A West Vancouver man alleged to be a gang kingpin connected to extortion and international drug trafficking has been arrested in France as part of the FBI’s Operation Hardball, the RCMP said Friday.

Garinder Singh Deo, 40, was taken into custody on July 7 and is awaiting extradition to the United States, according to the RCMP’s Federal Policing Pacific Region.

Deo was arrested the same day that his West Vancouver home at 2030 Westdean Cres. was raided by the RCMP accompanied by armoured emergency response team members.

Other arrests were made worldwide last Tuesday following the joint two-year investigation focussing on incidents of extortion and violence that have chiefly targeted members of the South Asian diaspora including multiple incidents in Metro Vancouver. Those included the killing of Hardeep Singh Nijjar, a prominent political and religious leader from India’s Punjab state who was gunned down as he left a Sikh temple in Surrey in June 2023.

Deo is listed as a beneficial owner of the West Vancouver property raided by police as well as president and sole director of the numbered company that is the registered owner of the home.

District of North Vancouver council has voted to allow Chemtrade to continue producing liquid chlorine at its Maplewood plant, overturning a decision made by council just three months earlier.

The vote all but caps what has likely been the most controversial issue before district council in the last term. The debate stoked life-and-death worries about chemical leaks in the increasingly populated neighbourhood.

In April, a split council voted 4-3 to reject Chemtrade’s request, with most citing safety concerns and the permanent nature of the rezoning, which would take away future councils’ ability to dictate land use on the site.

In May, Mayor Mike Little – who voted against the original rezoning – brought the matter back for reconsideration after Chemtrade came back with a revised proposal intended to address his and other council members’ concerns.

Changes include a covenant on the property’s title guaranteeing chlorine operations at the plant must end by Dec. 31, 2046, commitments to regularly updated quantitative risk assessments and a promise to use the best available technology for safety improvements.

The reconsideration triggered a second public hearing that proved no less controversial than the first one.

But, when it came time for a fresh vote

“I hope that we can come to an agreement on a 219 covenant as this project goes forward that gives protections for the community and also gives some certainty to this really great corporate partner in our community,” he said.

Council still has the ability to withhold a final vote on the project if they are not satisfied with the terms of the covenant, he added.

“If the agreement does not meet the needs expressed throughout the comments that I made at the end of the first public

hearing … then I may or may not be forthcoming with adoption,” he said.

The remaining members of council voted exactly as they did the first time in April – Couns. Herman Mah, Jordan Back, and Jim Hanson in favour and Couns. Lisa Muri, Betty Forbes and Catherine Pope opposed.

In a statement released on July 7, Chemtrade officials said they plan to go ahead with safety improvements on the property as soon as they’ve secured final approval and building permits from the district. The work is expected to take four years.

“The North Vancouver facility has been operating safely for almost 70 years and is a critical producer of liquid chlorine used in municipal water treatment in Canada.

The facility also produces caustic soda and hydrochloric acid, both of which play a critical role in supporting the energy sector, pulp and paper, technology, water treatment and mining. In total, over 60 per cent of the facility’s production stays in Canada, supporting Canadian businesses and industry. We are taking steps to secure its long-term operations as a critical facility in B.C. and Canada,” said Scott Rook, President and CEO of Chemtrade.

In the debate at council Monday, supporters of the rezoning cited peer-reviewed risk assessments showing an extremely low likelihood of a dangerous spill, the company’s importance to the supply chain for water treatment chemicals in Canada and the high-paying local industrial jobs at stake.

“It was not an easy decision, but based upon a balance of everything available to me, I believe … production of liquid chlorine is appropriate for this site,” said Mah, who said he approached the second public hearing and vote with the same open mind and due diligence he brought to the first ones. “I believe their continual operation will be safe.”

North Vancouver City Fire douses blaze in vacant home BRENT RICHTER

North Vancouver City Fire Department crews doused fire consuming a vacant house in Moodyville on July 8.

The duplex on the 400 block of East First Street was in the midst of demolition for redevelopment when a fire broke out around 5:30 p.m.

Deputy chief David Biggin said there were numerous 911 calls coming in reporting heavy smoke and flames coming from

the structure.

“It was a significant fire,” he said.

“There’s no windows and no drywall in the building so the fire spread throughout the entire duplex very quickly.”

The top priority for crews on the scene was to stop the blaze from spreading to the adjacent homes, attacking it from the street and the lane.

The exact cause is still under investigation but Biggin said it is not considered suspicious. Although vacant buildings

that are cordoned off for demolition are known for fires associated with people seeking shelter inside, that wasn’t the case on Wednesday, Biggin said.

“There were construction workers on site [just a] few minutes before the fire came in. They had just left the site,” he said. “It’s probably due to demolition activities.”

It will now be up to the property owner and the city’s building department to come up with a new demolition plan given

the state of the structure.

No one was hurt in the blaze and thanks are owed to the people who smelled smoke and called for help immediately, Biggin said.

“Neighbours looking out for neighbours,” he said. “Those quick actions of the neighbours and the 911 calls combined with the quick response time within the City of North Vancouver is what allowed us to contain that fire damage to the building of origin.”

West Vancouver mayor Mark Sager announces re-election bid JANE SEYD

West Vancouver Mayor Mark Sager announced July 6 he will run for re-election as mayor in October.

Sager, 68, was first elected as mayor of West Vancouver in the 1990s, then returned to the top political job in 2022 with a landslide 53 per cent of the vote, beating then-incumbent mayor Mary-Ann Booth.

In announcing his widely-anticipated re-election bid, Sager said he wants to finish work started on significant projects including what he described as a “50year dream” for the Ambleside waterfront to complete of the Centennial Seawalk connection and enhance public access to the shoreline.

“Over the past four years, we have made significant progress on projects that will benefit residents for generations,” said Sager. “I am seeking re-election to continue that work.”

Key accomplishments Sager

pointed to during his current term in office included the district’s acquisition of the final waterfront properties on Argyle Avenue, approval of a multi-decade comprehensive housing development plan for Cypress Village above Highway 1, protection of 800 hectares of Upper Lands forest as parkland, opening of the Place for Sport and new pickleball courts, revitalization of Horseshoe Bay Park and approval of plans for Inglewood Care Centre.

“And being able to achieve all of this with keeping our tax rate increase at one of the lowest in the province,” he said.

Sager, who also sits on the Metro Vancouver board, said he’s also been working to see Metro adopt a “more equitable distribution of costs” on paying for the North Shore Wastewater Plant and other sewage costs.

It hasn’t all been smooth sailing for Sager during the current term. Soon after he was elected, it was revealed Sager was facing his

second citation for professional misconduct from the Law Society of B.C. In 2024, Sager resigned from the Law Society and agreed not to practise law for two years, after agreeing that he committed professional misconduct in handling an elderly client’s estate.

Three senior bureaucrats at the district also left their jobs while a third-party investigation was conducted into a formal staff complaint alleging bullying by Sager.

More recently, Sager and other members of West Vancouver council have publicly sparred with the provincial government over council’s reluctance to go along with the province’s demands that local councils change their bylaws to allow greater housing densification.

In this election, Sager will face a challenge from veteran journalist and political commentator Kirk LaPointe, who has also announced he is running for mayor, after moving to West Vancouver four years ago.

RCMP marine group rescues 11 after Squamish canoe capsizes ABBY LUCIANO

The RCMP’s marine group rescued 11 people after a canoe capsized off Ambleside Park in West Vancouver, July 5.

The Mounties’ Tactical Marine Operations Group got the distress call around 3:30 p.m. while the Sḵwx̱wú7mesh Úxwumixw (Squamish Nation) was conducting the Ambleside Canoe Races. There was difficulty out in the water due to high winds and rough seas, causing the canoe to flip over, according to the nation.

Four vessels, which were conducting a security patrol during FIFA World Cup festivities, were quickly deployed to respond to the incident, while the Royal Canadian Marine Search and Rescue and Canadian Coast Guard, paramedics and West Vancouver police were also on site.

When rescuers arrived, 11 people

were clinging onto the canoe. Officers were able to bring them out of the water onto the boat.

Some people were struggling to remain afloat, so a rescue diver came to assist.

Once they got safely aboard, officers gave them medical assessments and found that some were suffering from exposure to the cold water, but there were no major injuries.

A second canoe from the races carrying another 11 passengers had also flipped over but they were able to swim back safely with the boat as they were closer to shore, said Maj. Greg Clarke, officer in charge of JRCC. Clarke stressed Sunday’s call could have ended a lot differently as none of the canoers were wearing life jackets.

“We’re very grateful that no one drifted away,” he said. “Very, very fortunate that without life jackets, this ended the way it did.”

help keep a person afloat, making it easier for search and rescue crews to spot them, Clarke said.

“Life jackets save lives,” Clarke said. “Hypothermia can set in fast, even in the summertime.”

Clarke said the safety message is vital after a fishing boat carrying 10 people that sank off Roberts Bank in Richmond last week. No one was wearing a life jacket.

The Richmond News reported Wednesday six people remain missing, including two from West Vancouver. A 28-year-old woman who was pulled from the water has since died in hospital and three survivors have been released.

“We always highly encourage life jackets,” Clarke said. “It’s really a message we want to highlight.”

istrict of West Vancouver council’s debate about whether to ban local election signs on public property is a solution in search of a problem.

The stated criticisms from Coun.

Sharon Thompson for considering the ban – that signs create visual clutter, that they are environmentally suspect and require staff time to regulate – are undoubtedly all true.

But those criticisms are also besides the point, which is that election signs are an appropriate and necessary evil once every four years.

It is not for this council to tell any future candidates how they should run their campaigns.

The power of incumbency is incredibly strong in local government elections.

Lawn signs are an obvious way to generate name recognition for those who aren’t

already on council.

More than that, the signs are a visual reminder to everyone passing by that an election is afoot and that it is time to get engaged and carry out their civic duty to vote.

During the last election, only 35 per cent of voters in West Van bothered to cast a ballot. Why would anyone want to see that fall further?

Seven years ago, West Vancouver council debated this exact same issue.

After two reports and 30 hours of staff time, the conclusion was that it wasn’t an issue worth pursuing. The same holds true today.

If these council members want to keep their own yards in pristine shape, they should. Democracy is, by its nature, a messy thing and it can’t – and shouldn’t – be tidied up to the point that nobody’s offended.

I was lucky enough to chat to local mountain biking legend Peter Morin the other day. If you frequent our trails as a biker or a hiker, you’ll know his name, or at least his face. He’s that guy, the one with the shovel, the superstar who has worked hard for decades to build sustainable trails here on the North Shore.

There are no trail fairies. To keep our trails usable and safe, they need grunt work by human beings. It’s hard graft to dig ditches, make coasters, build bridges, do rockwork, and spread dirt. Most of it is done by volunteers.

Many hikers get it. If it wasn’t for the mountain biking community, the trails

wouldn’t be lovely and safe for us all to walk on. They are not hiking trails, or biking trails, but as Peter told me, they are “trails for everyone.”

He said that most of the people who pass him call out a ‘thank you’ and it’s only the odd few who complain that they must share their public space with mountain bikers.

But it’s OK, he may not hear the whingers at all as he’ll likely have his headphones on.

Peter likes listening to music while he fixes things up for them.

Once, when he was working on a trail, a hiker came by and thoughtfully told him he should go and work on a different trail as it needed work. They didn’t appreciate that the one they were enjoying was so great ‘because’ he had been working on it.

Every trail has a few experienced trail

builders who are responsible for its maintenance, who make decisions on what work needs to be done, who control the vision and character of the trail, and lead ‘trail days’ when the community can muck in.

Obviously, this would be seasonal as I’m not inclined to stand there in mid-December but having a 5,000-person sports watching venue in North Van has been great fun and I’d love to see some exploration by the City of North Vancouver and maybe the Business Improvement Association on other options to get us and the many visitors watching more games down there.

It was a lot of fun and I’d like to see it continue.

Peter is a bit older than he used to be and it was getting tough to pedal up the trails to get to the gnarly bits with all his tools. He doesn’t do any downhilling these days either. That was where his good friend and fellow biker Philip Rueben came in. He set up a GoFundMe within the community to buy Peter a new e-bike from Norco. All the money needed was raised, which isn’t surprising given Peter’s legendary status, and the bike was presented to him on his 86th birthday.

Philip told me that Peter is quiet and humble, and folk were only too happy to contribute. He’s given so much to the mountain bike community and to our shared trails. In true Peter-style, he told me, “it was awesome! It’s made a huge difference as I’d been hiking in to build. It’s so much easier

to pedal now, really smooth. Now I can take more equipment, put it all in a pack. I’ve also got a rock drill, but it’s too dry for that kind of digging right now.”

If Peter can do it, so can you. He needs lots of elbow grease – pick and shovel-type work.

“I started getting more into ditching, which is digging out dirt to put on the trails.

They’re standing up better because of it,” he said.

No surprise that I’m more of a hiker or ambler, but you never know, I might start carrying a shovel and a pick (and a walking stick).

I’ll be sure to shout a ‘thank you’ to any trail builders that I see along the way. The North Shore trails wouldn’t be the same without Peter Morin and his crew.

An upcoming debate at West Vancouver council on whether to ban election signs on public property in future is raising eyebrows ahead of the municipal election in the fall.

On July 6, Couns. Peter Lambur and Sharon Thompson proposed a ban on candidates placing signs on public land, citing the ugliness of “visual clutter,” distraction for drivers and environmental impact of the signs.

Other reasons given for wanting to ban the signs are the municipal staff time spent dealing with them and the idea that candidates would do better to spend their time and money “invested in other activities” like door-knocking, debating or reaching voters online.

Council is set to debate the issue on July 20.

But the possible sign ban has already prompted questions about why it’s needed or who might benefit from it.

The timing of the change wasn’t included in the advance notice of the discussion put forward in Monday’s agenda.

In an interview, Thompson said elections signs are a huge draw on

campaign resources and she’s not sure they sway anyone’s opinions.

“Is this a worthwhile way to spend time and money?” she asked.

Many volunteers, who Thompson described as “big brawny people with trucks and sledgehammers,” are also required to erect the signs and fix

any that get vandalized.

Having to pay for large signs and gather a crew to handle them can be a deterrent to potential candidates, said Thompson.

They’re also not popular with the public, she added, because of their improper placement on highways, vandalism, their environmental impact and occasions when candidates abandon them after the election is long over.

“We do get a lot of complaints,” she said.

Lambur, the other councillor who brought the issue forward, didn’t return calls for comment.

But Kirk LaPointe, who is running for mayor of West Vancouver, said banning election signs would only serve to benefit incumbent council members.

Those who aren’t already on council rely on signs to foster name recognition, he said, describing the ban as a “self-interested exercise.”

Most signs are recyclable, he added, and regulations are already in place restricting signs

in places where they could be distracting or dangerous.

At the very least, LaPointe said, any decision should be made after a staff report and consultation with the public.

“We need to understand what problem we’re trying to solve,” he said.

Mayor Mark Sager, who is running for re-election, said he wasn’t the only person caught off-guard by the proposal.

“I’ve already ordered the signs,” he said. “I think my sign committee just about melted down.”

It isn’t the first time West Vancouver has debated the issue of election signs on public land.

In 2019 council had a very similar debate about election signs over a proposal to limit the size, number and placement of election signs, which followed public complaints in the 2018 civic election.

At that time, the majority of council members eventually concluded banning the signs wasn’t an issue they needed to deal with.

B.C. seeks to seize $5.5M West Van home Continued from A1 documents asking that the $5.5 million home, as well as two other properties in Surrey where Deo is also the beneficial owner, be seized and handed over to the government as proceeds of crime.

According to court documents, Deo bought the Westdean property through his numbered company in 2020 for $2.8 million, then rebuilt the home on site in 2023.

Meanwhile, between July 2021 and December 2025, “suspicious transactions” by Deo, his wife and other family members totalling $2 million were reported by the Financial Transactions and Reports Analysis Centre of Canada. Those included “large or rapid movement of funds,” financial activity not commensurate with his stated occupation, unknown sources of funds, large payments towards credit cards, luxury spending, and transactions consistent with “unlawful activities”, according to court documents.

In 2024, the RCMP began a joint investigation with the FBI into organized criminal activities centred on three India-based gangs, according to

the court documents. Deo was among those investigated for his connections to organized crime gangs in Metro Vancouver as well as drug trafficking, money laundering, guns running and activities that enriched terrorist groups, according to the lawsuit.

Those alleged crimes were spelled out in more detail in U.S. indictment documents, which list Deo – also known as “Doctor,” “Rocket,” and “Ritz Carlton” – among a group who conspired to traffic heroin and cocaine from “Mexico-based sources of supply for distribution to clients in Canada and the eastern United States.”

In its lawsuit, B.C.’s Director of Civil Forfeiture has asked the courts to forfeit the West Vancouver house and the two Surrey properties, because “some or all of the funds used to acquire or maintain the properties were proceeds of the unlawful activity.”

Operation Hardball also included investigation into trafficking of large quantities of drugs across the CanadaU.S. border, many of those in long-haul semi trucks. A total of 37 people have been charged in connection with the investigation, including two men who allegedly ran their criminal

organizations from jail in India.

Three people in B.C. were taken into custody by the RCMP on provisional arrest warrants. An application will be made to have them extradited to the U.S. According to the U.S. indictments, the criminal gangs routinely targeted prominent members of the community for extortion.

The indictments also pointed to a November 2023 incident in which gang leader Lawrence Bishnoi – who is jailed in India – claimed responsibility for a late-night shooting that happened at the West Vancouver home of a prominent Indian actor and singer.

According to the indictment released by the U.S. Attorney’s Office, Bishnoi commented in an online Facebook post in Punjabi on Nov. 25, 2023 “no one can save you from us.”

According to the indictment, between December 2025 and March 2026, another suspect arrested last week contacted a phone number used by the actor and his manager multiple times, making threats in Punjabi, and demanding payment, saying “you can ignore my message, you will not be able to ignore the bullets coming your way.”

Squamish Nation powwow celebrates shared culture ABBY LUCIANO

Energy was high at the Chief Joe Mathias Centre Sunday afternoon as dozens of Indigenous communities came together to celebrate culture, traditions and music at the Sḵwx̱wú7mesh Úxwumixw (Squamish Nation) Youth Powwow.

The annual powwow, held July 10-12, brought performers from across the country and Washington state. Cash prizes were given as dancers competed across multiple categories.

This year’s event drew in nearly 3,000 people over the weekend, said Squamish Nation Youth Powwow head chair and president Simon Baker. And that’s something to celebrate.

“The vibe has been amazing,” Baker said. “Everybody has said how amazing we’ve grown and how we’ve put this together.”

Crowds were filled with excitement Sunday. People sat on the edge of their seats while others took a stand watching the dancers, clapping and cheering throughout. Dozens of vendors were also on site, selling food, clothing, jewelry and other goods.

Baker and the committee have been organizing the powwow for the last four years, but the event has been happening for over three decades. Before, his auntie Tenalh-t (Gloria “Honeygirl” Nahanee) was in charge of the powwow for many years.

Haida, it’s been a blessing to carry it on.

“It’s something about powwow, it is a tool for our Indigenous people for healing and coming together,” he said. “But [also] non-Indigenous now. We have opened up the door for everybody to come and see and be a part of our culture. That’s the importance of powwow.”

Baker’s daughter Nevaeh Lewis-Baker was one of the many who performed Sunday. She led a team dance, where all those in the women’s categories performed together.

“I’m so happy to see every year that

more and more people come from far and wide to share this celebration with us,” Lewis-Baker said. “It’s shared culture, which I just love that we’re able to share and experience together. It’s a beautiful thing.”

Lewis-Baker has been attending powwows for as long as she can remember.

Now 16, it’s made an impact.

“I’m grateful to be able to be proud and hold with high confidence in myself and to love the dance that I do,” she said.

“I’m so grateful that I’ve grown up with powwow in my life and the culture that

surrounds me… It’ll always be a big part of my identity.”

Being proud of who you are is a message Baker hopes people take away from the powwow.

“We’ve been oppressed long enough, we don’t need to oppress ourselves,” Baker said. “We need to step forward and tell each other we’re proud of each other.”

Baker said he hopes those who aren’t Indigenous feel welcome and come away with a new perspective.

“The doors are open. We are wanting people to understand who we are, why we fought for so long to keep our culture, to keep that alive. We’re here, we’re vibrant and we’re starting to thrive.”

“Now is absolutely no time to risk becoming dependent on American supplies to ensure the safety of our drinking water.

That, in my view, would be a foolhardy decision and would create far more challenging safety issues for our residents,” he said.

Pope, however, dismissed Chemtrade’s assertion that the North Vancouver chlorine was necessary for safe drinking water as a “brilliantly crafted PR strategy.”

Metro Vancouver’s top water official wrote to one council member saying she had no concerns about the regional government’s ability to supply clean water, Pope noted.

“If you remove that red herring from the discussion, here’s what actually matters: The danger of chlorine gas,” Pope said.

“It is undisputed that a significant chlorine gas release could be catastrophic to North Vancouver, to Burnaby, to every community this gas travels through by rail to the United States, where 90 per cent is shipped.”

Coun. Lisa Muri urged council to remember the more-than 20 years of urban planning in Maplewood that has been based on the understanding that the hazardous chemical production would have to be removed from the area by 2030.

“The context of society and the area has fundamentally changed. What was once an isolated industrial site bordered by ocean and industry on one side and expansive forest on another is now surrounded by existing and growing residential and commercial neighborhoods,” she said. “Why would we want to add this impact into the future?”

Back said the application was one of the most difficult and highly scrutinized ones to come before council, and that it had only been made better since he initially supported it in April.

“If I believed this proposal created an unacceptable risk to our community, I simply could not support it regardless of the economic benefits,” he said. “After reviewing everything – the independent risk assessments, the peer reviews, the staff analysis over two public hearings – I continue to be satisfied that this proposal can move forward safely.”

Coun. Betty Forbes, however, raised concerns the district’s emergency responders wouldn’t have capacity or tools to deal with a significant leak at Chemtrade’s site and that the risk assessments did not give adequate attention to prospect of earthquakes.

“There will be an accident. It’s just timing,” she predicted.

I dash off for a late-morning mother-son brunch, and it takes us a moment to locate the bistro.

Found just off Lower Lonsdale on Esplanade, four giant bubble letters splash across a small storefront window, catching our eye: L-OA-M. We’ve arrived.

The space is small but packed, with every corner thoughtfully designed.

Alongside it sits a heap of slow-cooked chuck roast cradled in a split bone, with the buttery marrow still intact. This brekkie definitely satisfies my savoury-loving “meat tooth,” but don’t worry, Loam has fantastic options for veggie lovers, too.

Normally, I’d order an Americano to wash down my brunch, but I’m intrigued by a red, white and green striped icy drink that passes my table on a tray. I quickly change my order to the Iced Strawberry Matcha I’d been eyeing. It’s fresh and tasty, as expected.

Co-owner Honoka Saito stops by our table to ask how we’re enjoying our brunch. After I compliment the food, I ask about the meaning behind the restaurant’s name.

“We’re told it’s the name of a soil that’s one of the best for growing plants and food,” she shares. “We thought this was a fitting name for our first restaurant, which will hopefully grow into more.”

For variety, Loam offers seasonal switch-ups with limited-time menus,

including its fresh July “Summer Refresh” features. Highlights include the Watermelon & Labneh Salad, with whipped labneh, fresh watermelon, cucumber ribbons, arugula, feta, pistachios, and honey-mint dressing. The Mango Yogurt Bowl layers Greek yogurt with mango purée, seasonal fruit, granola, chia seeds, and honey, while the Yuzu Mist Iced Tea combines O5 Misty Mountain Black Tea with yuzu marmalade and star anise for a bright citrus finish.

West Van allows 90 minutes of free parking in Ambleside Park ABBY LUCIANO

Parking your car at Ambleside Park is now free, at least for the first 90 minutes.

After months of controversy over pay parking in the park, District of West Vancouver council gave final approval to the change at Monday’s meeting.

After the 90 minutes, visitors will have to pay $2.50 an hour. The free time can only be used once per day. West Vancouver residents who have an annual parking pass don’t need to register for the free time period.

To receive free parking, visitors need to use the PayByPhone app and enter their licence plate. If a driver knows they will be parked longer, they can pay the hourly rate up front or add additional time through the PayByPhone or hangTag apps, or at a physical pay station.

The district first implemented paid parking in September 2025, charging more than $5 per hour. The change led visitors, sports groups and other organizations who used the space to seek free street parking in the nearby commercial area.

By mid-October, council voted to reduce parking to $2.50 an hour after members of the Ambleside business community raised concerns that the program was losing them thousands of dollars in revenue. West Vancouver residents are exempted from paid parking while non-profit groups who use Ambleside Park can get a $20 monthly “community partner pass.”

Council voted to keep the pay parking program in April, but a month later rolled back its plans and voted on a motion from Coun. Scott Snider to implement 90-minute free parking in the summer and to launch a parking study of Ambleside and Dundarave’s parks and commercial areas.

The study will include six components: background information on pay parking, analysis of parking data between 2018 to 2026, a scan of parking practices in the Lower Mainland, future forecast of parking needs, public input and staff recommendations on parking.

The study area stretches to the adjacent residential areas within a 200-metre buffer of the commercial centre or within 400 metres of Ambleside Park.

“I think it takes off a negative impact on our sports teams particularly,” said Coun.

Sharon Thompson. “But I still have to state how frustrating I find this, just moving the goal posts constantly on our parking plan.

I’d really like to see us back off and come back with a comprehensive plan.”

The free parking move has the thumbs up from the Ambleside and Dundarave BIA. “It’s a positive step forward,” said executive director Maureen O’Brien. “We’re pleased with the support that we’ve had from Mayor Sager and councillors.”

O’Brien said it would have been ideal to pause pay parking until the study was done to get a real glimpse into habits of people visiting the park and business area,.

In an Instagram post July 7, the BIA said they’re hopeful the change will help ease parking pressures in Ambleside’s commercial area.

The BIA has offered to partner with the district on the study, O’Brien said. The hope is it will offer a more holistic look at the use of parking patterns.

“It has been a really frustrating 10 months,” O’Brien said. “I’m just glad that we’re finally at where we are today.”

Staff will come back to council in the fall with an update on the study.

North Vancouver’s Macklin Celebrini, has been named the International Ice Hockey Federation’s male player of the year.

The title is awarded annually to the player who “best exemplifies exceptional skill, determination, team success, and sporting character on and off the ice during the preceding season,” as voted on by almost 200 sports journalists and IIHF insiders.

Celebrini, 20, had a “magical year,” the IIHF said, scoring an Olympics-leading five goals for Team Canada in their Silver Medal run in Torino. He also put up an astounding 45 goals and 70 assists in 82 games with the San Jose Sharks.

The last Canadian player to win the title was fellow North Vancouver phenom Connor Bedard in 2023.

Bedard, who notched 75 points in 69 games with the Chicago Blackhawks in 2025-26 but was snubbed for the Olympics, will miss the start the next season after undergoing shoulder surgery on July 8.

Councils renew calls for inquiry on sewage plant JANE SEYD

District and City of North Vancouver councils say they’ll submit a complaint to B.C.’s Inspector of Municipalities, asking once again for a public inquiry into how the cost of the beleaguered new sewage plant for the North Shore spiralled so far out of control.

In 1965, Elio Ius moved his boxing gym from 5 Lonsdale to the upstairs of the Bartle & Gibson’s Plumbing warehouse on the corner of Fourth and Chesterfield.

Ius, the son of Italian immigrants, worked as a ship’s rigger at the Burrard Drydock. The gym, which had roots as far back as the 1940s, was home to a number of prominent Canadian boxers, including Olympians Les Hamilton and Chris Ius. It was also where Muhammad Ali trained before taking on George Chuvalu in 1972. In 1975 the gym closed when the building was condemned. Despite this, Ius continued coaching in Vancouver.

Both North Vancouver councils voted on similar motions on July 6.

It’s the latest step in a continued fight by local leaders to find out how the sewage plant cost ballooned from about $700 million to $3.86 billion.

In a joint statement released July 10, the councils pointed out that under Metro Vancouver’s sewage funding formula, North and West Vancouver taxpayers have been stuck with a large chunk of the bill for the cost overrun “over which they had little meaningful oversight.”

The news follows Metro Vancouver’s own announcement at the end of June that it will proceed with its own independent review of the project now that the legal case against Metro’s former sewage plant contractor Acciona has been settled.

“While we welcome any effort to learn from what has occurred, we do not believe that a review commissioned by the organization whose governance and decisions are under examination can provide the level of independence, accountability, or public confidence that residents deserve,” the statement from the North Vancouver councils read.

In an interview, District of North Vancouver Mayor Mike Little said he’s trying to be optimistic about the Metro review but he said it will be hampered by the omission of any of Acciona’s side of the story.

“It’s entirely going back on Metro Vancouver’s record of events,” he said.

“Without knowing what the builder went through from their perspective, I don’t think you’re getting a full picture of what happened with this facility.”

Previous requests for a provincial inquiry have fallen on deaf ears. Most recently, the two North Vancouver mayors flew to Victoria to meet with Premier David Eby. But so far, the province has refused to deal with the issue, saying it’s an internal problem for Metro to resolve.

West Vancouver Mayor Mark Sager had a different perspective, saying he supports the Metro review.

Sager praised the executive heading up the team doing the review, adding that they will have “full authority” to investigate the project and report back to the public.

The report is expected to take five months to complete.

“It’s wonderful to make headlines and say, ‘Oh, we want this,’” said Sager. “But if the province has said they’re not going to do it, then, beating that drum doesn’t really help anything.”

Sager said he’s also optimistic that the historical funding formula used to charge regional taxpayers for large infrastructure projects will be revisited by Metro’s board.

“Many of the directors at Metro Vancouver are very fair-minded people,” he said. “I believe we’re making some very good headway on this.”

David Marley, a West Vancouver resident who is part of a North Shore taxpayers group demanding greater transparency on the sewage plant costs, said Metro calling its review “independent” is “ infuriatingly insulting to people’s intelligence.”

Donald James Reid passed away on Friday, June 26, after a battle with dementia. Don was born in North Vancouver, BC, Canada. At 23, he traveled to California, where he met his wife of almost 65 years.

Don worked for Ford Motor Company for 50+ years as a Service Manager for a number of dealerships, including Ed Chovanes Ford, Hayward Ford, and multiple dealerships for the Falk family. He loved Salmon fishing with friends in British Columbia, cooking & entertaining, and collecting Western & Canadian antiques and memorabilia. Upon his retirement, he became an avid participant with the San Ramon Valley Fire Protection District and was declared an Honorary Firefighter in 2023.

Don is survived by his loving wife, Jeanne, and daughter, Catherine Cale (Bill) of Danville. He was preceded in death by his parents, Nelson and Helen Reid, sisters Barbara Richardson and Sandra Reid.

REMEMBRANCES OBITUARIES

It is with great sadness that we announce that our brother Herbert Rogers-Jones passed away peacefully on June 29, 2026. He was born in Ruthin, North Wales, on October 30, 1935. He immigrated to Canada in December 1956 along with his parents, his two sisters and brother. After graduating from Vancouver Technical Institute in auto mechanics, he joined a fellow student, and they operated a garage/automotive business for many years. In later years, he bought a large "dump truck" and went up North to construct highways. He worked on the Trans-Canada Highway between Prince George and Clearwater for many months. He enjoyed Canada's big wild country. He enjoyed hunting, but I don't remember him actually catching anything. I believe he got his sense of adventure from our mother- she used to accompany him all the way up north in the middle of winter and then return by train from Jasper.

He was multi-talented and mostly self-taught. He was experienced in house construction, electrical wiring, plumbing, etc. He seemed to have an innate talent for knowing how various equipment worked, having never seen it before. He made his own websites - all very technical. He loved travelling, and when we were younger, we rented a camper van and travelled all over Europe. When we travelled in Canada and the US, the three of us travelled in the comfort of an air-conditioned car, and he would lead the way on his Blue Norton Commando motorcycle.

In 1976, he bought 5 acres in Langley - he constructed a huge barn mostly on his own - with some help from his siblings. He raised sheep, hens, and ducks there for over 30 years. The barn is still standing!

He was predeceased by his parents, Dilys and David, and our dear sister Anne in 2024.

A Funeral Service for Herbert will be held on Wednesday, July 22, 2026, at 11:00am at Hollyburn Funeral Home, 1807 Marine Drive, West Vancouver, B.C. We wish to thank the wonderful staff at Lions Gate Hospital and the kind and considerate staff at The Inglewood Care Home in West Vancouver for looking after Herbert for the past few months.

It is with great sadness that we announce the passing of Isabel Blessing, a wife, mother, sister, and aunt.While the loss of such an incredible person is immense, we find comfort in knowing that she is pain-free and reunited with her saviour, Jesus Christ.

Born in Esslingen, Germany, in 1966, Isabel moved to West Vancouver in 1980 with her family, drawn by her father’s love for British Columbia. She ultimately moved to North Vancouver, where she created a life with her husband, Lance, whom she was married to for 27 years.

Isabel knew from a young age that she wanted to be a mother, and this reflected in every aspect of her life. She was selfless, kind, caring, and hands-on.

Whether at home, in her daycare, or on the sidelines of her children’s sports teams, where she often volunteered as manager, she poured herself into caring for others. She found passion in crafts, crocheting, knitting, and embarking on walking adventures. She was handy, innovative, and creative.

She loved exploring new projects and finding things to occupy her time.

Prior to the birth of her children, Isabel opened her very own family daycare in August of 1993. She formed lasting relationships with the children in her care and their families and remained close with each one up until her death. She treated each child in her care as if they were her own. Outside of the home environment, her compassionate nature could be seen by creating care packages for those in need, where she would quickly pull over and hand them out at any opportunity. While in hospital, in the final stages of her illness, she frequently helped fellow patients, while being a patient herself, and that was just the amazing person she was.

Isabel is survived by her loving husband, Lance; her son, Brendan; and her daughter, Hayley (Nathan).

She also leaves behind her sister, Christine (Michael), who was not only her sister but her closest friend, and her brother, Stefen (Sue). She will be lovingly remembered by her nieces and nephews: Dominic (Melissa), Joelle (Shawn), Darian (Simona), Shelby, Sarah (Ben), Markus, Penelope, and Austin —as well as by her many dear friends, all of whom were touched by her kindness, generosity, and unwavering love.

She was predeceased by her parents, Gunther and Trude, and by her baby, Brooklyn, who was lost at nine weeks of pregnancy. While our hearts grieve Isabel’s absence, we take comfort in knowing she has been reunited with them in heaven.

The family would like to extend their gratitude to the doctors, nurses, and staff of the Palliative Care Unit at Lions Gate Hospital for the compassionate care they provided to Isabel during her final weeks.

In lieu of flowers, donations may be made in Isabel’s memory to Ovarian Cancer Canada, the only registered national charity dedicated to supporting those affected by ovarian cancer and advancing research toward a cure.

Elmer passed away peacefully, leaving behind a legacy of service, kindness, and unwavering optimism.

He was the beloved husband of his lifelong love, Ollie (née Bohoslowich), predeceased in 2016, and proud father of six: Ramona (Tom), Dan (Cheryl), Ken (Lori), Denise (Greg), Janet (Trevor), and Robert (Rosa). He was also a cherished grandfather of 12 and great-grandfather of 12.

Elmer was widely known and loved for his positive outlook, deep commitment to family and community, love of sports, sense of humour, and enjoyment of life.

Born in Comox on Vancouver Island, Elmer spent his childhood in a logging camp and later on the family farm in nearby Black Creek. After graduating from high school and serving two years in the Navy during WWII, he attended UBC, earning a Master of Social Work.

His desire to help others, combined with exceptional leadership and an ability to build genuine relationships, shaped a career in community development that had a lasting impact throughout Vancouver.

Elmer began his career at Gordon Neighbourhood House, where he helped develop nationally recognized programs supporting single parents, families, immigrants, and seniors. He later became the first Executive Director of the newly established Association of Neighbourhood Houses of BC, leading the organization for nearly 30 years. Today, the network of nine neighbourhood houses and Sasamat Outdoor Centre serves more than 100,000 people through over 500 programs and services.

To recognize his contributions, the Association established the Elmer Helm Youth Legacy Fund and named the main building at Camp Sasamat "Helm Lodge" upon his retirement.

Elmer embraced an active lifestyle.An accomplished fly fisherman, he was also a competitive athlete, winning many gold medals at the BC and Canada Seniors Games with Ollie. Together they enjoyed camping, international travel, annual trips to Palm Desert, and countless happy times with family and friends. Like his wife, Elmer was a person of deep faith.

A sports enthusiast, he helped establish North Vancouver's first public indoor tennis centre in 1999, earning a lifetime membership to the district's recreation facilities. Even after his 100th birthday, he continued to work out regularly at the gym, where he made many friends.

Elmer was also awarded the Queen Elizabeth II Diamond Jubilee Medal.

Elmer was predeceased by his parents, Nick and Edith Helm, and his brothers, Gene and Lorne, and is lovingly remembered by his sister Elaine (Doug).

He will be dearly missed by the many people whose lives he touched.
