May 4th the official lake totals were Lake Arrowhead 20.4%, Kickapoo 28% with a combined total of 22.5%. 18 Days later the newspaper is reporting that Lake Arrowhead is 74%, Kickapoo 100% and going over the spillway for a combined total of 81%. Rain is in the forecast and the lakes are still rising. Lake Arrowhead could possibly be full by June 1st. The month of May will go down as the wettest month on record if the forecast holds up. This rainfall will help the area for years to come. Our prayers were answered.

The City eased up the water restrictions to stage 3. You can go to the City’s web site to get the details on this level of water conservation. We are in a phase of having plenty of water for years to come, but don’t forget that we are one day closer to the next drought. We live in an area that will experience severe drought conditions again sooner than later.

Knowing that another drought is on the way please continue to be a good conserver of water, support the city in keeping some restrictions in place.

The indirect potable reuse project is going to be implemented in the next couple of years. Lake Ringold is in the preliminary stages to begin this project. Lake Ringold will help all the North Texas area to cope with future water shortages. The project will take 25-30 years to complete. This is a project that will help your children and grandchildren through the next record breaking drought like we just went through.

Besides the rain we had a very busy month for the NTHBA. Family night was a great success on May 18th.

Thanks to all the volunteers that made this a great event. A special thanks to Rick Belz for the use of the Party Barn, the First Bank Crew for providing the meal and the members who set up game booths for the evening.

The School Bond election passed on May 9th. The bond should help WFISD and Wichita Falls have a bright future.

Everyone will win with a great educational system.

The Parade of Homes Kick-Off Lunch will be on June 5th at Sikes Lake Center on the MSU Campus. Please plan to attend. We have a ribbon cutting to start the 2015 Parade of Homes which is scheduled for June 6th – 14th. We have 14 homes entered in this year’s parade.

We have a couple of other events coming up you will want to put on your calendar. June 18th we will be having a Washer Tournament at the PPG –ERA Building that will support HOMEPAC. The winner will be representing the association at the Sunbelt Builders Show on July 28th at the TAB Championship Washer Tournament during the HOMEPAC Fundango. Details on the washer tournament are elsewhere in the reporter. Also, please plan to attend the Sunbelt Builders Show in Grapevine on July 29th & 30th. This is a tradeshow and C E Convention that you won’t want to miss.

Despite the cancelation of Family Night on May 7th and the threats of severe weather lingering in the forecast the North Texas Home Builders Association was blessed with a perfect window of opportunity of good weather to have Family Night on May 18th.

Over 50 people joined together Monday night for Hamburgers & Hot Dogs with all the trimmings provided

by First Bank and their crew of cookers. Thank you First Bank. Rick Belz opened the doors of the Good Times Party Barn to allow everyone to join together for food and fun.

We thank you Rick & Christina Belz for allowing the NTHBA the use of the Party Barn once again. Attendees enjoyed a carnival type atmosphere. Game booths with prizes to give away were provided by members. Guarantee Title had their famous Wheeltor game where attendees would spin for a chance to win a ticket to go into a drawing for prizes with the grand prize being a $50 gift card to Toys R Us.Pilgrim Bank set up a minute to win it game testing the ability of the crowd to see how many pens they could bounce into a cup in a minute. of Wichita Falls had a bean bag toss tic-tac-toe game where some of the toddlers had to show the adults how it’s done.

Sawyer Printing & Promo wanted everyone to get a jump start on the upcoming washer tournament June 18th with their washer toss game. Attendees didn’t just have fun playing the games it was as much fun watching everyone else play. We appreciate the involvement of the members who set up the games. They brought a lot of enthusiasm to everyone for the evening. Other members, Builders Wholesale, American National Bank, OK Concrete, Archer title of Texas, Stewart Title Company, ABC Supply and Atmos Energy graciously donated door prizes that were awarded throughout the evening. Items donated ranged from gift cards, cash, T-Shirts, ball caps, flash lights, pocket knives, mouse pads, goody baskets, ice chest and other great items. We give a big thank you to all of you who donated items, gave of your time and participated to make Family Night an enjoyable event.

Once again the NTHBA hired Larry Hill owner of Painted Pony Rides to bring out the bounce house along with a new feature this year, the live pony carousel. What an awesome opportunity to see the smiling faces of all the young ones who had the opportunity to ride a live pony and jump in the bounce house. Many children scurried from the inside games to the outside rides and back again having a great time.

Harmon & Holcomb donated a flat screen TV for a drawing that raised $150.00 to go to the Government Affairs Committee for HOMEPAC. Denise Holcomb was the lucky recipient! Congratulations Denise and thank you Harmon & Holcomb for all the TV’s you’ve donated this year to go to HOMEPAC. Thank you Barney Brock for taking charge of all the ticket sales & Dianne for helping, you’ve done a great job.

Family Night was a lively and fun event for everyone.

Parade of Homes & Special Events - Parade of Homes & Special Events Committee–met this month to finalize the to do list for the Parade of Homes which will begin on June 6th. The committee is also working on the details for this year’s golf tournament and the date has been set for Monday, September 28, 2015 and will be at the Wichita Falls Country Club. Watch your email, monthly newsletter, web site and Facebook for details and entry information.

Publications & Communications Committee – met and Facebook was the topic of discussion. The committee is trying hard to make Facebook a vital tool for the NTHBA. Administrators for the Facebook page are, Teri Gibson-nthba.teri@gmail.com, Randy Schaffner-randy.schaffner@stewart.com, Brandon Litteken – brandon@okconcreteco.com and Adam Wood – awood@odcwf.com. Everyone is trying hard to make sure there is a post at least twice a week. We need member participation. Please check our Facebook page and comment, like, post and have your friends do the same. If you have anything noteworthy you would like us to post send it to one of the administrators and they will post it. The committee is also working on getting bids to revamp the web site and will begin working on the next Membership Directory. Can you believe it has been a year and half since the last Membership Directory!

Scholarship Committee - well, the name kind of says it all. As you will notice on the congratulations article in the reporter the scholarship committee reviewed applications received this year and chose 5 that met the requirements to be awarded a scholarship. Thank you all who purchase web site banners each year to help support the scholarship fund and those who gave at the GM meetings this year. We cannot do this without your support.

Government Affairs Committee – have been reviewing the TAB priority updates from the 84th legislative session as well as gearing up for the Washer Tournament that will be held on June 18th. Please make sure you sign up to play.

City Water Rate Questions Wichita Falls, Texas- The City has received several inquiries regarding water rates and how ending the Drought Conservation Stages will affect those rates. This press release has been issued to help explain these important matters to our water customers. Additional information about the City’s water rates and billing processes can be obtained by visiting the City’s website at the following internet address: http://tx-wichitafalls.civicplus.com/DocumentCenter/View/24695 During this drought, the City activated water surcharges for excessive water usage. As each drought stage was triggered, these surcharges increased to discourage outside watering and excessive indoor use to preserve water for health and safety purposes. The water surcharges for use from residential domestic meters were assessed after exceeding 10 units (7,480 gallons) of water in a month. Water surcharges for water use from irrigation only meters were assessed for each unit of water used. When the drought ends, all surcharges that were put in place during the drought stage will be eliminated.

There were also several reasons that the City was required to increase the regular water rates during this drought. The City borrowed $13 million to pay for the construction of the Temporary Direct Potable Reuse Project and that loan will not be repaid for 20 years. The City borrowed $33 million to begin the Permanent Indirect Potable Reuse Project and that loan will not be repaid for 30 years.

The City’s budget was increased by $1 million annually to begin paying for permitting costs to construct Lake Ringgold to help with future droughts. It is expected that this money will be required for 8 to 10 years. Rates were increased to help replenish nearly $8 million of emergency reserves that were used during the drought when usage was at all-time lows. It will take several years to replenish those emergency reserve funds.

Rates were also increased to pay for over $4 million of repairs to water/sewer lines that were deferred during this drought when revenues were negatively affected by lower water sales. Finally, and probably most importantly, the existing rates are needed to help diminish future rate increases that will be needed when Lake Ringgold is permitted and the cost for constructing that lake begins. For all of these reasons, it is imperative that the City maintain the regular water rates at the Isaiah 7:14 levels they are today.

For the month of May 2015, there was 1 new home permit pulled in the city of Wichita Falls making the total for the year 16. Twelve of these permits were pulled by NTHBA builder members. Note: This does not include homes being built in areas builders are not required to pull a permit from the city.
