been created to provide a platform where policymakers, utilities, developers, suppliers, investors, and innovators can come together to share knowledge, build partnerships, and discuss the practical steps needed to deliver Europe’s nuclear ambitions.

We are proud to launch this event in Gdańsk, a city that reflects Europe’s industrial heritage while looking firmly to the future. It is a fitting location to begin what we hope will become an annual meeting for the European nuclear community.

Preparing for Polish Nuclear: Building Capability, Confidence and a Sustainable Supply Chain

Poland’s nuclear ambition marks a pivotal moment not only for the country’s energy transition, but for the wider European nuclear landscape. As the programme moves from strategy to delivery, the central challenge is no longer simply about deploying proven technology—it is about creating a resilient, localised ecosystem capable of sustaining nuclear excellence over decades. The success of Poland’s nuclear new build will ultimately hinge on how effectively industry, government and international partners collaborate to scale capability at pace while maintaining the highest standards of safety and assurance.

At the heart of this transformation is the need to build a robust domestic supply chain.

Localisation is not a policy aspiration; it is a strategic necessity. It underpins security of supply, strengthens economic value creation and ensures longterm operational independence.

However, developing such capability in parallel with a firstof-a-kind programme introduces complexity. Manufacturing maturity, workforce skills, regulatory compliance and cultural alignment must all evolve simultaneously.

This is where structured, experience-led collaboration becomes critical. The Apave– LRQA Consortium has been established precisely to address these challenges. By combining deep nuclear expertise with global assurance capabilities, the Consortium provides a coordinated, scalable model aligned with both owner governance and regulatory expectations. Its role extends beyond inspection and certification—it is about enabling confidence across the entire lifecycle of the programme, from early supply chain engagement through to operation and lifetime extension.

A key enabler of success is clarity—particularly in how and when supply chain participants invest. Nuclear projects are uniquely sensitive to earlystage decisions. Choices made during design, manufacturing and construction can have farreaching implications for plant performance, maintainability and regulatory compliance over decades. Establishing clear expectations, aligned standards and phased development pathways allows suppliers to invest with confidence and purpose, avoiding inefficiencies that can drive cost and delay.

Equally important is recognising the distinction between what must be localised and what should remain globally sourced.

Not all capabilities can or should be developed domestically.

Strategic partnerships— particularly in areas such as fuel supply and primary circuit technologies—allow Poland to focus investment where it delivers

the greatest long-term value. The challenge lies in striking the right balance, ensuring that localisation enhances resilience without compromising quality or schedule.

One area demanding particular attention is the management of counterfeit, fraudulent and suspect items (CFSI). As global demand for nuclear components increases, so too does the risk of compromised materials entering the supply chain. CFSI is not merely a compliance issue—it is a strategic risk that can affect safety, cost and programme credibility. Proactive planning, rigorous oversight and a strong quality culture can transform this risk into an opportunity, delivering measurable cost savings and reinforcing trust across stakeholders.

Furthermore, nuclear supply chains are inherently global, operating across diverse regulatory frameworks and cultural contexts. Navigating these complexities requires not only technical knowledge, but also a

nuanced understanding of how standards are interpreted and applied in different jurisdictions.

Without this perspective, projects risk becoming overwhelmed by competing requirements, increasing the likelihood of delay and cost escalation.

Poland’s nuclear journey is as much about building institutions and behaviours as it is about constructing reactors. Embedding lessons learned from global programmes at the outset will be crucial in ensuring that knowledge evolves alongside the project, supporting both operational performance and future expansion.

As the programme progresses, the selection of experienced, risk-aware partners will play a defining role. Organisations that can integrate global insight with local delivery capability will be instrumental in bridging the gap between ambition and execution.

After Russia’s 2022 aggression against Ukraine, and amid the 2025 US and Israeli strikes on Iran, Europe’s reliance on fossil fuels has turned from an economic question into a security one. For more than a decade, much of Europe moved away from the only currently viable alternative capable of stabilising a renewables-heavy energy mix while remaining relatively affordable, reliable and clean: nuclear power. In March 2026, European Commission President Ursula von der Leyen called that retreat a “strategic mistake”. Europe’s nuclear revival finally seems to be on its way. However, it will not depend only on technology, financing and regulation, but also on whether international teams understand technical, legal and safety requirements in exactly the same way.

From foreign technology to local execution Most of the new European nuclear build relies on imported technology. Poland, with its only operational nuclear reactor being a research one used for medical isotope production, illustrates the issue. Its entire nuclear programme will therefore depend on foreign technology, foreign know-how and experienced international suppliers.

The first Polish nuclear power plant at LubiatowoKopalino is planned around three Westinghouse AP1000 units. In the SMR segment, GE Vernova Hitachi is developing a Polish generic design for the BWRX-300. Feasibility studies, contracts, engineering documents, licensing files, environmental

reports, safety procedures, training materials and construction documentation all have to move between languages without losing precision.

In this context, translation becomes one of the mechanisms through which foreign technology is turned into a local, licensable and buildable project.

Where language becomes operational In a nuclear programme, translation and interpreting sit inside the operating model: with EU institutions and regulators, in licensing files, in negotiations with technology providers, in technical specifications, in training, in public communication and at the construction site.

The practical stakes are straightforward. A translated safety procedure must mean the same thing to an engineer, a contractor and a site supervisor.

Training materials need stable terminology because the same terms may later appear in procedures, audits and inspections. Public communication must explain radiation, waste, emergency planning and environmental impact without creating unnecessary fear or false reassurance.

On a multilingual construction site, language clarity affects coordination, reporting and everyday safety.

It also affects whether contractors recognise a nonconformance, escalate it correctly and record it in the right system.

The importance of translation in Europe’s nuclear revival

Translation as part of the safety strategy Nuclear projects operate through controlled documentation chains, review cycles, audits, inspections and strict version management. A mistranslated requirement, inconsistent term, unclear instruction or uncontrolled document version can create risk at any stage of the project.

The scale makes this a management issue. Poland’s nuclear power programme is widely seen as one of the most complex infrastructure undertakings in modern history of the country, combining imported reactor technology, national regulatory oversight, international supply chains and a documentation environment of exceptional scale. Other major European projects point to hundreds of thousands of pages in licensing and safety documentation, plus thousands of supplier, quality and inspection records across many jurisdictions.

The right translation partner is therefore not just a pool of linguists. It should have proven experience in managing translation workflows within large, document-heavy projects, working in close coordination with the client’s document control team. That means aligning terminology, file naming, version control, review cycles, approvals and access rules with the project’s own documentation system.

It also requires integrated technical, legal, financial and regulatory translation capacity, secure handling of sensitive files and the ability to coordinate

translators, editors, subject-matter reviewers and project managers. In nuclear, multilingual documentation is not only about linguistic quality. It is about traceability, consistency, confidentiality and control.

Europe’s nuclear renaissance will be decided by technology, capital and political will, but also by the precision of communication between the international teams that design, license, build and operate these plants. Cross-border consultations on Poland’s first nuclear project alone involved fourteen states.
