his year isn’t a normal election year, according to 2nd District Supervisor Laura Capps. Her colleagues on the Santa Barbara County Board of Supervisors agree.

News POLITICAL WATCH • On May 8, U.S. Sen. Adam Schiff (D-California), U.S. Rep. Salud Carbajal (D-Santa Barbara), and Assemblymember Gregg Hart (D-Santa Barbara) joined Environmental Defense Center Chief Counsel Linda Krop and other local environmental leaders to rally against the Trump administration’s restart of offshore oil platforms owned by Sable Offshore Corporation along the Gaviota coastline. During the Santa Barbara press conference, Schiff emphasized that Sable Offshore has “blatantly” disobeyed directives from California agencies that are required for offshore oil and pipeline operations.

“It’s just a thrill to breathe in the ocean air, to enjoy this incredible beauty around us, and to think that it is now being threatened again by reopening this damaged pipeline,” Schiff said at the conference.

“That caused such damage in 2015, resulting in $22 million of losses, but more importantly, the loss of marine life, the loss of the coastal economy here, the injury to small businesses. … This is really a national issue. And I think moving off of fossil fuels and moving to renewable sources of energy is … a national security imperative.” In April, a Santa Barbara County Superior Court judge refused to end an injunction preventing Sable from restarting the pipeline—an injunction that the company is now “openly violating,” the Environmental Defense Center stated in a May 7 release.

• U.S. Rep. Salud Carbajal (D-Santa Barbara) hosted a town hall in Grover Beach on May 4. Held at the Grover Beach Community Center, the meeting’s topics included Carbajal’s ongoing work to address the cost of living, as well as the war in Iran. In a statement the following day, Carbajal said he appreciated “the honest stories and questions I heard last night, whether about the recent cuts to SNAP, ICE raids, or holding Trump accountable for his abuses of power.” He added: “These conversations are exactly what inform my work and ensure that the priorities of our community drive the debate in Washington.” The Tribune reported that about 150 people attended the town hall, including more than a dozen protesters who called on Carbajal to not accept campaign contributions from the American Israel Public Affairs Committee (AIPAC).

Among the protesters was Ojai resident Helena Pasquarella, who is running against Carbajal for the 24th District seat in June’s primary election. In response to Carbajal’s verbal commitment at the town hall that he wouldn’t accept anymore AIPAC money, Pasquarella described his comment as “too little, too late” in a May 7 statement. “This position shift comes three years and 70,000 Palestinian deaths too late, and Salud still hasn’t proven that he’s committed to an Anti-Zionist position,” Pasquarella stated. “The military-industrial complex and AIPAC thrive within the context of bipartisanship, and Salud personifies how and why both defense contractors and the government of Israel play both sides of our political aisle.”

• On May 5, U.S. Sens. Alex Padilla (D-California), Maria Cantwell (D-Washington), and Ron Wyden (D-Oregon) co-introduced the Transportation Fuel Market Transparency Act with an aim to crack down on petroleum market manipulation and protect consumers from unjustified price spikes at the pump.

This legislation would create a new Transportation Fuel Monitoring and Enforcement Unit at the Federal Trade Commission (FTC) to proactively monitor fuel markets for fraud, manipulation, and anti-competitive behavior that can artificially inflate prices. “At a time when Trump’s unauthorized war with Iran is driving up costs, we need stronger oversight to ensure oil companies and traders aren’t exploiting the moment to pad their profits,” Padilla said in a statement. m

Staff’s proposed addition to the municipal code passed its first reading with a 5-0 vote. The ordinance prohibits people from depositing “any human urine or feces upon any public place,” while defining public places as alleys, streets, highways, sidewalks, parkways, parking lots, playgrounds, school grounds, bus stops, and other properties.

The new potty policy’s second reading is scheduled for May 26. If passed, the rules will go into effect in late June.

“I think this is a no-brainer,” Brown said before motioning for adoption.

Santa Maria approves a package delivery warehouse to be built on West Stowell

Two Santa Maria planning commissioners thought last week’s meeting drew the biggest crowd they’ve experienced at a hearing. The only item on the May 6 agenda occupied the bulk of the nearly three-hour discussion.

Following three study sessions that date back to 2024, the Santa Maria Planning Commission approved a project that would bring a package delivery warehouse to the city.

“It’s creating the needed employment opportunities while also helping reduce the need for many of our residents to leave town and commute to other jobs,” Commissioner Yasameen Mohajer said.

The project doesn’t require approval from the City Council, but the applicant will need building permits after the appeal period ends, according to the city.

Seefried Industrial Properties Inc. plans to construct the shipping facility on a parcel that’s about as large as four football fields. There’ll be 12 truck bays for deliveries to the warehouse and space for vans to load up before delivering products to consumers. The company intends to start construction this summer, according to the city.

The 32-acre site is located at 1680 W. Stowell Road on land zoned for heavy commercial manufacturing. North of the parcel is agricultural land, City Principal Planner Frank Albro said at the meeting. To the west is a Santa Barbara Humane shelter and cooling facilities for Driscoll’s and Bonipak Produce.

Part of the project includes infrastructure upgrades to West Stowell. The street will be widened on the south side, gaining a bicycle lane and a center left-turn lane.

Still, one common complaint listed by public commenters was traffic. At peak operation, 34 trucks will be delivering packages daily between 10 p.m. and 8 a.m., plus 72 vans will be flowing in and out every 20 minutes.

Albro noted that the community’s typical congestion times during work and school hours are different than the warehouse’s. The peak agricultural traffic flow won’t align with that of the warehouse either.

Jose Cardona, a teacher at Santa Maria High School, expressed worry about students walking home next to trucks. Cardona wondered how the off-peak travel to and from

“Santa Maria High School has a staggered schedule, so half of the students enter an hour later and leave an hour earlier. This also doesn’t account for students that play sports and stay after,” Cardona said. “So we’re expecting these students to walk home next to these semi-trucks, which I think is very dangerous.”

Other locals were worried about environmental issues. President Claire Wineman of the Grower-Shipper Association of Santa Barbara and San Luis Obispo Counties said the organization raised concerns that were “improperly dismissed.”

“The [environmental impact report] fails to adequately analyze impacts to traffic safety as well as agricultural operations and land use,” Wineman said.

While the report—conducted by a third party—determined that the project may pose significant environmental impacts, it also

incorporates mitigation strategies to reduce the threats to less than significant levels, Albro said.

The city planner added that the project would generate 300 permanent jobs and 500 contracted positions. Multiple union members said it could mean working closer to home than they ever had before.

Danny Zaragoza, the secretary treasurer for Local 220, spoke in favor of hiring locals and increasing entry-level opportunities at the site.

“The salaries or the hourly wages for this project were going to range anywhere from $26 to over $50 an hour,” Zaragoza said. “So those are livable wages, or I like to say they’re mortgage-paying wages.”

Listeners gave Zaragoza a round of applause as he returned to his seat.

Commissioners Mohajer and Tim Seifert voted to approve the project. Chair Esau Blanco voted against it, citing concerns about long-term impacts on the community. Tom Lopez and Robert Dickerson were absent due to conflicts. m —Madison White

The council directed the city attorney to provide a closer look at the scope of the problem and provide an estimate of the cost of an independent audit versus any potential recovery of taxpayer funds due to faulty rebate submittals. This new deep dive would be in addition to the audit that was already conducted; based on the rates for city attorney services, this could be substantial.

But what about folks like me who apply for the rebates? What were the instructions provided to applicants? For example, when you submit your tax return every block on the form has a detailed explanation of what information is needed to properly submit your data for review. Almost every government form I ever completed contained a detailed explanation of what was needed, just like the IRS forms.

How many people knowingly or unknowingly submitted forms with insufficient information?

One thing is certain, of the thousands of rebate requests submitted, there may be several other faulty submittals. And another thing is certain: To recover any rebates that were distributed in error, the city may have to initiate time-consuming and costly action through the court system to recover the funds.

community. The future of the Oceano Dunes impacts far more than just Oceano, it affects the entire Five Cities region.

One line from the opinion piece stands out: “Patronize local businesses to increase revenues during the closure and prove that vehicles on the beach do not generate income.” That argument doesn’t hold up. If vehicle access truly has no economic impact, why the need to “prove” it through redirected spending?

And which businesses are we supposed to support? Only those aligned with closure efforts?

Or are locals free to support businesses that recognize the value the SVRA brings?

If this is truly about community, then transparency, accountability, and honest economic discussion should come first.

If vehicles go away from Oceano dunes, no one but plovers will have access If vehicles go away, the off-highway vehicle funds that actively protect the plover go away. If these funds disappear, State Parks will manage the plovers and other threatened birds as they do at other beaches: build a massive enclosure that is completely free of people. No vehicles. No pedestrians. No fishing. No surfing. No dog walking. Absolutely nothing. Likely constructed at the creek or at Pier Avenue.

The only real reason anyone is honestly suggesting closing down the beach to vehicles is that they own land and want to essentially be granted a private beach from the state, while excluding everyone else from these various types of recreation.

s there a way to have a civilized discussion about excrement and urine?

The city of Solvang attempted it—but giggles ruled the day. Because you can’t talk about bodily functions with turning into a child.

Apparently, it’s legal in that city to do your business in a public space because there aren’t any rules in place preventing it. But city staff and elected officials are setting out to rectify that (see what I almost did there?).

The whole conversation came about because City Manager Randy Murphy said a sheriff’s deputy came across a pile of nasty business just hanging around for all to see.

Naturally, he started looking into things.

“I don’t think ‘number one’ was the issue here,” he told the Solvang City Council on May 11, prompting laughter. “That came to my attention, and I promptly notified our city attorney that we needed to get this code on the books.”

Councilmember Mark Infanti said he’s heard of people peeing near the edges of local parking lots during big events, but “it’s always just been kind of a joke.” Mayor David Brown joked that future festival hosts should think about giving out complimentary adult diapers. Um, porta-potties would be good, too—that way people can go number two in the loo.

“I think this is a no-brainer,” he said, motioning for the council to adopt the ordinance.

“Can I be number two?” Councilmember Louise Smith said before seconding his motion.

That was a good one! I guess they all needed something to laugh at after all the shop talk about Brown’s Solvang Passport app, which could put public bathrooms on its little treasure map.

Perhaps free toilet paper could be part of the deal?

Don’t worry, people. Your opportunity to potty in public won’t go away in Solvang until the end

of June at the earliest.

They still need to have a second reading of the potty policy before it gets officially adopted.

I’ll tell you who’s number two: Joe Holland.

Santa Barbara County Clerk-RecorderAssessor Holland has exactly zero fans on the Board of Supervisors, which has let the public know if there’s one thing that bridges partisan divide, it’s endorsing the person who’s running against Holland for the seat.

Exactly all of the supervisors support Holland’s current Deputy Clerk-RecorderAssessor Melinda Greene—even contrarian Coalition of Labor, Agriculture, and Business Executive Director Andy Caldwell hopped on the Greene machine. He endorsed her as part of his official list posted on Facebook.

I’m not sure why anyone would look to Caldwell to guide their votes, but that’s a topic for another day.

Speaking of Facebook, the Elections Division run by Holland has finally decided to use social media as a way to get information out to the public! A little late to the party, don’t you think?

How has the division been getting the word out about elections during this super divisive uncertain political time where fraud allegations abound and there are concerns about voter intimidation at the polls?

Um, it hasn’t.

The SLO County Clerk-Recorder’s Office has had its own accounts for years, but Holland’s office has to borrow the official Santa Barbara County Facebook and Instagram feeds to get some sort of word out. Betteravia Art Gallery makes way for another exhibit

A new ongoing exhibit is heading to the Betteravia Art Gallery. The opening reception for Post-Wild: Nature in the 21st Century will be held on May 21 from 5 to 7 p.m.

Following an open call for submissions, there’ll be 54 pieces by 34 artists featured in the show ranging from photographs and paintings to ceramics and digital media.

The theme revolves around how artists interpret and challenge modern perspectives about nature.

Laura-Susan Thomas, a professor at Allan Hancock College, helped curate the exhibit with help from the Santa Barbara County Office of Arts and Culture.

“There is a good mix of artworks that are asking us to see what may come, some that call for involvement of us as individuals to become stewards of our coastal environment, and some artworks that inspire and remind us how beautiful the natural resources and spaces of our Central Coast are,” Thomas said in press materials.

The gallery is located at 511 E. Lakeside Parkway in Santa Maria at the Joseph Centeno Betteravia Government Administration Building. This year, the Lompoc Public Library is joining the One Book One Coast program out of LA. Readers can pick up a copy of They Called Us Enemy by George Takei, a graphic novel about the author’s experiences in American concentration camps during World War II. Groups will also gather for discussion and a livestreamed talk with Takei.

Communities from California to Washington are participating in what the LA County Library calls the biggest book club on the West Coast. Residents from each library read the same book this spring.

Free copies are available in English and Spanish at the Lompoc Public Library (501 E. North Ave.) and the Village Library (3755 Constellation Road). Digital copies can be found on the Libby app.

“This is an exciting opportunity for members of the community to connect and engage in thoughtful literary discussion,” the city announced in press materials.

The Lompoc Public Library plans to host a book club discussion on May 27 at 5:30 p.m. and will livestream the talk with Takei on May 31 at 2 p.m.

Hand-painted windows and signs lined the busy streets that Riko Rivera walked along with his mom, his wondrous eyes staring back at him in reflections. “Who painted those?” he’d ask aloud.

Rivera spent the first five years of his life in the capital.

“And when we came to the United States, there was a lack of that,” Rivera told the Sun one afternoon sitting on a couch in his Santa Maria home.

However, artistic seeds were planted so deeply in his mind, he knew he had no choice but to create.

Rivera described Santa Maria as his cradle. His family settled in town after spending one year in LA. It was only supposed to be for a little while, with the promise of returning to Mexico in the near future.

That date still hasn’t come.

So, Rivera brought some of the Mexico City flare to his new home. His next project is a mural at the Abel Maldonado Community Youth Center. He took input from local kids for the design, which has already been approved. He’s ready to get started painting as soon as possible.

Of all the utility boxes, trash cans, and walls he’s painted around town, this one has special meaning.

“It just goes full circle. I remember when the [center] recently opened, and now to be able to have my own art installation there, it’s in my wildest dreams,” Rivera said. “Literally in my wildest dreams.”

He enjoys working with the city because the goal isn’t to make a statement, it’s to make community members smile as they navigate their lives. Though he respects political artists, that’s just not his lane.

Art was always his escape. Rivera’s family lived in a trailer park. Limited resources. Little to no traveling.

Opportunity came from the movies he watched and drawings he created. The artist wants to leave people with similar positivity.

“I’m a trans immigrant. My whole life is a protest at this point,” Rivera said. “So, I want my art to take

people somewhere else. I have a lot of happy stuff.”

One of his favorites is a utility box at the corner of Preisker Lane and Broadway that he painted in January 2025. It sums up the city pretty well with just a few images. He’s learned that in art, less is more.

Rivera saw comments on Facebook praising the design, a rare social media thread free of argument. Instead, people were having conversation about their tight-knit community.

Anna: I remember reading this book and feeling dread with every page turn and sadness with how quickly and easily these boys fell into utter menace. I can’t say that the dread subsided with this series. We’re still watching ego and fear overtake Jack’s crew as Nicky’s (yes, Piggy’s real name is revealed) attempt at law and order is swiftly overruled. This series is absolutely gorgeous. From the dense jungles of the islands to the steadily growing layers of filth on the boys’ skin, Munden did a masterful job building this world. Writer Thorne has a knack, and apparently a fondness, for writing about the complicated and sometimes dark world that lives in a young boy’s mind, but also the Glen: If you’ve seen director Peter that lies there. Netflix We all know Zach Galifianakis as a very funny man, and with this new series, he’s using his humor to bring light to a message the actor and comedian is very passionate about—the future is agrarian. In this short and sweet series, Galifianakis visits schools and farms, talks to kids and growers, and learns alongside the audience about the foods on their plates.

He asks kids about the foods they eat, where they come from, and speckles in dad jokes along the way. Talking to experts, he explores orchards and fields and forests. I love when a series like this feels light and breezy but also offers learning opportunities—this would be a great one to watch with kids. The good news is we all get to learn. For example, did you know that essentially every apple tree grown for fruiting is grafted? Or that the word vegetable exists essentially for botanical purposes: Things aren’t vegetables— they’re roots, leaves, flowers, or other parts of a plant.

Quite simply, this show is an absolute delight, and one I can see myself watching again and again, particularly when I need a soothing subject and a laugh. (six 15- to 20-min. episodes) —Anna

rrring: When the clock strikes 1 a.m., Beth Rangel’s alarm sounds.

Soon after, she starts cooking meat and prepping ingredients to make the day’s batch of tamales.

By 8 a.m. Rangel has left her house, flying down the road in a branded white and pink van to sell tamales door-to-door.

“I run like a chicken without a head, I call myself,” Rangel said. “I just ask, ‘You want to buy tamales?’”

Beth’s Tamales and Tacos opens at 11 a.m. Tuesday through Thursday and at 10 a.m. Friday and Saturday, closing at 11 p.m. On Sundays it’s open from 10 a.m. to 8 p.m. Find the hot pink trailer at 3596 Orcutt Road in Santa Maria. She hauls dozens of fresh tamales on a different route each day of the week. Communities as far south as Solvang and as far north as Paso Robles see her coming: Beth’s Tamales and Tacos.

This dedication to the tedious process earned her third place at the Atascadero Tamale Festival in early May. In the gourmet category, Rangel’s chili relleno tamale took home bronze.

Though placing at the festival makes her proud, Rangel is a tamale pro. She’s been in business for 15-plus years, first selling strictly door-to-door until she bought the food trailer. It’s been parked on Orcutt Road in Santa Maria for about five years.

“When I got it, I was on the floor counting pennies and everything,” she said. “And finally, I was able to afford it.”

Her mornings continue on the road, selling as much cornhusk-wrapped stuffed masa as possible to make the early start worth it. On a recent Wednesday morning, before she met with the Sun, the chef experienced an unprecedented bump in the road.

Around 10:30 a.m. the van got a flat tire on Rangel’s drive from San Luis Obispo to Arroyo Grande. She doesn’t keep a spare. But Wednesdays are her biggest routes, and she wasn’t going to give up. Or miss the interview.

“I still had a lot of tamales, so you have to think fast,” she said. “OK, what do you do?”

Rangel called her daughter for a ride. They sold every last tamale.

The matriarch who started it all, Rangel’s mom, taught her kids how to work hard and earn a living.

Now, her picture proudly watches over that legacy on the back of the bright pink trailer.

When Rangel was 10, she started helping her mom make tamales in their kitchen. The family had recently moved from Mexico.

“She had 16 kids, so out of those kids I don’t know why I was so attached to her,” Rangel remembered about her childhood. “I would help her spread the masa on the corn husk, and then she would fold them and put the meat on them.”

After Rangel made the business her own, she’d bring her young kids along for deliveries, but they’ve grown up now. If she’s lucky, Rangel ends her door-to-door sales around 1 p.m. before

heading to the trailer for the rest of the day. If not, she’s out on the town in the evening trying to empty her inventory.

Not every day is a good day, but Rangel believes that when God closes one door, he leads her to the right one.

Some doors open easier than others.

People know Rangel. They know her routes and count on seeing her to buy lunch for the office or an easy weeknight dinner.

“One of the doctors in San Luis, on his wall where he has all his diplomas, he has a frame that looks like a diploma, and it says, ‘No solicitors except the tamale lady.’ And that was me,” Rangel said.

Though it’s common to see Rangel driving the van, the sight of her empty vehicle stationed on the side of the road that Wednesday was unusual. It was so strange that Rangel got a call from a worried customer asking if she was alright.
