News POLITICAL WATCH • On Aug. 10, U.S. Rep. Salud Carbajal (D-Santa Barbara) secured $1.3 million in new federal funding for the Santa Barbara Airport for a range of infrastructure upgrades. According to Carbajal’s office, the funding will specifically go toward installing new signage and markings on one of the airport’s runways, reconstructing on-site pavement, and upgrading taxiways. “The Santa Barbara Airport serves as a vital gateway to our community, welcoming both visitors and business travelers. Because the airport plays such a significant role in Santa Barbara’s economy, continued investment in its infrastructure is essential,” Carbajal stated in a release. “This federal funding will help ensure the airport can meet future needs and continue delivering reliable air service to our region.” The recent funding is from the Bipartisan Infrastructure Law’s Airport Infrastructure Grant program, which provides federal grants for airport infrastructure projects such as runways, taxiways, signage, lighting, and markings. Since its passage in 2021, the Bipartisan Infrastructure Law has delivered more than $1 billion in funding to projects across the Central Coast. As a senior member of the House Transportation and Infrastructure Committee, Carbajal played a role in crafting and passing the legislation in partnership with the Biden administration. “The Santa Barbara Airport is grateful for this continued federal investment in our infrastructure,” airport director Christopher Hastert said in an Aug. 10 statement.

“These funds will support critical pavement and taxiway rehabilitation projects that keep our airport safe, reliable, and ready to serve the Central Coast for years to come.”

John Laird (D-Santa Cruz), two measures—Senate Joint Resolution 12 and Senate Concurrent Resolution 136—designed to protect and celebrate California’s coastline passed the California Legislature on Aug. 3. SJR 12 expresses bipartisan opposition to the federal government’s proposed offshore oil and gas leasing program in California, and SCR 136 commemorates the 50th anniversary of both the Coastal Act and the Coastal Conservancy Act, as both passed in 1976. “For 50 years, California has made the choice to protect our coastline and SCR 136 celebrates that enduring commitment,” Laird said in an Aug. 3 statement. He described the two new measures as reflecting California’s continued leadership in protecting its coast both by defending it from emerging threats and by reaffirming the foundational policies that have protected it for generations. “We must continue working to protect our ocean, our communities, and the economic vitality that depends on a healthy coastline,” stated Laird, whose office added that SJR 12 specifically reinforces long-standing concerns about the risks offshore drilling poses to coastal communities, marine ecosystems, and the state’s coastal economy.

Adam Schiff (D-California) introduced the Fairness to Freedom Act of 2026— legislation designed to guarantee the right to legal representation for all individuals facing deportation or any legal immigration proceeding if they are unable to afford it. “President Trump’s cruel immigration agenda has caused unimaginable, long-lasting harm in our communities, leading to unlawful deportations that have torn thousands of families apart. Santa Maria City Council votes for a pay raise For the sixth time in four decades, City Council members in Santa Maria got a bump in their salaries. They’ll make an extra $341 per month starting in December.

The Santa Maria City Council voted 3-2 on Aug. 4 to approve the increase. Mayor Alice Patino will earn around $2,298 per month and the rest of the council members will make $2,048.

“I understand the intent behind this is to encourage community members, residents, to take on the job or run for local office and ensure that there is more opportunity for people to see themselves serving in this role,” Councilmember Gloria Soto said. “I will say that I, at the moment, cannot support this.”

Soto cited the city’s budget deficit and a potential sales tax increase hitting the ballot as reasons why she didn’t support the raise.

The other dissenting voice was Councilmember Ricardo Batalla, who was appointed to fill the 1st District seat in April.

Batalla said he didn’t take the position for the money.

“I just do it to help out the community and do what’s best for Santa Maria, not so much me or … my résumé,” Batalla explained.

Councilmember Maribel Aguilera was in favor of the raise. Even though Aguilera’s term is up in November and she won’t see the financial benefits, she said it’s a way for her to “leave things better for the council” when she’s gone.

“The reason why I think we need to support this is because we do want to encourage other people in the community to run for office. A lot of the people that I speak to in the community who would like to run for office say, ‘I can’t afford it. I have a young family,’” Aguilera said. “This is, at least for me, an attempt to get other people to serve our community who would be really good at bringing new ideas.”

Most recently, council members received a raise in March 2022 for a monthly salary of roughly $1,706. Increases also came in 2016, 2008, 2005, and 2001, according to the staff report.

Santa Maria is one of the larger cities on the Central Coast, with a population of more

than 110,000 people, but the council’s pay isn’t proportional when compared to smaller cities.

“Santa Barbara is approximately 22 percent smaller in population, and their salaries are approximately 209 percent higher than the city of Santa Maria’s,” City Manager David Rowlands said at the meeting.

Since Santa Maria is a charter city, the council can increase its own salary. The cap is based on population. Government code allows for a 5 percent increase each year going as far back as the council’s last salary adjustment.

The ordinance is planned to be adopted at the next regular City Council meeting.

Solvang goes solar to expand its surveillance capabilities While the steady flow of box office returns for The Odyssey continues setting new records, referencing the film’s source material helped one elected official illustrate her concerns about Solvang’s AIenabled surveillance cameras.

“I’m going to say this as frankly as I can. I don’t won’t to Trojan Horse a bunch of functionality in here that gets turned on later,” Solvang City Councilmember Elizabeth Orona said during an Aug. 10 hearing.

“The cameras have this capability—the facial recognition and license plate recognition,” she continued. “Do we have the rights to use that functionality?”

City staff confirmed at that council meeting that although Solvang’s six cameras—stationed

throughout town—don’t currently use either of the functions Orona brought up, those tools are at the council’s disposal if desired.

“We have access to the software, and it’s a simple toggle, where you toggle on or off, for the license plate reader, the facial capability,” Olivia Uribe-Mutal, assistant to the city manager, said.

“It’s currently all disabled, but should a future council come in 10 years and say, ‘Oh, we’d like to revise that policy,’ then they could very well do that.”

“That’s exactly what we don’t want to happen, … in any instance,” Orona said. “From my perspective, sorry, I’ll speak just for myself. …

People need to come to Solvang and not feel like they’re being surveilled.”

Orona was the sole dissenter in the council’s 4-1 vote to green-light a pilot program that will test how solar panels could power three AI-enabled cameras already approved for installation.

Implementing the panels required a $40,000 increase to the city’s purchase agreement— originally approved in 2025 not to exceed $147,000 for nine cameras—with Bakersfieldbased camera provider XIT Solutions.

While six cameras are currently operational, delays to install the contract’s remaining three cameras occurred due to a lack of “reliable electricity,” according to the staff report, near some locations in town that staff identified for installation.

“Rather than relocate these cameras or defer their installation, staff explored on-site power generation as the optimal solution using solar panels,” Uribe-Mutal wrote in the staff report.

After Orona questioned staff about the cameras’ capabilities, no other council members made remarks before Mayor David Brown opened the floor to public comment. There were no public speakers.

“So, we’re back here for action,” Brown said to his peers on the dais. “Anybody?”

Councilmember Mark Infanti then motioned to approve the contract increase, which passed 4-1 (Orona dissented) without further discussion.

In 2025, Orona was part of the 5-0 vote to approve the city’s video surveillance policy, which staff described at the time as requiring separate resolutions in the future from the council to amend data-collection and datasharing protocols.

A multi-month drug smuggling scheme that ended with a $6,600 payday for one Lompoc couple could cost them a combined 10 years in federal prison.

On Aug. 5, former correctional officer Paul Betancourt and his wife, Sylvia Betancourt, each pled guilty to periodically sneaking contraband into Federal Correction Complex (FCC) Lompoc over the course of about four months and selling that contraband to an inmate.

Each faces a maximum prison sentence of five years, to be determined at their sentencing hearings scheduled for Jan. 27, 2027. U.S. District Judge Ann Hwang will preside over both hearings.

According to court documents, the Betancourts smuggled contraband into FCC Lompoc on at least a dozen occasions between May and September 2023. Paul had worked at the prison since 2012. “[Paul] had been bringing contrabanded items, such as vape pens, Suboxone, and K2 into FCC Lompoc,” Department of Justice (DOJ) Special Agent Andrew Howard wrote in an affidavit. “[He] usually brought the items on Wednesdays when he came to work.”

Suboxone is a brand-name medication usually prescribed by doctors to treat opioid use disorder, while K2 is also known as “spice,” a synthetic drug designed to mimic THC. As part of its investigation, the DOJ obtained financial records—including transactions through Cash App—that established a relationship between Paul and the inmate who he delivered drugs to.

The investigation revealed that the inmate’s sister transferred a $6,650 over the course of 14 individual payments to a Cash App account associated with Paul’s wife, Sylvia.

The DOJ also reviewed records tied to phone calls the inmate made to his family members, frequently instructing them “to contact or send money to a Cash App account associated with Sylvia Betancourt,” Special Agent Howard stated.

According to court docs, on some occasions Sylvia met with “intermediaries” on behalf of the inmate to receive packages in person that contained the contraband that Paul smuggled into the prison.

In September 2023, FCC Lompoc camera footage showed the inmate, empty-handed, walk into Paul’s unit office one morning around 6 a.m.

After interacting with Paul, the inmate exited the office with “what appeared to be several sheets of paper,” court docs summarized.

Shortly afterwards, another correctional officer asked the inmate why he visited Paul’s office. After the inmate refused to answer, he was placed in a holding cell and searched. Officers found an envelope carrying two sheets of paper, “which appeared to have been soaked in an unknown substance.”

Prison officials used a narcotics identification test kit that indicated the presence of opium alkaloids, later confirmed to be Suboxone. A subsequent search of the inmate’s cell led to the discovery of more sheets of paper soaked with Suboxone “hidden in a slit cut into his mattress,” Howard wrote.

Jennifer L. Waier, chief assistant U.S. Attorney, Criminal Division, described Paul’s crimes as a complete betrayal of his responsibilities as a correctional officer at FCC Lompoc, where he worked for more than a decade.

“It was a federal crime and a fireable offense,” Waier wrote in court docs. “Illegal activities on the part of any DOJ employee, in addition to being unlawful, reflected on the integrity of the [Federal Bureau of Prisons] and betrayed the trust and confidence placed in it by the public.” m —Caleb Wiseblood

r v s, w x , t y Hazel Maurine Schlenker, Johnnie grew up on the family farm near the Texas–New Mexico border. His parents instilled in him the values of integrity, hard work, and a deep appreciation for life that guided him always.

In 1969, he moved to California to study acting at Pacific Conservatory of the Performing Arts (PCPA).

He went on to teach at Righetti High School in San ta Maria, where he founded the theater department and inspired generations of students to find their creativity and voice.

A legendary storyteller and gatherer of people, Johnnie founded the Great American Melodrama in 19 —a beloved Central Coast institution that has brought laughter and cherished memories to families for over five decades.

His greatest oy was his family. A devoted husband, father, grandfather, and great-grandfather, Johnnie delighted in bringing people together and making every person feel valued. He treasured fishing, camping, traveling with Lynne, and turning ordinary moments into lasting memories. ntil his final days, he expressed his deep love for his beloved "Lynnie."

However, people’s health is still being affected.

At this meeting, I told the DPR representative and the commissioner a story mentioned in a poem called “Ambulance Down in the Valley.”

The story talks about a cliff overlooking a village where many young lovers would go to park. And unfortunately, they sometimes parked too close to the cliff, and their cars fell over and crashed to the bottom, resulting in serious injuries, even death.

Local authorities decided that what they needed to do was to create an ambulance system.

As people crashed over the cliff, the ambulance came by and picked them up and took them to the local hospitals. Many people survived as a result, and it was considered a great success— even though people were still driving over the cliff. Then, at one of the town meetings someone suggested that perhaps it would be wise to put a fence at the top of the cliff to prevent people from going over the cliff in the first place. The town’s people were outraged. Why should they incur the expense of putting up a fence when there was such a great ambulance system down in the valley.

I told the commissioner and the DPR rep that the rules, regulations, and announcements of “drift days” were nothing more than “ambulances down in the valley.”

Our fields are being poisoned. The residential areas are encroaching upon the fields more and more. There’s a widening number of people who are suffering.

One need not wonder why these poisons are used so readily in our area. Our local agencies and educational establishments receive funds from and sometimes have close relationships with some of the chemical companies that create these products. Despite what is going on for the workers and the community as a result of poisoned food and contaminated water and air, someone is making money.

A representative from a state pesticide watch group attended the meeting with us. She told us that there are other county ag commissioners who understand the problem and are aware of and have acted upon the power they have to change the regulations around pesticides and pesticide drift. And yet, locally, there is little impetus to make the changes necessary to protect us, despite having the power to do so. But, if the people, our local state Assembly person, and county supervisors exert some political and morally conscious backbone to mandate change, it can happen.

We need to be vigilant and speak out and say that we want a fence at the top of the cliff. No more ambulances. Start by being proactive about your own health and well-being. Observe what you are experiencing and do some research. If you want some help and want to join in with those who are now standing up for you in addressing an issue that affects everyone on the Central Coast, contact the local citizens who have begun this fight for you so that we can compile more irrefutable proof that a sensible preventive approach to protect ourselves from being poisoned is what we want. m Robert Sachs is a member of the San Luis Obispo Coalition for Pesticide Reform. awsuits. Santa Maria thinks it can avoid them with a preemptive strike! But mobile home park owners around town are low-key threatening to sue over the city’s new mobile home park ordinance anyway.

The new rule impacts five senior parks in the city and ensures that those parks will continue to cater to the 55-plus crowd unless a public hearing process says otherwise. Santa Barbara County did things backwards, if you remember—Del Cielo Mobile Estates in Orcutt was converted to an all-ages park thanks to some new owners/management. The county passed a retroactive ordinance to keep the park for seniors only and got sued.

We don’t know the results of that lawsuit yet, but Santa Maria City Attorney Thomas Watson is confident that the city is on firm ground!

“That’s why we’re trying to do it proactively, so that any park owner who buys one understands what they’re buying,” he said. “With respect to the legal consequences, [the ordinance] is consistent with federal law. … This juncture has the green light from my office to move forward.”

The five impacted parks are not too thrilled with the new rules—three hired an attorney who said she believes the ordinance violates private property rights. She (Lisa L. Toke) told the Sun that her clients believe the ordinance discriminates “against non-seniors,” an argument that sounds so familiar!

Oh, right! It’s the same argument Del Cielo made to the county. The Western Manufactured Housing Communities Association—a group that allegedly represents impacted parks in the city but won’t disclose who its members are—said its members were “evaluating all available options” to potentially challenge the city’s new restrictions.

So, lawsuit? Who knows.

What I do know is that at the same meeting where the park issue passed, the Santa Maria City Council also gave itself a pay raise! Not a good look, everybody.

At a time when the city almost decided to close the Paul Nelson Aquatic Center for six months every year to save $350,000, should the council be getting a raise?

I’m not saying that these particular elected officials shouldn’t be making more, I’m just questioning the timing. As Councilmember Gloria Soto pointed out: The city’s putting a sales tax increase on the ballot because of its budget issues.

Soto voted against it, but she’ll still get the raise!

In Solvang, City Councilmember Elizabeth Orona seems to be regretting a previous vote she made in favor of the city installing several AI-enabled surveillance cameras (they’re not operated by Flock but are similar).

“The cameras have this capability—the facial recognition and license plate recognition,” she said during an Aug. 10 hearing about powering three of those cameras with solar. “Do we have the rights to use that functionality?”

She voted in favor of installing the cameras last September, but the national conversation about these types of cameras has since reached a fever pitch, with several law enforcement officers who have allegedly abused Flock cameras for personal reasons, including stalking, among other things.

Arts ARTS BRIEFS One donor gives millions to Lompoc Theatre Project renovations

A recent $6 million contribution to The Lompoc Theatre Project became the largest private donation in the organization’s history. Now only around $5 million remains before the full $18.9 million is raised.

Santa Barbara philanthropist Cheryl Goldberg (pictured on the left) gave the sum, with $5 million going toward restoration and $1 million establishing a North County performing arts fund.

“By creating lasting partnerships between South County arts organizations and North County audiences, the fund will expand access to exceptional music, dance, theater, film, and educational experiences for generations to come,” the nonprofit announced in July.

The theater’s projected opening date is spring 2028, but as soon as early 2027 audiences could be watching performances on the historic stage before the full auditorium is completed. Once finished, there’ll be a 450-seat auditorium, a stage, rehearsal studios, and public gathering spaces.

“Cheryl Goldberg has changed the future of the Lompoc Theatre and our entire community,” Lompoc Theatre Project Executive Director Mark Herrier said in press materials. “Her extraordinary generosity has brought this incredible arts complex and community center so much closer to completion.”

White Buffalo Land Trust’s call for artists is open through Aug. 30 for 2027 residencies. The program asks the selected artists to explore how creativity and ecology intersect.

“Through this residency, we are creating space for artists to spend meaningful time with the land and the people who steward it and to interpret what they discover through their own creative practice,” Director of Programs and Engagement Ana Smith said in press materials. “The work that emerges can help all of us see familiar landscapes differently and imagine new possibilities for how we relate to the places that sustain us.”

Each artist in residence will live at the 1,000-acre Jalama Canyon Ranch for anywhere from six weeks to three months between March and November. During their time, artists will participate in an event with the public and an educational workshop with local high school students. Chosen applicants will receive living and materials stipends, travel reimbursement, and accommodations on the property.

The nonprofit welcomes artists from a variety of disciplines to apply to the program. The end results will help the community understand regenerative agriculture and the importance of the landscape.

Lompoc painter beautifies city streets one window at a time

A

leprechaun sipping beer. Pets piloting an airplane. A slice of pizza riding waves. Jessica Manzanares’ painting résumé is eclectic.

Her work isn’t confined to canvas or a sketch pad. It’s been displayed for all to see on the windows of businesses in places like Lompoc, Buellton, Solvang, and Santa Maria.

“I like to think that it brings a little bit of joy and life, especially during Christmas and holidays,” Manzanares told the Sun. “It reminds people that the business is operational.”

The artist markets her work on Instagram, where she posts creations and accepts bookings.

Clients hire her to depict holiday decorations, logos, and promotional offers at their storefronts.

Manzanares is most busy during holidays.

Christmas last year was when her work really gained traction. She’d previously dabbled in window painting for a few businesses in the Santa Ynez Valley, including Solvang Toyland, but the holiday success convinced her to go all in.

“It was probably the first time that it crossed my mind to branch out to other businesses, and I was successful for the first couple of places,” Manzanares said. “That was just really exciting.

You kind of get that motivation once you realize maybe there’s other people who actually value what you do or what you enjoy doing.”

Adding a colorful touch

In her experience, she’s noticed that window paintings lift spirits and give passersby something to smile about.

“People really enjoy it because every place I work at, they usually tell me that their customers are saying they love the window art,” Manzanares said.

She had seen a few other window painters around town and thought, “Oh my gosh. That’s so cool.” Their holiday projects inspired her to take advantage of her own artistic talent.

Painting is the easy part. Landing jobs is more difficult. So far, the entrepreneur has been commissioned by businesses like the Box Shop and Eye on I in Lompoc, Valley Fresh Market and Lemos Feed and Pet Supply in Solvang, and Jim Vreeland Ford in Buellton. Advertising on social media has helped, but most of her gigs are a result of door-to-door marketing. Flyers in hand, Manzanares walked through many doorways, whether or not she thought the owners would be interested.

Once she lands businesses on one block, it stirs up attention.

“When you have a couple of clients set up, and then you go ahead and do the design on their window, then everybody else sees it,” Manzanares said. “Kind of like a chain reaction. And then if you do a good job, the people that you painted for will have you come back for different seasons. Then you kind of have a growing business.”

The FCC mandated that cable operators must offer independent cable creators and producers rentable airtime. An example of a local cable access show was the fishing parody program Fishmasters, which aired from 1993 to 2004 at some ungodly hour. That’s basically what New York’s The Robin Byrd Show was, and it ran for something like 600 episodes.

Byrd—a sex-positive, LGBTQ-supporting, freespeech advocate, sex worker, and pornographic actress who notably appeared in Debbie Does Dallas—invited male and female strippers onto her show and took calls from her audience. Martins, whose background is in counseling, manages the day-to-day at the tasting room and the Monarch Grove wine club. One day soon she hopes to hire a sales employee.

However, nothing would keep her away from the tasting room because she enjoys interacting with people.

“Just come and enjoy the wine that we make in our little place,” Martins said. “That’s kind of the theme behind our passion for it and the way we make it.”

Rather than thinking about what varieties will fly off the shelves, Martins thinks of creating a vibrant taste profile and food pairings. Her palate contributes greatly to her wife’s winemaking.

“The wine knows what to do,” Martins said. “Supporting it, what nature already does, that’s what we do.”
