y time as board chair is rapidly moving through 2024.

I have been amazed at what I would term as a “leadership by committee” approach in addition to the mentoring and coaching from previous board chair’s, the chamber president, as well as others.

We are in an exciting time as the city of Norman continues to evolve. I would like to use my remaining time to be forward thinking and work towards Norman’s long-term goals. My focus and commitment in this role as board chair has not changed as I believe the City of Norman has a bright future and so much to offer. There are many focal points including our commitment to realizing a Multi-use Entertainment District, opportunity to influence positive outcomes for our unhoused population, and continued support for a pro-business centric chamber and community.

I firmly believe that the foundation of any community partnership starts with work towards creating platforms built on trusted relationships to enable thoughtful participation in making decisions. I am also convinced that the decisions that are agreed or voted upon will ultimately build stronger networks in Norman and will also have an intentional outreach to the community. Yes!!!, the intentional act of bringing community together.

I would like to see the city of Norman continue to be accessible to all community members and be open when addressing their concerns. The chamber leadership teams can influence that level of openness.

What has inspired me working for Hitachi, is the awareness that we create advanced technical capability and that is a high-powered reward that cannot always be measured by a key performance indicator (KPI). In business as well as community, there are always lines of intersection and as the city of Norman continues its transformation journey into the future, there will be turbulence and difficult stretches. Sylvester Stallone once said, “it isn’t about how hard you hit… it’s about how hard you can get hit and keep moving forward – because that’s how winning is done!” I firmly believe if the city of Norman can create the kind of transformative change that not only benefits the city, but also pave the way for stronger, healthy, more resilient, and thriving community.

Norman Receives Film Friendly Status From Oklahoma Film and Music Office

A

fter initiating the process a few years prior, the Oklahoma Film and Music Office announced Norman as an officially film certified community May 23 at VisitNorman’s Annual Tourism Luncheon.

“We’re incredibly proud of the hard work and collaboration among local leadership in the City of Norman to achieve their film friendly certification,” said OF+MO Director Jeanette Stanton. “As the City of Norman continues to innovate and expand all it has to offer, we’re thrilled that Oklahoma’s film, television and music industries are valued for the economic opportunity they can provide communities.”

Working alongside the City of Norman as they updated their special event permitting process as it went online and developed a film permit (one of the requirements to be designated as a film certified community) and the Norman Economic Development Coalition as they seek to enhance the emerging film sector, VisitNorman took the lead as the official liaison between the film community and Norman as a connecting resource.

“Being able to showcase Norman’s visually iconic assets by being included in the OF+MO’s catalog of certified film friendly communities marks an exciting milestone for all of us who have been working to grow this industry and important economic sector,” said VisitNorman President and CEO Dan Schemm.

“Seeing our city on the big screen certainly builds community pride; we seek opportunities to highlight how picturesque it is. Just as importantly, knowing what an economic driver film production has been for other cities across the U.S. and how it will positively impact Norman’s business community has been a major motivator to become officially certified. We want to offer our thanks to the City of Norman, Norman Economic Development Coalition, elected officials and other community leaders who have helped finalize this process.”

Under the Oklahoma Department of Commerce, the

Oklahoma Film + Music Office works to promote the state as a viable hub for film, television and music production as well as further develop opportunities for workforce, business and community growth within these sectors.

Being certified allows Norman to be included on the music and film office’s portal among the other designated communities. Interested film personnel may peruse the image catalog of various Norman offerings as they design their production schedule, for instance. Additionally, the VisitNorman website has a resource page devoted to the emerging film industry audience.

In making the announcement, the office also said, “With an estimated 111,357 residents, Norman is the third largest city in Oklahoma, offering both small-town charm and college town energy amongst a dazzling array of sophisticated eateries, worldclass museums and a thriving nightlife. Home to the ‘Sooner Magic’ of the University of Oklahoma, the city also has robust support for the arts with annual events, including Norman Film Fest, Jazz in June and Norman Music Fest, the state’s largest free music festival. Having previously hosted film and television productions such as the original ‘Twister,’ ‘Rise and Walk: The Dennis Byrd Story,’ ‘Full Out 2: You Got This,’ ‘Turkey Bowl,’ ‘Painted Woman’ and ‘The Line,’ the City of Norman has a number of camera-ready attractions, including Lake Thunderbird State Park, the historic Sooner Theatre and booming Campus Corner.

Incorporated in May 1993, VisitNorman’s mission is to promote the city; to attract overnight meeting, convention, sport and tourism business to the community and to enhance and contribute to the overall identity and economic wellbeing of the city. The Art of Economics: How Arts and Culture Help Shape Norman’s Economy and Community

N

orman, Oklahoma, often recognized for its academic prowess as the home of the University of Oklahoma, harbors another powerful force driving its economy and community spirit: its thriving arts and culture sector. A recent study, part of the Arts & Economic Prosperity 6 (AEP6) initiative by Americans for the Arts, unveils the substantial economic and social impacts of nonprofit arts and culture organizations in Norman, painting a picture of a city where creativity and commerce intertwine to create a vibrant urban tapestry.

In 2022/2023, the nonprofit arts and culture industry in Norman generated a remarkable $36,081,185

in total economic activity. This figure encompasses $11,624,519 in spending by arts and culture organizations and an impressive $24,456,666 in eventrelated spending by their audiences.

These numbers translate into real-world benefits for Norman’s residents and businesses.

The industry’s economic impact ripples through the community, supporting 596 full-time equivalent jobs.

These positions aren’t limited to artists and performers but extend to a wide range of sectors, from hospitality to retail. There are concessions, cleaners, educators, and maintenance workers each play their part before the curtain goes up at the Sooner Theatre or the

Medieval Fair kicks off another season.

Personal income paid to residents as a result of this industry totals $21,325,069, injecting vital funds into local households and fueling further economic activity.

Moreover, the arts and culture sector significantly contributes to government coffers. The industry generates $1,171,885 in local tax revenue for the city and county, $1,441,318 in state tax revenue, and $3,808,813 in federal tax revenue. This substantial tax generation helps support essential public services and infrastructure, benefiting all Norman residents.

Norman’s arts and culture events drew an impressive total attendance

of 739,250 in 2022. Interestingly, while 70.8% of attendees were local, nearly 30% were non-local visitors, highlighting the sector’s ability to attract tourism and outside spending.

Our non-local visitors are set to expand this upcoming year with the SEC, which translates to more opportunities for the arts and cultural sector.

On average, attendees spend $33.09 per person, per event, beyond the cost of admission. This spending is distributed across various categories, with food and drink taking the largest share at $14.03 per person, followed by retail shopping at $5.81 and clothing and accessories at $3.36. For non-local attendees, this spending increases to $49.36 per person, with notable expenditures on lodging, demonstrating the arts’ role

in driving tourism and supporting the local hospitality industry.

The social impact of the arts and culture is deeply felt and appreciated

by Norman residents. Attendees participating at the Norman Music Festival, the Norman Firehouse Art Center, and Jazz in June, just to name a few, walk away with more than a fun day out. A striking 87.4% of surveyed attendees agreed that arts and culture activities and venues inspire a sense of pride in their neighborhood or community. Furthermore, 84% stated they would feel a great sense of loss if these activities or venues were no longer available. It’s not just entertainment, they are the threads that weave the social fabric of the city.

Norman Arts Council plays a pivotal role in this ecosystem. By supporting local artists, facilitating events, and

advocating for the arts, the Council helps ensure that Norman’s creative pulse remains strong. NAC does this through various grants, private donors, and the Norman Transient Guest Room Tax Grant Program. NAC is a steward of a portion of the City of Norman’s Transient Guest Room Tax Fund and makes it possible for the NAC to grant a generous portion to organizations working in the arts and arts education.

In Norman, the arts are far more than a luxury or a pastime. They are a crucial economic engine, a magnet for tourism, a source of community pride, and a key factor in the city’s quality of life. As Norman looks to the future, embracing and nurturing its arts and culture sector will be essential in shaping a prosperous, vibrant, and connected community.

Entertainment District Could

Invigorate Norman’s Economy

N

orman faces an important choice, and the choice is clear: We must invest in the future of our city through the approval of the University North Park entertainment district. Every leader and citizen in Norman has the important responsibility to help make our city a better place by creating new and better jobs, improving housing, and growing our economy.

The entertainment district will launch Norman’s economy forward with at least 5,000 new jobs, as well as new housing for at least 3,000 Norman residents at a time when housing options are very limited. Roughly 80 percent of the project’s expenses will be covered by private investment, with substantial contributions from the university. The remaining 20 percent will be sourced from public funding, ensuring no impact on city or county general funds and no need for a tax increase.

The approval of the UNP entertainment district will significantly influence Norman’s trajectory, and we must commit our financial resources to shape our desired future. As OU joins the SEC and draws fans nationwide, this district ensures their dollars stay here, fueling local growth.

Moreover, our community stands at a crossroads as we face a pivotal moment that demands bold decision-making to propel both Norman and OU forward. A new arena would be the centerpiece of the project - a place that our basketball and gymnastics programs could be proud of. But more importantly, it would be a place that Norman could be proud of. It’s more than a venue; it’s a statement that Norman is ready for business and eager for new opportunities.

The entertainment district plans to build upon OU Athletics’ strengths as it enters a new conference, adding to

its suite of best-in-class facilities and attracting a whole new host of talented student-athletes. The project will also bring new events to Norman and will serve as a beacon of possibilities for our city and community.

The district’s versatile, multi-purpose performance venue will also host new concerts, shows, and various events for 75 percent of the year. The university will utilize the arena during the remaining time, focusing on athletics events such as basketball games for both men and women, as well as gymnastics competitions. The new zone will also include restaurants, retail outlets, offices, housing and other quality-oflife amenities, positioning Norman as a regional destination.

A strong, diverse, and united coalition from every part of Norman has come together to work on this project for months, and the team has worked

with the city and county in a collaborative and transparent fashion. We have undertaken a candid process for the new entertainment district and mixed-use development project which will generate additional employment opportunities, foster community growth, and bring vitality to Norman, all without additional taxation. This entire process has been conducted consistent with the law and regular order.

Norman deserves a thriving future, and together, we have the momentum to create it. We look forward to embracing this opportunity to build a vibrant, prosperous city for generations to come.

Strategy for Success

I

n fall 2022, the Norman Chamber Board of Directors spent some time working with a chamber consultant to develop a three-year program of work. We reviewed our activities against a set of principles that provide a solid foundation for the Chamber’s operations and impact. These pillars contribute to the overall effectiveness and prosperity of the organization and include membership engagement, partnerships, and leadership. In addition, we have added a fiscal goal of diversifying our revenue streams to better serve our members.

1. ENGAGEMENT

We actively engage members through various channels such as networking events, educational programs, and advocacy initiatives. By providing a platform for businesses to connect, the Chamber ensures that members are supported and motivated to actively participate in the community. Through your Chamber membership you have access to a wide variety of events and meetings throughout the year where you can meet other members, learn about new trends in business and participate in community-wide initiatives.

2. PARTNERSHIPS

The Chamber plays a critical role in building a strong and vibrant community. This involves actively engaging with other local organizations, nonprofits, educational institutions, and government entities to foster collaboration and address common challenges.

We provide critical linkages between businesses and educational institutions through our Partners in Education program, State of the Schools event and the Tomorrow’s Leaders program which introduces high school students to government and business leaders. We are currently working with the University of Oklahoma, Moore Norman Technology Center, and Norman Public Schools to develop accessible pathways for students to move into the workforce.

By taking an active role in community development, the Chamber helps create an environment where businesses can thrive, residents can prosper, and the overall quality of life is enhanced. We have created strong bonds with area and state chamber partners, often cohosting ribbon cuttings and events. These relationships elevate the region and provide greater opportunities for our members.

3. LEADERSHIP

The Chamber serves as a voice for our members, advocating for your interests and concerns at local, state, and national levels by actively monitoring legislative and regulatory developments, promoting pro-business policies, and voicing the needs of the business community to government officials and decision-makers. By representing the collective interests of our members, the Chamber enhances its influence and plays a vital role in shaping a favorable business environment.

4. DIVERSIFY REVENUE

Our final goal and responsibility is to operate a financially stable organization. This includes being good stewards of membership dollars and donor funds to support important initiatives as well as day to day operations. Our fiscal goal for the next few years is to diversify our revenue streams by introducing new events and opportunities to maximize our ability to create an environment that lets our members grow and thrive. Our first steps have included adding two new events to our lineup: Trivia Night and a Golf Classic – both of which have been huge successes!

Leadership and Advocacy Priorities

W

e take our mission very seriously, to advocate for Norman’s economic vitality and the prosperity of our business community. Whether at city hall, the county courthouse, the state capitol, or the halls of Congress, we are working on your behalf. Now more than ever, businesses need certainty and an environment that drives innovation and competition. Our success is predicated on the relationships we build with our councilmembers, county officials, state lawmakers, and congregational delegation, plus their professional staff.

The voters of Norman are increasingly being asked to head to the polls. From franchise agreements, guest tax, school bonds, utility rates, and candidate elections, the Chamber is the trusted source for issue and candidate information. We have taken critical stances on issues of importance to businesses and increased civic knowledge and voter turnout.

The rubber meets the road on the local level, and we have been vocal in our support for more housing options to meet the growing demand of our workforce. In addition, we know arts and entertainment are key pieces to our local economy. We have supported efforts to

grow live music and public art. We have worked to address water quality issues by creating collaborative dialogue between our building community and city officials. In addition, we have begun to address the vacant shopping cart issues by bringing local retailers and city staff to the table and finding mutually beneficial solutions.

Not only do we execute an aggressive get out the vote effort, but we also provide opportunities for the voters to become better educated on the issues and engage with their elected officials. Our spring and fall Coffee with the Council events have provided business leaders with the chance to share face to face with our council on items that are directly impacting their bottom line. In addition, our election forums allow the voters to gauge candidate positions on important topics.

At our annual Legislative Breakfast, we hear straight from our state legislators on their priorities and expectations for the coming legislative session. This event is always followed by our Impact Norman Advocacy Luncheon, which highlights state or federal leaders on topics that are important to the business community.

Not only do our leadership classes become fully immersed in the state legislative process by spending a day at the capitol, but we also partner with the University of Oklahoma to host members of the OU Capitol Alumni Club during the legislative session each year.

Each year we lead a contingent of local business and political leaders to our nation’s capital for our Washington D.C. Fly In. We meet our Congressional delegation to discuss federal priorities and learn from policy experts about the critical issues facing our country. We often focus on infrastructure issues such as road projects like Interstate 35 and 36th Avenue NW, rail projects like the extension of the Heartland Flyer or creation of commuter rail in central Oklahoma, and the renovation and expansion of Max Westheimer Airport. All these aid business in their efforts to grow and succeed.

Volunteer Opportunities Chamber Committees Ambassadors

They attend ribbon cuttings, grand openings and mentor new members for the first year of any new membership.

Aviation and Transportation Committee

Melissa Peterson, Staff Member Lance Lamkin, Max Westheimer Airport, Chair This committee meets every other month on even months for lunch and program. It promotes aviation in Norman and Max Westheimer Airport as valuable community assets. The Annual Norman Aviation Breakfast and Festival are projects of this committee.The Committee also monitors transportation issues relevant to the Norman community and provides related information to the Chamber’s membership. Representatives from the City of Norman and the University of Oklahoma are in attendance to provide relevant updates.

Business and Education Committee

Chan Klingensmith, Staff Member Group links business with education by promoting businesses’ support and recognition of Norman Schools. The committee’s activities include coordinating the Partners in Education Program and planning its annual breakfast.

Membership Committee

The Small Business Council also promotes the importance of shopping local via Small Business Saturday and highlights the various small businesses who are Chamber members.

Total Resource Campaign

Jennifer Shattuck, Staff Member The Total Resource Campaign (TRC) is a group of volunteers who help raise funds for Chamber events through selling sponsorships and advertising to Chamber members. This committee meets July through November. Volunteers who raise up to a certain amount are eligible for a reward trip.

Weather Committee

Chan Klingensmith, Staff Member Deidra Peters, Great Plains Bank, Co-chair Chris Fiebrich, Oklahoma Climatological Survey This group provides leadership within the Norman weather community via regular meetings that serve as a crossroads for all stakeholders. This committee meets most months out of the year with the luncheons mostly being held at the National Weather Center and feature speakers and discussion among the members. The annual National Weather Festival is a project of the Weather Committee.

Women’s Leadership

They seek to engage, foster, support, network and help advance female leaders who actively inspire other women. Women’s Leadership holds four luncheons a year and awards the Women’s Leadership award at the Chamber’s Annual Banquet.

Leadership Norman

Leadership Norman is a program designed to identify, motivate, and place emerging leaders to develop their potential for community leadership. This is accomplished by stimulating an interest in the quality of life in Norman, and by providing a common meeting ground of shared concerns among leaders from all sectors of the community. It prepares participants for more active involvement in the community.

Throughout the course of the program, participants attend a variety of sessions focused on community history, current community issues, leadership, and self-discovery. Leadership Norman is a great way to learn more about your community and build your own personal network.

Leadership Norman is open to anyone who either works or lives in Norman. Each class runs from fall through the spring, with a graduation ceremony in April. Applications for each Leadership Norman class are available in July.

Tomorrow’s Leaders

The Tomorrow’s Leaders program is designed to identify high school sophomores in the Norman area who have demonstrated leadership qualities and to help further develop their potential. The Tomorrow’s Leaders program includes nine sessions covering such topics as team building, education, youth and community leadership, ethics and diversity, communication, city and state government, community service, and leadership styles.

The program runs from January through April and culminates in a joint graduation ceremony with members of Leadership Norman. Applications for each Tomorrow’s Leaders class are available in October.

A new look for the

Cleveland County Fairgrounds

M

akeovers aren’t just for people.

Sometimes buildings need a style update, as is the case with the Exhibition Hall at the Cleveland County Fairgrounds. This forward-facing building is the first thing people driving along Robinson Street in Norman see of the fairgrounds. It currently serves as home to the OSU Extension educators as well as the exhibition hall for fair entries and indoor vendor space during the fair.

The building has also become a well-used event space for everything from dog shows to community fundraising, craft shows and weddings.

No one would accuse the existing building of being beautiful, but the demand for event space in Cleveland County and Norman in particular have

driven this space to rise to the top as sought after rental space for large-and small-scale events.

In May 2021, when the Cleveland County Board of County Commissioners learned the county would receive $55 million in American Rescue Plan Act (ARPA) money, they began talking to community stakeholders and looking at ways to best invest those funds for the public good.

The 2020 pandemic had made one thing clear. Cleveland County needed large public spaces to safely vaccinate the public. Early voting had shifted to this building in an effort to make early voting safer at a time when people were still wearing masks and following the six-foot separation rule. But the layout of the facility meant people were often waiting

outdoors in extreme heat, cold or rainy weather.

The Cleveland County BOCC realized the Exhibition Hall at the fairgrounds could be repurposed to serve any future need for large scale, safe vaccinations, and ARPA money was now available to cover the cost of the upgrade without adding an additional burden on county taxpayers.

The fairgrounds Exhibition Hall has good bones, but the facility is getting more than a facelift. The space will be modernized to better serve the public as well as being beautified. The commissioners understood the space would need to be multifunctional, serving the people of Cleveland County throughout the year, not just in times of adversity.

In addition to storage for vaccines and

pandemic supplies when needed, the proposed design includes offices and a reception area, a breakroom for county employees, event space with updated heat, air conditioning, lighting and audio-visual equipment, a modernized kitchen and bathrooms. Event space will include a banquet-sized area and two smaller but still generously sized event spaces. Each of these three can be used in tandem or individually.

The connecting corridor between event spaces and office space will be adorned with photos capturing the history of the fairgrounds and the county fair.

As of this writing, construction is expected to begin in mid- to late September, 2024 and be largely completed prior to the 2025 county fair the following September. To the east of the Exhibition Hall, the current Cleveland County Election Board building is slated for demolition, with those offices being relocated to a larger, more modern space. In place of the old election board building, a large, paved parking lot will be constructed to serve the county fairgrounds.

The resulting project will be multifunctional as well as beautiful, supporting a resilient, interconnected community.

ear one of the Division of Environmental Resilience & Sustainability, fondly referred to as the “DoERS” around City Hall, has been nothing short of adventurous at the City of Norman.

The division, originally created in Spring 2023, was the result of evolving efforts to advance communitywide sustainability goals while ensuring the business community had a direct line of communication when working to keep eco-friendly practices at the forefront of development in the field.

“We are grateful for the feedback from our business community and the leadership of City Manager Darrel Pyle, who led the restructuring efforts that brought this division to life,” said Michele Loudenback, DoERS Manager. “We have made great strides in enhancing communication and education, and collaborating with partner agencies to bring new opportunities to our community members.”

Those new opportunities largely center around strengthening environmental protections at a local level while building upon community relations.

“People want to help and contribute, they just need to know where to start,” Loudenback said. “That’s exactly why we are here and why we are so passionate about what we do.”

In 2023, DoERS began hosting Pollinator Week locally, bringing attention to the animals that help stabilize soil levels, improve water quality and cultivate crops, among other things, through family-friendly events and activities. This group also worked with residents to launch the first pilot project of the Blue Neighborhood Program in Norman – a survey-based initiative that provides funding and resources to improve natural landscapes in areas of need, completing tasks such as incorporating rain gardens or providing composting equipment for residents. The Norman Solar Initiative – another DoERS brainchild – kicked off in Spring 2024 and was the first solar photovoltaic group purchasing program in the state to include commercial businesses, in addition to residential homes and nonprofits. In January, Norman City Council was briefed on recommendations to update the Mayor’s Climate Protection Agreement – the first document of its kind to be adopted at a municipal level in Oklahoma in 2005, maintaining an inventory and forecast to provide a benchmark to mark local progress that reduces emissions and pollution. Residents and organizations can now also seamlessly volunteer to clean up parks or areas of concerns at their leisure, online and at any time, with all supplies provided through the DoERS Keep Norman Neat program.

Additional ‘firsts’ will include a Nature Park at Carter Avenue and Alameda Street, currently in its final design phase; the full transformation of a brown field, in collaboration with the Environmental Protection Agency and Department of Environmental Quality, to a site of learning and refuge: LEAF, the City of Norman’s Learning and Environmental Advancement Facility; and a Food Recycling Program for local restaurants.

“We are so excited for all there is to come and we know that much of this would not be possible without the backing of our community and support of our local organizations,” Loudenback said. “With every new initiative and project, we are getting to move the needle because of them.”

Norman Regional Hospital

Expanded Hospital Brings Leading-Edge Care to Community

N

orman Regional Health System has consolidated its two acute care campuses to form a new, expanded hospital at a single location off Interstate 35.

Norman Regional Hospital

The Norman Regional HealthPlex changed its name to Norman Regional Hospital on July 28, 2024, becoming the flagship hospital and corporate headquarters for the health system. This hospital, which is located at Interstate 35 and Tecumseh Road, has undergone an extensive expansion that includes a new critical care tower, remodeled emergency department, additional ambulatory care building, and parking garage. A cancer center, the OU Stephenson Cancer Center at Norman Regional, will also open at this location in 2025.

The expansion grows Norman Regional Hospital to more than 770,000 square feet.

“Our employees, who we call healers, are energized and ready to provide personalized, compassionate care in this new state-of-the-art environment,” said Richie Splitt, president and CEO of Norman Regional Health System.

The facilities boosts several “firsts” and “onlys” for the state.

Norman Regional is the first in Oklahoma to offer a ZeroG robotic body-weight support system for adults.

This system improves the quality of life for patients through strength and mobility for those who have 42

experienced stroke, traumatic brain injury, spinal cord injury, cerebral palsy, multiple sclerosis, amputees and orthopedic injury.

This system allows physical therapists to work using a reduced gravity-like environment allowing patients more freedom to move without the fear.

“If we want to offer our patients the best available care, we have to get them walking faster and further. A tool like the ZeroG ensures we can do this safely,” said Ben Vandaveer, a physical therapist and manager of the Inpatient Rehabilitation Unit at Norman Regional.

The hospital will also have the state’s first lab automation system, which ensures timely and accurate results. The DxA 5000 automation line is the latest generation of total lab automation, said Calvin Bohanan, Administrative Director of Diagnostics and Laboratory Medicine.

“This modern technology offers quick and dependable turnaround times, reducing errors and allowing our healthcare experts to make faster, more informed judgments. The automation line provides the most comprehensive pre-analytical sample inspection on the market, minimizing common errors by 70%,” Bohanan said.

For example, during the first three seconds, the automation line weighs the sample, takes a picture to validate volumes, reads the tube type and color, determines if the sample is spun or unspun, and then selects which analyzer to send the specimen to for the fastest result.

Other new technology includes a hybrid Operating Room and Heart Catherization Lab. This means doctors can quickly switch from a minimally invasive procedure to a more open one, if needed. There is also a digital tracking system for patients undergoing surgery, new imaging equipment for surgeons, and even a robot that cleans the floors!

Norman Regional Hospital also has a new Critical Care tower housing the Intensive Care, Intermediate Care, and Post Critical Care units. The new main entrance is a circle driveway for loved ones to easily drop off patients and then make their way to park in a multi-level, 700-space parking garage.

The Porter Health Village The former Norman Regional Hospital, located at 901 N. Porter Ave, is now called the Porter Health Village. Services remaining in this building include medical oncology, radiation oncology, and a newly remodeled Education Center.

In the former Emergency Room space, Norman Regional has placed an Urgent Care. The Urgent Care is open from 7 a.m. to 7 p.m. seven days a week.

The Porter Health Village also is the location of the City of Norman’s Adult Wellness Center and a new Behavioral Health Center, a 48-bed inpatient hospital that is a partnership between Oceans Healthcare and Norman Regional.

University of Oklahoma Aviation, Aerospace and Radar Programs Propel Economic Growth

I

ndustries throughout Oklahoma are seeing transformational opportunities thanks to advancements led by the University of Oklahoma. With improvements underway at the Max Westheimer Airport, and the expansion of the OU School of Aviation, including the launch of a helicopter program, OU is not only training the next generation of aviation professionals but also fueling economic development in Norman and beyond.

The Max Westheimer Airport, a critical transportation hub for OU and the surrounding community, is undergoing significant upgrades. These enhancements are made possible by a $36.5 million federal appropriation secured by Congressman Tom Cole, a $1.7 million grant from the Oklahoma Department of Aerospace and Aeronautics, and a generous donation from the Pigman Family Charitable Fund. These funds will extend and strengthen runways, add a new taxiway to enhance air travel safety for the Norman community and support the development of hangars for use by aviation companies, future tenants on the airport waiting

list, and OU’s cutting-edge aviation fleet, which recently added nine new aircraft.

OU’s aviation program has been recognized as the best in the country by FLYING Magazine. With applications to the School of Aviation increasing by 33%, the launch of a helicopter aviation program in partnership with Semper Fly, and upgrades to the School’s air traffic control and aviation management programs, OU is committed to meeting the industry’s rapidly evolving demands. These efforts will undoubtedly lead to positive economic outcomes for the region as Norman becomes a destination for students in this growing industry.

The economic impact of these advancements cannot be understated. They are expected to attract more aviation-related businesses, creating jobs and fostering economic growth in Norman and the surrounding areas.

OU’s innovation extends beyond planes and helicopters. With a massive commitment to the aerospace, defense and radar industries, the University of Oklahoma provides cutting-edge research and develops new technologies to spur innovation and business prosperity.

Nationally, the aerospace industry supports over 2.2 million jobs. Research projects currently underway at the University of Oklahoma support this industry and align with Oklahoma’s plan to diversify its aerospace, autonomous systems and defense ecosystem.

The Oklahoma Aerospace and Defense Innovation Institute and the Advanced Radar Research Center, through OU’s Office of the Vice President for Research and Partnerships, are providing additional support in this sector. Such efforts include leading radar technologies, advanced additive manufacturing capabilities, supply chain resilience and a national partnership with the United States Space Command. Because of the nation’s aging defense infrastructure and global interest in space technologies, Oklahoma is quickly becoming a destination for future commercial and economic opportunities.

Norman Public Schools leads the way in n o i t a v o n n I Fiscal and Responsibility

I

n its continued efforts to provide innovative educational opportunities while remaining fiscally responsible, Norman Public Schools (NPS) unveiled a new solar power initiative that promises substantial savings on energy costs and purchased an existing facility that will be used as a cutting-edge performing arts center.

NPS First District to Embrace Solar Power In April 2024, the district launched the use of a 488-panel, 263.52 kW solar power array on top of Norman North High School. The installation will offset 100% of Norman North High School’s energy. Over the next 30 years, the school district will reduce enough carbon emissions equal to planting 116,574 trees and save roughly $1 million in utility expenses—freeing up dollars to invest back into the classroom.

“By going solar, we are investing our resources back into the classroom, and everyone is walking away a winner,” said Dr. Nick Migliorino, Superintendent for Norman Public Schools. “By going solar, we have the opportunity to support today’s students and set a legacy of innovation for the generations to come.”

The NPS project was fully funded by utilizing new provisions in the Inflation Reduction Act passed in 2022.

Enabled by Brightwell, a solar capital partner, NPS was able to capitalize on the benefits of solar incentives via an impact investor at no capital expense to the district.

“Norman Public Schools understands its role and responsibility as it relates to energy, along with our responsibility to the taxpayer,” said Justin Milner, associate superintendent and chief operating officer for Norman Public Schools. “We have spent the past seven years looking for solutions, and there is no comparison to the win-win opportunity that Brightwell facilitated.”

NPS is the first school district in the state to tap into this opportunity, and the district hopes to expand this project to multiple locations.

New Performing Arts Venue In early 2024, the district breathed new life into a vacant building, transforming it into a vibrant hub for arts and learning.

NPS purchased the former Journey Church at 3801 Journey Parkway, repurposing it as a district-wide event space and fine arts performance venue.

Named the “Center for Arts and Learning” (CAL), the 60,000-square-foot facility boasts a main auditorium with 1,600 seats and ample parking. Set to open in fall 2024, it promises to be a cornerstone for community engagement and student development.

“The Center for Arts and Learning will be an exceptional venue for fine arts performances, 5th grade graduations, and a wide array of community events and celebrations. It has the potential to positively influence our students and community for decades,” said Dr. Evelyn Kwanza, Director of Fine Arts for NPS The CAL’s versatility is one of its key features. Dr. Rob Bradshaw, Coordinator of Fine Arts for NPS, highlighted this aspect: “The seats are reconfigurable, which creates an opportunity for us to use the space in a variety of different setups, tailoring the audience configuration for optimal viewing while also allowing our teachers and other performance directors to be creative and innovative when designing performances.”

This repurposing project, born from a 2023 voter-approved bond, demonstrates NPS’s commitment to fostering both artistic expression and academic growth. By giving new purpose to a beautiful, existing structure, NPS has created a space that will serve its community for years to come.

Both the solar power initiative and the investment in the Center for Arts and Learning underscore the district’s commitment to renewable energy and the enrichment of the academic and cultural experiences of its students. Both will leave a legacy that emphasizes the community’s commitment to investing in Norman and the future of its young learners.

After providing customized training to upskill their engineers in Solid Works CADD software, Moore Norman’s experienced and knowledgeable economic development team identified opportunities to help financially offset their expansion plans.

They introduced the manufacturer to Oklahoma’s Business Expansion Incentive Program (BEIP), which provides annual cash awards to support business growth. This collaboration streamlined the process for Q.B. Johnson, enabling them to expand their operations and increase production efficiencies, ultimately creating more job opportunities for skilled workers in technical trades like welding.
