I hope that 2015 will be a prosperous year for each of our NTHBA members. The new year holds hope that we are one day closer to ending this record setting drought, mortgage rates continue to hover at historic lows which should encourage new home construction and the economic indicators all show improvement for 2015.

December 11, 2014 we had a great turnout at the Christmas Party. There was good food, fun and fellowship to get everyone in the Christmas spirit. We were able to make Operation Santa Clause a success through our member’s generous support of this community project. On a side note we raised over $500.00 for HOMEPAC. Thank you Government Affairs Committee for sponsoring the TV. Teri along with the Membership, Meetings & Education Committee did a great job organizing the annual Christmas Party.

December 2, 2014 your board of director and Government Affairs Committee met with representatives of the city to discuss code review and the water supply. Those present representing the city were Mayor Glenn Barham, City Manager Darron Leiker, Assistant City Manager Kevin Hugman, Director of Public Works – Russell Schreiber, Operations Manager for Public Works - Daniel Nix, Building & Code Administrator/Asst. Director Bobby Teague, City Councilors Brian Hooker & Ben Hoover, City Attorney – Kinley Hegglund. This meeting took place at the new Travel Center on Scott Street. The North Texas Home Builders Association spoke in depth about wanting to be involved in the committee review of the new code adoption process.

Bobby Teague stated there would be numerous review committee meetings in the next 3-4 months addressing plumbing, mechanical, energy and residential codes. This review process will help the city in the final code adoption process. Bobby Teague wants NTHBA members on these committees. Please let Teri know if you are interested in serving on one of these important committees.

Water was the main topic that was discussed at this meeting.

The question was asked about being able to supply water at our current usage level in the future. Darron Leiker and Russell Schreiber stated that there is only a 1% chance of Wichita Falls running out of water based on the extensive studies the city have had done. Those are pretty good odds.

They stated with current conservation measures, nationally recognized direct reuse project, the indirect reuse project, current lake levels of Arrowhead and Kickapoo and the reserve water in Lake Kemp, we should be able to survive this record drought.

The city will be having a meeting in January that will focus on new long term water supply to this region. They stated options on the table include Lake Ringgold, Pipeline to Lake Texoma, and a pipeline for underground water source both

near and far that would supply new water to this area. Lake Ringgold seems to be the front runner for its cost to produce drinkable water in the future.

Danny Nix, Operations Manager for the Public Works Department of Wichita Falls will be the guest speaker at our March luncheon. We are also trying to organize a tour of the Cypress Water Treatment Facility in the coming months. Watch your emails for more information.

The Parade of Homes Committee will be moving forward in the coming months with the 2015 Parade of Homes that is scheduled for June 6-14, 2015.

Operation Santa Claus

By Lee Grace Approximately 126 persons enjoyed an evening of fun, fellowship, great food, and giving during the annual Christmas Party of the North Texas Home Builders Association held Thursday, December 11, at the Elks Lodge.

Association President John Harmon welcomed everyone and thanked them for their generosity. Attendees brought unwrapped presents to benefit the Wichita Falls Fire Fighters’ Operation Santa Claus that provides presents to needy area youngsters.

Dinner was provided by the Elks Lodge. After snacking on shrimp, salsa & chips along with a large wagon wheel vegetable tray during the pre-party reception, attendees enjoyed delicious steak or chicken with mashed potatoes, green beans, bread, and cheese cake.

Gifts for Operation Santa Clause were presented to the guest representing the WFFD after dinner. Then a fun game of chance allowed participants to move from table to table, getting acquainted with as many people as possible. Three prizes were awarded for qualified wins. The first place winner won a flat-screen television donated by Guarantee Title Company, second place won a back yard fire pit donated by Lowe’s and third place won a candle wax warmer donated by Teri Gibson. Door prizes were drawn throughout the evening donated by OK Concrete, First Bank, Harmon & Holcomb Homes, Archer Title of Texas, First National Bank, Woodco Supply, American National Bank, Landmark Title, Union Square Federal Credit Union, Decorator Outlet, Teri Gibson and Stewart Title.

Special guest attending were Commander of the 363rd SAFB Training Squadron Major Lahey & wife Denise, Assistant City Manager Kevin Hugman & wife Susan, Councilor Tim Ingle accompanied by Laura Sotelo, Wichita Falls Fire Department representatives Janet Jackson, Mike Davis, Steve Vaughn and Kathy Bazile.

For members of the North Texas Home Builders Association, the evening was a wonderful way to end 2014 and look forward to an exciting 2015.

Home builders capped their best three months of the year in November as the pace of new home construction continued to top levels rarely seen since 2008.

Builders broke ground on new homes at a seasonally adjusted annual rate of 1.03 million last month, off 1.6% from October, the Commerce Department said Tuesday. But October's rate was revised up to 1.05 million from 1.01 million.

November marked the third straight month this year that the annual rate topped 1 million. The last time that happened was in the first half of 2008, but housing starts were in freefall then from levels above 2 million two years earlier, according to Census data from Haver Analytics. From 2009 through 2013, the annual rate averaged 692,000 starts a month.

November’s annualized pace was close to economists' median forecast in Action Economics' survey. It was 7% below the 1.1 million level in November 2013, the highest annual rate in any month since 2008.

Economists found Tuesday's report's underwhelming.

"The housing sector is neither too hot nor too cold. But that doesn't make it just right. Activity is improving, but in fits and starts — pardon the pun," said Joel Naroff of Naroff Economic Advisors.

Economist David Nice, of Mesirow Financial, called the overall housing market disappointing in the fifth year of an economic recovery. Until wages grow faster than their current annual rate of about 2%, demand for new homes will remain lackluster, he said.

For the year to date, housing starts are up 8.2%. Much of that growth has been in multi-family construction, which is 16.5% ahead of last year. Single-family home construction is up 4.4%.

In November, single-family home-building fell to an annual rate of 677,000, down 5.4% from October's revised rate.

Permits — a gauge of builders' construction plans — fell about 5% from October's revised annual rate, but at 1.04 million, they were close to this year's average.

Housing starts last month rose almost 9% from October's level in the Northeast, 14% in the Midwest and 28% in the West. They fell nearly 20% in the South — normally the leading region for home builders.

The housing starts data is famously volatile, however, and significant revisions in the monthly reports are common.

Builders seem generally optimistic about the year ahead.

The National Associated of Home Builders/Wells Fargo builder sentiment index slipped a little in December but it is still pointing toward confidence.The index reading in December was 57, down one point from a reading of 58 in November.

Readings higher than 50 indicate that home builders view sales conditions as good, rather than poor.

The Housing and Economic Recovery Act of 2008 (HERA) contained a mandate for both Enterprises to set aside 4.2 basis points of their new business purchases each year to be allocated to the Housing Trust Fund and the Capital Magnet Fund.

However, after placing the Enterprises in conservatorship in the fall of 2008, FHFA suspended the requirement when its director determined that the allocations would be detrimental to the financial stability of the Enterprises. The suspension, which took effect prior to any funds ever being contributed, has remained in place since November 2008.

On Dec. 11, FHFA Director Mel Watt sent letters to Fannie Mae CEO Tim Mayopoulos andFreddie Mac CEO Donald Layton notifying the agencies that he is terminating the suspensions and directing each Enterprise to begin making contributions to the affordable housing trust funds as per HERA. The Housing Trust Fund is the only source of U.S. housing money earmarked for the lowest-income families. The Capital Magnet Fund provides grants to Community Development Financial Institutions to support affordable housing. Housing advocacy groups have estimated that the Enterprises will provide somewhere between $300 million and $700 million a year for the funds.

HUD Secretary Julian Castro issued a statement of support and said HUD will soon issue regulations to implement the Housing Trust Fund.

In the past, NAHB has expressed general support for the purposes and use of a national Housing Trust Fund. NAHB worked with Congress to obtain provisions in the legislation authorizing the Housing Trust Fund that would provide a level playing field for for-profit developers and builders to bid on projects. NAHB also submitted comments in 2010 on HUD’s proposed Housing Trust Fund regulation, raising concerns about the coordination of the Housing Trust Fund with other HUD programs.

BUILD-PAC, or Builders United in Legislative Decisions Political Action Committee, is the political arm of the National Association of Home Builders (NAHB). BUILD-PAC helps elect the most qualified pro-housing, pro-business candidates to federal office.

Why should YOU Become a Part of the BUILD-PAC Community?

BUILD-PAC is legally permitted to accept personal money.

It is illegal for a political action committee to contribute corporate contributions to congressional candidates.

You! BUILD-PAC’s 100+ Board of Trustees, made up of NAHB members, decides which candidates receive support. State Trustees, who advocate for BUILD-PAC at the local level, are nominated by State leadership.
