From the President Dear Members, This year has been one of great strides for our association.

We have been very successful in our quest to develop the Government Affairs Committee. This committee has achieved many accomplishments this year. Our association now enjoys the prestige of having a friendship with our State Senator, Craig Estes, as well as, our State Representative, James Franks. It has brought together the builders of Wichita Falls, and the City inspectors, to form a great working relationship; also, forming a bond with our City leaders, such as, Mayor Barham and the City Counsel.

Our efforts at the State level are always in full force. Vice President John Harmon, State Director Jose Garcia, and myself, have attended the Texas Association Meetings in Austin, we now have all eyebrows raised at the State level for the North Texas Home Builders Association. Our achievements for HOMEPAC are the highest percentage increase in our Caucus, beating out Dallas, Fort Worth, and Abilene.

I would like to invite everyone to join us in our efforts to make the association a better one, and one you can be proud of. As always, if you want change, then get involved.

Builders, lets always make the effort to use our associate members in our day to day processes. These companies and individuals devote a lot of hard work, time, and money to the NTHBA, let’s never forget.

Chamber President Henry Florsheim Speaks at home builders gathering

By Lee Grace Henry Florsheim, president and CEO of the Wichita Falls Chamber of Commerce & Industry, spoke about the role of the chamber of commerce, downtown development, and the future of the chamber of commerce to following the August luncheon are the members of the North Texas Shown Major Mark Lahey, commander for the 363rd Training Squadron at Sheppard Air Home Builders Association at the Force Base, Chamber President Henry Florsheim, NTHBA President Barney August Membership Luncheon held Brock, and Wichita Falls Mayor Glenn Thursday, Aug. 7, at the Kemp Center Barham for the Arts.

Florsheim said bringing jobs to the city, promoting the city, and helping build a better community are three of the roles for the chamber of commerce. He discussed how perspectives are important. He used the city’s population as an example.

The 2010 population of 104,552 shows growth when compared to 2000’s population of 104,197 or 1990’s population of 96,746. But it shows negative growth when compared to 1955’s population of 110,100. “That’s why we should always keep things in perspective.”

However, he said all present signs are positive. Sales tax receipts are up 6.6 percent, the city’s employment is stable with about 800 additional jobs compared to 2013, and real estate closings are up.

He quoted from the movie “Dead Poet’s Society” when the teacher, Robin Williams, told the class to “Seize the day, boys!

Make your lives extraordinary!”

As an example of how the city is working to be “extraordinary,” Florsheim said the new Wichita Falls Regional Airport terminal will give visitors a good first impression of our city.

“The folks developing that project made a choice and did something extraordinary!”

He added, “Passengers arriving at the airport can learn about our history, see where we’ve come from and where we are going before they reach their car.”

Florsheim also mentioned the new signage going up throughout the city giving directions to landmarks and other places of interest. “This is an example of our quality of life. It is also a marketing tool.”

1. "Time is money" - Meeting starts at 3 PM? Start it at 3 PM. I get a kick out of the chair who is being conscientious for those who can't arrive 5 minutes before start time or even on time. You know the ones; 15 minutes late, make a big scene as they enter, talk as they are sitting down oblivious to the fact that there is a meeting in progress.

Time truly is money as the punctual are delayed from returning to sales by the inconsiderate.Yes, there are exceptions to excuse being late but I'm writing about those who make it a constant. Make sure that the chair is letting everyone know that being late is no longer an option. Explain that it is not fair to those who are on time. And, yes, it's OK to fire a committee member if they keep up the selfishness.

2. "Having a timed agenda" - Conversation happens, and some conversation happens longer than others. Let's make sure that your agenda has timed agenda items designed to move the meeting along.

Obviously there will be times when a conversation is constructive and the flow of the talk shouldn't be stopped. However, if other items on the agenda need to be addressed as well It is perfectly acceptable to continue the conversation under old business or ask to extend the committee meeting if you believe time will run out.

Just make sure discussions are discussions and not speeches.

3. "Same old, same old" - agendas that cover the same topics over and over again either mean that a) the committee chairman is unimaginative or b) the committee really isn't necessary. I need to be on a committee that delivers growth, personal or business. I have zero patience for meetings that talk about the same things, ad nauseam. The committee must be a benefit to the association as well as to the committee member. If you can't trace any committee initiative back to a success it's a safe bet that the committee has run its course OR the chairman was a poor choice to lead.

4. "Excuse me, one conversation at a time" - People, please, be respectful. Private conversations are distracting and add nothing to the meeting. If you have something to say or add, raise your hand and be recognized. Talking when others are talking is just a very rude act and should be treated as such and dealt with, quickly.

Asking the entire committee to be respectful should be every chairman's goal.

Speaking about the water situation, he talked about the cost of various proposals. He noted direct potable reuse offers five million gallons per day at a cost of 65-cents per 1,000 gallons; indirect potable reuse could bring us 10 million gallons per day at a cost of 85-cents per 1,000 gallons; Lake Ringgold could be built at a cost of $2.50 per 1,000 gallons, and dredging our lakes while water levels are down is estimated to cost $22 per 1,000 gallons.

Florsheim noted that downtown development is very important to the city. “We need a vital downtown area.” He spoke about the recent purchase of the First Wichita Building (Big Blue), the many new and existing restaurants in the downtown area, the Museum of North Texas History, and office buildings such as the Hamilton Building that are full.

Speaking of the growth in the Lawrence Road, Call Field Road, and Kemp Boulevard area, “We can have both a vital downtown area and a vital retail area.”

As for the future of the chamber, he mentioned five areas.

Advocacy — “We must be the voice of the Wichita Falls business community.” As an example, he discussed permit issues for development projects. “How do we work better together? We recently held meetings to strengthen the ties between the city and contractors.”

Education — “We supported the recent school bond issue.” He noted they crashed and burned on that issue. “We need to learn what’s important to you concerning education and workforce development.

We have formed a task force to study the issue for the business community and to develop a survey.”

Economic Development — Florsheim noted that after examining our city’s strengths including available factory space and location, the chamber decided that pro-active activities should be targeted toward the aerospace manufacturing industry. “It makes sense as a single target.

We are putting resources in place for marketing.”

The chamber also is helping existing businesses. “It is cheaper, easier, and faster to help an existing company with expansion issues than with bringing an outside company to our city which is a long-term project.”

He noted the city has 4A funds available to help with economic development projects. He also added that the chamber now has one person devoting his energies for business retention and expansion.

Facility upgrade — Florsheim said the chamber needs to be a “front door” to the business community. Currently located on the second floor of the Hamilton Building, they have a two-year project to move the office to a first-floor facility where they can have a store-front presence.

Florsheim also asked the membership to help the chamber help the Wichita Falls business community. They can do that through financial support by having a chamber membership, by spreading the word about what the chamber is doing, and by liking the chamber’s Facebook page.

As an example, he said Murphy Oil in Eldorado, Ark., raised a $50 million scholarship for all Eldorado high school graduates to attend college. Eldorado also developed a plan to attract young professionals to their city and work to keep them. “Economic development has changed through the years. Quality of life is important today. We have to build a community that young people want to live in.”

Wichita Falls Mayor Glenn Barham spoke after Florsheim and said the city is looking at several long-term projects. He said the state is looking to double population over the next 30 years. “We need your help to build an outstanding community.”

He added that the $40 per month cost of 5,000 gallons for the average water user averages out to 9/10th of a cent per gallon. So even with the recent rate increase, water is a bargain to city residents.

I am writing about, the member who misses three or four meetings and now wants to use the committee time to be brought up to speed. Do not allow it. Minutes from last or past meetings are minutes for a reason.

Send them out before upcoming meeting. Make sure all recipients know if they have questions or concerns to bring them to you before meeting. Sometimes you will have to agree to bring up a past subject if it's for the good of the committee or a particular initiative.

It's time to stop rudderless committee meetings and place the emphasis on value; Value for the association and value for the committee member.

Letâ&#x20AC;&#x2122;s all take heed to this information and work toward having fantastic, productive committee meetings! Chairman, figure out the agenda and see if there reason enough to have a meeting.

Vice President Report I woke up this morning, shaved, took a shower and flushed the commode. I am so thankful water is still flowing through my house.

I have been to many local and state meetings concerning water. Water is and will be the most important subject in our lifetime. The facts are that Wichita Falls is in the worst drought on record and the state is in the second worse drought on record.

The population in Texas is projected to grow by 20 million people by 2050. The meteorologist project more dry/hot weather for Texas.

With this information; weather alone will not cure the water needs in the future. A combination of tactics will be needed. Our local officials are working diligently to secure water for our region of North Texas. Conservation has helped us achieve a water usage of 11-12 million gallons per day compared to 35 million gallons per day prior to the drought. The direct use project has added 5 million gallons per day to our system and the indirect reuse project being developed is projected to add 10 million gallons per day more within 2-4 years. This alone will help us survive this drought.

The cost to deliver water to my shower has been 6/10 of a penny per gallon and the city recently increased that to 9/10 of a penny per gallon. What a bargain!!! That means my morning shave, shower and flush cost 15-20 cents. Compare that to a gallon of water from Walmart at $1.00 per gallon you have to spend time and gas to bring to your home. If you purchase bottled water at Sam’s you’re paying $1.38 per gallon. With this in mind it sure makes our city water very affordable. Keep in mind water increase will continue as other sources of water are being implemented. Water is a commodity that will come with a lot higher price in the future.

Projects like a new pipeline to the panhandle, or desalination of ground water are on the table for discussion but there is significant cost involved.

To change the subject; the 2015 Energy Codes are being introduced this summer. The state of Texas and Bobby Teague are committed to adopting these codes. The new codes will go into effect probably in mid-2016. The North Texas Home Builder Association will be presenting a seminar November 20, 2014 titled “Introduction to High Performance Homes & 2015 Energy Codes”.

This is presented to begin the process of education and compliance for the NTHBA Builders. See page (Jennifer will insert page # with seminar information).

This is an election year. Please continue to support HOMEPAC in this busy cycle. Texas politics will see a drastic change in the state leadership. For the first time in 12 years we will have a new governor, lieutenant governor and 1/3 of the senate will be new. In order to vote for the people who will help defend the home building industry it’s imperative to research the candidates and make sure you get out and VOTE!
