From the President The 2014/2015 year has started for the North Texas Home Builders Association. I am excited about the new year and proud to be the President. I want to thank the Officers, Directors and New Committee Members who have dedicated their time for the success of the NTHBA. We have hit the ground running with many activities that have already occurred in October.

October 8th Teri and I attended the Chamber of Commerce Economic Forum. Todd Maclin, Chairman of Chase Consumer and Commercial Banking, was the speaker. He made two points: one being the working American is what makes America great. Be proud of your hard work. The second was; the banking industry has been regulated too much as the result of the collapse of the economy and he feels like the industry will ease lending regulations slowly over the next few years.

October 9th we had our installation of Officers and Directors. Joe Carlyle the TAB President, who is a builder from Tyler, spoke briefly about TAB. I asked what he thought was the most important job he has had in his many years of service for TAB. Joe stated the most important thing is representing the builders and associates across Texas on their positions regarding legislation and regulations that affects the building industry. While in Wichita Falls I took Joe on a brief tour of the city of Wichita Falls as well as a trip to Lake Wichita. He stated after actually seeing the area he feels the magnitude of the effects of the drought on Wichita Falls and will work toward getting help for this region of the state.

October 14th the Parade of Homes Committee hosted members of the 363rd Training Squadron and others from SAFB on a tour of Air Tractor plant in Olney, TX. Everyone on the tour had a great time. Special thanks to David Ickert, past NTHBA member Jeff McClatchy and our tour guide and my friend Don Cagle.

October 16th the NTHBA set up a booth at the Chamber of Commerce Business Expo. The event was open to the public from 1:00 – 4:30 and from 5:00 – 7:00 for businesses attending the event to network with one another. The event was a huge success with many business people seeing the NTHBA’s purpose and presence in the community. Teri made contact with numerous potential members.

The Parade of Homes & Special Events Committee met and has already set the 2015 Parade of Homes for June 6th-14th, 2015. The Publications & Communications Committee met and is in the process of getting the NTHBA up and running on Facebook. The Membership, Meetings & Education Committee is finalizing the Christmas Party that is scheduled for December 11, 2014 at the Elks Lodge. A Young Professionals Council is being founded for our under 45 members or in other words our movers& shakers. We are looking forward to the new inspiration they will bring to the association. The Government Affairs Committee are setting goals for HOMEPAC for 2015, discussing the upcoming election on November 4th and getting ready to make plans for Rally Day 2015 set for March 4, 2015. The November 4th election is a very important election to Texas. For the first time in 12 years we will have a new Governor and Lt. Governor. We will also have 10-12 new senators out of 31. This will mean a lot of hard work for our lobbyist and organization to establish working relationships with the newly elected leadership.

TAB is backing Abbott for Governor, Patrick for Lt. Governor and yes to proposition 1 (transportation). For a voter guide refer to the TAB web site www.texasbuilders.org. Please take time to VOTE! November 13 & 14th, the NTHBA President,Vice President, Immediate Past President and State Representative will be attending the TAB Fall meetings in Austin. We have established ourselves on numerous state committees and will give a report in December.

In closing, 30 year mortgage rates have dipped below 4% again this October. A flurry of refinancing and building should occur. The chief economist for Realtor.com stated that this could be the lowest in a generation and possibly the lowest rate we will ever see. This is good news for new home buyers. VOTE & PRAY FOR RAIN!!

John Harmon installed as president of North Texas Home Builders Association

By Lee Grace The 2014-15 officers and board of directors were officially sworn in during installation ceremonies at the October Membership Luncheon of the North Texas Home Builders Association held Thursday, Oct. 9, at the Kemp Center for the Arts.

Opening the meeting, President Barney Brock recognized the outgoing officers. They include Vice President John Harmon, Treasurer Martin Litteken, Secretary Tim Sawyer, Immediate Past President Steven officers were presented gifts by Hinson, Housing Hall of Honor 2014 2014 President Barney Brock. The president of the Texas Association of Builders (TAB), Joe Carlyle of Tyler, then spoke briefly about issues affecting housing and home building including three propositions on the November ballot. These include creating a water implementation fund, allowing reverse mortgages on homesteads, and tax exemptions for disabled veterans.

Carlyle also congratulated the membership for its donations to HomePac. The association’s contributions were triple the amount that the state association had budgeted from the North Texas Home Builders Association.

He then called up the 2014-15 officers and board of directors for installation. What: It is Time to Act Water and the drought; that is the billion dollar question facing Wichita Falls and Texas. Wichita Falls is located in the edge of the Southwest United States; where the deserts begin and historically is one of the hottest and driest locations in North America.

I thought I would give an overview of my experiences dealing with water issues over the last year. In the fall of 2013 I was appointed to the TAB Water Task Force Committee. This committee’s mission was to attend water meetings related to the 16 regions of Texas and develop guidelines to deal with the Texas Water Development Board and the water funding. I have attended numerous water meetings throughout the state from city meetings, region B Water Planning Board, Senate fact finding meeting on desalination with Senator Craig Estes, conference calls with all 16 TAB regions and a Conference featuring Chairman Rubinstein from Texas Water Development Board. I have personally spoken with Russell Schreiber and Mayor Barham.

In these meetings I have been told that the population of Texas will grow from 27 million people today to 47 million people by 2050. To meet the needs of Texas growing population and businesses according to the state and national weather experts, weather and ensuing rain will not be enough to meet the needs of Texas repeating drought conditions. The current drought is the worst drought on record for the Wichita Falls area, surpassing the devastating drought of the dust bowl days, record 1950’s drought and the more recent drought of 2000. With the history of this region more droughts are coming.

Wichita Falls has responded to this recent drought with outstanding results. Before the drought began we were consuming 35 million gallons per day, today that usage is down to 12 million gallons per day. We have responded in record fashion to the conservation so desperately needed. The conservation practices have made changes in our life style, which could and probably should become permanent, like landscaping practices, rain water harvesting and car washing to name a few.

The city officials have placed Wichita Falls on the map with the direct potable reuse project. This program took extensive lobbying from local and state officials to implement.

TECQ finally approved the program in July 2014. This is only a temporary project with strict guidelines and time limits. It is designed to get us out of this drought by reusing 5 million gallons per day of water that would normally be lost. I personally think the water taste better and it is rated superior quality by local and state agencies.

Last week we moved a little closer to developing an indirect permanent reuse project by obtaining funding from the Texas Water Development Board in the amount of 33.5 million dollars. This funding will be a loan to the city to develop the planning and construction of this 15 mile pipeline to Lake Arrowhead. This pipeline will deliver approximately 10 million gallons per day to our water source.

The question that I have is; we are doing great work with conservation and reuse projects, but we still have not developed a long term strategy for bringing new sources of water online for use in the North Texas area. As I stated earlier the weather service experts state that weather alone will not take care of the shortages that face this region. There are several options I have heard discussed in meetings this year. Of course Lake Ringold is in the discussion. Yes it is a new water source, but 30 years in planning and construction before any water can be used. It also is weather and/or rain dependent. In other words, during a severe drought it is going dry also. I have heard of a pipeline to the panhandle to bring 20-30 million gallons per day to the region in 2-4 years for 30 years. This sounds like a great choice if it can be confirmed. Burkburnett, Seymour and Vernon use water wells for most of their water needs. We should look into this closer. The state experts believe that the answer to Texas water needs are with desalination projects, with both groundwater and seawater as resources. We already have operational desalination plants in El Paso and Brownsville. All of these operations have hundreds of millions, if not billion dollar price tags. Wichita Falls was rated one of the 10 most affordable cities in the United States, maybe we are going to have to increase our cost of living. Wichita Falls has a 9/10 of a penny per gallon cost. It is time to get new sources of water to help sustain Wichita Falls.

In conclusion the area of Wichita Falls is in desperate need of new long term water sources. The options are out there, but a substantial price tag accompanies these choices. We need to urge our local officials to make some difficult and costly choices to secure the future of our great city. North Texas Home Builder Association members will need to rally behind these choices and convince the citizens of North Texas that our future depends on a predictable, sustainable water source, drought or no drought.

As the summer winds down another Hotter-N-Hell 100 has come and gone. This year, more than 10,800 bike riders met some of their favorite heroes along the Hotter-N-Hell 100 route thanks to an all-volunteer team from the 363d Training Squadron (TRS) at Sheppard AFB and generous support from the North Texas Homebuilders’ Association. Rest stop #2 featured a “Marvel vs. DC Comics” theme. We decorated the stop with a superhero backdrop while members of the 363d TRS became their favorite superheroes. Riders posed for photos with Wonder Woman, Spiderman, Superman, Captain America, The Joker, The Flame, and The Punisher.

Along with the thrill of meeting superheroes, riders refueled with bananas, grapes, oranges, pineapple, watermelon, cantaloupe and kiwis. Volunteers served Powerade, water and pickle juice to hydrate riders and help them make it to their next stop. For hours riders were not only kept safe and fed, but rest stop #2 at the 21-mile mark kept participants entertained and smiling, motivating them to keep going and reach their riding goal that day.

The success of this endeavor attributed in no small part to the wonderful relationship between the North Texas Homebuilders’ Association and 363d Training Squadron. We look forward to teaming up again next year to make the Hotter-N-Hell even more memorable.

The North Texas Home Builders Association had their 5th Annual Charity Golf Tournament on September 25, 2014. We had a great turn out with 25 teams entering and several volunteers. The tournament had 44 hole sponsors and members donated over 35 door prizes 14 hole prizes and goody bag items. Teams turned in some great scores with the Fidelity Bank Team (Perry Curry, Eddie Holcomb, Tom Holcomb and David Kulbeth)coming in 1st with a score of 56.

Landmark Title’s Team (Kenny David, Mike Brown, Savannah Snyder and Mike Yonts) was second and David Bedingfield’s Team (David Bedingfield, Keith Veitenheimer, Derrick Jones and Steve Moser) taking 3rd. Atmos Energy sponsored a great lunch of Chicken Fajita’s, beans, rice, salsa & chips that many golfers began their afternoon with then shot a few range balls sponsored by Lone Star Wastewater before their shot gun start at 1:00 P.M. We were blessed with perfect weather and great camaraderie. Again everyone talked about what a great time they had and are looking forward to next year’s tournament.
