A10-year-oldboywhowas killedinaboating incidentonSaturday inNorth Vancouverhasbeen identifiedinanonlinefundraiserasLionel, a Vancouver resident.

The seriouscollisioninvolved a speedboatandtwo childrenonaninflatabletubebeingtowedbyanotherboat.

The speedboatwastravellingoffthewatersofCates Parkandallegedlystruck thetwochildrenonthe inflatable tube.

Inthesummerof2024,North VancouverRCMPissued apress releaseaskingthe publictokeepan eye out forJamesBeick-Fowler. The 26-year-oldNorth Vancouver manwasknowntomove aroundtheNorthShore, Surreyand Vancouver’s DowntownEastside,but hadn’tbeenseeninmonths.

Hismostlyskeletal remains werefoundinsideNorth Van’s abandonedMaplewood Pubon SpicerStreetinApril2025–more thanayearafterhislikelyoverdosedeath.

Thediscoverybroughtsome closureforHeatherFowler,BeickFowler’smother,whosaidshe spentmorethanadecadetrying togethimthehelpheneeded. Butshelamentsthatherson’s storywasallowed to come to suchatragicend.

“Hesufferedfrommental illnessand,subsequently,drug addiction,and receivedzero help andendedup beinghomeless andsquattinginthisbuilding, and heoverdosed,”shesaid.“His remainshadbeen rottingthere sinceMarchof2024andnobody knew.”

Fowler saiditbecame apparentthathersonwasgoing toneedmorehelpin2010.He hadalreadybeendiagnosed with autismandADHDbut he

wasgettingintotrouble, includinganincidentinwhichhe broughtbombsto school.This broughttheattentionofthe MinistryofChildrenandFamily Development.

“Mysonwasavery mild-mannered,shy,quiet,sweetkid who

gotlostinthecracks,sothenhe wasonhisownwiththeministry,”shesaid. “I begged.I was in ameetingwithmycasemanager andamanagerattheministry, andIsaid,‘Please,canyouput himinagrouphome? He needs somestructureandsomebodyto watchoutforhim.’”

Beick-Fowlerworkedpart-time in restaurantsthrough a programoperatedbythe ministry andlater ina cabinet-making shop,butwhenhewas about 19, Beick-Fowlerwentthrough a bad break-upandtwice attempted

totakehisownlife.Itwaslater thatyearthathewasdeemed by a socialworkertobe “not fit” forinclusioninwork programs, Fowlersaid.

“Assoonasmysonheard that, hejustspiralled,”shesaid,addingBeick-Fowlerwouldsleepfor daysorspenddaysranting and doing more harddrugs.“Hehad toself medicate and got addicted andthey justlethimgo.”

Fowlersaidhersonwasshowingsignsofbeingbipolarthough he was not everdiagnosed.Asthe yearswenton,hebecamemore andmoreunstable andparanoid. Hestartedhoardingthingsinhis basement apartment and writing onthewalls. Fowlersaidshe showedpictures ofthesceneto socialworkerswho’dbeenworkingwithhim,which resultedin theRCMPsendingCar 22 –their mentalhealth response unit–but Jamesranwhenhesawpoliceat thedoor, Fowlersaid.

Bythefallof2023, thingswere comingtoahead.InOctober, hehadbeenevictedand,inthe midstofadrug-inducedpsychoticbreakdown,wenttohis family’shomein Sechelt where heheldhisbrotherat gunpoint, Fowlersaid.

Hewastakeninto custody undertheMentalHealthActbut was released thenextday after avirtualmeetingwith a doctor, Fowlersaid.

Mounties received reportsofan assaultat aconstructionsitenear West FirstStreetandPemberton Avenuejust

beforenoonThursday,June 5. Numerous front-lineofficers,including West Van police,wereon sceneand respondedto theincident.

Thevictimhadminorinjuriesand was transportedtothehospitalbyparamedics.Policesayitisallegedthataman enteredthesiteandassaulteda worker Thesuspect was takenintocustody a shortdistanceaway.

“Thiswasaverydynamicandunsettling,frighteningincidentforeverybody involved,includingtheconstruction workers there. So we’re justgladthatthe quickactions of the West VanPDofficers andtheNorth VanRCMPofficerledto thequickarrestofthesuspect,”saidCpl. MansoorSahak,media relationsofficerfor North VancouverRCMP.

Afterthelossofhisfour-year-oldboy in abuscrashinHorseshoeBay, a grievingfatherhasaspecial request formembersofthe community.

ClineuMachadowroteanupdatein a GoFundMelastweekintheperspectiveof hisson,Leonardo,askingpeopletobring busdriversflowers,buythem a coffeeor askfortheirnamesandhowthey’redoingto showkindnessandcompassion.

“Myfriendswhodrove me throughout thecityaredevastatedandimpacted by what happened withme, andIwantto thankthemforalltheenjoymentthey providedme,andhelptobringbacklove andconfidenceintotheirhandsandthat theycontinuedrivingallofussafelyand comfortableandlovely,”Clineuwroteinthe voiceofhisson.

OnMay28, four-year-oldLeonardodied inabuscrashatKeithRoadandBayStreet in West VancouverneartheHorseshoeBay ferryterminal.

Hismother,SilvanaSchramm,was takentothehospitalincriticalcondition. AJune7updateontheGoFundMestated thatSchrammhadgonethroughfivemajor surgeriesandtwoproceduresand remains incriticalbutstablecondition.Thebest casescenariowouldseeher remaininthe ICUforthreemoreweeksandinhospitalfor thenextthreetofourmonths,theupdate stated.

ThefatheralsosharedLeonardo’slove fortransit,ridingthebusandSkyTraininhis strolleroftenandgettingexcitedwatching thempassby.

“Everytimeabuswascoming or a SkyTrainwasshowingclosemyfathertells me:LookLeo…lookthebus… thebus andIlaughandlaughbecauseIjustlove themsomuch,”hewrote.“Theybecamemy bestfriendsandtheybroughtmeeverywherearoundthisbeautifulcity.”

RCMPofficersarrivedandarrested Currie.Afterhewastakenintocustody, heagainattackedofficersintheRCMP detachment,thecourtheard.

McLarenescapedseriousphysical injuriesthankstothehelmet,buthe continuestohaveterrible memories oftheincident,according to hisvictim impactstatement readoutincourt.

McLarensaidhefeelsempathy for othervictimsofstrangerattacks.

“WhatI’mfindingoutnowisthat withallthenewsofstabbings,atleast onceaweek,whatyoudidtome, just foramoment,I remember theterror, butIalsofeelsobadforthesevictims becauseofwhatIwentthrough.Inow understandtheirpain,”hisstatement read.

Initially,Curriewaschargedwith attemptedmurder,assaultwith a weapon,utteringthreats,mischiefand assaultingapoliceofficer.Hepleaded guiltyFridaytothreeofthecharges,

withtheCrownagreeingtodropthe attemptedmurderandassaultonan officercounts.

Atthetimeoftheattack,Curriewas experiencingamanicepisodeand was activelypsychotic,paranoidanddelusional,CrownprosecutorSean Harvey toldthecourt.Currie,apractising lawyer,hadn’thadamanicepisodein morethan17years.Atthetime,hewas underalotofworkstress,notsleeping wellandhe’dbeenconsumingalcohol andcannabis,whichapsychiatristsaid likelyexacerbatedhispsychoticbreak.

TheCrownanddefenceagreed Currieshouldfacethreeyearsof probation and receiveaconditional discharge,meaninghewillnothave acriminal recordifheabidesbyhis probationconditions.

Underlegalprecedentssetby SupremeCourtofCanadadecisions, offenderswhocommittedcrimesthat were causedsolely bymentalillness arelessmorallyculpableandareentitled tomore lenientsentences.

Defencelawyer Caroline SeninihighlightedthatCurrie’sbehaviourthat daywassomethingfaroutofcharacter foranotherwisecompassionateand pro-socialperson.Since theincident,

herclienthasbeenextremelycommittedtohismentalhealth,diligently stayingonhismedicationandkeeping appointmentswithhisdoctors. Leavinghimwithacriminal record wouldnotservethepublic’sinterest, sheadded.

Beforethecourtadjournedforthe day, Curriegaveapublicapology to his victims, thewitnesses,his family, the RCMPandtoMcLareninparticular.

“Iknowitmusthavebeenaterrifyingsituation,andit fills mewithshame and regretthatIcausedhimpainand traumathroughmyactions,”hesaid.“I knowIcausedalotoffearandtrauma toeveryoneinvolved,andI’mtruly sorryforthat.”

AlthoughtheCrownanddefence wereinagreementon whatasuitable sentenceshouldbe,JudgeJoseph Galatisaidhewouldneedmoretimeto reviewallthesubmissions.Headded it was“extremelyunlikely”hewould deviatefromtheCrownanddefence’s request.

Redrawingpoliticalboundariesisabold suggestion. We honestlydon’t knowifthe treatmentplantwouldbe $3 billionover budgetifthe Tri-CitieswerejustaUni-City, orif therewasjustonemayorforallofthe NorthShore.

Butwebelievedecision-makingoutcomes canonlybeasgoodasthe basicgovernance structuresthey’re builton.Andformore than100years,theNorthShorehasbeen carvedupintosuchnon-nonsensicaljurisdictions,itmakeseverydecisionsuspect.

No matter howmuchsenseitmakes,any talk ofamalgamation on theNorthShore alwaysendsatCityofNorth Vancouver councilwhereopponents havealwayscited Metro Vancouverastheshiningexampleof howco-operationwas betterthanunification. Today,Metrofacesa revoltfromsome ofthosesameleaders.

Whenitcomestotheplacesweshop,the bridgeswe relyonandthetrailswehike,we on theNorthShorearealreadyinfactone community,nomatterwhere the arbitrary lineswere drawn.Ifwe’regoing totalkabout amalgamation,thiswould beagood place to start.

IhavelivedinNorth Vancouverfor 30 years,andalthoughI’dheard rumoursofanudistcampatthetop ofMountain Highway,until recently, I hadthoughtitwasan urbanmyth. Turnsout,it’snot.The VanTanNudist Clubhasabout60 members.Theclubhas awebsiteandaboardofdirectors,justlike anyothernon-profitsociety–they’rejust nakedwhentheymeet.They evenenter a float in the Lynn ValleyDaysparadeevery year–youcansee it onJune21– andthey hostacoupleofopenhousesevery summer.

ThenextopenhouseisonSunday,June 22.Dropinbetween10a.m.and4p.m.to seewhatit’sallabout.Clothingisoptional.

Notsurprisingly,theareathat’sowned bythenudistcampisquitesecludedand nestledbehind twolockedgates.The firstis justpastthepublicparkinglotat thetopof MountainHighway and then there’s atwo-kilometrecarefuldriveupacurvy,unpaved roadthatistypicallysharedbyasteady streamofdeterminedmountainbikersand hikers.Oncethroughthesecondlocked gate,you’ll findyourselfcompletelyoffthe gridonseveralacresofprivateproperty.

VanTanwasfoundedin1939,makingit Canada’soldestnudistclub.In the 1930s, theDistrict of North Vancouversurveyed thelandatthetopofMountainHighwayall thewaytotheGrouseMountainChaletand carveditupintohalf-acrelots.A VanTan memberboughtthreelotsandsold them to

theclubin1945.Theclubleasedanother threelotsfromthedistrictandbought anothertwolotsalongtheblufffromagroup calledtheMillionaires’Club,whichusedthe landforclaypigeonshooting.Therewas noelectricity,waterorsewageconnections (therestillisn’t),andaproposedsubdivisionnevertookoff.Therearestill remnants ofoldchimneysandfoundationsfromburnt outcabinsontheproperty.

Theclub’sbuildings–whichinclude a saunainsidealogcabinwitha hand-split cedar roof–dateback tothe 1940sand ’50s. There’sa fire-suppression reservoir,which holds10,500gallons(40,000litres)ofwater andlooksalotlikeaswimmingpool.There’s ashower,dieselbackupgenerator,compostingtoiletandpropaneheater.Atthebottom

ofthepropertyisastunningviewofMount Baker,MountSeymourandBurrardInlet. Whiletheywillalwayswelcomenew members,vice-presidentDanielJackson sayscommunityoutreachismoreabout lettingpeopleknowwhatactuallygoeson upthere.“Onceyou’vecomeandhadalook, really,nothingoutoftheordinaryistaking placehere,”saidJackson.“Relaxationisthe No.1activity.”

RE:AmblesideCentrePlanStallsAt West VancouverCouncil,June4newsstory Fordecades, West Vancouverhas struggledtomoveforwardononeof the mostpressingissuesofourtime:housing.

Andfordecades,thesamenamesand tacticshavestoodinthe wayofprogress.ChiefamongthemistheAmbleside DundaraveResidentsAssociation(ADRA).

Now, withtheproposedAmbleside localareaplan(LAP)onceagainon the table,yearsafteritwassupposed to be completed,wefindourselvesatacritical juncture.Thisplan,developedthrough meaningful engagementwithcommunity members,stakeholders,andthedistrict’s planningdepartment,isnotsomehastily assembleddocument.Itisathoughtful,balanced roadmapforthefutureof Ambleside,informedbydata, consultation,andtheclearneedformorediverse housingoptionsinourcommunity.

Butonceagain,ADRAisclaiming there’stoomuchdensity.Whoisthis smallgroupofindividualsaskingformore time?Whodothey represent?

Itisalwaysthesamefacesandnames thatappear at councilmeetings. Andonce again,toomanymembersofcouncilseem readyto rollover,astheysooftenhave whenADRAshowsupwithanother letter ordelegation.

Let’sbeclear:ADRAdoesn’tspeak forallof West Vancouver. Theyspeakfor a narrowinterestgroupcommittedto keepingAmbleside andDundarave locked in time,apostcard-perfectimagethatbenefitsthefewatthe expenseofthemany

Aproposed update to theAmbleside Local AreaPlanismeant to invigorate West Vancouver’s urban core

TheywantAmblesideto remainexclusive andelite,accessibleonlytoa shrinking demographicthatcanaffordmulti-million-dollarsingle-family homes,while ignoringthegrowingnumberofpeople – includingyoungfamilies,workers,and seniors–who simplycannotaffordtolive hereanymore.

Andyet,paradoxically,they stillexpect thrivinglocalbusinesses, accessible services,and high-qualityinfrastructure. Whatthey refusetoacknowledgeisthat thosethingscanonly be sustained by a broadertax base by welcomingmore residents,byallowingnew housingoptions, andbycreatingalivable,inclusivetown centre. Youcan’t have vibrant shops and servicesifnoone whoworks inthemcan affordtolivenearby.

TheAmblesideLAP is notradical.It reflectscareful planning,aclearneed, andcommunityinput.Ifcouncilis serious aboutaddressingour housingshortfall andmeetingthe provincialmandates they’re nowlegallyobligatedtodeliver, theyneedto stopallowingahandfulof loudvoicestodrownoutthebroader publicinterest.

Membersareaskedtoputintenhoursof workperyear,butit’sallprettycasual. You canchopwoodforthesaunaandhottub, work in thecommunitygardenoron trail maintenance,butit’s not Survivor –ifyou justwanttositandlookattheview,noone’s goingtokickyouoffthemountain.

Theservicehas recentlylaunched CommunityConnect,adatabaseintended to givefirefightersdetailslikehowmany peopleliveinahome,whatlanguagesthey speak,whatspecialneedstheymay have andwhethercrewsshouldbelookingfor pets.

“We’regoingintoasituationwithvery littleinformationmostofthetimewith residentialhomesbecausewejusthaven’t had anabilitytohavethatinformationin the past,”Dankssaid.“[Havingthatinformation] canmakeour responseincrediblyefficient andtargetedtoensurethatwegetpeople outsafelyandeffectively.”

Knowingwherecriticalinfrastructure like waterandelectricalshut-off switchesare couldmitigatethedamageastructure faces, Dankssaid.Knowinginadvancethat residentsspeakotherlanguagesallowscrews tolineupinterpretersontheirway.Andif nooneishomeatthetimeofafireexcept someone’scatordog,Dankssaidcrewswill dotheirbestto rescuethembut onlyifthey knowtolook.

Theshop,cleverlynamedto combinethecentre’sacronym, locationandanhomagetoluxury department retailerSaksFifth Avenue,waslaunchedin2016 ina“closet”sizedspaceby a committeeof WendyJanz,Joan TownsendandKarenHardie. Whenthepandemicshuttered mostofthecentrein2020,the groupaddedcommitteemembers MaryAnneDraganandLinda Richmondandgotpermission to relocatetothegames room, wheretwocustomersatatime couldbrowseandbuy.

“We’vemadeadifference,” shesaid.“Butwealwaysmake surethatwethankourdonors, becausewithoutourdonations, wedon’thaveanything.”

Todaythereare44volunteers whoputintimeattheshop,12of whomhavebeentheresincethe beginning.Theoldestoneonshift is94.

Bridgman’s journeytothispointhas beenfarfroma smoothone.

“Apartfrommymedicalcondition, spasticcerebralpalsy,thataffectsmy mobility, Ihadtofaceand fightmany difficultiesinmylifethus far, andallthose challengesIwentthroughhavedrivenme tothepaththatI’monnow,”she said.

Havingtobattleverbal,physicaland sexualabuse, Bridgman,whohasfaced depressionandeatingdisorders,saidshe attemptedsuicide12times.

“Iwasfeelingisolatedanddepressed becauseIfeltunwantedbymyblood becauseofmydisability,”shesaid.

Attheageof17, Bridgmanentered a grouphomeafterleavingherown home, andwhen she turned20, she movedinto herveryfirstapartmentwiththeassistanceofcaregivers. Aftermakingthis turnaroundinherlife,shesaidshemet withpeoplewhowantedheraround “I justkeptbuildingfromthere,”shesaid.

Inbuildingherself,Bridgmansaid,the firststepwastoensure shecouldcope withphysicalpainand reduceher dependencyonmedications. Shefoundsupport forthisbattlefromamanLeoSammarelli, shesaid.

Sammarelli,whowonthe2024 CouragetoComeBackawardforPhysical Rehabilitation,wasa national boxing championbeforehewasparalyzedin a 2017shooting.He now trainsBridgmanto improvehermobilitywithinthefacilitiesof WestCoastWheelchairAdapted Boxing,anorganizationheleads.

BridgmansaidSammarelli’ssupport hasbeeninvaluable.

“It’s reducedmypainbyhalf.I’m no longeronnarcotics,painkillers or drugs tomaintainmyfunction,”shesaid.

Boxing,surprisingly,becameapowerfuloutletformanagingdepression,anger, andfrustrationforBridgman.Learningto punchandhitabag offeredanincredible releasefromdifficult emotions.

“It’ssouplifting,”Bridgmansaid.

Sammarelli,describingBridgmanin threewords,saidsheispersistent,inspirationaland resilient.

Currently,shesaid, sheisfocused on the researchprocessofstarting her nonprofitfoundation.Sheaims to helpfamilies withadultsorchildrenwithdisabilities find resources,and she wantstoensure thatpeoplewhowantto be independent areawareofthe resourcesavailableto them.

“Thefoundation’spurposewouldbe todriveotherpeopleto keeptryingto achievetheirgoalsandto keeptryingtobe avoiceforpeoplethatdon’thaveavoice,” Bridgmansaid.

To makethishappen, she plansto involvestrongindividualslike her friend Sammarelliandotherswithdifferent disabilities.Sheisalsointerestedincontinuingtoworkwithpoliticiansaspart of theNorthShoreAdvisoryCommitteefor DisabilityIssues,andholding roundtable discussionstoaddressissues relatedto

disabilities.

Previously,Bridgmanhasbeeninstrumentalinidentifyingthebarriersfacedby peoplewithdisabilities,particularlythose whousepowerchairs.

CityofNorth VancouverCoun. Tony ValentesaidBridgmanhasdoneafantastic jobasanadvocateand is deservingofthe award.

“Shehighlighteda lot oftheaccessibilityissues,andI flaggedsomeofthose to thecitystaff,andsomeofthose letdowns were fixed,”hesaid. “Westillhavea lot moreworktodo,butgenerally, shedid a greatjob of helpinguswiththat….I’m so happy for her to have this recognition, and Ithinkitcreatesagreatbasis andakind ofalaunchingpointforhertosetupher foundation.”

Limitedmobilityanddependence on caregiversformanyofherday-to-day tasks hasn’tdeterredBridgman in this fight.

“I’mnotjustfightingformyself,butI’m alsofightingforthegenerationofdisabled people…comingafterme,andcarryingon thelegacyofthosethatcamebeforeme,” Bridgmansaid withagracefulbutpowerful smile.

DNVlooksatrules for rentalproperties

Ownersof rentalpropertiesin North VancouverDistrictcould soonhavetopayanannual licensingfeetooperatetheir business.

Councilvoted unanimously May26tomoveforwardwith a proposedlicensingframeworkfor purpose-built rentalbuildingsand ownersoftwoormore rentalsoutsidethepropertyoftheirprincipal residence.

Butmembersofcouncildid expresssomeconcerns,suchas that thelicensingwouldn’t necessarily bringmoreprotectionsfortenants, especiallyifinspections weren’t bakedintothelicensingprocess.

Theissuewillnowgo backto staffforfurtherconsideration,with apublicinputopportunitytocome. Nodateshaveyetbeenset.

Accordingtoastaff,anewbusinesslicence regimewouldimpact around850multi-family unitsand 900single-familyhomes,in addition topurpose-built rental buildings. At $140perlicence,totalannual

revenuecouldamountto$500,000 peryear,staffsaid.

Theschemewouldtargetunits rented for profit, not “mortgage helpers”orsecondarysuites.

Exemptionsincludea property owner rentingoutasecondarysuite andcoachhouse;anowner renting outasecondarysuiteandasecond residentialproperty;andnon-profits.

Underthecurrentproposal,staff saidtherewould be no inspections forlicensing,buttherecould be for complaints.

Therewouldbe penaltiesfor operatingwithoutalicence,and licencescouldalso be revokedas anenforcementtool.Staffsaidthe purposeoftheannualfeewouldbe tooperatethelicensingscheme.

Coun.JordanBacksaid hehad someconcerns,as he wasn’tsure whatproblemtheproposedrules wouldsolve.

“TheNo.1thingforme is safety oftenants,andit’sunclearto me howthisisdirectlygoingto improve safetyforthosetenants,” hesaid.

Theframeworkdoesn’t rely oninspectionstogetalicence

approved,and instead reliesonvoluntarydeclarationsfrom landlords, Backsaid.

“Badactorsaregoingtocontinue tooperateuncheckedunlesssomeonefiles acomplaint,”hesaid.

“I reallythinkwehavetoattach abenefit towhywe’recharging $140to peoplewhoareproviding housing,”Backsaid.“It mayseem likea relatively small amount… but I alsodon’twant it tobe seenas a cashgrab.”

Short-term rentallimitextendedto 90days

Nextontheagendawasa motion toextendthe maximumstayfor short-term rentals in the district.

Whenmayorandcouncil passed newshort-term rentalrulesonApril 14,theyexpressedbeing in favour offast-trackinganamendmentto extendthestay limit beyond28 days,basedon publicfeedback.

Council votedunanimouslyon May 26toextendthemaximumstay to89consecutivedays,waiving apotential public hearingonthe issue.

Whenhisteenagedaughtersenteredsecond grade,DanielWilsoncouldtellsomethingwasn’t clicking.“WerecognizedtheyhadhighIQs, butfelttheyweren’tlearningeffectivelyinthe regularschoolenvironment,”Danielexplains.

Danielandhisfamily,wholiveontheNorth Shore,discoveredFraserAcademy,aschoolin Kitsilano,Vancouverspecializinginstudentswith learningdifferences,includingdyslexia.

Body foundinabandoned North Van pub

Fowlermetupwithher sonagain inNovember.Atthattime,hehadno ID,nohomeandnotreatmentplan, buthedidtellhismomwewanted intakeattheHOpecentre,shesaid.

“Hesaidhewantedto seea psychiatrist,andthat’s prettybravefor somebodywho’sstrugglingwithdrugs andmental healthissuesto request,” shesaid.“Hejusthuggedmeandsaid, ‘Mom,I’llbeallright.’”

OverFowler’sobjections,heradult sonwasn’tadmitted.

“ThatwasthelastdayIsaw my son,”shesaid.

Thehealthauthoritydid make appointmentswithcliniciansand a socialworkeravailable,butBeickFowlerdidn’thavethewherewithal tofollowthroughonhisowncare, whichispreciselypartof theproblem, Fowlersaid.He wasparanoidand wouldn’tsignconsentforms.Andby thatpoint,herson had no reasonto believeanyoneinthehealthcaresystemactuallycaredforhim,shesaid.

“It wasuptoJamestocometo those meetings,whichhewouldn’t,” shesaid.“Peoplelikethatcan justget thrownoffthecharts,and if somebodyis justkindof quiet andmild mannered,theyjustgetleftbehind.”

Fowlersaidshestillbelievedher soncouldbeadangerto himself orothersand oncemore,thefamilysoughttohavehimbroughtto theHOpeCentreundertheMental HealthActthatDecember.Afterher youngersonspottedBeick-Fowler in theSuperstoreparkinglot,hewas broughtinbut,onceagain, released shortlyafter.

Members of thefamily remained incontactwithBeick-Fowleras late as theendofJanuary, 2024.They reportedhimmissingnot long after.

OnApril25,2025–well overayear sincehewaslastseen–prospective tenantscomingthroughtheshutteredMaplewoodPubcameuponhis remains,whichbythatpoint,could onlybeidentifiedwith dental records.

“Thecoronerbasicallydescribed himasmummified.Therewasasmall portionoffleshonhisleftcalfthat they’redoingtoxicologyon,andthere wasabottleofgovernmentDilaudid thathedoesn’thave a prescription for…and a syringeandapipebyhis side,” shesaid.

Inthosecircumstances, itbecomes verydifficultfortoxicologyteststo yield definitiveanswers,Fowlersaid.

According to theBCCoroners Service,there were 25 confirmedunregulated drugdeathsinNorth Vancouverin2024,thehighest yearon record here.

Theprovincialhealthofficer’s 2024 reportonsafesupply found syntheticopioiddrugslike fentanyl weredetectedin80percentofunregulateddrug deaths since2017while methamphetamineoramphetamine wasdetectedin47percentin2023. A2024coroner’s reporton unregulateddrugtoxicitydeathsin youthsfoundzeroinstancesof fatal overdosescausedsolelybyhydromorphonebetween2019and2023.

AccordingtotheBCCoroners Service,therewere25confirmed unregulateddrugdeaths inNorth Vancouverin2024,onlyaboutone percentofthetotalinB.C.,but the highestyearon recordhere.

OntheNorthShore, thereareno supervisedconsumptionsiteswhere trainedstaffcanjumpintoactionin theeventofanoverdosebut,Fowler said,itwasapparent that herson wasintentonbeingalone.There was evidencehe’dbeenlivingintheempty pubforsometime.

Fowlersaidshealsodoesn’t agreewiththegovernmentproviding “safesupply”drugs,whichshesaid isonlymakingmattersworse.The focusshouldinsteadbeon rehabilitationwiththerapyoriented towards patientsgettingsoberandbuilding workandlifeskillsandasenseselfworth, shesaid.

Fowler, though,saidshegrewexasperatedhearingaboutthe limitationsof thehealthcaresystem, something other parentsof adultswithaddictionandmental healthissuesknow too well.

“They’vebeentelling thatto us for 30 yearsnow,andIjust wish thatthey would havesomeheartin themto advocate for

change,becauseanybodycanseethatthis isnotworking. We allknowit,”said.“He’s anexampleofeverythingthat’swrongin oursystemrightnow.”

Anyonebroughtintocustodyunderthe MentalHealthActshouldbekeptfor30 daysofobservationandtreatmentbefore theycanbe released,Fowlersaid.Similarly, theyshouldbeadmittedforthat longat leastwhenitisattheirown request,she said.

“It’sveryfrustrating. We needmany changesinoursystem.Thenextday,somebody’snothighanymoresothatdoctor nevergottoobservethemwhenthey’re freakingout,”shesaid.

WhiletheB.C.governmentisbeginning touseinvoluntarycommitmentforpatients withextremecasesofoverlappingbrain injuriesandaddiction,Fowlersaidthere shouldbegreateremphasisonproviding compassionateandeffectivecarefromthe earliestpossiblepointtokeeppeople in the systemandontherightpath.

“Ithinkifthesefolksseethatthey’re caredfor,andtheylearnthattrustfrom beinginacaringandlovingandnurturing rehabilitativeenvironment,theywould find someselfworth.Therearealotofpeople whohavegonethat roadandtheyendup rehabilitating,”shesaid.

We approveda newsupportive housingdevelopmentonEast Keith Roadand continued construction on86 affordable homes at 600 West Queens Road.

To supportcreatinga safe and

accessible connected network of activetransportation routes, we movedaheadwithplanning work fortheSpirit Trailandimplementing safetyimprovementsalongMount Seymour Parkway to address resident safety concerns.

In2024 we alsoupgradedthe WilliamGriffinturf field,opened a new, fullyaccessible field house and washroom facility at Delbrook Parkand completed construction of MaplewoodFireand Rescue Centre.

While we hadmany successes,2024 alsohaditschallenges. Anintense stormin Octoberdelivered record

rainfalland flooding to manyparts of ourmunicipality.Asa Council we are working to ensurethat we have the right policiesand strategiesinplace to enableus to best respond to and mitigate theimpacts of such storms.

We continuedadvocating forDistrict residents regardingtheNorthShore Wastewater Treatment Plant cost overrunsandthe potential financial impactsonall of us.

After nearly five decades of effort, we finalizedthepurchase of thelast remaining home ontheAmbleside waterfront.What beganunderMayor PeterJones in1975has now been completed.The final housewill come downthissummer,and forthe first

time ever,theentireAmbleside waterfrontwill be public. Thisis a rare and remarkable community achievement,built steadily over generations by 47 councillorsand supported by countless residents. We alsomadeprogressinpreserving andplanning forournatural surroundings.Theadoption of the long-termCypressVillageplan anda successfuldensitytransfer allowedus to secure272acres of environmentallysensitivelandin theEagleRidgeBluffs. We created thelargest urbanparkinthe

world,acquiredtheBoathousein Horseshoe Bay forpublicuse,and began exploringthecreation of a new artsspace.

I’malsoproud to reportthat, thanks to theleadership of our new AdvisoryFinance Committee, West Vancouverhaslikelydeliveredthe lowest municipaltaxincreaseinthe province this year.

Onthehousingfront, Block remainssteadfastin her commitment to affordabilityandtransparency thatwouldpreventunending renthikes andother issuesaffectingtenantswhofacelong-term rental instability.

Healthcareaccessibility,especially forseniors and peoplewith complexmedical needs,isalsoa pressingissueamongBlock’sconstituents.

“Icontinue to advocate forreducedwaittimes, improvedfundingaccess andmyteamand Ihelp constituentsnavigate systems likeICBCand outof-countrymedicalfunding,”Blocksays.

“Thehighendis reallystruggling. There’sjustamassiveglut of inventory, andtheygoweekswithout anyshowings,” Smeatonsaid.“Ithinkit’sjustthatpeople senseabitofa recession,andpeopledon’t wanttobuyahouse for$10milliontoday andworth$9milliontomorrow.”

Overall,consumerconfidenceislow, whichis reallyslowingdownbuyingactivity,hesaid.

That’sbackedbydata from Greater Vancouver Realtors, whichshowedMay saleswere30.6percentbelowthe10-year seasonalaverage.Meanwhile,thenumber oflistingsis45.9percentabovethe10-year average.

“Atsomepointpeoplehavetosell,” Smeatonsaid.“Pricesarebeingadjusted downward,andthenitfiltersintotheluxury condomarket.”

Thetoughmarketisalsoimpacting realestateagents.Manydidn’tsellasingle homelastyear,hesaid.

“It’sanexpensivebusiness,soyou’re definitelygoingtoseethenumberof Realtorsdiminishby25percent becausemostofthemaremakingnothing,” Smeatonsaid.

Whileachangetointerestratesortax policycouldshiftthemarket,itwill take timeforthingstonormalize,hesaid.

Sadly,thetoolsofthetradecan bedifficultto findinthecity.Theverysamerace forshelfstability,convenienceandexotic gratificationthatmorphedneighbourhood greengrocersintonationalgrocerychains, relegatednativegardeningpracticestothe boringbininfavourofbaggedsterile soil andnon-nativeornamentalplantsfromthe Asiasandsub-tropics.

Iadmittodrivingandferryinglong distancesinsearchofnativeplantsnurseries,toGrouponing wholesaleatalossfor clientsandfriends–andalso,shamefully,to borrowingabucket-fulloffungal-dominant nativesoilfromaprotected Vancouver IslandforesttoinoculatetheGarryoak ecosystemonourfrontboulevard.

Therewasevidencetooofaburnlong ago,aspocketsofbiocharappearedinthe substratum.Iimaginethatthedeep-rooted plantshelptransitthetracemineralsand microorganismslivingthereupintothe surfacelayersnurturedorganicallyfor a quartercentury.

Circularityiseverywhereinpermaculture.Onecannotseeathingwithout seeing everythingin relationtoit.Really, a perfect systemof reciprocity,equitablegovernance andnaturalconsequences. We haveso

muchtolearn,un-learnand re-learn.

Asinallthings relatedtoconsumer demand,nativeplantsareasavailableas thereis demand, soweshould be inquiring andencouraginggardencentrestocarry a selectionofnative plantsforsun, part sun andshade,aswellasfor dry, moistandwet conditions.

Ideally,wewouldbeableto one-stop shop locally(ish)forabroad selectionof nativegroundcovers, perennials,shrubs, vinesandtrees,andalsoforlivingsoil and regionallyspecific fertilizersand supplements.

They were friendsfor 5yearsbeforeembarkingon alifetime together.Assoonas they knew they were to become parents, Alan showedhisunwaveringdevotionto family by seekingout acareerdrivingfor Metro Transit so he couldworknightstobehomewithhis preciousbabywhileSharen worked. It wassomuch fun, they diditagain.Twice!

Alan made many wonderfulfriendsamonghiscoworkersduringhis 35+ yearswithBCTransit.He playedballonthe NVan Depot's team formany yearsandalways lookedforward to theFunstastic Tournament in Vernon everysummer.

Akeen sportsman, Gerryplayedsoccerandenjoyed allsports.His competitiveenergy excelledintable tennis, winning tournamentsinVancouver,Victoria, Seattle, and Portland. In 1954,he wasranked#2 at theCanadian Championships in Toronto.

Tennis, golf, bridge,and gardeningbecame cherishedpastimes. Gameswerealwaysavailableat home. Hislifelong love ofnaturedeepened intoa commitment to climateaction. He devotedhimself to theQualicum Instituteand Parksville Probus Club.

Gerry'scuriosity neverfaltered. Just weeksago,he askedCraig toteachhim piano,somethinghe had always wanted to do.

Vera wasbornonMarch 14,1933, in Calgary, the youngestofseven siblings growingupinalarge brickhouseinthe Inglewoodneighborhood near the railwaywhereher father George workedasa locomotive engineer.While shewas still young,her brothersansweredthe call to fight in thesecond worldwar.They were grownupmen when they returned. Threeofthem followedtheirfather toa railroad careerand Vera followedsuit, joiningthe CPRasa teletypeoperator,then lateratImperialOil Ltd.

Vera metJohnBertononachurchski trip to Sunshine,Alberta,and were marriedinCalgary on September22nd,1956. Afterbuildingahomein Haysboro, thenon theoutskirtsofCalgary,they began their family of four children. Skiingremained an important family activity eveningsand weekends at the localPaskapoo skiclubandon frequent trips to theRockies.

Verabelle always enjoyed gardening so wasthrilled when John’s work movedthe family to North Vancouver in 1969. Shequickly got involved in her newcommunity,joining Highlands United Church, becominginvolvedwiththe WelcomeWagonand laterits “Grads”, as well asbeinganearly delivery driver forthe then North ShoreShopper (now North ShoreNews).Manyrememberheraging ’65Pontiac Parisienne wallowingacross theNorth Shore overloaded with newspaper bundles.

As thechildrenbecamemoreindependent, Verabelle began workingintheofficesofthe EquitableReal Estate Companyindowntown Vancouver.Althoughnot aGermanspeaker,the positioncamewithafeelingofprestigeastheoffice also functionedas theAustrianConsulate. At home sheexpandedher gardeningprowesstofloralart whereshebecameajudge forfloralart design.

In retirement sheand John livedat Walnut Green,a lovely retirement community in Langley wherethey made many friendsandenjoyed many years together.When Johnpassed, Verabelle movedback to thenorth shoretobeclosertofamily, long-term friends,and church,eventually locating ina wonderfulcommunity of seniorsatKiwanisManor in West Vancouver.

On Tuesday, May20th,aftera decade long valiant battlewithParkinson’s disease, Kenpassedaway. He leavesbehindhissisterKathryn andherpartner Barbara,and agroupof loving friends.Heis predeceased by hisbeloved wife Bev(nee Kulyk) andhissubsequentpartnerandadvocate, Pam. He is also predeceased by hisWestie, Brodiewhomhe spoiledunreservedly!

Ken spent most ofhischildhood in Burnaby, attending Cascades Elementary, Moscrop Junior High,and BurnabyCentral. He wasa proud member of theSea Cadets, anddanced theSailor’sHornpipe in Empire Stadium to celebrateBC’sCentennial in 1958. Hislong-time friend Bill recalls Ken joiningthe schoolbandas aclarinetplayer,that section contained themostgirls.

Followinghisgraduationin1964, Kenpursued furthereducationatthe UBCschoolofPharmacy.It wastherehemet theloveofhislifeBev,and together they shared thenextforty-four yearsliving lifetoitsfullest.In1969,afterearninghisdegreein pharmacy,Ken commencedhisprofessional career in pharmaceutical saleswithPfizer.

Ken also had many interestswhich includedalltypes of travel,flying,gardening,running,and socializing. He and Bevtravelledtomanyparts of theworld.

Over50 yearsago,Ken joined amen’s running group called, “The Nomads”. Agroup that todaystill walksand meetsfor coffee twiceaweek.Ken’s longtimefriendand fellowpharmacist,Rob Williamson,was still pickingupKen fromhishome at Amicatojointhe groupuntil onlya fewmonths ago.

Overhismanyyears, Kenhad many talents. He racedfrom1mile distances to unbelievable 100mile challenges in California; from2003-2013.Ken wasa volunteeratLGHinPalliative Care on 7Westand backin1974Kengothispilot’slicensewhich hehad active until 1977.

Regardless ofhiscircumstances,Ken kepthimself asactiveashecould,bothmentally andphysically, and thoseofuswhoknewhim will always be inspired by hiscourageandhisgrace.

Aspecialthankstoall thoseatAmica and the private companions whowerewithKen over thepast 6years. Acelebrationoflifewill beheldon Wednesday, June 18th,2025,at2pmat AmicaWest Vancouver,659 Clyde Avenue.

Born in Manchester, England,Stuartemigrated to Canadawithhis parentsattheageof sevenand they settledinVancouver.HeattendedSt. George’s schooluntil hisearly teens,when thefamilymoved to SantaBarbara, California. He attendedStanford University andalso graduatedfromthe University of BritishColumbiawithadegreeincommerce.

Stuarthadanentrepreneurial spirit.Itwasn’tlong beforehepurchasedhisfirstcompany. He grew it intoathriving business, with interestsinboth Canadaand theUnitedStates. NationalSpice Limitedand QwestFoodswerewell-knownin the restaurantsupply business. At one time,theywere thesolespicesupplierforallWoodwardsstores.A quiet,but visionary leader, Stuart continued to grow thebusinessesuntil he steppedbackfromhands-on management in 2005,inorder to spend more time onhisotherpassion –the ocean.

Stuartbegan sailingatanearly age in asmall woodendinghy, and from thathumblestart, continuedboatinghisentirelife. It wasthisdevotion that ledhim to Joanne, whoalsosharedhis passion fortheoceanand theBCcoast. Together,they becameformidableonthe racing circuit, andalong withtheircrew, wonasignificant numberof trophies. PendragonIII, followedbythe Mumm 36 Sly’dAway, were consistently topperformersinSwiftsure and Southern Straits. OneofStuart’sproudest moments andhappiest memories waswhen they racedSly’d Away to thetop NorthAmericanboat in the1996 Mumm 36 WorldChampionships in SanFrancisco.

Afterracing, heand Joanneturned to powerboating and explored everycove, bayand inletalong theBC coast, and wellinto Alaska.Nothingdampenedhis spiritswhile on thewater –not fixing agenerator, nor rowing thedogsashoremultipletimesperday.

Sadly, Stuarthad to give upboating whendementia took itstoll. Joannewouldliketothank theteam from Home Instead,whohelpedher keephiminhis belovedhomewithaviewoftheocean,foras long aspossible. Shewouldalsoliketothankthe incredibleteamat AmicaLions Gate,withaspecial thank youtoJohanna,who caredforhiminhis final fewyearswithgreat kindness.Finally,Joanneis forever grateful forthe love and support of Kathy, whowas aconstantduringStuart’sillness. Taylerhadbeen diagnosed with braincancer in Februaryof2021.Shefacedher illnesswithstrength and grace. Throughout her journey, Taylerdisplayed incrediblecourage andunwaveringhope.Her faith sustainedher.

Tayler wasa talentedartist with anartist’s soul,a trained chefand foodieandgraduatedon thedean’s listfromCapilano Universitywithadegreein Communications.Taylerlovedher Australian ShepherdAkira with allofherheart, wasa lizard loverand alover ofallcreatures greatand small. Shewasanaccomplished skierand flyfisherman.

Throughout herlife, Taylerembodied kindnessand compassionand alittlegirl’sappreciation forthe endearingand sweet.Her selflessnessand generosityknewnobounds,leavingan indelible mark on theheartsoffriendsand family alike. Tayler’s legacy of love will be cherished by allwho had theprivilegeof sharinginher journey.
