GarinderSingh Deo,40, wastakenintocustodyonJuly 7andisawaitingextraditiontotheUnitedStates,according totheRCMP’s FederalPolicingPacific Region.
Deowasarrestedthesamedaythathis West Vancouver homeat2030 WestdeanCres.wasraidedbythe RCMP accompaniedbyarmouredemergency responseteam members.
Otherarrestsweremadeworldwidelast Tuesdayfollowingthejointtwo-yearinvestigationfocussingonincidentsof extortionandviolencethathavechieflytargetedmembers oftheSouthAsiandiasporaincludingmultipleincidents inMetro Vancouver.ThoseincludedthekillingofHardeep SinghNijjar,aprominentpoliticaland religiousleader from India’sPunjabstatewhowasgunneddownasheleftaSikh templeinSurreyinJune2023.

DistrictofNorth Vancouvercouncil hasvotedtoallowChemtradeto continueproducingliquidchlorine atitsMaplewoodplant,overturning a decisionmadebycounciljustthree monthsearlier.
Thevoteallbutcapswhathaslikely beenthemostcontroversialissuebefore districtcouncilinthelastterm.Thedebate stokedlife-and-deathworriesaboutchemicalleaksintheincreasinglypopulated neighbourhood.
InApril,asplitcouncil voted4-3to rejectChemtrade’s request,withmost citingsafetyconcernsandthepermanent natureofthe rezoning,whichwouldtake awayfuturecouncils’abilitytodictateland useonthesite.
InMay,MayorMikeLittle–who voted againsttheoriginal rezoning–brought thematterbackfor reconsiderationafter Chemtradecamebackwitha revised proposalintendedtoaddresshisandother councilmembers’concerns.
Changesincludeacovenanton theproperty’stitleguaranteeingchlorineoperations attheplantmustendbyDec.31,2046, commitmentsto regularlyupdatedquantitativeriskassessmentsandapromiseto usethebestavailabletechnologyfor safety improvements.
The reconsiderationtriggeredasecond publichearingthatprovednolesscontroversialthanthefirst one.
But,whenitcametimefora freshvote
beforecouncilonJuly6,Littlesaidhewas satisfied.
“Ihopethat we can cometoanagreementona219 covenantasthisproject goesforwardthatgivesprotectionsforthe communityand alsogivessome certainty to this really greatcorporatepartnerinour community,”hesaid.
Councilstillhastheabilitytowithhold afinalvoteontheprojectiftheyarenot satisfiedwiththetermsofthecovenant,he added.
“Iftheagreementdoesnotmeetthe needsexpressedthroughoutthecomments thatImade at the end ofthefirstpublic
hearing thenI may ormaynotbeforthcomingwith adoption,”hesaid.
The remaining membersofcouncil votedexactly as theydidthefirsttimein April–Couns.HermanMah,JordanBack, and JimHansoninfavourandCouns. Lisa Muri,Betty ForbesandCatherinePope opposed.
Inastatement releasedonJuly7, Chemtradeofficialssaidtheyplantogo aheadwithsafetyimprovementsonthe property as soon as they’vesecured final approval and buildingpermitsfromthe district.Theworkisexpectedtotakefour years.
“TheNorth Vancouverfacilityhasbeen operatingsafelyforalmost70yearsand is acriticalproducerofliquidchlorineused in municipalwatertreatment in Canada. Thefacility alsoproducescausticsoda andhydrochloricacid,bothofwhichplay acritical roleinsupportingtheenergy sector,pulpandpaper,technology,water treatmentandmining.Intotal,over60per centofthefacility’sproductionstaysin Canada,supportingCanadianbusinesses and industry. We aretakingstepstosecure itslong-termoperationsasacriticalfacility inB.C.andCanada,”saidScottRook, PresidentandCEOofChemtrade.
Inthedebateatcouncil Monday,supportersofthe rezoningcitedpeer-reviewed riskassessmentsshowinganextremely lowlikelihoodofadangerousspill,the company’simportancetothesupplychain forwatertreatmentchemicals inCanada andthehigh-payinglocalindustrial jobs at stake.
“Itwasnotaneasydecision,butbased uponabalanceofeverythingavailableto me, I believe…productionofliquidchlorine is appropriateforthissite,”saidMah, whosaidheapproachedthesecondpublic hearingandvotewiththesameopenmind andduediligencehebroughttothe first ones.“Ibelievetheircontinualoperation willbesafe.”

Theduplexonthe400blockofEast FirstStreetwasinthemidstof demolition for redevelopmentwhena firebrokeout around5:30p.m.
DeputychiefDavidBigginsaidthere werenumerous911calls comingin reportingheavysmokeandflamescomingfrom
thestructure.
“Itwas a significantfire,”hesaid. “There’snowindows andno drywallin thebuildingsothe fire spreadthroughout theentireduplexveryquickly.”
Thetoppriorityforcrews on thescene wastostoptheblazefrom spreadingto theadjacenthomes,attacking itfrom the streetandthelane.
TheexactcauseisstillunderinvestigationbutBigginsaiditisnot considered suspicious.Althoughvacantbuildings
thatarecordoned off fordemolitionare known forfires associated withpeople seekingshelterinside,thatwasn’tthe case on Wednesday,Bigginsaid.
“Therewereconstruction workers onsite[justa]few minutesbefore the fire camein.Theyhadjustleftthe site,” hesaid.“It’sprobablyduetodemolition activities.”

thestateofthestructure. Noonewashurtintheblazeand thanksareowedtothepeoplewho smelled smokeandcalledforhelpimmediately,Bigginsaid.

Sager,68,wasfirstelected asmayorof West Vancouverin the1990s,then returnedtothe toppoliticaljobin2022with a landslide53percent of thevote, beatingthen-incumbent mayor Mary-AnnBooth.
Inannouncinghiswidely-anticipated re-electionbid,Sager said hewantstofinishworkstarted onsignificantprojectsincluding whathedescribed asa “50yeardream”fortheAmbleside waterfronttocompleteofthe CentennialSeawalkconnection andenhancepublicaccesstothe shoreline.
“Overthepastfour years,we havemadesignificantprogress on projectsthat willbenefit residentsforgenerations,”said Sager.“Iamseeking re-electionto continuethatwork.”

Sager,whoalsositsonthe Metro Vancouverboard,saidhe’s alsobeenworkingto see Metro adopta“moreequitabledistributionofcosts”onpayingforthe NorthShore WastewaterPlant andothersewagecosts. Ithasn’tallbeen smooth sailingforSagerduringthecurrent term.Soonafterhewaselected, it was revealedSagerwasfacinghis
secondcitationforprofessional misconductfromtheLawSociety of B.C.In2024,Sager resigned fromtheLawSocietyandagreed nottopractiselawfortwoyears, afteragreeingthathecommittedprofessionalmisconduct in handlinganelderly client’sestate. Threeseniorbureaucratsatthe districtalsolefttheir jobswhile athird-partyinvestigation was conductedintoaformalstaff complaintallegingbullyingby Sager.
More recently,Sagerandother membersof West Vancouver councilhavepubliclysparred withtheprovincialgovernment overcouncil’s reluctanceto goalong with theprovince’s demandsthatlocalcouncils changetheirbylawstoallow greaterhousingdensification.
Inthiselection,Sagerwill faceachallengefromveteran journalistandpoliticalcommentatorKirkLaPointe,whohas alsoannouncedhe is running formayor,aftermovingto West Vancouverfouryearsago.

TheMounties’ Tactical Marine OperationsGroupgotthedistresscallaround3:30p.m.while theSḵwxwú7mesh Úxwumixw (SquamishNation)wasconducting theAmblesideCanoeRaces.There wasdifficultyoutin thewaterdueto highwindsand roughseas,causing thecanoetoflipover,accordingto the nation.
Fourvessels,whichwere conductingasecuritypatrol duringFIFA WorldCupfestivities,werequickly deployedto respondtotheincident, whiletheRoyalCanadianMarine SearchandRescueandCanadian CoastGuard,paramedicsand West Vancouverpolicewerealsoonsite.
When rescuersarrived,11people
wereclingingontothecanoe. Officers were abletobringthemoutofthe waterontotheboat.
Somepeoplewerestrugglingto remain afloat,soa rescuedivercame to assist.
Oncetheygotsafelyaboard,officersgavethemmedicalassessments andfoundthatsomeweresuffering fromexposuretothecold water,but therewere no majorinjuries.
A second canoefromtheraces carrying another11 passengershad alsoflippedoverbuttheywere able to swimbacksafelywiththe boatas theywereclosertoshore,saidMaj.

Clarkestressed Sunday’scall couldhaveended alot differentlyas noneofthecanoerswerewearinglife jackets.
“We’reverygratefulthatnoone driftedaway,”hesaid.“Very, very fortunatethat withoutlifejackets, thisendedthewayitdid.”

Clarkesaidthesafetymessageis vitalafterafishingboatcarrying10 peoplethatsankoffRobertsBank inRichmondlastweek.Noonewas wearingalifejacket.
TheRichmondNews reported Wednesdaysix people remain missing,includingtwofrom West Vancouver A28-year-oldwomanwho waspulledfromthewater hassince diedinhospitalandthree survivors have been released.

Therearenotrailfairies. To keep our trailsusableandsafe,they need grunt workbyhumanbeings.It’s hardgrafttodig ditches,makecoasters,buildbridges, do rockwork,andspreaddirt.Mostofitisdone by volunteers.
Manyhikersgetit.Ifit wasn’tforthe mountainbikingcommunity,the trails
wouldn’tbelovelyandsafeforusallto walkon.Theyarenot hikingtrails,orbiking trails,butasPetertoldme,they are“trails foreveryone.”
Hesaidthatmostofthe peoplewho pass himcallouta ‘thank you’ and it’sonlythe oddfew whocomplainthattheymust share theirpublicspacewithmountainbikers But it’s OK,he maynothear thewhingers at allashe’lllikelyhavehis headphones on. Peterlikeslisteningtomusicwhilehefixes thingsupforthem.
Once,when he was workingonatrail, a hikercamebyandthoughtfullytold him he should go andwork ona differenttrailasit needed work. Theydidn’tappreciatethat theonetheywereenjoyingwassogreat ‘because’hehadbeenworkingonit.

Anupcomingdebate at West Vancouvercouncilonwhether tobanelectionsigns on public propertyinfutureisraising eyebrowsaheadofthemunicipalelectionin thefall.
OnJuly6,Couns.PeterLambur andSharonThompsonproposed abanoncandidatesplacingsigns onpublicland,citingtheugliness of “visualclutter,”distractionfor driversandenvironmentalimpact ofthesigns.
Other reasonsgivenfor wantingtobanthesignsarethe municipalstaff timespentdealing withthemandtheidea thatcandidateswoulddobettertospend theirtimeand money“invested in otheractivities” likedoor-knocking,debatingor reachingvoters online.
Councilissettodebatethe issueonJuly20.
Butthepossiblesignbanhas alreadypromptedquestions aboutwhyit’sneededor who mightbenefitfromit.
Ifapproved,thesignban wouldn’tcomeintoeffect untilthe 2030civicelections,nottheone scheduledforthisfall.
Thetimingofthechange wasn’tincludedintheadvance noticeofthediscussionput forward in Monday’sagenda.
Inaninterview,Thompson said electionssignsareahugedraw on
campaign resourcesand she’s not suretheyswayanyone’s opinions.
“Isthisaworthwhilewayto spendtimeandmoney?”she asked.
Manyvolunteers,who Thompsondescribedas“big brawnypeoplewithtrucks andsledgehammers,”arealso requiredtoerectthesignsandfix
anythatgetvandalized.
Havingtopayforlargesigns andgatheracrewtohandlethem canbeadeterrenttopotential candidates,saidThompson.
They’realso not popularwith thepublic,sheadded,because oftheirimproperplacementon highways,vandalism,theirenvironmentalimpactandoccasions whencandidatesabandonthem aftertheelectionislongover.
“Wedogetalotofcomplaints,” shesaid.
Lambur,the other councillor whobroughttheissueforward, didn’t returncallsforcomment.
ButKirkLaPointe,whoisrunningformayor of West Vancouver, saidbanningelectionsignswould onlyservetobenefitincumbent councilmembers.
Thosewhoaren’talreadyon council rely on signstofoster name recognition,hesaid, describingthebanasa“self-interestedexercise.”
Mostsignsare recyclable, headded,and regulationsare alreadyinplace restrictingsigns
inplaceswheretheycouldbe distractingordangerous.
Attheveryleast,LaPointe said,anydecisionshouldbemade afterastaff reportandconsultationwiththepublic.
“Weneedtounderstandwhat problemwe’retryingtosolve,” hesaid.
MayorMarkSager,whoisrunningfor re-election,saidhewasn’t theonlypersoncaughtoff-guard bytheproposal.
“I’vealreadyorderedthe signs,”hesaid.“Ithinkmysign committeejustaboutmelted down.”
Itisn’tthe firsttime West Vancouverhasdebatedtheissue ofelectionsignsonpublicland. In2019councilhadaverysimilardebateaboutelectionsigns overaproposaltolimitthesize, numberandplacementofelection signs,whichfollowedpubliccomplaintsinthe2018civicelection. Atthattime,themajorityofcouncilmemberseventuallyconcluded banningthesignswasn’tanissue theyneededtodealwith.
B.C. seekstoseize$5.5M West Vanhome
documentsaskingthatthe$5.5million home,aswellastwootherproperties inSurreywhereDeoisalsothebeneficialowner,beseizedandhanded overtothegovernmentasproceeds ofcrime.
Accordingtocourtdocuments, Deoboughtthe Westdeanproperty throughhisnumberedcompanyin 2020 for$2.8million,then rebuilt the homeonsitein2023.
Meanwhile,betweenJuly2021 andDecember2025,“suspicious transactions”byDeo,hiswifeand otherfamilymemberstotalling$2 million were reportedbytheFinancial TransactionsandReportsAnalysis CentreofCanada.Those included “largeorrapidmovement of funds,” financialactivitynotcommensurate withhisstatedoccupation, unknown sourcesoffunds,largepayments towardscreditcards,luxuryspending,andtransactionsconsistentwith “unlawfulactivities”,accordingto courtdocuments.
In2024,theRCMPbeganajoint investigationwiththeFBI into organizedcriminalactivitiescentred on threeIndia-basedgangs,accordingto
thecourtdocuments.Deowasamong thoseinvestigatedforhisconnections to organizedcrimegangsinMetro Vancouver aswellas drugtrafficking, money laundering,gunsrunning andactivitiesthatenrichedterrorist groups,accordingtothelawsuit.
Thoseallegedcrimeswerespelled outinmoredetailinU.S.indictment documents,whichlistDeo–also knownas“Doctor,” “Rocket,”and “RitzCarlton”– amongagroupwho conspiredtotrafficheroinandcocaine from“Mexico-basedsourcesofsupply fordistributiontoclientsinCanada andthe easternUnited States.”
In itslawsuit,B.C.’s DirectorofCivil Forfeiturehasaskedthecourtstoforfeitthe West Vancouver houseandthe twoSurrey properties, because“some orallofthefundsusedtoacquireor maintainthepropertieswere proceeds oftheunlawfulactivity.”
OperationHardballalsoincluded investigationintotraffickingoflarge quantitiesofdrugsacrosstheCanadaU.S.border,manyofthoseinlong-haul semitrucks.Atotalof37 people havebeenchargedinconnection withtheinvestigation,includingtwo menwhoallegedlyrantheircriminal
organizationsfromjailinIndia.
Three peopleinB.C.weretaken intocustody by theRCMPonprovisionalarrestwarrants. Anapplication willbemadetohavethemextradited to the U.S.AccordingtotheU.S.indictments, thecriminalgangs routinely targetedprominentmembersofthe communityforextortion.
Theindictmentsalsopointedto aNovember2023incidentinwhich gangleaderLawrenceBishnoi–whois jailedinIndia–claimed responsibility foralate-nightshootingthathappened at the West Vancouverhomeof a prominentIndianactorandsinger.
Accordingtothe indictment releasedbytheU.S. Attorney’sOffice, Bishnoicommentedinanonline Facebookpostin PunjabionNov.25, 2023“noonecansaveyoufromus.” Accordingtotheindictment, between December2025andMarch 2026, anothersuspectarrestedlastweek contacted aphonenumberused by the actorand hismanagermultiple times,makingthreatsinPunjabi, and demandingpayment,saying“youcan ignoremymessage,youwillnot be abletoignorethe bulletscomingyour way.”

EnergywashighattheChiefJoe MathiasCentreSundayafternoonas dozensofIndigenous communities cametogetherto celebrateculture,traditionsandmusicattheSkwxwú7mesh Úxwumixw(SquamishNation) Youth Powwow.
Theannualpowwow,heldJuly10-12, broughtperformersfromacrossthecountryand Washington state.Cashprizeswere givenasdancerscompetedacrossmultiple categories.
Thisyear’seventdrewinnearly3,000 peopleovertheweekend,saidSquamish Nation YouthPowwowheadchairand presidentSimonBaker.Andthat’ssomethingtocelebrate.
“Thevibehasbeenamazing,”Baker said.“Everybodyhassaidhowamazing we’vegrownandhowwe’veputthis together.”
Crowdswerefilledwithexcitement Sunday.Peoplesaton theedgeoftheir seatswhileotherstookastandwatchingthedancers,clappingandcheering throughout.Dozensofvendorswerealso onsite,sellingfood,clothing,jewelryand othergoods.
Bakerandthecommitteehave been organizingthepowwowforthelast four years,but the eventhasbeenhappening foroverthreedecades.Before,hisauntie Tenalh-t(Gloria“Honeygirl”Nahanee)was inchargeofthepowwowformanyyears.

Baker’sdaughter NevaehLewis-Baker wasoneofthemany who performed Sunday.Sheledateamdance, where all thoseinthewomen’scategoriesperformed together.
“I’msohappytoseeeveryyearthat
moreandmorepeoplecomefromfar and wide tosharethiscelebration withus,” Lewis-Bakersaid.“It’ssharedculture, whichIjustlovethat we’reabletoshare andexperiencetogether. It’s abeautiful thing.”
Lewis-Bakerhasbeenattendingpowwows foraslongasshecan remember. Now16,it’smadean impact.
“I’mgratefultobeabletobeproud andholdwithhighconfidencein myself andtolovethedancethat I do,”shesaid. “I’msogratefulthatI’vegrownupwith powwowin mylifeandtheculture that

“If I believedthisproposalcreatedan unacceptablerisktoourcommunity, I simplycouldnotsupportit regardlessof theeconomicbenefits,”hesaid.“After reviewingeverything–theindependent riskassessments,thepeer reviews,the staffanalysisovertwopublichearings– I continuetobesatisfiedthatthisproposal canmoveforwardsafely.”

Aftermonthsofcontroversyover pay parkinginthe park, Districtof West Vancouvercouncilgave finalapprovalto thechangeatMonday’smeeting.
Afterthe90minutes,visitorswillhave topay$2.50anhour.Thefreetimecan onlybeused once perday West Vancouver residentswho haveanannual parkingpass don’tneedto registerforthefreetime period.
To receivefree parking,visitorsneedto usethe PayByPhone app andentertheir licenceplate.Ifa driverknowstheywillbe parkedlonger, theycanpay thehourlyrate upfrontoradd additionaltimethrough the PayByPhone or hangTagapps,orat a physicalpaystation.
The district firstimplementedpaidparkinginSeptember2025,chargingmorethan $5per hour.Thechangeledvisitors,sports groupsandother organizationswhoused thespacetoseekfreestreet parkinginthe nearbycommercialarea.
Bymid-October,councilvotedto reduce parkingto$2.50an houraftermembersof the Ambleside businesscommunityraised concernsthatthe programwaslosing them thousandsofdollarsin revenue. Thestudywillincludesixcomponents: backgroundinformationonpayparking, analysisofparkingdatabetween2018to 2026,ascanofparkingpracticesinthe LowerMainland,futureforecastofparking needs,publicinputandstaff recommendationsonparking.
Thestudyareastretchestotheadjacent residentialareaswithina200-metrebuffer ofthecommercialcentreorwithin400 metresofAmblesidePark.
“Ithinkittakesoffanegativeimpacton oursportsteamsparticularly,”saidCoun. SharonThompson.“ButIstillhavetostate howfrustratingI findthis,justmovingthe goalpostsconstantlyonourparkingplan. I’d reallyliketoseeusbackoffandcome backwithacomprehensiveplan.”
Thefreeparkingmovehasthethumbs upfromtheAmblesideandDundaraveBIA.
“It’sapositivestepforward,”said executivedirectorMaureenO’Brien.“We’re pleasedwiththesupportthatwe’vehad fromMayorSagerandcouncillors.”

Councils renew calls for inquiry onsewage plant

DistrictandCityofNorth Vancouver councilssaythey’llsubmitacomplaint toB.C.’sInspectorofMunicipalities, askingonceagainforapublicinquiry intohowthecostofthebeleaguered newsewageplantfortheNorthShore spiralledsofaroutofcontrol.
BothNorth Vancouver councils voted on similarmotions on July6.
It’sthelateststepin a continuedfight bylocalleaderstofind out howthesewageplantcostballoonedfrom about$700 million to$3.86billion.
Inajointstatement releasedJuly10, thecouncilspointedoutthatunderMetro Vancouver’ssewagefundingformula, Northand West Vancouvertaxpayers havebeenstuckwith a large chunk ofthe billforthecost overrun “overwhichthey hadlittlemeaningfuloversight.”
Thenewsfollows Metro Vancouver’s ownannouncementattheendofJune thatitwillproceedwithits own independent review of theproject now that the legalcaseagainst Metro’sformer sewage plantcontractorAccionahasbeen settled.
“Whilewe welcomeany effort to learnfromwhathas occurred,wedo notbelievethata reviewcommissioned by the organization whose governance anddecisionsareunderexamination canprovidethelevelofindependence, accountability,orpublicconfidencethat residentsdeserve,”thestatement from theNorth Vancouver councils read.
Inaninterview,DistrictofNorth VancouverMayor Mike Littlesaidhe’s tryingtobe optimisticabouttheMetro reviewbuthe saiditwillbehampered by the omissionof any of Acciona’sside of thestory.
“It’sentirelygoingbackonMetro Vancouver’s recordofevents,”hesaid. “Withoutknowingwhat the builderwent throughfromtheirperspective,Idon’t thinkyou’regettingafullpictureofwhat happenedwith thisfacility.”
Previous requestsforaprovincial inquiryhavefallenondeafears.Most recently,thetwoNorth Vancouvermayors flewto VictoriatomeetwithPremier DavidEby. But sofar, the provincehas refusedtodealwiththeissue,sayingit’s aninternalproblemforMetroto resolve.
West VancouverMayorMarkSagerhad adifferentperspective,sayinghesupports theMetro review.
Sagerpraisedtheexecutiveheading uptheteamdoing the review,addingthat theywillhave“fullauthority”toinvestigatetheprojectand reportbacktothe public.
The reportisexpected to takefive monthstocomplete.
“It’swonderfultomakeheadlinesand say,‘Oh,wewantthis,’”saidSager.“But iftheprovincehassaidthey’renotgoing todoit,then,beating thatdrumdoesn’t reallyhelpanything.”
Sagersaidhe’salsooptimisticthat the historicalfundingformulaused to charge regionaltaxpayersforlargeinfrastructure projectswillbe revisitedbyMetro’s board.
“Many of thedirectors atMetro Vancouverareveryfair-mindedpeople,” hesaid.“Ibelievewe’remakingsomevery goodheadwayonthis.”
DavidMarley,a West Vancouver residentwhoispart ofaNorth Shore taxpayersgroupdemandinggreater transparencyonthesewageplantcosts, saidMetro callingits review“independent”is“infuriatinglyinsulting to people’s intelligence.”

It is with great sadnessthat we announcethatour brother HerbertRogers-Jonespassedaway peacefully on June29,2026. He wasborninRuthin, NorthWales,onOctober30, 1935. He immigrated to Canada in December 1956along with hisparents, histwo sistersandbrother.After graduatingfrom Vancouver TechnicalInstitute in automechanics,he joined afellowstudent, and they operateda garage/automotive business formanyyears. In later years, hebought alarge "dump truck"and wentup Northtoconstructhighways. He workedon the Trans-Canada Highwaybetween Prince Georgeand Clearwaterfor many months.Heenjoyed Canada's bigwild country.Heenjoyedhunting,butIdon't rememberhimactually catchinganything.I believe hegothissense ofadventurefromour mother-she used to accompanyhim alltheway upnorth in the middleofwinterand then return by trainfromJasper. He wasmulti-talentedand mostly self-taught.He wasexperienced in houseconstruction,electrical wiring,plumbing, etc. He seemed to have an innate talent forknowinghowvariousequipment worked, havingneverseen it before. He madehisown websites -all very technical. He lovedtravelling, and when wewere younger,werenteda camper vanand travelledall over Europe.When we travelledin Canadaand theUS, thethree ofus travelledinthe comfortofanair-conditioned car, andhe wouldlead theway onhisBlueNortonCommando motorcycle. In1976,hebought 5acres in Langley -he constructedahugebarn mostly onhisown -with some help fromhissiblings.Heraisedsheep,hens, andducks therefor over30 years. Thebarnisstill standing!

It is with great sadnessthat we announcethe passingof Isabel Blessing,a wife,mother,sister, andaunt.While thelossofsuchanincredibleperson isimmense, we find comfortinknowing that sheis pain-freeand reunitedwithher saviour,Jesus Christ. Born in Esslingen, Germany, in 1966, Isabel moved to West Vancouver in 1980 with her family,drawn by her father’s love forBritish Columbia.Sheultimately movedtoNorth Vancouver,whereshe created alife with her husband,Lance, whom shewas marriedto for27years.
Isabel knew from ayoungage that shewanted to be amother,and this reflectedinevery aspectofher life. Shewas selfless,kind, caring,andhands-on. Whetherathome, in herdaycare, oron thesidelines ofher children’ssports teams, wheresheoften volunteeredas manager,shepouredherselfinto caring forothers. Shefoundpassion in crafts, crocheting, knitting,andembarkingon walking adventures.She washandy,innovative,and creative. Sheloved exploringnew projects and finding things to occupy her time.
Priortothebirthofher children, Isabelopenedher very ownfamilydaycare in Augustof1993. She formedlasting relationships withthechildreninher care and theirfamiliesand remained closewitheach one up until herdeath. Shetreatedeachchildin her care as if they were her own. Outsideofthehome environment,her compassionatenaturecouldbe seen by creatingcarepackages forthose in need, whereshe wouldquickly pulloverandhand them out at anyopportunity.Whilein hospital,in thefinal stagesofher illness, shefrequently helped fellow patients, while being apatientherself,and that was just theamazingpersonshe was.
Isabel is survived by her lovinghusband,Lance;her son, Brendan;andherdaughter,Hayley(Nathan). Shealsoleavesbehindher sister,Christine (Michael), whowasnotonlyher sister buther closestfriend,andherbrother,Stefen(Sue).She will be lovinglyremembered by herniecesandnephews: Dominic(Melissa),Joelle (Shawn), Darian (Simona), Shelby,Sarah (Ben),Markus, Penelope,and Austin —aswellasbyher many dear friends,all of whom were touched by her kindness, generosity, and unwavering love.
Shewaspredeceased by herparents, Guntherand Trude,and by herbaby, Brooklyn, whowas lost at nine weeksofpregnancy. While ourhearts grieve Isabel’s absence, we take comfortinknowing she has been reunitedwiththem in heaven
Elmerpassedawaypeacefully,leavingbehinda legacy of service, kindness, andunwavering optimism.
He wasthebelovedhusbandofhislifelong love, Ollie (née Bohoslowich), predeceased in 2016,and proud fatherof six: Ramona (Tom), Dan(Cheryl), Ken(Lori),Denise(Greg),Janet (Trevor), and Robert (Rosa).Hewasalso acherished grandfatherof 12 and great-grandfatherof12.
Elmerwas widelyknown andloved forhis positive outlook,deep commitment to family and community, love of sports,senseofhumour,andenjoymentof life.
Born in ComoxonVancouver Island, Elmerspenthis childhood in aloggingcampand lateronthe family farm in nearby BlackCreek.After graduatingfrom high schooland servingtwo yearsinthe Navy duringWWII, heattended UBC, earning aMasterof Social Work.
Hisdesiretohelpothers, combined with exceptional leadership andanabilitytobuild genuine relationships,shaped acareer in community development that had alasting impactthroughout Vancouver.
Elmerbeganhiscareerat Gordon Neighbourhood House, wherehehelpeddevelopnationally recognizedprogramssupporting singleparents, families, immigrants, and seniors. He laterbecame thefirst ExecutiveDirectorofthenewlyestablished AssociationofNeighbourhood Housesof BC, leading theorganization fornearly 30 years. Today, the network ofnine neighbourhoodhousesand SasamatOutdoor Centre serves more than100,000 peoplethrough over 500programs and services.
To recognize hiscontributions,the Association established theElmer Helm YouthLegacyFundand named themainbuildingatCampSasamat "Helm Lodge"uponhisretirement.
Elmerembracedanactivelifestyle.Anaccomplished flyfisherman,he wasalsoacompetitiveathlete, winning many goldmedalsatthe BC and Canada SeniorsGames with Ollie.Together they enjoyed camping, international travel,annual tripstoPalm Desert,and countless happytimes with family and friends.Likehis wife,Elmer wasa personofdeep faith.
Asports enthusiast,hehelpedestablishNorth Vancouver's firstpublicindoor tenniscentre in 1999, earning alifetimemembership to thedistrict's recreationfacilities. Evenafterhis 100thbirthday, he continued to work out regularly at thegym,wherehe made many friends.
