From the President March was a busy month for your North Texas Home Builders Association.

The month started out March 4th with Rally Day in Austin. We visited Senator Estes and Representative James Frank about the many issues facing the NTHBA in this session of Congress. March 5th & 6th in Austin the TAB Winter Meetings took place. NTHBA was given a STAR Award again this year for meeting 100% of their HOMEPAC Goal for 2014. We not only met it we were in 3rd Place out of 28 Texas HBA’s for exceeding it and bringing in 280% of contributions towards our HOMEPAC goal. Also during these meetings TAB disclosed for the first time since the 2007 recession the Association is operating the budget in the black. The TAB membership is on the rise with nearly 10,000 members.

The 2015 Parade of Homes will be June 6th -14th. A kick-off lunch is scheduled for June 5th at the MSU Sikes Lake Center. We are anticipating 10-12 homes in this year’s parade.

On March 12th at the Kemp Center we had a great joint meeting with the Wichita Falls Association of Realtors. Daniel Nix – Public Works Operation Manager for the City of Wichita Falls was our featured speaker.

The program was very well received and very informative. Mr. Nix noted that studies show that the efforts of the city have resulted in extending the water supply. The study states that with no additional rainfall the city has water until November 2019. He explained that future plans are already in the works for an indirect potable water reuse project that will be completed in 2018, diversification of water supply with ground water between 2020-2030, and work has begun for the long term project of building Lake Ringgold. The goal is to have the lake built and filled by 2035. Other officials attending from the city were Mayor Glen Barham, City Manager Darron Leiker, Public Works Director Russell Schreiber and Assistant Community Development Director Bobby Teague. A question and answering session followed where each official was able to partake.

We have many important issues on the table that will help make Wichita Falls a better place to live and work, the Lake Ringgold Project, the Lake Wichita Revitalization Project and the School Bond Election for a new Career Technology Center and other WFISD facility upgrades. We need to support these projects and 2

elected officials with our votes and money. These are the kind of projects that will make this a better place to live and raise our families.

Rally Day March 4, 2015 We had a great day visiting the state capitol on Wednesday, March 4, 2015. The day started with featured speaker Lt. Governor Dan Patrick on the South steps.

Area II had a luncheon at the Driskell Hotel where we heard position on important topics to discuss in the afternoon during our visits with our legislatures. Members from each area that make up the Area II Caucus, Abilene, Ft. Worth and North Texas HBA were in attendance. NTHBA members attending were John Harmon, Eddie Holcomb, Barney Brock and wife Diane, Jose Garcia, Sharon Tucker and Teri Gibson.

In the afternoon we met with both Representative James Frank and Senator Craig Estes. We discussed various issues that will come before them this session.

These included Transportation Funding, Energy Code Mandates, Condo lawsuits, Theft on jobsites, TWIA Shortfalls, Private Property Rights, ETJ’s, Tax relief, franchise tax relief and technical training.

The evening concluded with a legislative reception at the Driskell with representatives and senators from throughout the state. There were over 600 TAB members in attendance for a very successful day of lobbying.

22 percent capacity since the emergency direct potable water re-use program started. Water use has been decreased from more than 30 million gallons per day to the current average of 10-12 million gallons per day.

That’s about 52 gallons per person per day.

He noted that Wichita Falls is one of the first cities in the country to use a direct potable re-use program.

This program uses microfiltration and reverse osmosis. “The water is treated four times before you get it back to your house.�

The program has reduced demand on the lakes from 12 million gallons per day to seven million gallons per day. That’s an 80 percent reduction. After eight months, the program has eliminated 1.2 million gallons of water being taken from the lakes.

Taking into account that we receive no additional rainfall, Nix noted that with restrictions, the city extended the life of the lakes to July, 2016; with the re-use program, it is extended to July, 2018; with activating the use of Lake Kemp water, it is extended to July, 2019. Again, all these figures are with no additional rainfall.

Nix noted that the average drought lasts for five years. We are in the fifth year of this drought. So we will continue water restrictions and the water re-use program. If needed, the city will activate using water from the Wichita River and using ground water supplies.

Other future plans include continuing and improving the water conservation practices, complete the indirect potable water reuse project that started in 2013 and should be completed in 2018, diversification of water supply with ground water between 2020 and 2030, and the long-term project of building Lake Ringgold.

Preliminary work has started with a goal of having the lake built and filled by 2035.

Nix stressed that these long-term projects will continue after the drought ends.

In addition to Nix, other city officials attending the luncheon were Mayor Glenn Barham, City Manager Darren Leiker, Public Works Director Russell Schreiber, and Assistant Community Development Director Bobby Teague.

Membership, Meetings & Education Committee – met to work on getting a Speaker for April’s GM Meeting, Family Night and the 2015 Christmas Party location.

Vernon College President and School Superintendent Dr. Frossard will be the guest speakers for April. Family night is scheduled for Thursday, May 7, 2015 from 6-8:30 PM. We still need members to volunteer to have a carnival type game booth. Please contact the NTHBA office if you are interested. The committee will narrow down a venue at their April meeting in order to secure a location for the Christmas Party.

Jerry volunteered to be the tournament director as well as loaning the cards and chips to the young professionals. The tournament will be held on April 16, 2015 at the PPG hospitality room. Buy in is $30.00 with an option at buy in to pay an extra $10.00 to double your chips. Prizes will be awarded for the 1st, 2nd & 3rd Place. Light snacks and sodas will be provided.

There is a limit to the first 50 players for this first tournament and it is invitation only. It was discussed to have another tournament this year. The first is for the Young Professionals to learn how to run the next tournament. All proceeds from the tournament will go to fund the Young Professionals networking activities as well as allow them to send a representative to the state meetings.

Government Affairs Committe – met and an update was given on the recent trip to Austin for Rally Day along with the TAB Winter Board Meetings. It was reported there were over 600 members from 28 Texas HBA’s that attended Rally Day. Those who were there to represent the NTHBA met with James Frank and Craig Estes as well as had the opportunity to listen to Lt. Governor Dan Patrick. Key issues Lt. Governor Patrick spoke about were transportation funding and franchise tax relief. Other items of interest that were mentioned in the meeting were fire sprinklers are being brought back up in this legislative session and builders need to be aware if they use a Realtors contract there is a disclosure clause pertaining to the CSST piping. Please watch for updates and call to action items regarding TAB and the 84th legislative session.

Bobby Teague and/or the City of Wichita Falls should be contacting those interested in sitting on a code review committee. The plans were to schedule the meeting toward the middle of April into the beginning of May. There were 5 permits pulled in March. Four were from our Builder members and one from a non-member. This brings the year to date total permits pulled to 11.

Note: This is not the total of homes being built in Wichita County. We do not have a way of knowing how many are being built in the outer areas were builders are not required to pull permits.
